This report outlines a draft Official Plan update based upon a review process conducted over the course of 2017, 2018 and early 2019, that included input from Township staff, the County of Lennox and Addington, and various key government agencies and Ministries. We are requesting Council to authorize staff to proceed to share the Draft Official Plan and commence consultation with the public on the proposed changes, following which all comments and input will be reviewed by staff, and brought back to Council for final consideration and approval. Recommendation: That the report from the Supervisor, Planning Services, dated April 12/19, regarding the Comprehensive Review of the Official Plan, be received and the following be adopted: 1. Background: The Official Plan is a long-range planning policy document that provides the framework to manage land use, growth and development over a 20 year horizon. Section 26(1)(1.1) of the Planning Act requires Official Plans to be reviewed every five years (or every 10 years if a new Plan comes into effect, as opposed to an amendment) in order to ensure that it: (a) conforms with provincial plans or does not conflict with them, as the case may be, (b) has regard to the matters of provincial interest listed in section 2, and (c) is consistent with policy statements issued under subsection 3(1).

It is one of 36 watershed-based agencies within Ontario dedicated to the conservation and protection of the natural environment through a variety of management tools including land ownership, education, monitoring, reporting and regulation.     A News Release NEWS from the Cataraqui Region Conservation Authority RELEASE June 25, 2018 LOW WATER CONDITIONS ALONG MILLHAVEN CREEK KINGSTON ON – Below average rainfall over the last two months has resulted in low water conditions in Millhaven Creek, a system that runs from Gould Lake north of Sydenham down through Odessa into Lake Ontario at Millhaven. The Ministry of Natural Resources and Forestry’s three-month weather outlook suggests that drier than normal conditions may persist for the next few months and into the fall. Cataraqui Region Conservation Authority (CRCA) staff closely monitor creek flows and water levels, and manage two water control structures (dams) on Millhaven Creek, namely, the Sydenham Lake Dam in Sydenham and the Wilton Road Dam in Odessa. The reservoirs (i.e. lakes) and outflow structures associated with these dams provide CRCA staff with limited ability to sustainably augment creek flow when conditions are dry. CRCA staff have received inquiries from residents along the creek concerned about the low water conditions and questions about whether the dam(s) can be opened further to increase flow in the creek. The water level of Odessa Lake, at the Wilton Road Dam, is already below the target level for this time of year. Increasing flow through the dam would cause the level to fall, creating a risk that flow could not be augmented later in the year. Significant rainfall is necessary to improve this situation. Sydenham Lake is just below the summer target water level and is currently falling. Without significant rainfall it is anticipated that Sydenham Lake will continue a gradual decline.

    Named Lakes of the Cataraqui Region Appendix 7 The Cataraqui Region is home to approximately 170 named waterbodies. To create a consolidated record of the named lakes within the region, Cataraqui Region Conservation Authority staff created a lake inven- tory using topographic maps produced by Google Maps (2016), Natural Resources Canada (2009), and Ontario Ministry of Natural Resources and Forestry base maps and lake surveys, provided by Kemptville and Peterborough Ministry District Offices (see Table 1 below).     Cataraqui Source Protection Area Amended Proposed Assessment Report (June 2011) Chapter 2 – Cataraqui Source Protection Area 2.0 Introduction This chapter provides the reader with an overall perspective on the watersheds, physical geography, human geography, and Great Lakes aspects of the Cataraqui Source Protection Area (CSPA). For additional detail on these topics, the reader is invited to review the Watershed Characterization Report: Cataraqui Source Protection Area (CRCA, 2008) in Appendix ‘L-2’. The Cataraqui Source Protection Area (CSPA) is located at the eastern end of Lake Ontario and the beginning of the St. Lawrence River (Map 1-1). It includes a portion of the Bay of Quinte, Hay Bay, the southern portion of the Rideau Canal and the Thousand Islands of the St. Lawrence River. The region includes approximately 1,000 kilometres of Great Lakes shoreline (Lake Ontario and the St. Lawrence River, including the islands) and about 200 inland lakes. It covers the jurisdiction of the Cataraqui Region Conservation Authority (CRCA), plus the municipality of Frontenac Islands (Howe and Wolfe Islands) and the waters up to the International Boundary between Canada and the United States of America (Map 1-2). The landscape of the CSPA is extremely varied. The central region is characterized by the exposed bedrock, lakes and woodlands of the Canadian Shield (Frontenac Axis), while the south and west consist mainly of the agricultural landscape of the limestone and clay plains (Map 2-1). In the east, the surficial geology is dominated by sand and gravel. The landscape is described in detail by Chapter 1 of the Watershed Characterization Report: Cataraqui Source Protection Area (CRCA, 2008) and it is illustrated by Figures 1-4 through 1-15 of that document.
