Background As part of Senate Bill 380 (Section 160.545), The Outstanding Schools Act of 1993, the Missouri Department of Elementary & Secondary Education instituted the A+ Schools Program. (The Missouri Department of Higher Education began to oversee the funding in the school year 2010-11 and refer to it as the A+ Scholarship Program.) Funding for the Student Financial Incentives portion of the A+ Scholarship Program is the sole responsibility of the State of Missouri. The A+ Scholarship Program provides these educational incentives subject to legislative approval. In April 1997 the three high schools in the North Kansas City School District (North Kansas City High School, Oak Park High School and Winnetonka High School) received A+ designation. Our district was the first multi-high school district in the state where all high schools were designated as A+ Schools Program schools. The district was the first district in the Kansas City metro area to receive A+ designation. Staley High School opened as an A+ designated school in 2008. Each year thousands of hours of volunteer tutoring are completed and graduating seniors can begin a post-secondary education without concern of how to pay for their education. At present, the value of the A+ scholarship is approximately $6,200 for in- district high schools.
