Introduction 1.1.1 This Travel Plan (TP) document has been prepared on behalf of Persimmon Homes. 1.1.2 The Site is located on land to the east of Rumble Road within Dewsbury, Kirklees. The location of the Site is shown on Figures 1 and 2 for the strategic and local highway networks respectively. 1.1.3 This TP has been prepared to support the discharge of Condition 19 (2018/44/91079/Eo/JR) concerning the full planning application made by Persimmon Homes (West Yorkshire) for residential development for 149 dwellings (2016/91459). The development proposals which are illustrated on the Pegasus Site Plan contained at Appendix A can be summarised as follows: • 149 residential dwellings; • Access via an extension to Rumble Road; and • Associated parking, landscaping and infrastructure. 1.1.4 A Travel Plan (TP) is a package of measures tailored to the needs of individual sites and aimed at promoting healthier active travel choices, supporting public transport and public health programmes of Clinical Commissioning Groups (CCG) with an emphasis on reducing the reliance on the car. It involves the development of a set of mechanisms, initiatives and targets that together can enable a development to reduce the impact of travel and transport on the environment, whilst also achieving a number of other benefits for residents. 1.1.5 This TP provides details of measures to be incorporated into the overall design of the development to encourage residents to use sustainable transport along with a range of initiatives to be adopted to encourage the use of sustainable modes. 1.1.6 Following the introduction, this TP contains the following elements: • An assessment of existing conditions for access to the Site by a range of modes; • Objectives and scope of the Plan, including indicative Travel Plan targets; • Description of roles and responsibilities; and • Measures to encourage, promote and increase the use of public transport, cycling and walking and to reduce the level of single occupancy vehicle trips. 1.1.7 This report is intended to outline the obligations on the developer of the proposed scheme to fulfil the principles of the strategy. The document provides measures led by Persimmon Homes to encourage residents to use more sustainable means of transport. 1.1.8 The Travel Plan has been prepared in accordance with the DfT publication “Making Residential Travel Plans Work”, June 2007, and other appropriate guidance. 1.1.9 The key for any residential travel plan is ensuring that sustainable travel patterns are established from first occupation. There are two strands to ensuring that this occurs: • Locating developments in sustainable locations; and • Promoting the sustainable options to new residents. 1 Residential Travel Plan Persimmon Homes Land off Rumble Road, Dewsbury 2. Existing Conditions & Site Accessibility 2.1 INTRODUCTION 2.1.1 This chapter describes the development and considers the existing conditions on the surrounding highway network for a range of transport modes. It also includes a review of the accessibility of the development by foot, cycle and public transport. 2.2 EXISTING SITE 2.2.1 The Site has an approximate area of 4.5 hectares (11.0 acres) and is located to the east and south of Rumble Road some 1.6km to the east of Dewsbury. The Site in relation to the strategic and local transport networks is shown on Figures 1 and 2 respectively. Image 2.1 below illustrates the indicative Site boundary. Image 2.1 Site Location Plan 2.2.2 The Site comprises of 2, 3 and 4 bedroom houses over 1 - 2 levels with a variety of affordable homes, featuring gardens, front of house car parking some with separate garages / parking spaces. The site can be accessed via the existing gates at the head of Rumble Road or via public footpath dews/131/10 which runs along the eastern boundary of the Site. 2 Residential Travel Plan Persimmon Homes Land off Rumble Road, Dewsbury 2.2.3 The development is bound by Bywell Junior School to the north, Shaw Cross Business Park to the east and the existing housing served by Selso Road, Rumble Road and Bywell Road to the south and west. 2.3 EXISTING LOCAL HIGHWAY NETWORK 2.3.1 Rumble Road is a residential estate road which runs southwest to northeast for approximately 160m from its junction with Bywell Road where it meets the Site boundary. Selso Road is subject to a 30mph speed limit, with traffic calming features along its entire length. Selso Road meets Rumble Road adjacent to the Site and forms a loop system with Bendigo Road which forms the main access to Bywell Primary School. 2.3.2 Rumble Road is 7.3m wide with footways of some 1.8m to each flank. Rumble Road meets Bywell Road at a raised crossroads with Canterbury Road. 2.3.3 Bywell Road runs north to south from a priority T junction with the A653 Leeds Road for approximately 0.8km where it meets the A638 Wakefield Road and Syke Lane at a signal controlled crossroads to the south of the Site. 2.3.4 In the vicinity of the development, Bywell Road has a carriageway width of some 9.3m with 2.1m wide footways to both flanks separated by a 2.0m wide grass verge. 2.3.5 Public footpath Dews/131/10 runs along the eastern boundary of the development for some 842m between Leeds Road and Bywell Close as shown on Image 2.2. Image 2.2 PRoW Extract 3 Residential Travel Plan Persimmon Homes Land off Rumble Road, Dewsbury 2.4 EXISTING PEDESTRIAN AND CYCLE FACILITIES 2.4.1 Lit footways are provided along both flanks of Rumble Road and Bywell Road. The footways vary in width between 1.8m and 2.1m. The footways along Bywell Road are separated from the carriageway by a 2.0m wide grass verge. The existing footways provide connections to the bus stops along Bywell Road, A653 Leeds and A628 Wakefield Road. 2.4.2 A signalised
