When this Parliament began, I introduced a private member's bill to correct the situation. My colleague in the Prayer Senate, Senator Bob Runciman, introduced a similar bill in the Senate that eventually became the bill in front of us today, Bill S-233. PRIVATE MEMBERS' BUSINESS I was pleased when the Senate not only considered Bill S-233, but Ï (1105) provided speedy passage of it.     CONDOLENCE MOTION Moved by: Councillor Jim Karygiannis Seconded by: Councillor Norman Kelly The Mayor and Members of Toronto City Council are deeply saddened to learn of the passing of Arnold Chan, Member of Parliament for Scarborough-Agincourt. Arnold Chan (June 10, 1967 – September 14, 2017) lawyer and politician, was elected to represent the riding of Scarborough-Agincourt in the House of Commons of Canada in the 2014 by-election. Arnold attended Henry Kelsey Senior Public School, Sir Ernest MacMillan Senior Public School and Dr. Norman Bethune Collegiate Institute. Arnold Chan studied at the University of Toronto, earning an undergraduate and a Master's degree in political science, before obtaining a law degree from the University of British Columbia. When he was 40 years old, he returned back to school again and earned a second Masters' degree in Urban Planning. Prior to his election, Arnold worked as a senior aide to Ontario Premier Dalton McGuinty, Chief of Staff to Ontario Cabinet Minister, Michael Chan. Previously, he worked as a lawyer and corporate executive. Arnold won the Liberal nomination for Scarborough-Agincourt after incumbent Liberal MP Jim Karygiannis resigned to run for Toronto City Council. He was elected to Parliament in a by- election held in that same year. While in opposition, Arnold served as Liberal critic for the Federal Economic Development Initiative for Northern Ontario, and critic for the Federal Economic Development Agency for Southern Ontario. In November 2014, he became a critic for Tourism and Small Business. Soon after his election, Arnold was diagnosed with nasopharyngeal cancer. He underwent treatment and quickly returned back to his role as a parliamentarian for Scarborough-Agincourt.

    Canadian eview V olume 40, No. 4 Rediscovering a Buried Parliament 2 CANADIAN PARLIAMENTARY REVIEW/SPRING 2017 On September 10, 1964, in Charlottetown, those i n attendants at the Canadian Area Conference of the Commonwealth Parliamentary Association unanimously resolved to mark the occasion of the 100th anniversary of the meeting of the Fathers of Confederation by presenting, on behalf of the provincial and federal branches of the CPA, a Mace to the Legislative Assembly of Prince Edward Island. To that end, a committee composed of the Speakers of the Senate, House of Commons, Ontario and Quebec was appointed to make arrangements for the design and presentation of a suitable Mace. The committee chose the design submitted by Canadian company Henry Birks and Sons Ltd., and the Mace was presented to the Legislative Assembly in a special ceremony on February 24, 1966, in Province House. Prior to this, PEI did not have a Mace. The Mace is approximately four and a half feet tall and weighs 10 pounds. It is made of gold-plated silver. The crests of the 10 provinces encircle the Mace just below its crown. Below those crests, engravings show the Coat of Arms of Canada and set forth the donors of the Mace. PEI’s provincial flower, the Lady’s Slipper, is engraved in several places. When the Mace is placed upon the Table, PEI’s crest always faces up. The belief that immigrants can arrive in Canada and preserve the distinctive cultural traits that were developed in their country of birth, while simultaneously inheriting a new, culturally diverse Canadian identity has become a source of pride for many Canadians. The development of a culturally sensitive, socio-political landscape has even become a form of ammunition for Canadian nationalists, many of whom will promote the Canadian ‘cultural mosaic’ as a more virtuous and fruitful type of society than the assimilation- centered, ‘melting pot’ that is believed to be in existence in the United States. As we celebrate ethnic and cultural diversity as positive steps towards the formation of a national identity, it begs the question; do our democratic institutions appropriately reflect this diversity? Does the deep-rooted tradition of British parliamentarianism present any challenges to newcomers who might not share this tradition? This paper will focus on the representation and participation of visible minority Members of Provincial Parliament (MPP) in the Legislative Assembly of Ontario.
