The entire Thunder Bay police force is under a systemic review by the provincial police watchdog for how it treats Indigenous people. The Thunder Bay police services board is also under a separate investigation. Seven First Nations youth have died in the waterways, including two last month, since 2000. An inquest into several of those deaths, and others, wrapped up last year. There are cases of adult First Nation people dying in the waterways and police accused of not properly investigating. There have been calls from First Nation leaders for change, including a media conference in Toronto where Thunder Bay police were accused of treating the deaths as just another “drunk Indian.” But despite all that Thunder Bay police say they have it under control. -

Recovery Strategy for the Prothonotary Warbler 2011 PREFACE The federal, provincial, and territorial government signatories under the Accord for the Protection of Species at Risk (1996) agreed to establish complementary legislation and programs that provide for effective protection of species at risk throughout Canada. Under the Species at Risk Act (S.C. 2002, c.29) (SARA) the federal competent ministers are responsible for the preparation of recovery strategies for listed Extirpated, Endangered, and Threatened species and are required to report on progress within five years. The Minister of the Environment is the competent minister for the recovery of the Prothonotary Warbler and has prepared this strategy, as per section 37 of SARA. -
The Effect of Tax Subsidies to Employer-Provided Supplementary Health Insurance: Evidence from Canada

I study the effects of a 1993 tax change that reduced the tax subsidy to employer-provided supplementary health insurance in Quebec by almost 60%. Using a differences-in-differences methodology in which changes in Quebec are compared to changes in other provinces not affected by the tax change, I ®nd that this tax change was associated with a decrease of about one-®fth in coverage by employer-provided supplementary health insurance in Quebec. This corresponds to an elasticity of employer coverage with respect to the tax price of about 2 0.5. Non-group supplementary health insurance coverage rose slightly in Quebec relative to other provinces in response to the reduction in the tax subsidy to employer-provided (group) coverage. But the increase in the non-group market offset only 10±15% of the decrease in coverage through an employer. The decrease in coverage through an employer was especially pronounced in small ®rms, where the tax subsidy appears much more critical to the provision of supplementary health insurance than it does in larger ®rms. 2002 Elsevier Science B.V. Jonsen Luis Lloréns Báez Manuel Ortíz Marin Western Interstate Commission for Higher Education The Western Interstate Commission for Higher Education (WICHE) is a public interstate agency established to promote and to facilitate resource sharing, collaboration, and cooperative planning among the western states and their colleges and universities. Member and affiliate states include Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. In 1993, WICHE, working in partnership with the Mexican Association for International Education (AMPEI), developed the U.S.-Mexico Educational Interchange Project to facilitate educational interchange and the sharing of resources across the western region of the U.S. and with Mexico. In 1995, the project began a trinational focus which includes Canada, with the goal of fostering educational collaboration across North America. In 1997, the project changed its name to the "Consortium for North American Higher Education Collaboration" (CONAHEC). The "Understanding the Differences" series was developed as a resource for the initiative and was created under the direction of WICHE's Constituent Relations and Communications and Policy and Information Units. We know our response is to go and be present to hold healing gathering, but at this time we must be thoughtful. For the safety of Tk'emlúps and those who are gathering we must remember that we are still in the midst of a pandemic and ensure when we meet we adhere to appropriate protocols. Ceremonies, protocols, and justice are top of mind for all. Prostitution Law Reform in Canada John Lowman, School of Criminology, Simon Fraser University “Prostitution Law Reform in Canada.” Toward Comparative Law in the 21st Century, pp. 919-946. Edited by the Institute of Comparative Law in Japan. 1998 Tokyo: Chuo University Press. This paper is a follow-up to an article on Canadian prostitution law published in the Comparative Law Review (Lowman, 1989a) that described the events leading up to the enactment in December 1985 of a new street prostitution control measure which prohibits communicating in a public place for the purpose of buying or selling sexual services. The paper concluded that the communicating law did not have the salutary effect its designers promised because they misdiagnosed the problems they were trying to solve. With an additional eight years experience of the communicating law since that paper was written, and with the experience of two other new laws -- section 212(2), a separate offence for persons procuring or living on the avails of a person under 18 years of age; and section 212(4) which prohibits attempting to purchase or purchasing sex from persons under 18 -- this paper examines the way various interest groups have influenced prostitution law reform, and how those reforms have played out in law enforcement practice. I suggest that far from resolving the dilemmas facing Canadian legislators in the 1980s, the communicating law has made street prostitution more dangerous, and made the hypocrisy underlying the Canadian approach to regulating prostitution all the more problematic. Canadian Prostitution Law In addition to the communicating law, “bawdy houses” are prohibited (Criminal Code sections 210 and 211), as are procuring and living on the avails of prostitution of another person (section 212). -
