City Council consideration on November 3, 2015 EX9.6 ACTION Amended Ward:All George Street Revitalization Recommended Scope and Approach City Council Decision City Council on November 3 and 4, 2015, adopted the following: 1. City Council endorse the project scope for the George Street Revitalization as outlined in Attachment 1 to the report (October 5, 2015) from the Deputy City Manager, Cluster A and the Deputy City Manager and Chief Financial Officer, and the Seaton House transition plan Option Two as outlined in Attachment 3 to the report (October 5, 2015) from the Deputy City Manager, Cluster A and the Deputy City Manager and Chief Financial Officer, and forward Attachments 1 and 3 to the City Manager for consideration with other City priorities as part of the 2016 budget process. 2. City Council authorize the Chief Corporate Officer to retain procurement option consultants at an estimated cost of $100,000 (net of all taxes and charges) to conduct an analysis of project procurement and delivery options. 3. City Council direct the Chief Corporate Officer to report back by June 2016 on the recommended delivery model, the implementation funding needed and the resulting refined capital cost estimates for the George Street Revitalization as outlined in Attachment 1 and the Seaton House transition plan Option Two as outlined in Attachment 3 to the report (October 5, 2015) from the Deputy City Manager, Cluster A and the Deputy City Manager and Chief Financial Officer. -

The Metropolitan Toronto Library Board was set up as a regional library board under the Public Libraries Act, 1966 and the Municipality of Metropolitan Toronto Amendment Act, 1966. It is composed of one person appointed by each of the six area Members of the Board who resigned during the three-year period: municipalities; the chairman of the Metropolitan Council, or his representative; one person appointed KEELE S. GREGORY (1967) by the Metropolitan Toronto School Board; and one person appointed by the Metropolitan Separate CHARLES L. CACCIA, M.P. (1968) School Board. Members of the Board are appointed for a three-year term. R. C. STONE (1969) REPORT OF THE CHAIRMAN A writer about books has stated that "those works are most valuable that set our thinking faculties in the fullest operation." Many such works are contained in the historic Central Collections which had been brought together over the years by the Toronto Public Library. Never before have so many people sought out the rich resources of these collections and it is a matter of some significance that this growing interest has increased during the first full year of their operation by the Metro Board. -
COVID-19 Emergency Response
STAFF REPORT 14. INFORMATION ONLY COVID-19 Emergency Response Date: April 27, 2020 To: Toronto Public Library Board From: City Librarian SUMMARY The purpose of this report to update the Toronto Public Library Board on Toronto Public Library’s (TPL’s) operations, services and responses to the COVID-19 public health emergency, and its integration with City of Toronto’s Incident Management System. TPL’s pandemic plan has been developed in accordance with the best practices of emergency management and business continuity, and in alignment with the City of Toronto planning, including the Toronto Public Health Plan for a Pandemic, and the City of Toronto Pandemic Integrated Corporate Response Plan. TPL’ s Pandemic Response Plan and the emergency response structure are provided in Attachments 1, 2 and 3. FINANCIAL IMPACT The emergency shut down of branches at the end of day on March 13 2020 in response to the COVID-19 pandemic will significantly impact TPL’s operating and capital budgets in a number of ways. Immediately following the shutdown, there were additional operating cost pressures, including the loss revenues from fines, printing and facility rentals. Some operating budget reliefs being experienced include savings in guard services, utilities, staff printing and office supplies. All staff continue to be paid. There are also additional costs being incurred related to setting up a remote workforce. Overall, for the first month of the shutdown, TPL estimates that there is a net operating budget pressure of nearly $1 million. As the shutdown continues, it is expected that lost revenues will continue, and additional savings will be realized for the operating budget, and this will be monitored and reported to the Board and City. -

This decision should not be considered final until the meeting is complete and the City Clerk has confirmed the decisions for this meeting. City Council on November 13 and 14, 2013, adopted the following: 1. City Council request Mayor Rob Ford to apologize for misleading the City of Toronto as to the existence of a video in which he appears to be involved in the use of drugs. 2. City Council urge Mayor Rob Ford to co-operate fully with the Toronto Police in their investigation of these matters by meeting with them in order to respond to questions arising from their investigation. 3. City Council request Mayor Rob Ford to apologize for writing a letter of reference for Alexander "Sandro" Lisi, an alleged drug dealer, on City of Toronto Mayor letterhead. 4. City Council request Mayor Ford to answer to Members of Council on the aforementioned subjects directly and not through the media. 5. City Council urge Mayor Rob Ford to take a temporary leave of absence to address his personal issues, then return to lead the City in the capacity for which he was elected. 6. City Council request the Integrity Commissioner to report back to City Council on the concerns raised in Part 1 through 5 above in regard to the Councillors' Code of Conduct. -

SPRING 2011 GEOPLAN DEPARTMENT OF GEOGRAPHY & PROGRAM IN PLANNING AND THE UNIVERSITY OF TORONTO ASSOCIATION OF GEOGRAPHY ALUMNI (UTAGA) Celebrating our 75th Anniversary he Department of Geography at the University of Toronto was founded in 1935 and the academic year 2010-11 was therefore our 75th anniversary. We had an excellent celebration, packed Twith events. It started early in September with a display at Robarts Library of more than 100 books authored by geography faculty and alumni. The display was seen by thousands of visitors to the library between September and October. We also put on a special departmen- tal speakers series with the theme of “Intersections” between human and physical geography and between geographers and the community. Twenty-two guest speakers participated and we held special panel sessions on the Tar Sands, Climate Change, the Aboriginal City, and Women and Factory Work in China. The biggest event of the year was a full weekend of activities in mid-September. The weekend began early on Thursday, September 16th, when the Planning Alumni Committee hosted its first Fall Plan- ning Mixer at the Duke of York, in honour of Geography’s 75th. On Friday afternoon, renowned climate change scholar Professor Diana Liverman (MA ‘80) from the University of Arizona gave a public lecture on “Governing Climate”. This was followed by an opening reception and book launch for Reflections on the History of Geography at the University of Toronto. On Saturday, there was a faculty panel ses- sion in the morning on the history of the department and a workshop exploring mapping on the web. -

STAFF REPORT 21 INFORMATION ONLY Toronto Overdose Action Plan – Toronto Public Library Response Date: September 25, 2017 To: Toronto Public Library Board From: City Librarian SUMMARY In February 2017, Toronto Public Health engaged TPL to participate in the planned response by city services to the Toronto Overdose Action Plan. As a result, Toronto Public Library adopted mandatory information/awareness overdose basics training for all public service staff provided by Toronto Public Health that is currently underway. Further review of training needs for public service staff was recommended and TPL has sought to partner with Toronto Public Health on future public education and promotion initiatives in support of the plan. As the year progressed, the city experienced further worsening of the opioid crisis. Previous barriers to accessing stock of naloxone, the medication that can temporarily reverse an opioid overdose, and the provision of in-person training in administration were removed, and the library system is preparing to offer expanded, voluntary training for staff if needed to respond to an overdose situation onsite. FINANCIAL IMPACT Online and in-person training is being provided for staff via Toronto Public Health at no cost. Arrangements are being made to acquire intranasal naloxone kits via the City of Toronto’s Material Management and Stores at the cost of $145 per pack (each pack contains two units of intranasal naloxone). Stock will be purchased on an as-need basis and distributed once qualified staff have completed training. There is a possibility that in the future some naloxone kits may be acquired from Toronto Public Health at no cost, but will be dependent on provincial funding still being determined. -

TORONTO CITY COUNCIL ENVIRO REPORT CARD 2010-2014 TORONTO ENVIRONMENTAL ALLIANCE • JUNE 2014 EXECUTIVE SUMMARY hortly after the 2010 municipal election, TEA released a report noting that a majority of elected SCouncillors had committed to building a greener city. We were right but not in the way we expected to be. Councillors showed their commitment by protecting important green programs and services from being cut and had to put building a greener city on hold. We had hoped the 2010-14 term of City Council would lead to significant advancement of 6 priority green actions TEA had outlined as crucial to building a greener city. Sadly, we’ve seen little - if any - advancement in these actions. This is because much of the last 4 years has been spent by a slim majority of Councillors defending existing environmental policies and services from being cut or eliminated by the Mayor and his supporters; programs such as Community Environment Days, TTC service and tree canopy maintenance. Only in rare instances was Council proactive. For example, taking the next steps to grow the Greenbelt into Toronto; calling for an environmental assessment of Line 9. This report card does not evaluate individual Council members on their collective inaction in meeting the 2010 priorities because it is almost impossible to objectively grade individual Council members on this. Rather, it evaluates Council members on how they voted on key environmental issues. The results are interesting: • Average Grade: C+ • The Mayor failed and had the worst score. • 17 Councillors got A+ • 16 Councillors got F • 9 Councillors got between A and D In the end, the 2010-14 Council term can be best described as a battle between those who wanted to preserve green programs and those who wanted to dismantle them. -

News Release Aga Khan Museum Joins Sun Life Financial Museum + Arts Pass Program Toronto Public Library offers free access to 18 museums and cultural institutions Toronto (Tuesday, March 31, 2015) – The Aga Khan Museum has joined Toronto Public Library’s Sun Life Financial Museum + Arts Pass (MAP) program and now offers five passes per week at 50 library branches across Toronto. The pass grants a free family pass for two adults and three children to the Museum, and can be borrowed from Toronto Public Library using a valid adult library card, much the way someone might borrow a book from the Library’s collection. For a list of the 50 branches that now offer the Aga Khan Museum passes, visit torontopubliclibrary.ca/mappass “The MAP program offers unparalleled access to Toronto’s art galleries, museums and attractions,” said Vickery Bowles, City Librarian, Toronto Public Library. “We’re thrilled to welcome the Aga Khan Museum to the program.
