When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context. -

Saretzky, Curator Eugene Osovitz, Preparer Produced by the Monmouth County Archives 125 Symmes Drive Manalapan, NJ 07726 New Jersey in Focus: The World War I Era, 1910-1920 About one hundred years ago, during the 1910-1920 decade in America, the economy boomed and the Gross National Product more than doubled. Ten million Americans bought automobiles, most for the first time. Ford’s Model T, produced with then revolutionary assembly line methods, transformed family life for owners. Such personal “machines” led to paved roads and the first traffic light, reduced the need for blacksmiths and horses, increased the demand for auto mechanics and gas stations, and, when not caught up in traffic jams, sped up daily life. Some owners braved dirt roads to drive to the Jersey Shore, where thousands thronged to see the annual Baby Parade in Asbury Park. While roads at the start of the decade were barely adequate for travel in the emerging auto boom, New Jersey became a leader in the advocacy and construction of improved thoroughfares. Better road and rail transportation facilitated both industrial and agricultural production, bringing such new products as commercially grown blueberries from Whitesbog, New Jersey, to urban dwellers. In the air, history was made in 1912, when the first flight to deliver mail between two government post offices landed in South Amboy. -

Historians used to describe turn-of-the-twentieth-century U.S. imperialism as something new. Now they emphasize continuities between foreign policy in this era and the nation’s earlier, relentless expansion across the continent. 2. Policymakers beginning in the 1890s went on a determined quest for global markets. Industrialization and a modern navy provided tools for the United States to flex its muscle, and the economic crisis of the 1890s provided a spur. 3. Confronting high unemployment and mass protests, policymakers feared that American workers would embrace socialism or communism. The alternative, they believed, was overseas markets that would create jobs and prosperity at home. 4. Intellectual trends also favored imperialism. As early as 1885, Congregationalist minister Josiah Strong urged Protestants to proselytize overseas. -

A Study of Former Dissidents’ Discourse* JENI SCHALLER Abstract: Neoconservative political thought has been characterized as “distinctly American”, but could there be fertile ground for its basic tenets in post-communist Europe? This paper takes an initial look at the acceptance of the ideas of American neo- conservative foreign policy among Czech elites who were dissidents under the communist regime. Open-ended, semi-structured interviews with eight former dissidents were con- ducted and then analyzed against a background of some fundamental features of neocon- servative foreign policy. Discourse analysis is the primary method of examination of the texts. Although a coherent discourse among Czech former dissidents cannot be said to ex- ist, certain aspects reminiscent of American neoconservative thought were found. Key words: neoconservatism, Czech dissidents, foreign policy, discourse analysis I. INTRODUCTION Neoconservatism, as a strain of political thought in the United States, has been represented as “distinctly American” and Irving Kristol, often considered the “godfather” of neoconservatism, emphatically states “[t]here is nothing like neoconservatism in Europe” (Kristol 2003: 33). Analyst Jeffrey Gedmin writes that the “environment for neoconservatism as such is an inhospitable one” in Europe, especially Germany (Gedmin 2004: 291). The states of Cen- tral Europe, in contrast to many of the established continental EU members, represent a rather more pro-American stance. With groups of former dissi- dents whose political leanings are in part informed by the American anti- communist, pro-democracy policies of the 1970s and 1980s, could there be a more hospitable environment for neoconservative ideas in a Central Euro- pean state such as the Czech Republic? The Czech dissident community was not as extensive or well-organised as that in Poland or even Hungary, largely due to the post-1968 “normalisation” in Czechoslovakia. -

Communication Law Review An Analysis of Congressional Arguments Limiting Free Speech Laura Long, University of Oklahoma The Alien and Sedition Acts, Espionage and Sedition Acts, and USA PATRIOT Act are all war-time acts passed by Congress which are viewed as blatant civil rights violations. This study identifies recurring arguments presented during congressional debates of these acts. Analysis of the arguments suggests that Terror Management Theory may explain why civil rights were given up in the name of security. Further, the citizen and non-citizen distinction in addition to political ramifications are discussed. The Alien and Sedition Acts of 1798 are considered by many as gross violations of civil liberties and constitutional rights. John Miller, in his book, Crisis in Freedom, described the Alien and Sedition Acts as a failure from every point of view. Miller explained the Federalists’ “disregard of the basic freedoms of Americans [completed] their ruin and cost them the confidence and respect of the people.”1 John Adams described the acts as “an ineffectual attempt to extinguish the fire of defamation, but it operated like oil upon the flames.”2 Other scholars have claimed that the acts were not simply unwise policy, but they were unconstitutional measures.3 In an article titled “Order vs. Liberty,” Larry Gragg argued that they were blatantly against the First Amendment protections outlined only seven years earlier.4 Despite popular opinion that the acts were unconstitutional and violated basic civil liberties, arguments used to pass the acts have resurfaced throughout United States history. Those arguments seek to instill fear in American citizens that foreigners will ultimately be the demise to the United States unless quick and decisive action is taken. -

1 “Trying to plan for the future without a sense of the past is like trying to plant cut flowers” --Daniel Boorstin, historian and Librarian of Congress The Wisconsin Idea: The Vision that Made Wisconsin Famous Introduction To the practitioners who comprise UW-Madison’s Community Partnerships and Outreach (CPO) Staff Network, the Wisconsin Idea is at the heart of their day-to-day work with communities in Wisconsin and beyond. But the original meaning of the Wisconsin Idea has faded over time, replaced by a generic public service mandate. (1) “The Boundaries of the University are the Boundaries of the State” The “Year of the Wisconsin Idea” offers us an opportunity to reflect on how the Wisconsin Idea guides our practice. We chose to explore the history of the emergence of the Wisconsin Idea in an attempt to renew and clarify our vision for why and how we engage with the public to address pressing issues. It turns out that the history of the University’s engagement with the State offers much more relevant guidance than we would have imagined. The values that drove the founders of the WI Idea—truth, self- governance, egalitarianism, integrity, trust and social capital—are the same values that represent effective, democratic partnerships today. It’s evident in our practice, and now it’s evident in our history as well, thanks to the work of Gwen Drury, Ph.D. student in Educational Policy and Leadership Analysis at UW-Madison. The rich history she details here brings us closer to our best practices—equitable, reciprocal engagement in which knowledge is co-created by the University and communities working together on issues that matter to all of us.
