DAMAGED HOUSES (TAB C) • A total of 48,499 houses were damaged (Totally – 13,369 /Partially – 35,130 ) 4. COST OF DAMAGES (TAB D) • The estimated cost of damages to infrastructure, agriculture and school buildings amounted to PhP1,384,592,708.00 Infrastructure - PhP 1,097,441,000.00 Agriculture - PhP 287,151,708.00 5. STATUS OF LIFELINES Electric Power supply • 98% of the power supply in Cagayan de Oro and Iligan Cities was restored Water supply • Brgys Kauswagan, Bayabas, and Bonbon, most part of Nazareth, some parts of Macasandig, Biasong, Tibasak, and Camaman-ani CDO was restored although still lesser in pressure II. EMERGENCY PREPAREDNESS AND RESPONSE A. WARNING DISSEMINATION • Prior to the entry of TD “Sendong” in the Philippine Area of Responsibility (PAR), NDRRMC OpCen was already activated as early as 09 December 2011 under “Blue Alert” status to provide necessary alert and warnings to the RDRRMCs concerned for further dissemination to their respective provincial, municipal, and city DRRMCs • On 16 December 2011, NDRRMC OpCen was further elevated to “Red Alert” status wherein representatives of member agencies rendered duty at the Operations Center to fast track coordination with their local counterparts for the necessary preparations and possible emergency response • Member agencies represented at OpCen are PAGASA, DSWD, DOH-HEMS, AFP, PNP and PCG who are closely coordinating with their local counterparts to address the needs and requirements particularly in the heavily devastated areas like Cagayan de Oro City and Iligan City B. COORDINATION MEETINGS • NDRRMC convened on 17 December 2011which was presided over by the SND and Chairperson, NDRRMC and attended by representatives of all member agencies. His Excellency President Benigno Simeon C. Aquino III provided the following guidance to NDRRMC Member Agencies : o to consider long-term mitigation measures to address siltation of rivers, mining and deforestation; o to identify high risk areas for human settlements and development and families be relocated into safe habitation; o to transfer military assets before the 3-day warning whenever a typhoon will affect communities at risks; 2 o to review disaster management protocols to include maintenance and transportation costs of these assets (air, land, and maritime); and o need to come up with a Crisis Manual for natural disasters • The President of the Republic of the Philippines issued Proclamation No. 303 dated December 20, 2011, declaring a State of National Calamity in Regions VII, IX, X, XI, and CARAGA • NDRRMC formally accepted the offer of assistance from the International Humanitarian Community thru the United Nations Resident Coordinator and Humanitarian Coordination in the Philippines to the Philippine Government for the victims of Tropical Storm “Sendong” • The council convened on 22 December 2011 for the planning and re- implementation of “One-Stop-Shop” (OSS) in anticipation of more international assistance for quick release to victims of TS “Sendong” • Chief of Operations together with UN-OCHA Philippines met on Dec 24, 2011 and discussed the Organization of Islamic Cooperation (OIC) Humanitarian Mission to the Philippines which intends to send a Needs Assessment Team to the ravaged areas in Northern Mindanao from Dec 25-29. Since the OIC does not form part of HCT Team and UN system, and with the passage of RA 10121, there is a need to review guidelines and policies on humanitarian assistance. • A meeting of the national cluster leaders and NDRRMC Vice-Chairpersons for Response and Rehabilitation was conducted on 27 December 2011 and discussed the highlights of ongoing response and rehabilitation efforts of the government for TS Sendong. • Highlights of the Meeting are as follows: Relief Assistance – acceptance of donations from the international community through UN OCHA and the declaration of a State of National Calamity triggered an overwhelming support from the national and international community as seen in the huge amount of food and non-food items entering the cities of Iligan and Cagayan de Oro. Additional Fund Approved by the President for response and rehabilitation amounting to PhP1.1Billion. DBM released PhP200 Million to DPWH for the immediate rehabilitation of Mandulong Bridges 1 and 2 to hasten the delivery of relief services. Strategic Action Plan (SAP) – NEDA is in the final preparation of SAP consisting of individual plan of rehab for affected Regions to include damage assessment, list of projects and funding requirements Classroom Tents - DepEd reported that there are more than enough classrooms/tents that may be used by graduating students to finish the school year. NFA Stock Inventory – Currently, NFA has enough stockpile of rice in the affected areas that could last for a month. Improvement of the Early Warning System (EWS) – The DILG tested its improved EWS with the help of local/brgy executives through implementation of pre-emptive evacuation of residents living with hazard prone areas. Revision of Cluster Approach response mechanism - Amendment include the involvement of DENR-MGB in the livelihood cluster through certification of safe relocation sites and NEDA under Early Recovery in its SAP for development. Construction of Evacuation Centers from the 20% of the LGU’s IRA - DILG and DBM to undertake a joint memo allowing the use of 20% of IRA for use in 3 the construction of evacuation centers particularly in areas frequented by disasters. C. DAMAGE ASSESSMENT AND NEEDS ANALYSIS • OCDRCX together with UN agencies and international organizations team conducted a joint humanitarian assessment on 19 Dec 2011 in Cagayan de Oro City and Iligan City and another Inter-agency cluster meeting on 23 Dec 2011 attended by government cluster leads and cluster members, UN agencies and international organizations held at DSWD X Cagayan de Oro and were attended by 30 organizations • A Team led by USEC Ramos with elements from OCDRCs IX, XI, XII and CARAGA left their respective stations for Iligan City and CDO and conducted ocular inspection thereat and witnessed the relief distributions facilitated by elements from the 4 th Infantry Division, PA D. DECLARATION OF STATE OF CALAMITY • Per Proclamation No. 303, the President of the Republic of the Philippines declared a State of National Calamity dated December 20, 2011 in Regions VII, IX, X, XI, and CARAGA E. RELIEF AND EARLY RECOVERY OPERATIONS (Cagayan de Oro City and Iligan City) • Through the implementation of “One-Stop Shop” (OSS) mechanism adopted by the government, the NDRRMC consolidates all international donations for Tropical Storm “Sendong” specifically in Cagayan de Oro and Iligan City • As of 28 December 2011, the following countries and INGOs have already provided assistance though DSWD, DOH, and other INGOs partners: Switzerland, Spain, Indonesia, Brunei, Japan, Ireland, Korea, Taiwan, Singapore and Italy ; and INGOs, European Union Civil Protection Mechanism, ADPC, UNHCR-WFP, World Bank, JICA, KOIKA, UNICEF, UNHCR-Dubai, European Union to the Philippines; and Philippine Mine Safety and Environment Association • OCD and RDRRMCX spearheaded the ocular inspection in the affected areas, assessment of immediate needs; mobilization of resources (assets and responders); survey and monitoring; and continuously provides basic needs to the displaced population • OCD X is continuously processing DRRMC financial aid and providing PHP 10,000.00 financial assistance to the beneficiaries of dead victims; NDRRMC provided financial assistance to the beneficiaries of 33 Dead and 12 Injured; CDRRMC Cagayan de Oro conducted mass burial for the unidentified bodies at Bolonsori, Camaman-an, Cagayan de Oro City after the forensic processing by the NBI; and CDRRMC Iligan City buried unidentified bodies at Brgy. Pugaan Cemetery and did the same in Brgy. Paitan • OCDRDX together with USEC Benito Ramos provided a briefing on the situation to his Excellency Benigno Aquino; • RDRRMC 10 TWG, Response and Recovery Committees met on 27 December 2011, in Cagayan de Oro City for the Damage and Loss Assessment (DALA) was attended by concerned member agencies with OCDX Director Ana C. Cañeda and CDEXO Ronald Flores 4 • CDRRMC Iligan established four (4) evacuation centers, namely: City Central School; Sta. Filomena Gym; Santiago Covered Court; and the Upper Hinaplanon Barangay Hall & covered court for the affected families in Iligan City • CDRRMC CDO established the following evacuation centers, namely: City Central School, West Central School, and Macasandig Covered Court - Evacuees were given basic needs F. ACCOMPLISHMENTS PER CLUSTER 1. FOOD AND NON-FOOD ITEMS • A total of PhP91,281,580.36 worth of relief assistance was provided by the combined resources of NDRRMC, DSWD, DOH, NGOs and Local Government Units (LGUs) - (TAB E – Cost of Assistance) • DSWD-NROC transported thru AFP Aircraft / Philippine Navy boat / Fokker planes relief assistance worth PhP54,919,624.62 to DSWD FOX: PhP7,739,376.00 worth of food and non-food items as additional standby relief resource for the victims of TS “Sendong” thru DSWD -NROC P47,180,248.62 worth of assorted relief commodities from the UNWFP, MAYNILAD, DOH, PNRC, JICA, ROTARY INTERNATIONAL, PCOO and various donors thru the DSWD An undetermined number of food and non-food items were also donated by foreign and local donors • DSWD-CO released PhP609.46 Million to the five (5) regions which is broken down as
