The Alamo April 28, 2010

Segs4Vets presentation ceremonies are conducted nationally at the Alamo in San Antonio, Texas, the Marine Corps War Memorial in Washington, D.C. and aboard the USS Midway in San Diego, California. The Alamo has come to symbolize courage and sacrifice for the cause of liberty to all Americans; the hallowed grounds of this Cradle of Liberty are a most fitting setting for the ceremonies. The Alamo is made available through the gracious participation in the Segs4Vets program by the Daughters of the Republic of Texas. The Marine Corps War Memorial stands as a symbol of this grateful Nation's esteem for the honored dead of the U.S. Marine Corps. While the statue depicts one of the most famous incidents of World War II, the memorial is dedicated to all Marines who have given their lives in the defense of the since 1775. We would like to express our gratitude to the National Park Service for the privilege of honoring our recipients on theses sacred grounds. The USS Midway Museum is dedicated to preserving and honoring the 225,000 young men and women who served aboard the USS Midway-and by extension all those who serve in uniform. The USS Midway is the longest serving Navy aircraft carrier of the 20th Century and is America’s West Coast symbol of strength, freedom and peace. We would like to thank RADM McLaughlin, the Board of Directors and Staff of the USS Midway Museum for this symbolic venue to honor our West Coast Recipients.

Howard July 11, 1939 – December 23, 2009 Congressional Distinguished Service Cross (2) (2) Defense Superior Service Medal (4) Bronze Star (4) (8) Segs4Vets Segs4Vets is an unprecedented grass-roots effort sustained and administered by volunteers representing grateful Americans who passionately believe that when those serving our nation are sent into harm’s way and suffer serious injury and permanent disability they must have every resource and tool available to them which will allow them to fulfill their dreams and live the highest quality of life possible. The program which made the first presentation in September 2005 to three recipients who sustained injuries in Operation Iraqi Freedom was conceived and implemented with the assistance of Gen. Ralph "Ed" Eberhart, USAF (Ret), President of the Armed Forces Benefits Association. Following its first presentation the Segs4Vets program began the process of seeking a waiver which would allow the presentation of Segways to active-duty military personnel who had been severely injured and permanently disabled while serving in support of Operation Iraqi Freedom and Operation Enduring Freedom. In August 2006 the Segs4Vets program became the only recipient of a blanket waiver from the United States military allowing a donation in excess of $1000 to active-duty military personnel. In 2006 the program began setting up training and assessment programs at military medical centers which provided rehabilitative care for OEF, and OIF severely injured. Walter Reed Army Medical Center in February 2006, National Naval Medical Center in May 2006, Brooke Army Medical Center in November 2006 and the Naval Medical Center San Diego in November 2008. In May 2006 Colonel William J. O'Brien, USMC (Ret),the Director of the Department of the Navy's Severely Injured Marines and Sailors Initiative (SIMS), a pilot program enacted under Deputy Assistant Secretary of the Navy HC "Barney" Barnum, to facilitate the full integration of injured servicemembers into the Marine Corps and Navy or to assist in their transition into the private sector became aware of the Segs4Vets program and the benefits that the Segway could provide to injured Marines, sailors soldiers and airmen. In July 2006 the small staff of the SIMS program, Colonel O'Brien, HMC Christine Jensen, USN, and Joseph Wade began collaborating with the Segs4Vets program to encourage it to serve more OEF & OIF severely injured. The results of this collaboration resulted in the first major Segs4Vets presentation ceremony on December 7, 2006 during a SIMS luncheon at the Army Navy Country Club in Arlington, Virginia. In May 2007 the SIMS program concluded its work having identified gaps in coverage for the severely injured and recommended solutions for those deficiencies, however, that first Segs4Vets presentation ceremony set a standard for future Segs4Vets ceremonies held twice annually in Washington, DC, San Antonio, Texas, and San Diego, California. Colonel O'Brien, HMC Jensen, Joe Wade, and now retired Secretary Barnum continue to play an active role in the Segs4Vets program. Segs4Vets, which only awarded 16 Segways through 2006 will have awarded more than 500 Segways through 2010 was presented the Secretary of the Army’s Public Service Award for distinguished public service in providing outstanding support to our Nation’s Veterans. A member of Military, Veterans & Patriotic Service Organizations of America, Segs4Vets has been certified as one of the best charities in America by the Independent Charities of America, an honor accorded fewer than 2,000 of the more than one million public charities in the United States Candidates for the Segs4Vets program have sustained injuries which have resulted in the amputation of one or both legs, extensive soft tissue and muscle injuries, traumatic burn injuries, spinal cord injuries, traumatic brain injury, and other neurological injuries and disorders. The Segs4Vets program provides successful candidates with a universally designed mobility device, not yet available through their present benefit package, which does not draw attention to their disability while providing a more healthful psychological and physiological quality of life.

United States Marine Corps Seattle, Washington Lance Corporal Hodge enlisted in the United States Marine Corps right out of high school on February 1, 1968. Jerry Kerr President Segs4Vets/Disability Rights Advocates For Technology

Jerry Kerr together with Leonard Timm and Fred Kaplan founded Disability Rights Advocates For Technology, “DRAFT” an all volunteer organization certified as one of America’s best charities representing people with disabilities who refuse to be defined by their disability and whose passionate enthusiasm for participating in life’s activities is supported by Universal Design and new and emerging technologies. DRAFT provides advocacy and education services as an advocate for the adoption of Universally Designed Technology Solutions, the only sustainable approach, for continued improvement in quality of life issues effecting people with disabilities and senior citizens and the opportunities these solutions offer for extending independent life. He is recognized as one of the leading authorities on the use of Segways by people with disabilities. On July 25, 1998 Jerry Kerr's life was suddenly transformed from a physically active chief executive officer of a national award-winning home-building and real estate development corporation, avid outdoorsman and pilot; to that of a spastic quadriplegic. He was involved in a diving accident shattering his C-4 vertebrae requiring it to be replaced with a cadaver bone. The prognosis was that he would never again move from the neck down. Determined to maximize his potential for recovery, physical and mental health and life span, Mr. Kerr embarked upon a rigorous physical therapy schedule, four hours a day, six days a week, and sought out any advancement in technology which potentially might be beneficial to him. Neurologically impaired from the neck down, he still makes daily use of his wheelchair, however having regained the ability to stand briefly, in early 2003 soon after its introduction he began using the Segway as his primary means of mobility both inside and outside of the home. Recognizing that his life would forever be very different, he knew that he could still live a very rewarding and high-quality life, and dedicated his life to the service of those with disabilities. In September 2005, Jerry Kerr and his organization, Disability Rights Advocates for Technology (DRAFT), started the Segs4Vets program, awarding Segways to men and women of the United States Military who had sustained severe injuries while serving our nation in Operation Iraqi Freedom and Operation Enduring Freedom, injuries which resulted in permanent disability and difficulty walking. The Segs4Vets program has provided Segways and started training and assessment programs with the physical and occupational therapy staff at four major military medical centers: Walter Reed Army Medical Center in Washington, DC; the National Naval Medical Center in Bethesda, Maryland; the Center for the Intrepid at Brooke Army Medical Center in San Antonio, Texas; the Naval Medical Center San Diego, San Diego, California. In August 2006, DRAFT for its Segs4Vets program, became the only organization in the United States to have received a blanket waiver from the United States Marine Corps, Army, Navy, Air Force and the Department of Defense allowing a donation to active duty military personnel in excess of $1000. To date the Segs4Vets program has awarded almost 500 Segways, funded entirely through donations from concerned citizens and organizations across the country. In December 2008 Jerry Kerr was awarded the Secretary of the Army’s Public Service Award for distinguished public service in providing outstanding support to our Nation’s veterans. Through his work with severely injured military personnel, Jerry Kerr has recently agreed to serve as a consumer member of a Scientific Advisory Panel of a Multidisciplinary Clinical Consortium for a major university in the United States researching solutions and treatment for Post-Traumatic Stress Disorder and Traumatic Brain Injury suffered by our returning combat veterans. He continues to be a featured speaker and presenter at international symposiums and national conferences focusing on issues which effect people with disabilities and addressing the benefits that technology and universal design can provide to them. He addressed the International Seating Symposium in March 2009 and has provided testimony before the United States Congress and the United States Department of Justice on civil rights issues affecting people with disabilities and the application of Universal Design and new technologies. General Ralph E. "Ed" Eberhart is Commander, North American Aerospace Defense Command and U.S. Northern Command, Peterson Air Force Base, Colo.

General Eberhart entered the Air Force in 1968 as a graduate of the U.S. Air Force Academy. His staff experience includes serving as Executive Officer to the Air Force Chief of Staff at Headquarters U.S. Air Force; Deputy Chief of Staff for Inspection, Safety and Security, Headquarters Tactical Air Command; Director for Programs and Evaluation, Headquarters U.S. Air Force; Director of Force Structure, Resources and Assessment, the Joint Staff; and Deputy Chief of Staff for Plans and Operations, Headquarters U.S. Air Force. The general has also served as Vice Chief of Staff of the U.S. Air Force, Commander, Air Combat Command, Commander, Air Force Space Command, and as Commander in Chief, U.S. Space Command.

General Eberhart has commanded a flight, squadron, wing, numbered air force and two major commands, as well as one sub-unified command, two unified commands and one bi-national command. While Commander of the 363rd Tactical Fighter Wing during Operation Desert Shield, the unit established the theater's initial air- to-ground combat capability from a forward operating location. General Eberhart's international awards include the Grand Cordon of the Order of the Sacred Treasure, presented while serving as the Commander of U.S. Forces, Japan, by the Emperor of Japan, as well as the French Legion of Honor. A command pilot, General Eberhart has logged more than 5,000 hours, primarily in fighter and trainer aircraft, including 300 combat missions as a forward air controller in Vietnam.

Gen. Hal M. Hornburg is Commander, Air Combat Command, with headquarters at Langley Air Force Base, Va., and Air Component Commander for U.S. Joint Forces Command and U.S. Northern Command. General Hornburg is responsible for organizing, training, equipping and maintaining combat-ready forces for rapid deployment and employment while ensuring strategic air defense forces are ready to meet the challenges of peacetime air sovereignty and wartime defense. ACC operates more than 1,200 aircraft, 25 wings, 16 bases and more than 200 operating locations worldwide with 110,000 active-duty and civilian personnel. When mobilized, the Air National Guard and Air Force Reserve contribute more than 800 aircraft and 65,000 people to Air Combat Command. As the Combat Air Forces lead agent, ACC develops strategy, doctrine, concepts, tactics and procedures for air and space power employment. The command provides conventional, nuclear and information warfare forces to all unified commands to ensure air, space and information superiority for warfighters and national decision-makers. ACC can also be called upon to assist national agencies with intelligence, surveillance and crisis response capabilities.

General Hornburg entered the Air Force in 1968 as a graduate of Texas A&M University's ROTC program. He has commanded at all levels -- flight, squadron, wing, numbered air force and major command. He also commanded a composite fighter wing during Operation Desert Storm and the first Air Force composite wing during the services reorganization in 1991-1992. General Hornburg directed air operations over Bosnia, commanded the Joint Warfighting Center, served on the Joint Staff, and directed operations at Headquarters U.S. Air Force. He also has served as Tactical Air Command's F-15 demonstration pilot for the East Coast, as Air Force Liaison Officer to the U.S. Senate, and as Chief of the Air Force Colonels' Group. Prior to assuming his current position, General Hornburg commanded Air Education and Training Command. The general is a command pilot with more than 4,400 flight hours.

Texas Resources for the Iraqi and Afghanistan Deployment (TRIAD) Fund

Severely injured members of the United States military who have served in support of Operation Iraqi Freedom and Operation Enduring Freedom are in increasing percentages receiving care at Brooke Army Medical Center in San Antonio. With the opening of the Center for the Intrepid, San Antonio has become the premier destination for the rehabilitation of our severely injured who have served our great nation.

While our severely injured who are receiving care at BAMC have come from communities across the nation many are choosing to make San Antonio their home not only to remain close to cutting-edge medical care and rehabilitative therapy but also recognizing the benefits of living in a community which has a history of recognizing their unique needs and embracing them and their families.

Disability Rights Advocates for Technology “DRAFT” represents people with disabilities who refuse to be defined by their disability and whose passionate enthusiasm for participating in life’s activities is supported by Universal Design and new and emerging technologies. We provide advocacy and education services as an advocate for the adoption of Universally Designed Technology Solutions. We believe they are the only sustainable approach for continued improvement in quality of life issues affecting people with disabilities and senior citizens. The opportunities these solutions offer for extending the independent life of the baby boomer generation and people with disabilities will provide extraordinary benefits to our society as a whole. The issues focused on by DRAFT affect every citizen of the United States regardless of age, gender, ethnicity or income level.

The Independent Charities of Excellence is awarded to members of Independent Charities of America that have, upon rigorous independent review, been able to certify, document, and to demonstrate on an annual basis that they meet the highest standards of public accountability, program effectiveness, and cost-effectiveness. The standards include those required by the US Government for inclusion in the Combined Federal Campaign, probably the most exclusive fund drive in the world. Of the 1,000,000 charities operating in the United States today, it is estimated that fewer than 50,000, or 5%, meet or exceed the standards, and, of those, fewer than 2,000 have been awarded this seal. The SegVator was created to enhance the usability and practicality of the Segway as a mobility solution. The SegVator allows the Segway to be loaded quickly and effortlessly, automatically securing it for transportation and charging its batteries while in route. SegVator LLC, owned by Jeré Fabick of Milwaukee, Wisconsin and David Strassman of Madison, Wisconsin, donates 100% of its profits to DRAFT in support of the Segs4Vets program.
