I. As instructed by the committee, the Secretariat has drawn up the present paper which contains proposals for the award of the 1979 Europe Prize and Flags of Honour. II. Recapitulation of the 1978 awards 1. The 1978 Europe Prize was awarded to TUBIZE (). 2. V. Secretariat proposals a. For the 1979 Europe Prize The Secretariat's first proposal is the town of GRAZ (Austria) whose application was first considered in 1977j> when the sub-committee judged that it should be taken seriously into account in the year 1978. In 1978 Graz was the Secretariat's second proposal for the prize,, owing particularly to there having been no fresh application (it in fact arrived on the day before .the meeting) and due to some uncertainty as to the future policy of the - . team responsible for management of the town. The sub-committee still judged that Graz's application should be seriously taken into account in 1979. The town has remarkable claims, firstly insofar as its European activities have been broadly integrated into local government administration and secondly since the town gives considerable material aid to the various European movements. On the example of , Europe Prize winner in 1975 and twinned with Graz since 1968, the municipality 'of Graz has set up a twinning office responsible not only for organising exchanges and meetings but also for the reception of visitors and the propagation of the European idea among the public. Graz's town twinnings are notable for the fact that .(for obvious geographical and historical reasons) they embrace two Yugoslav towns (Pula and Maribor) which are very active partners. The same is true of the twinning with the Scandinavian town of Trondheim (Norway). Very regular contacts and exchanges occur in culture and sport with the twinned towns of Trieste and Darmstadt. Relations seem to be less regular with two other twinned towns, Groningen (Netherlands) and (United Kingdom). Graz plays a pilot role'and has a European impact as regards the conservation of historic centres. In this field it has very actively supported the 's activity. By reason of its geographical position and through having a very active and European administrative team, the town of Graz exercises a very strong influence over the whole region of Styria and also on neighbouring zones in Yugoslavia and Italy. The award of the Europe Prize would without doubt have considerable propaganda effect in what is a somewhat peripheral zone. It should finally be added that Austria has not received the Europe Prize since 1964 despite several applications. o o o

An alternative proposal is PASSAU which received the Flag of Honour in 1970. This town's European activities are first to be noted in a number of twinnings 'Cagnes-sur-Mer (France), Krems (Austria). Dumfries (Scotland)). It also has cultural relations with Lanzo and Udino in Italy and with St. Brieuc in France. The town of Passau organises an annual European Week: devoted in the main to cultural events which are the occasion of numerous exchanges and subsequent European contacts. The town gives its material support to the. European organisations, to "European Schools Day" and to its youth hostel and it has regularly given proof of its solidarity with foreign towns hit by disasters (Zell am See, Skopje, Florence). It is to be regretted that the town of Passau has not renewed its application since 1970. A very well-prepared application reached us on 12 February - after the date-limit for the consideration of candidatures for 1979.

The Secretariat also wishes to draw attention to the applications made by Munster and Osnabruck (Flag of Honour in 1970 and 1968) who unfortunately have not renewed their candidature since 1970. Two other highly deserving applications are those of (Flag of Honour in 1973), a town whi h renewed its candidature in 1978 for the fifth time since 1970, and that of Mulheim/Ruhr (Flag of Honour 1977). b. For the 1979 Flags__pf Honour 23 Flags were awarded in 1978. The Secretariat proposes to maintain this number for 1979- In factc despite a lesser geographical coverage the total number of applications has not dropped (28 new candidatures).
