RESOLUTIONS OF THE THEMATIC COMMISSION OF THE INTERAMERICAN FEDERATION OF PHILATELY (FIAF) ADOPTED AT THE THEMATIC SYMPOSIUM HELD IN , , DECEMBER 1, 1970 With the participation of the following accredited delegates: Sr. Emilio Obregon, President of the FIAF Thematic Commission Mexico and United States* Sr. Eduardo Premoli Sr. Herbert H. Martin Guerra Venezuela Sr. Jairo Londino Sr. Alberto Moratti Venezuela (Alternate) * Note: The Commissioner from the United States, Mrs. Barbara T. Williams, voted by proxy through Sr. Emilio Obregon. RESOLUTIONS 1. It was resolved (with one vote against) that the Regulations for Exhibitions held under FIAF sponsorship shall include only the two following groups within the Thematic Section of the exhibitions: a. Thematic. b. Topical. This group includes both collections with a subject (illustrative) motif and a purpose-of-issue motif, 2. It was unanimously resolved that the collector shall have the lib­ erty of including one or all the stamps in a set, even if of a similar design, as he sees fit, that may be in his thematic or topical collection without diminishing the importance or value of his collection. 3. It was unanimously resolved that the collector shall be encouraged to consider philatelic values, and to include in his collection orig­ inal stamp designs, essays, proofs, varieties, errors, rarities, cov­ ers, first day and first flight covers, postal stationery,, maximum cards, cancellations, slogan cancels, postal markings, etc., as they may be related to his theme or topic. 4. It was unanimously resolved that identification vignettes will be accepted on album pages, provided they are discrete. 5. It was unanimously resolved that the open competition system shall be recommended for philatelic exhibitions. 6. It was unanimously resolved that thematic and topical collections shall be evaluated on the following basis: Philately 30# Thematic Research 40$ Completeness 15% Presentation 15% 7. It was unanimously resolved that thematic and topical collections shall be considered as such according to their organization, purpose, and intent, regardless of whether the stamps were issued by one or by several countries. 8. It was resolved to answer the questions presented to the FIAF The­ matic Commission by M. Frans de Troyer, President of the FIP Thematic Commission as follows: Point 1 - Unanimously, that a thematic or topical collection may be constructed both by going from the idea to the stamp and by going from the stamp to the idea: and that thematic and topical collecting are forms of philatelic collecting. Point 2 - Unanimously, that the collector remains free to exhibit one or all of the stamps from a set, as he feels may be neces­ sary to present his idea properly. Point 3 - Unanimously, that the inclusion of essays, proofs, errors, varities of color, perforation, and watermarks, etc., shall be encouraged in thematic and topical collections. Point 4 - Unanimously, that thematic and topical collections should include classic and rare stamps, where feasible. Point 5 - By a vote of five in favor, two against, and two abstentions to recommend avoidance of the use of "blank cancels" - those cancels that are not applied over any stamp, but on a blank strip of paper. With respect to M. de Troyers invitation that the FIAF Thematic Com­ mission appoint a Secretary and a Member of the Board to the FIP Com­ mission, it was resolved to propose a Vice-President (in lieu of a Secretary) and a Member of the Board. (The functions of a Secretary are executive ones and could not be performed readily between the Wes-

Page2 tern Hemisphere and Europe.) Sr. Emilio Obregon, of Mexico, was pro­ posed as Vice-President, and Sr. Francisco Crestana, of Brazil, was proposed as Member of the Board. These persons are independent of the delegates of each country that are represented in the FIP Thematic Commission. After being read and approved, this document was signed by all those having participation in this act, held in the City of Caracas, Vene­ zuela, on December 1, 19?0.

TROUT STAMPS OFFERED BY NEW JERSEY The New Jersey Department of Conservation is offering the remain­ ders of the 1965 set of two trout fishing stamps. A set of the #2 resident and the $5 non-resident are priced at 50^, a set of blocks for $2 and for the set of full sheets, 10 stamps of each denomination for $5. This offer is limited to June 1, 1971 and orders should be sent to: Trout Stamps, Division of Fish and Game, Box 1809, Trenton, N.J. 08625, USA. TEXENEX, the annual APS meeting, and ex­ hibition put on by the San Antonio, Texas, Philatelic Association, will be held on August 26-29, 1971. I had a call from Travis Land, and he suggested that we have an annual meeting of SPI, and try to have a good representation of our members among the exhibitors. I have contacted Dr. Cal Nelson, the Exhibition Chairman, and I am sure that they will be glad to have us give the SPI Trophy. I would like to hear from those of you who might be able to attend, as well as those who would be interested in exhibit- Barbara T. Williams ing. I will see that you receive the ap­ plications. It has been several years since we have had a meeting, and this would give those of you in the central part of the country a chance to get together. I will be there, of course, although I am not sure that is any inducement. At least it will give you a chance to make your wants and needs known to others, and you can't tell, it might do some good.
