GOLF IRELAND 2021 INTER-CLUB COMPETITION FORMAT

Background In creating a single governing body for Golf, there has been an acute awareness of the challenge of bringing together the different competition structures of the GUI and ILGU. In deciding the format for the 2021 Inter-Club competition, therefore, the Transition Board of Golf Ireland consulted widely with a variety of stakeholders. As part of this consultation, golfers across the island of Ireland were first asked for their views. A survey was issued in December 2019 and asked golfers to assess the following options:

OPTION 2 • Inter-Club competitions to be split into eight equal areas • The geographic location of clubs to be a factor in determining the areas • Eight area winners to progress to All- Ireland quarter-finals • The fact that provincial titles would not be awarded in this format was highlighted

There were 7,130 respondents to the survey and the results were: OPTION 2 66%

Golf Ireland 5 Golf Ireland 2021 Inter-Club Competition Format

Specifically, 24% of respondents preferred Option 1, 66% preferred Option 2, while 10% preferred neither one or the other. In terms of the breakdown of respondents, 71% were men and 29% were women, while 69% (4,899) of respondents played in Inter-Club competitions. These results were presented at the AGMs of both the GUI & ILGU.

Due to the overwhelming support for Option 2, the Transition Board of Golf Ireland decided to further investigate the potential of this format. As part of this, an exercise in composing the eight ‘Competition Areas’ was undertaken by GUI and ILGU volunteers in each of the four GUI Branches and five ILGU Districts. A final round of consultation was then held with representatives from the GUI Branches and ILGU Districts in June 2020 to present the totality of the work undertaken by both the Transition Board and the staff and volunteers of the GUI and ILGU. It also served as an opportunity to receive feedback in relation to this work and to make further amendments to the proposed format.

Due to the overwhelming support for Option 2, the Transition Board of Golf Ireland decided to further investigate the potential of this format. As part of this, “ an exercise in composing the eight ‘Competition Areas’ was undertaken by GUI and ILGU volunteers in each of the four GUI Branches and five ILGU Districts”

6 Golf Ireland Golf Ireland Inter-Club Format As a result of this process, the Transition Board of Golf Ireland decided upon the following format for the Golf Ireland Inter- Club Competitions, predominantly based upon Option 2 above.

• Golf Ireland Inter-Club competitions will be split into eight equal Competition Areas. - One area in Connacht - Three areas in Leinster - Two areas in Munster - Two areas in Ulster

The composition of the Competition Areas is set out in Appendix 2.

• An Area pennant will be awarded to the winning club in each of the eight Competition Areas.

• Each of the eight area winners will then progress to an All-Ireland finals series. - The finals series will feature quarter-finals, semi-finals and finals across the entire suite of Inter-Club competitions. - Subject to the evolving public health situation next year, the intention is to stage these All-Ireland finals series over five weekends in August and September, with a mixture of male and female competitions held over each weekend. Further detail on this is outlined in Appendix 1.

• The winning club in each Inter-Club Competition will be awarded an All-Ireland pennant. - Gold medals will be awarded to the winning players, - Runners up and semi-finalists will be awarded silver and bronze medals respectively.

• The full set of regulations governing these Tournaments will be published early in 2021.

• Finally, the Transition Board of Golf Ireland has made a commitment for this new format to be reviewed following a three year period.

Measures for 2021 In addition to the format outlined above, the Transition Board of Golf Ireland has been considering the best way to plan for Inter-Club matches in 2021 due to the current health guidance and restrictions around sporting activity and associated gatherings. As a result, it has been decided that all 2021 Inter-Club matches will be held on a home & away basis until the Area Final. For clarity, this will mean one leg matches only, i.e. where there are five matches – three will be home & two away; where there are three matches – two will be home & one away etc. It is felt that this approach is prudent and appropriate due to the ongoing uncertainty in relation to the Covid-19 pandemic.

GUIDANCE REGARDING THE INTRODUCTION OF THE WORLD HANDICAP SYSTEM AND ITS IMPACT ON INTER-CLUB COMPETITIONS IN 2021 In November 2020 the World Handicap System (WHS) will be introduced in Ireland. This will be a fundamental change in the way handicapping works, and is likely to result in player’s handicaps changing – in some cases significantly – with the onset of the new system.
