Planning Committee meeting – 16th October 2017 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held in the Parish Rooms, 17 Vicarage Rd, St. Agnes, at 19:15.

Present: Cllrs Barrow (Chair), Brown, Bunt, Clark, Palmer, Ripper, Slater. Absent: Cllr Hillier. In attendance: C Callaway, Officer; 17 members of the public.

PL13 Planning Committee meeting minutes: 18th September 2017 RESOLVED that the Minutes of the Meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Ripper/Palmer. 5 voted in favour. 2 abstained: Cllrs Clark, Slater.

PL14 Presentation: Development of old farm site at Hurly Burly. RECEIVED a presentation from C Berry as above and feedback was provided.

PL15 Planning Applications for Consideration RECEIVED a request by the planning authority for consultation and to respond:

The Council objected as follows: Land not considered as previously developed; Field not used as a residential garden; Development not considered ‘rounding off’ of settlement as there is no clear boundary; Site is outside the former Carrick Settlement Boundary and outside the settlement boundary as detailed in the emerging NDP; Inadequate and potentially unsafe access to/from the site, contrary to Policy 27 of the Local Plan; Development in the open countryside, contrary to Policies 7 and 3 of the Local Plan; Site is a Rural Exception Site and there should be an affordable housing requirement. Cllrs Ripper/Bunt. Unanimous.

The Council objected as follows: Concern expressed regarding the proposed increase in height of dwelling; Impact on the view of the Engine House; Loss of light and privacy for neighbouring property. Cllrs Slater/Brown. Unanimous.

PA17/08968: Change of use and extension to existing C3 (holiday letting) unit to form a 4 bedroom detached dwelling. Mr M Hitchen. Glencoe Vean Land Adjacent to Glencoe Villa Goonearl Scorrier.

No objection. Cllrs Barrow/Clark. 5 voted in favour. 2 abstained: Cllrs Brown, Slater.

PA17/09185: Variation of Condition 2 (approved plans) in respect of decision PA16/02604 dated 23.06.16 for conversion of rural retail park into 7 holiday units with existing cafe retained in order to amend design of Unit 7. D Morgan. Presingoll Barns Complex Penwinnick Road St Agnes TR5 0PA.

No objection. Cllrs Barrow/Slater. Unanimous. The Council wished to raise their concern that although the original application (PA16/02604) was approved as ‘holiday units’, the units are reportedly being marketed as second homes.

PA17/09157: Variation of Condition 2 of decision PA15/04393 (Demolition of existing house to be replaced with new dwelling) to allow use of the annexe by paying guests. Prof. Green & Dr Rann. Bosnals West Polberro St Agnes TR5 0ST.

The Council objected as follows: The original reason for setting the Condition still applies i.e rural location (open countryside) and outside the former Carrick Settlement Boundary; Proposal does not qualify under any of the special circumstances as set out in Policy 7 of the Local Plan.
