123 Apirana Turupa Ngata, 1874 – 1950 Jane Stafford and Mark Williams James Belich in a recent revisionist reading of colonial history, Making Peoples, has argued that Māori did not in fact lose the fierce military engagements over land between Māori and Pākehā in the 1860s. In the sense that there was no final surrender and no utter vanquishing of the Māori forces this is arguably true. Yet Māori suffered a series of local defeats and the outcome of the wars was disastrous for them. From the 1870s until the First World War European society in New Zealand, allowing for economic recessions and set-backs, made continuous progress in settling the land, building infrastructure, attracting capital, exporting timber, wool and meat. By the turn of the century New Zealand was a more comprehensively ‘settled’ country than Australia and a mood of smug satisfaction at their achievements and prospects was widespread among Pākehā. In the same period, in a reverse mirror image of Pākehā success and growth in confidence, Māori lost much of their population, their land, their economic base, and the sense that theirs was the dominant culture in the land. This period has been characterized as one of ‘despair’ among Māori by demographer, Ian Pool, and it is the context in which Sir Apirana Ngata’s rise to prominence in the early decades of the twentieth century must be understood. Ngata was more important than any other individual in reversing the calamity that Māori had suffered. His efforts at reigniting Māori self- esteem and improving Māori farming, health and economic outcomes were central to what has been called a ‘Māori Renaissance’. -

Photograph by Gordon Barney, PixNZ.Com Limited (August 1999, approximately 11:00 p.m.) Mount Domett, in North Otago, is situated at the southeastern end of the St. Marys Range, between Kurow to the northeast and Danseys Pass to the south, and is approximately 55 kilometres northwest of Oamaru. Although not the highest in coastal North Otago or in the range (Kohurau at 2009m/6592′ is the highest in both), Mount Domett at 1942m/6370′ and Little Domett at 1860m/6104′ are certainly the most prominent peaks of the skyline when viewed across the coastal North Otago landscape. Mount Domett and the other peaks of the St. Marys Range are often the objectives of tramping and mountaineering parties and with a variety of routes and terrain in both summer and winter conditions, this mountainous area has been well traversed on numerous occasions since the early twentieth century. On Wednesday, 14 August 2002, Mount Domett had the spelling of its name officially changed from „Domet‟ to „Domett‟, correcting the long-standing spelling error of the name of Alfred Domett, in honour of whom it was named. Alfred Domett was born at Camberwell Grove, Surrey, England on 20 May 1811, the sixth child to Nathaniel Domett and Elizabeth Curling. Lawyer, journalist, administrator and poet, Domett became premier of New Zealand from 6 August 1862 to 30 October 1863. He had already purchased land in the Nelson settlement in May 1842 before sailing out from England on the Sir Charles Forbes, arriving in August 1842. -

JAMES MACANDREW OF OTAGO SLIPPERY JIM OR A LEADER STAUNCH AND TRUE? BY RODERICK JOHN BUNCE A thesis submitted to Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington 2013 iii ABSTRACT James Macandrew, a Scotsman who migrated to Dunedin in 1851, was variously a businessman, twice Superintendent of Otago Province, an imprisoned bankrupt and a Minister of the Crown. He was an active participant in provincial and colonial politics for 36 years and was associated with most of the major political events in New Zealand during that time. Macandrew was a passionate and persuasive advocate for the speedy development of New Zealand’s infrastructure to stimulate the expansion of settlement. He initiated a steamer service between New Zealand and Australia in 1858 but was bankrupt by 1860. While Superintendent of Otago in 1860 and 1867–76 he was able to advance major harbour, transport and educational projects. As Minister of Public Works in George Grey’s Ministry from 1878–79 he promoted an extensive expansion of the country’s railway system. In Parliament, he was a staunch advocate of easier access to land for all settlers, and a promoter of liberal social legislation which was enacted a decade later by the Seddon Government. His life was interwoven with three influential settlers, Edward Gibbon Wakefield, Julius Vogel and George Grey, who variously dominated the political landscape. Macandrew has been portrayed as an opportunist who exploited these relationships, but this study will demonstrate that while he often served these men as a subordinate, as a mentor he influenced their political beliefs and behaviour. -

123 WOE UNTO THEM THAT LAY FIELD TO FIELD: CLOSER SETTLEMENT IN THE EARLY LIBERAL ERA Monique van Alphen Fyfe* This article undertakes a re-examination of the origins, construction and application of the Land for Settlements legislation in the early Liberal era. The Liberal's commitment to closer settlement reveals part of the story of highly contested land policy in colonial New Zealand. Land for Settlements legislation of the 1890s, aimed at "bursting up" the great estates, was predominantly the product of settlers' ideological aspirations and two determined politicians: John Ballance and John McKenzie. When measured against the rhetoric used to promote it, however, the policy was not necessarily effective: it was complicated by practical realities and a narrow vision of New Zealand as a vigorous Arcadian paradise. When contrasted with the treatment of Māori land, yet more of the complexity of the land issue and the frailties of the actors facing it are revealed. The article concludes by proposing that Liberal policy, while flawed in execution, may have nevertheless contributed something to the consolidation of the concept of New Zealand as an agrarian ideal, a concept that remains largely intact today. I INTRODUCING AN IDEOLOGY Ill fares the land, to hastening ills a prey; where wealth accumulates, and men decay.1 Liberal land policy has been an evocative and much examined topic for historians of decades past. The emergence of Waitangi Tribunal histories has since tended to homogenise Crown land policy such that very real shifts in government initiatives risk becoming overlooked. Land policy was, in fact, highly contested in colonial New Zealand. -

1 THE LAND STORY – CROFTON/NGAIO METHODIST PRESBYTERIAN AND UNION CHURCHES The Crofton/Ngaio Methodist, Presbyterian and Union land story covers the earliest aspects of Maori history of the area, the initial sales to the New Zealand Company, and a brief resume of subsequent occupants, purchasers, titles and building in order to answer the key questions posed by the Connexion. The story of the groups who planned and used the churches is told fully in First a church... the continuing story of Ngaio Methodist, Presbyterian and Union Churches by Elaine E Bolitho, published December 2004 by the Ngaio Union Church. Ngaio Union’s parish boundaries also include the former Cashmere Methodist Community Centre (111 Cashmere Avenue, Khandallah) demolished in 2001. The story of this property, and its regeneration as the Cochran Hall at the Cashmere Avenue School is told in the Cashmere Land Story, and in The Vision Restored, published by Ngaio Union Church in May 2003. Ngaio Union, as the legal successor to the proceeds held in trust from the Cashmere land sale, was granted funding for approved capital work on the Ngaio Union property, thus ensuring that in 2005 all buildings were fully compliant. New Zealand Journal of History, 42, 1 (2008) Promoting Paradise UTOPIANISM AND NATIONAL IDENTITY IN NEW ZEALAND, 1870–1930 A NUMBER OF COMMENTATORS have identified a correlation between aspects of utopianism and New Zealand’s past. Miles Fairburn, for example, has emphasized the power of an arcadian myth in nineteenth-century New Zealand.1 James Belich entitled the second volume of his history of New Zealand Paradise Reforged.2 And Lucy Sargisson and Lyman Tower Sargent’s work on intentional communities (or communes) argued that New Zealand ‘has a special place in the history of utopianism’.3 As Sargisson and Sargent note, though, there has not been any extended discussion of the association between utopianism and New Zealand’s national identity. Fairburn’s work comes closest, but the ‘governing category’ of his landmark study was ‘the colony’s social organisation’ rather than arcadian myths.4 Furthermore, Fairburn’s work stops in the 1890s, ignores ideal visions of cities and towns, disregards utopian fiction, and does not take into account ‘race’ and politics and the impact which these had on images of arcadia. While ‘race’ and politics are central to Belich’s work his study remains first and foremost a general history. The use of the descriptor ‘paradise’, like his term ‘recolonization’ (which is used to signify New Zealand’s apparent return to the British imperial fold), works primarily as ‘a heuristic device … to give pattern’.5 Belich also overlooks utopian and science fiction (SF) literature, focuses on the printed word and skips over ‘booster’ sources, namely those civic and commercial publications produced locally to promote settlement and investment. -

A Shifting Balance: Parliament, the executive * and the evolution of politics in New Zealand John E. Martin ** Abstract The reforms to the New Zealand Parliament of the 1980s and 1990s shifted the balance between executive and legislature away from the former. Through much of the twentieth century the executive had dominated. This article looks at an earlier period when the balance between the executive and legislature was strikingly different. It describes the shift towards greater executive dominance in three respects important to the functioning of Parliament — parliamentary expenditure, the impact of political parties and electoral politics, and increased government control over business in the House of Representatives. Introduction In a modern society in which government assumes a central place it is easy to take it for granted that Parliament provides the jousting ground for ‘continuous election campaigns’ that allow governments to demonstrate their prowess and Oppositions to put forward an alternative and to examine and criticise current policy. The recent adoption of mixed-member proportional representation (MMP) as New Zealand’s electoral system has broadened this combative atmosphere between contending groups so that a range of parties touts their wares, but it has not deflected the long- term trend towards the electorate and away from the arena of the chamber in which the country’s representatives are gathered. Instead, the continuous election campaign orientation has spread beyond the chamber and into select committees. MMP has undermined the sense of assurance of governments that an unproblematic majority would emerge out of elections and that this would be sustained through a full parliamentary term. -

Māori Election Petitions of the 1870s: Microcosms of Dynamic Māori and Pākehā Political Forces PAERAU WARBRICK Abstract Māori election petitions to the 1876 Eastern Māori and the 1879 Northern Māori elections were high-stakes political manoeuvres. The outcomes of such challenges were significant in the weighting of political power in Wellington. This was a time in New Zealand politics well before the formation of political parties. Political alignments were defined by a mixture of individual charismatic men with a smattering of provincial sympathies and individual and group economic interests. Larger-than-life Māori and Pākehā political characters were involved in the election petitions, providing a window not only into the complex Māori political relationships involved, but also into the stormy Pākehā political world of the 1870s. And this is the great lesson about election petitions. They involve raw politics, with all the political theatre and power play, which have as much significance in today’s politics as they did in the past. Election petitions are much more than legal challenges to electoral races. There are personalities involved, and ideological stances between the contesting individuals and groups that back those individuals. Māori had to navigate both the Pākehā realm of central and provincial politics as well as the realm of Māori kin-group politics at the whānau, hapū and iwi levels of Māoridom. The political complexities of these 1870s Māori election petitions were but a microcosm of dynamic Māori and Pākehā political forces in New Zealand society at the time. At Waitetuna, not far from modern day Raglan in the Waikato area, the Māori meeting house was chosen as one of the many polling booths for the Western Māori electorate in the 1908 general election.1 At 10.30 a.m. -

335 Confiscation of Maori land Michael R. Litchfield* New Zealand is a multi-cultural western style democracy in which the treat ment of its peoples in the past as well as the present must be shown to be fair and reasonable. This article is written in the hope that the facts surrounding the extensive confiscation of Maori land during the Anglo-Maori Land Wars of the 1860s can now be looked at honestly and objectively. It is concluded that these confiscations were unnecessary and unjust. Compensation in land and money is the only suitable solution. I. INTRODUCTION During the years 1864 to 1867 the New Zealand Goveernment confiscated approximately 3J million acres of Maori tribal land on the ground that the owners of the land were in rebellion against the sovereignty of the Crown. The confiscations were made under the authority of the New Zealand Settlements Act 1863 and its amendments.1 These Acts were passed during the so-called Maori Wars and their purpose was to enable confiscation of Maori land to punish and deter Maori “rebellion” and to prevent further insurrection by estab lishing military settlements on the land. It was hoped that the confiscated land could be sold to settlers and the proceeds of sale used to pay for the cost of the wars. The legislation and the war themselves were the result of the demand by settlers for land and not because Maori land owners had rejected the Queen’s authority. Land was confiscated from both loyal and “rebel” Maori land owners. Subsequent to the confiscations approximately half of the confiscated lands were given back to, or purchased from, the original owners. -
