Giuliani The 107th Mayor of the City of New York Rudolph W. Giuliani Rudolph W. Giuliani was born in 1944 to a working class family in Brooklyn, New York, the grandson of Italian immigrants. Rudy Giuliani attended Bishop Loughlin Memorial High School in Brooklyn, Manhattan College (Class of '65) in the Bronx, and New York University Law School in Manhattan, graduating magna cum laude in 1968. Upon graduation, Giuliani clerked for Judge Lloyd MacMahon, United States District Judge for the Southern District of New York. In 1970, Giuliani joined the office of the U.S. Attorney. He was named Chief of the Narcotics Unit and rose to serve as executive U.S. Attorney. In 1975, Giuliani was recruited to Washington, D.C., where he was named Associate Deputy Attorney General and chief of staff to the Deputy Attorney General. Later, from 1977 to 1981, Giuliani returned to New York to practice law at Patterson, Belknap, Webb and Tyler. In 1981, Giuliani was named Associate Attorney General in the Department of Justice. In this position, Giuliani supervised all of the U.S. Attorney Offices' Federal law enforcement agencies, the Bureau of Corrections, the Drug Enforcement Agency, and the U.S. Marshals. In 1983, Giuliani was appointed U.S. Attorney for the Southern District of New York, where he led an effort to jail drug dealers, fight organized crime and government corruption, and prosecute white-collar criminals. In 1989, Giuliani entered the race for mayor of New York City as a candidate of the Republican and Liberal parties; he lost by the closest margin in city history. He ran again in 1993, focusing his campaign on quality of life, crime, business 1 and education. He was successful in this second try and became the 107th Mayor of the City. In 1997, he was re-elected by a wide margin, carrying four out of New York City's five boroughs. * * * Office of the Mayor The position of Mayor is that of Chief Executive Officer (CEO) of the city. In this capacity, the Mayor is also a member ex officio of the Art Commission, Banking Commission and Health Insurance Board. The Mayor is also a member, ex officio, of the Board of the Trustees of the New York City Employees’ Retirement System (NYCERS), the American Museum of Natural History, Brooklyn Institute of Arts and Science, Brooklyn Public Library, Metropolitan Museum of Art, New York Public Library (NYPL), Queens Borough Public Library, New York Zoological Society, Museum of the City of New York, Staten Island Institute of Arts and Sciences, Staten Island Zoological Society and a member, ex officio, of the Board of Managers

    David Norman Dinkins served as NYS Assemblyman, President of the NYC Board of Elections, City Clerk, and Manhattan Borough President, before being elected 106th Mayor of the City of New York in 1989. As the first (and only) African American Mayor of NYC, major successes of note under his administration include: “Safe Streets, Safe City: Cops and Kids”; the revitalization of Times Square as we have come to know it; an unprecedented agreement keeping the US Open Tennis Championships in New York City for 99 years – a contract that continues to bring more financial influx to New York City than the Yankees, Mets, Knicks and Rangers COMBINED – comparable to having the Super Bowl in New York for two weeks every year! Smikle Jr. All Rights Reserved ABSTRACT REGIMES, REFORM, AND RACE: THE POLITICS OF CHARTER SCHOOL GROWTH AND SUSTAINABILITY IN HARLEM By Basil A. Smikle Jr. The complex and thorny relationship betWeen school-district leaders, sub-city political and community figures and teachers’ unions on the subject of charter schools- an interaction fraught with racially charged language and tactics steeped in civil rights-era mobilization - elicits skepticism about the motives of education reformers and their vieW of minority populations. In this study I unpack the local politics around tacit and overt racial appeals in support of NeW York City charter schools with particular attention to Harlem, NeW York and periods when the sustainability of these schools, and long-term education reforms, were endangered by changes in the political and legislative landscape. This dissertation ansWers tWo key questions: How did the Bloomberg-era governing coalition and charter advocates in NeW York City use their political influence and resources to expand and sustain charter schools as a sector; and how does a community with strong historic and cultural narratives around race, education and political activism, respond to attempts to enshrine externally organized school reforms? To ansWer these questions, I employ a case study analysis and rely on Regime Theory to tell the story of the Mayoral administration of Michael Bloomberg and the cadre of charter leaders, philanthropies and wealthy donors whose collective activity created a climate for growth of the sector.

Bah NorthernIllinois University Minorities in the United States have often been treated unfa irly by law enforcement agencies. Prior to the September 11, 2001 , terrorist attack on the United States, Blacks were the main victi ms of racial profiling. Since the terrorist attack, however, Arabs and Muslims are becoming the primary targets for profiling by law enforcement agencies. There are some remarkable similarities between the profiling of Blacks and the profiling of Arabs and Muslims. In both cases, the fundamental problems with racial profiling are that it violates the civil liberti es of innocent people and denies minorities the equal protecti on of the law. TheWar on Te rror has redefined racial profiling. It has not only led to a shift in the target population, but it has also changed the ways in which raci al profi ling is conducted. This paper examines the problem of racial profiling before and after the terrorist attack of 9/1 1. It focuses on three kinds of changes that are crucial fo r understanding the current problem of ra cial profiling. These are: the ch anging rationale for racial profiling; the shift in the target population; and the diminishing efforts to combat racial profiling. Therati onale for ra cial profiling has often been linked to the government's responsibility to protect 76 Bah-Racial Profiting the public against crime, violence, and other fo rms of social disorder. Prior to the 9/1 1 attack, the rationale for racial profiling centered mainly on the need to protect the public against drug trafficking and il legal immigration.
