The public debate over this policy reflects rising concerns in southern Africa over who should benefit from globally-significant resources. The goal of this thesis is to apply a critical geopolitics approach to create space for the consideration of Namibian perspectives on this topic, rather than relying on Western geopolitical and political discourses. Using a mixed methods approach, I analyze Namibians’ opinions on foreign involvement, particularly involvement in natural resource extraction, from three sources: China, South Africa, and the United States. -

Journal of Namibian Studies No. 27, 2020 Geingob 2.0 Namibia’s new government Henning Melber Abstract The National Assembly and Presidential election results of 27 November 2019 suggest a turning point in Namibia’s democracy. For the first time since the UN-supervised elections prior to Independence in 1990, the dominant party and its presidential candidate lost votes. Despite remaining firmly in political power, the emergence of new political actors has modified the political contestations with possibly lasting impacts. This analysis recapitulates the trends and considers some of the contributing factors to the new constellation in the political sphere. It explores the implications and consequences for President Hage Geingob’s second term in office and has a closer look at the new Cabinet and related governance structures. Introduction The South West Africa People’s Organisation (SWAPO of Namibia), has since Independence in 1990 been firmly in political control over the country. It has so far remained the top performer among the liberation movements as governments in the region, measured in voters’ support in elections. “One Namibia, one nation” and “SWAPO is the nation and the nation is SWAPO” as earlier struggle slogans translated in the false equation that the party is the government and the government is the state. However, she chose to stay in Namibia to complete her matric exams. Five years later she was named Namibia's youngest member of parliament (MP) at the age of 22. She joins a list of young women parliamentarians that includes deputy information minister Emma Theofilus (25), Inna Hengari (25) of the Popular Democratic Movement (PDM) and Utaara Mootu (25) of the Landless People's Movement (LPM). Masua last month told The Namibian her work and record in student activism speaks for itself. “I do not need to justify why the decision by the appointing authority was the correct one. I am a young lawyer who has worked in student activism and international student politics – from the student representative council (SRC) to the Namibia National Students Organisation (Nanso) to the Southern African Development Community to the Commonwealth, to being one of the drafters of the African youth's position on climate change, and championing the call to free the people of western Sahara,” she said. -

THE WOMEN'S MOVEMENT IN NAMIBIA: HISTORY, CONSTRAINTS AND POTENTIAL Dianne Hubbard & Colette Solomon Dianne Hubbard does legal research on gender issues for a public interest law firm called the Legal Assistance Centre. She is also a member of Women's Solidarity, a volunteer group involved in education and counselling around the issue of violence against women. Colette Solomon does social and economic research for the Social Sciences Division of the Multi- Disciplinary Research Centre at the University of Namibia. She is also a member of the committee convened by the government's Department of Women Affairs to prepare the national report for Beijing. Both authors live in Windhoek. Both see themselves as in being involved in work which includes educational and activist components as well as more traditional research. Both consider themselves to be part of the women's movement. Although one author is white and the other black, both are members of Namibia's urban, educated elite. ***** As a starting point, it is difficult to say whether there is something which can validly be called "a women's movement" in Namibia at present. On the one hand, it is possible to speak of a Namibia women's movement in two senses. Firstly, although there is no single organization which speaks for all Namibian women, various non-governmental organizations and governmental bodies which are concerned about issues affecting women have on occasion been able to put aside their differences to work together to achieve common aims. Secondly, there is a growing perception amongst Namibian women that many of their social and economic problems are related to their position as women, and they are showing an increasing interest in organizing to address such problems jointly.
