More specifi cally, they focus on the confi guration of sociopoliti cal transformation brought about by internal social forces, by collectives and individuals. Here I focus on the diverse ways in which the ordinary people, the subaltern—the urban dispossessed, Muslim women, the globalizing youth, and other urban grass roots— strive to aff ect the con- tours of change in their societies, by refusing to exit from the social and po liti cal stage controlled by authoritarian states, moral authority, and neo- liberal economies, discovering and generating new spaces within which they can voice their dissent and assert their presence in pursuit of bettering their lives. The vehicles through which ordinary people change their societ- ies are not simply audible mass protests or revolutions, even though they represent an aspect of pop u lar mobilization; rather, people resort more widely to what I will elaborate as “nonmovements”— the collective endeav- ors of millions of noncollective actors, carried out in the main squares, back streets, court houses, or communities. This book, then, is about the “art of presence,” the story of agency in times of constraints. The essays constitute the core of my refl ections for the past decade or so on the social movements and nonmovements that are seen through the prism of historical specifi city of the Muslim Middle East, yet ones that insist on both critical and con- structive engagement with the prevailing social theory. We continue to read how the personal income of Arabs is among the lowest in the world, despite their mas- sive oil revenues. With declining productivity, poor scientifi c research, de- creasing school enrollment, and high illiteracy, and with health conditions lagging behind comparable nations, Arab countries seem to be “richer than they are developed.”1 The unfortunate state of social development in the re- gion is coupled with poor politi cal governance. Authoritarian regimes rang- ing from Iran, Syria, Egypt, Jordan, and Morocco to the sheikhdoms of the Persian Gulf, and chiefl y Saudi Arabia (incidentally, most with close ties to the West), continue to frustrate demands for democracy and the rule of law, prompting (religious) opposition movements that espouse equally undemo- cratic, exclusive, and oft en violent mea sures. Not surprisingly, the current conditions have caused much fear in the West about the international destabi- lizing ramifi cations of this seeming social and po liti cal stagnation. Thus, never before has the region witnessed such a cry for change. The idea that “everywhere the world has changed except for the Middle East” has assumed a renewed prominence, with diff erent domestic and international constituencies expressing diff erent expectations as to how to instigate change in this region. Some circles hope for a revolutionary transformation through a sudden upsurge of pop u lar energy to overturn the unjust structures of power and usher in development and democracy. If the Ira ni an Revolution, not so long ago, could sweep aside a long- standing monarchy in less than two years, —-1 why couldn’t such movement be forged in the region today? It is doubtful that revolutions can ever be planned.2 Even though revolutionaries do engage in plotting and preparing, revolutions do not necessarily result from prior schemes.

INTRODUCTION During recent decades, fast growth of urbanization in Iran has caused developments over capacity of economic, social and in some cities. Arising from uncontrolled rural migration into major urban centers, this problem brought metropolises such as Tehran, Isfahan, Mashhad, Tabriz, Rasht and Shiraz in Iran spatial extents and subsequently overdevelopment in these metropolises and disability of suburban small cities to compete with metropolises led to regional imbalances in the regions’ level.

    Consumer Price Index in the Month of Ordibehesht of the Year 13981 Increase in All Households Inflation Rate The general index (base year: 1395=100) stood at 173.5 in the month of Ordibehesht2 of the year 1398 indicating a 1.5 percent rise compared with the previous month. In this month, the percentage change in the general index was 52.1 percent in contrast to the corresponding month of the previous year, that is to say that the national households spent, on average, 52.1 percent higher than the month of Ordibehesht in the year 1397 for purchasing “the same goods and services”, which increased by 0.7 percentage point over the previous month (51.4 percent). The twelve-month inflation rate ending the month of Ordibehesht of the year 1398 reached 34.2 percent which rose by 3.6 percentage points over the same information in the previous month (30.6 percent). The CPI for the major groups of "food, beverages and tobacco" decreased by 0.7 percent and for "non-food items and services" increased by 2.7 percent, respectively in contrast to the previous month. The percentage changes in prices in the current month for these two groups were 82.6 and 39.9 percent compared with the month of Ordibehesht in the year 1397, respectively. Increase in All Urban Households Inflation Rate The general price index for all urban households in the month of Ordibehesht of the year 1398 stood at 172.0 showing a 1.6 percent increase from the last month. Percentage change in the general index was 50.7 percent in comparison with the same month in the last year, which rose by 0.7 percentage point over the previous month (50.0 percent).

Moreover, beyond the specific reasons for the protests, they appeared to reveal a deeper reality about Iran, both before and since the 1979 emergence of the Islamic Republic: its character as an inherently “revolutionary country” and a “movement society.”2 Since its formation, the Islamic Republic has seen multiple cycles of protest and revolt, ranging from ethnic movements in the early 1980s to urban riots in the early 1990s, student unrest spanning 1999–2003, the Green Movement response to the 2009 election, and upheaval in December 2017–January 2018. The last of these instances, like the current round, began with a focus on economic dissatisfaction and then spread to broader issues.   • The Incongruous Nature of Islamist Anti-Imperialism
    ISLAMISM AND EMPIRE: THE INCONGRUOUS NATURE OF ISLAMIST ANTI-IMPERIALISM ASEF BAYAT n animated debate is under way within the Left, the Right, and among AIslamists themselves about the status of current Islamist movements vis- à-vis neoliberal imperialism. Rightist circles are clear that Islamism is a re- gressive, anti-modern and violent movement that poses the greatest threat to the ‘free world’. Islamism represents, in their view, a ‘totalitarian ideology’, a ‘cousin of fascism and communism’, which stands opposed to modernity and to the enlightenment values enshrined in the capitalist free world.1 In a sense, the idea of a ‘clash of civilizations’ captures the ‘objective contradic- tions’ of Islam and Islamism with Western modernity and its universalizing mission. Leftist groups, however, seem to be divided. While some groups see Is- lamist movements as ‘analogues to fascism’, so that the best socialists can hope for is to break individuals away from the Islamist ranks and lure them into progressive camps,2 others consider Islamism as an anti-imperialist force with which the Left can find some common ground. For the British Socialist Workers’ Party, for instance, in the current conditions of mounting Islamo- phobia in the West, an ‘internationalist duty to stand with Muslims against racism and imperialism’ requires secular socialists to forge alliances with such admittedly conservative organizations as the Muslim Association of Britain,3 whose misogynous stand on gender issues in Muslim communities is often overlooked on the grounds of cultural ‘relativism’.4 Others suggest that ‘Islam has the advantage of being simultaneously an ethno-nationalist identity as well as a resistance movement to subordina- tion to the dictates of capitalist world economy’.5 Thus, by mobilizing civil society against structural adjustment, by offering alternative welfare systems to the shrinking role of the states in fulfilling its responsibilities, Islamists currently present the most important challenge to global neoliberalism.

    asef bayat REVOLUTION IN BAD TIMES ack in 2011, the Arab uprisings were celebrated as world- changing events that would re-define the spirit of our political times. The astonishing spread of these mass uprisings, fol- lowed soon after by the Occupy protests, left observers in Blittle doubt that they were witnessing an unprecedented phenomenon— ‘something totally new’, ‘open-ended’, a ‘movement without a name’; revolutions that heralded a novel path to emancipation. According to Alain Badiou, Tahrir Square and all the activities which took place there—fighting, barricading, camping, debating, cooking and caring for the wounded—constituted the ‘communism of movement’; posited as an alternative to the conventional liberal-democratic or authoritar- ian state, this was a universal concept that heralded a new way of doing politics—a true revolution. For Slavoj Žižek, only these ‘totally new’ political happenings, without hegemonic organizations, charismatic leaderships or party apparatuses, could create what he called the ‘magic of Tahrir’. For Hardt and Negri, the Arab Spring, Europe’s indignado protests and Occupy Wall Street expressed the longing of the multitude for a ‘real democracy’, a different kind of polity that might supplant the hopeless liberal variety worn threadbare by corporate capitalism. These movements, in sum, represented the ‘new global revolutions’.1 ‘New’, certainly; but what does this ‘newness’ tell us about the nature of these political upheavals? What value does it attribute to them? In fact, just as these confident appraisals were being circulated in the us and Europe, the Arab protagonists themselves were anguishing about the fate of their ‘revolutions’, lamenting the dangers of conservative restora- tion or hijacking by free-riders.

    Implemented by: Climate Change Profile: Rasht Valley Tajikistan This profile provides an overview of projected climate parameters and related impacts on the agricultural sector in the Rasht Valley, Tajikistan, under different greenhouse gas (GHG) emissions scenarios. Three GHG emissions scenarios, called Representative Concentration Pathways (RCPs), will be presented: One RCP with a lower emission scenario of RCP2.6, a second RCP with an intermediate emission scenario of RCP6.0, and a third RCP with a higher emission scenario of RCP8.5. By using easy-to-read graphs and texts intended for non-experts, this climate change profile builds on the latest climate data and state-of-the-art modelling.
