On behalf of the City of Waco, I am pleased to welcome you to our continuously growing city. We are so glad that you traveled to Waco for the TOWA Annual Conference.

It is my hope that you will have a wonderful time this year and visit some of the new attractions, restaurants, and shopping that Waco has to offer. The area around downtown and the Silo District continues to grow and thrive, with new shops and restaurants opening each week.

The Texas On-Site Wastewater Association is dedicated to protecting public health, public safety and environmental health, environmental safety. We continue to actively promote bills that protect public waters of Texas, as as watch for and oppose bills with the potential to threaten surface waters and ground waters of Texas. “On-Site Facilities” properly installed, operated and maintained in Texas protect our finite water supply. If left unattended, improperly regulated or unregulated “On-Site Sewage Facilities” have the potential to contaminate these waters. TOWA’s legislative goal is to educate and advise our legislatures on practical and economical laws to achieve safe, environmentally friendly treatment of domestic sewage on residential and commercial properties of Texas. Although we are not a political action committee or PAC, our volunteer board of directors and members are working to educate our legislatures on protecting the public waters of Texas. Our States “Regular Session of the 85th Legislature” started January 10th and ended May 29, 2017. It was exciting yet exhausting for all that took part in this great endeavor! TOWA’s Legislative day on February 15, 2017 was a huge success meeting with several legislatures and many staff members that day. Thirteen of TOWA’s fifteen Board of Directors, one TOWA member and TOWA’s Executive Director are seen in the photo to the right on “Legislative Day” we had one other instrumental young man in our group that day, he is taking the photo. Our large group broke into four smaller groups when we arrived at the Capital, by noon we had visited most of the representatives, their chief of staff or environmental staff personnel. That afternoon we rapped things up visiting a few more representatives and Senators staff members. Our main goal that day was to just get reconnected with our legislatures. Wiley Cloud did all the prep work to make this legislative day so successful. He had visited Representative Lyle Larson at his local office and was offered to host a meet n greet reception the evening of our legislative day. it worked out great! We had invited staffers all day long to come visit and relax have a drink eat and get to know more about TOWA. The above photo is from the TOWA legislative day meet and greet that allowed us to visit staff for a longer period and discuss issues that concern TOWA. Representative Larson was able to meet most of the board members and get a better understanding of who we represent. The photo above is also from our 2017 legislative day of TOWA’s president Wendell Baker visiting with a group of staff members explaining just who TOWA represents and how important our industries role is in protecting the waters of Texas. During our legislative day Brian Wakefield mentioned to one of the young staff members our concern of the $10.00 permit fee still being collect by TCEQ from Authorized Agents and not being used for the legislation mandated for which it is collected. This started a discussion that quickly took off to create a Bill with TOWA’s input. HB 2771 Was filed on March 2, 2017 Authored By: Honorable Representative Dade Phelan and Sponsored by Honorable Senator Robert Nichols. HB 2771 PASSED and will become effective September 1,2017. We continued working the entire length of this session with our legislatures. Several of us went to the hearings, Wiley Cloud our Legislative Chair and Randy Chelette our Executive Director stayed in almost constant communication with legislative staff through this long list of actions to see HB 2771 amended, pass the House amended again pass Senate and sent to the Governor. This bill essentially requires the funds collected for on-site and reuse research to be spent on what they were originally collected for. Getting younger generation first interested and then excited about the work we all do in the onsite industry is important and absolutely necessary to keep up the momentum TOWA membership has been building over the last 25 plus years. A team of five faculty members and one extension program specialists from Texas A&M University decided to work on a grant proposal titled “Integrated High Impact Extension, Research, and Education Program for Undergraduate Students in Water Quality” in response to the National Institute of Food and Agriculture United State Department of Agriculture (USDA-NIFA) back in January 2015. We requested funding to develop an integrated high impact ex- tension, research, education, and study abroad program primarily for under-represented undergradu- ate students. The request for proposal from NIFA “strongly encouraged” underrepresented students’ participation and required that at least 50% of the student must come from outside of Texas A&M University. Hence a partnership with Prairie View A&M University was developed. Both Texas A&M and Prairie View A&M are land-grant universities in Texas located in College Station and in Prairie View, Texas, respectively. After successfully going through the internal competition within the University, the team was asked to develop a full proposal for submission to NIFA in May of 2015. The team worked on building a strong proposal to develop a science-based, experiential learning program for under- represented undergraduate students in the area of natural resources and the environment. We also proposed to carefully integrate extension, research, education, and study abroad programs to com- plement and reinforce one another. The national water quality problem that this program is focusing on is the increasing use of onsite sewage facilities (OSSFs) to treat wastewater and its impact on water quality. Our proposal was centered on using the hands-on research and training OSSF center on the Texas A&M RELLIS campus. In December 2015, our proposal was selected for funding. We received 44 applications for the summer 2017 program and we selected 15 students from diverse educational and ethnic background. All the 15 students enjoyed their one-month paid fellowship working at our OSSF centers learning about their operation, wa- ter quality going in and coming out of two aero- bic treatment units, and water quality under the drip field. The students also enjoyed visiting an OSSF business owned by one of our TOWA mem- bers! You will hear more about this program from the students and our plans for this year program on Wednesday March 14th Day 2 of the TOWA Conference.

BMP Courses and AMP Courses are approved by TCEQ and will earn 16 CEU hours towards all OSSF Licenses. If you only need 8 CEU hours the first day of either course may be taken.
