Integrated security plan at railway stations

671. DR. MANOHAR JOSHI: Will the Minister of RAILWAYS be pleased to state:

(a) whether Railways is preparing an integrated security plan for selected railway stations;

(b) if so, the details thereof;

(c) the expenditure likely to be incurred on this project;

(d) the names of the railway stations selected for implementation of the said plan at the initial stage; and

(e) the other measures taken by Railways to provide foolproof security at the vulnerable stations?

187 Statement-I

Integrated Security Plan at Railway Station

(a) to (d) An integrated security system has been approved at an estimated expenditure of Rs. 353 crore, to strengthen surveillance mechanism over 202 sensitive and vulnerable stations of the Indian Railways. The system consists of following four broad areas:-

(i) IP based CCTV surveillance system.

(ii) Access control.

(iii) Personal and baggage screening system.

(iv) Bomb Detection and Disposal System.

202 stations have identified for this purpose. Details are as follows.

Statement-II

Additional measures taken to enhance security to stations

(e) The following additional measures are being taken to enhance security at vulnerable stations:-

(A) Modernization of RPF

1. All RPF Help-Line - To augment passenger security, setting-up of an All India RPF Help-Line has been approved in Works Programme 2010-11 at an anticipated cost of Rs. 5 crore. The above Help-Line will be accessed by the passengers round the clock in need of hour.

2. Networking of Security Control Rooms - Networking of Security Control Rooms and Posts of RPF at Divisions, Zones and Railway Board has been approved in Works Programme 2010-11 at an anticipated cost of Rs. 4.41 crore. Purpose is to improve response to passengers and ensure better crime control.

3. Procurement of moder security equipment done by the zonal railways. Rs. 67.09 crore has been sanctioned for the purpose.

(B) Strengthening of RPF :

(a) 5134 additional non-gazetted posts in RPF have been created.

(b) Three “Railway Protection Special Force” Battalions have been sanctioned under works Programme 2010-11.

(c) A Commando Training Centre has been sanctioned for RPF at Canning in Eastern Railway, so as at augment training facilities to RPF personnel.

(C) Comprehensive bill for providing security to passengers.

A proposal is under consideration for Amendment in the RPF Act which will enable RPF to deal with offences related to passenger’s security eg. Theft of luggage, robbery/dacoity, drugging etc.
