C'est avec quelques jours de retard sur l'échéancier prévu que nous nous exécutons. Vous attendiez un rapport de l'ensemble du Comité externe, mais c'est le rapport de trois de ses membres que je vous transmets aujourd'hui. Il nous a été impossible, malgré tous les efforts déployés, de produire un rapport dans lequel tous les membres se seraient reconnus. Toutefois, un grand nombre des constats et des recommandations que vous trouverez dans ce document ralliaient l'ensemble des membres. Vous pourrez, à la lecture des deux documents qui vous seront acheminés, vérifier cette affirmation. Cette convergence vous permettra d'identifier des assises sur lesquelles amorcer la réforme que votre gouvernement souhaite. Les divergences quant à elles vous indiqueront certains enjeux dont devront débattre publiquement les citoyennes et les citoyens du Québec durant les prochains mois, notamment les personnes inscrites à l'aide de dernier recours. Ces enjeux ont trait à la démocratisation du régime de la sécurité du revenu, aux approches de contrôle des irrégularités et des cas de fraude, au traitement des jeunes âgés de 18 à 25 ans, et au niveau des prestations pour ces jeunes et pour les personnes présentant des contraintes sévères à l'emploi. L'unanimité ne s'est pas faite non plus autour de l'intégration progressive de la sécurité du revenu à la fiscalité. Les signataires du présent document ont tenté de proposer une réforme de laquelle pourrait émerger un régime équitable, respecté de tous, plus simple, plus démocratique, plus enraciné localement, plus intimement lié à l'emploi et à son développement. Ils ont pris le pari d'une société généreuse envers ses plus démunis, ingénieuse dans le renouvellement de ses approches de solidarité, attachée à ses acquis, confiante dans sa capacité de mettre tout son monde à la besogne. Ils ont aussi eu constamment en tête les contraintes financières dans lequel s'inscrit ce pari et le danger de demander trop à une société en pleine mutation. 5 Selon nous, la réforme de la sécurité du revenu devrait viser à 1) réduire la pauvreté et en minimiser les risques de reproduction intergénérationnelle; 2) susciter et soutenir la création d'emplois stables; 3) simplifier les paramètres et l'administration du régime; 4) faciliter la participation des intervenants et des communautés; 5) combattre la stigmatisation envers les prestataires; 6) favoriser la participation des prestatataires à la planification et à la mise en oeuvre de leur insertion sociale et professionnelle; 7) améliorer leurs capacités et leurs chances d'occuper un emploi; 8) assurer davantage d'équité entre prestataires et travailleurs à bas revenus; 9) prévenir les cas de non-conformité et de fraude; 10) respecter les contraintes budgétaires de l'État. Au niveau du régime lui-même, nous recommandons de maintenir les prestations de base à leur niveau actuel et de convertir l'ensemble des mesures passives de soutien supplétif en mesures actives d'insertion à l'emploi ou de création d'emplois. Nous proposons aussi de considérer désormais la prestation de base comme une Prestation ajustée aux revenus de travail (PART), de reconduire avec modifications le programme de supplément de revenu de travail actuellement offert aux familles et de l'étendre, s'il y a lieu et seulement après évaluation rigoureuse, aux autres catégories de prestataires en commençant par les 22-24 ans. Nous recommandons le maintien de la parité de prestations entre jeunes adultes et adultes tout en soumettant une partie de la prestation à la participation du jeune adulte à un Plan d'insertion sociale et professionnelle; ce plan engage les jeunes et l'État dans une entente de réciprocité. Une des transformations les plus importantes que nous vous suggérons concerne les enfants. Nous vous recommandons la création d'une Allocation des enfants, intégrée à la fiscalité et incorporant la majorité des mesures de support financier présentement éparpillées. Cette recommandation, si elle était adoptée, pourrait grandement aider la planification budgétaire des familles, sortirait les enfants du régime de la sécurité du revenu, contribuerait de ce fait à simplifier énormément le régime et à faciliter l'intégration au travail et, à terme, pourrait améliorer le sort de milliers d'enfants de familles monoparentales. En ce qui a trait aux parents de jeunes enfants, nous vous suggérons de transformer le barème de non- disponibilité pour charge d'enfants en supplément du nourrisson étendu à toutes les familles à bas revenus. Pour ce qui est du contrôle des erreurs et des cas de fraude, nous privilégions une approche d'efficacité, de spécificité et de citoyenneté. En clair, cela veut dire que la simplification du système préviendra nombre d'erreurs et de dérives. Cela veut aussi dire que le contrôle devrait d'abord s'exercer dans le cas des dossiers les plus importants. Enfin, cela pourrait aussi signifier de lever, en partie, l'insaisissabilité des prestations de manière à rétablir une forme d'imputabilité perdue et une perception d'équité auprès de la population. 6 Au niveau du système, nous faisons la recommandation de fusionner les multiples points de services des réseaux des centres Travail-Québec, de la Société québécoise du développement de la main-d'oeuvre et des Centres d'Emploi du Canada dans un seul point de service local: le Centre local d'emploi (CLE). Ce centre offrirait deux services distincts: ajustement du revenu et conseil à l'emploi. Nous pensons aussi que l'amélioration du service passe par une plus grande complicité entre les Centres et les ressources locales, par une plus grande participation des usagers, de la population et des agents et conseillers à la gestion du Centre local, par un ajout de ressources humaines dans les Centres et dans les groupes communautaires partenaires. La création de comités des usagers nous semble particulièrement importante; le soutien financier à ces comités pourrait reposer sur une formule d'auto-financement. Dans cette refonte du système, les SQDM régionales ont le double rôle de veiller à la qualité des services offerts dans les CLE et de soutenir la planification et la mise en oeuvre des Plans locaux d'action pour la création d'emplois. Le ministère que vous dirigez est invité à faire preuve de clarté et de constance dans la définition des balises nationales qui guident les organisations locales. Il est également invité à poursuivre ses démarches afin de rapatrier l'ensemble des budgets et des responsabilités associés au régime d'assurance­ emploi ce qui permettrait de mieux arrimer les régimes d'assurance et de soutien aux chômeurs de longue durée. Enfin, nous suggérons la création d'un Conseil du développement social et économique à partir de la fusion des nombreux Conseils existants et

Palimpsest III: The Dialectics of Montreal’s Public Spaces Coles 1 As a site of identity for the multiple affiliations of the people of Montreal, the Montreal Forum represents much more than a hockey arena. Between 1924 and 1996, the Forum hosted thousands of events, from professional hockey, to rock concerts, circus performances, religious gatherings, professional wrestling and events of the 1976 Summer Olympics. In 1996 the Montreal Canadiens Hockey Club, the main occupants of the site, moved from the Forum to the Molson (now Bell) Centre. After the departure of the Canadiens was announced, many Montreal residents feared that the Forum would be destroyed. A huge public outcry to save the building ensued. The Forum was ultimately saved and transformed into an entertainment complex called the Pepsi Forum that incorporated some memorabilia from the site’s history into its design. With this attempt to keep the local affect of the Forum alive in mind, this essay asks why so many were opposed to the demolition of the Forum? Was the adaptive re-use of the Forum successful in capturing the essential and important aspects of the building for its fans? The Montreal Forum was a key site of expression and identity in Montreal not only for supporters of the Canadiens hockey team. For the city’s francophone population and fans of popular music, the Forum was also important. As this essay demonstrates, while the Pepsi Forum includes memorabilia in its interior design, important connections between the Forum and the rise of Quebec nationalism are only summarily represented, as is the impact of the Forum as a key music venue in Montreal; the “Forum Gallery”, a small museum located on the second floor of the building, is out of the view and spatial experience of most visitors today.

    1: Montreal and the Jewish Community in the 1920's Montreal in the 1920's was a sharply divided city, both socially and culturally. Rifts separated the wealthy from the poor, uptowner from East-ender, anglophone from fran- cophone, immigrant from native-born, and Gentile from Jew. From its origins in 1929, the Jewish General Hospital would contribute substantially to the bridging of these differences and to the promotion of greater harmony in efforts for the benefit of all. Both Montreal's population and that of the Jewish community within it had been growing rapidly for some time. Census figures reveal that the number of people living in Montreal, after having more than doubled since the turn of the century, increased from 618,506 in 1921 to 818,577 ten years later. Since much of this increase resulted from im- migration, a great deal of which was Jewish, Jews quickly rose to prominence as the third largest ethnic group in Montreal. After a gradual growth in the old, but small, Jewish community to some 8,100 persons in 1901, by 1921 its numbers had soared to 51,287, despite the interruption of immigration during the war years. Thus, in 1921 Jews accounted for a full seven percent of Montreal's population. Montreal grew in more than population during the first decades of the twentieth century and began to assume aspects of its present appearance. Industry, already the heart of Montreal's economy, continued to expand once the post-war recession was over. This trend was particularly visible in traditional industrial sectors - clothing, textiles, tobacco, and iron and steel products - as well as in some newer sectors, such as electrical appliances and oil products.

Moraz toured with the Moody Blues from 1978 through 1990. From 1965-1966 The Moody Blues were Denny Laine, Clint Warwick, Mike Pinder, Ray Thomas and Graeme Edge, although Warwick left the band sometime in 1966 and was briefly replaced with Rod Clarke.
