1 US photojournalist killed in Afghanistan (2.08/3) Washington: Award-winning US photojournalist David Gilkey, working for American broadcaster National Public Radio (NPR), was killed in Afghanistan on Sunday while on assignment. Gilkey, 50, was travelling with an Afghan Army unit in Helmand province when the convoy came under fire and his vehicle was hit, NPR spokeswoman Isabel Lara said in a statement. An Afghan translator, Zabihullah Tamanna, 38, was also killed, EFE news reported. Two other NPR journalists, Tom Bowman and Monika Evstatieva, were travelling in a separate vehicles and escaped unharmed. Tamanna had also worked as a photographer earlier. Gilkey was considered one of the best photojournalists in the world and had received several awards including a George Polk award in 2010, an Emmy award in 2007 and dozens of distinctions from the White House News Photographers Association. "David has been covering war and conflict in Iraq and Afghanistan since 9/11. He was devoted to helping the public see these wars and the people caught up in them. He died pursuing that commitment," said NPR's Senior Vice President Michael Oreskes. "As a man and as a photojournalist, David brought out the humanity of all those around him. Only one victim remains unidentified, who is kept at NMMC civic hospital in Vashi. Families of the rest 16 have been traced and the bodies have been handed over to the relatives. 11 Funeral policy deductions settlement a ‘step towards protecting society’s most vulnerable’: DA The agreement - made shortly before Thursday’s Constitutional Court hearing and made an order of the court - allows the agency to stop funeral policy deductions from three types of children’s grants. They are: the child support grant‚ foster care grant and care dependency grant - the latter being awarded to caregivers or parents of disabled children. “It is a shameful travesty of justice that the practice of making these deductions have been allowed to take place at all‚ from grants which are already way too small to survive on‚” said the DA’s Bridget Masango. “In terms of the judgment‚ no new deductions will be taken from the three types of children’s grants until the new regulations to the Social Assistance Act‚ announced by Social Development Minister Bathabile Dlamini earlier this month‚ which forbid deductions from children’s grants‚ kick in. “The DA has consistently fought against the ongoing problem of illegal deductions from social grants and will continue to do so.” The agency‚ which pays out social grants‚ had been due to apply for leave to appeal against an interim order made by the high court in Pretoria in December. The high court order had suspended a moratorium on all funeral policy deductions against children’s grants‚ pending the outcome of review proceedings by Lion of Africa. The minister of social development had‚ through a regulation published in 2009‚ allowed funeral policy premiums to be deducted from social grants. This meant adults in receipt of children’s grants qualified as beneficiaries. However‚ in December last year‚ Sassa informed Lion of Africa‚ a company which had been servicing funeral policies with children’s grant deductions‚ that a moratorium on all funeral policy deductions against children’s grants would take effect from January this year. Lion of Africa applied and obtained an interim order which suspended the moratorium. In terms of the agreement reached between the parties‚ Lion of Africa agreed not to enforce the high court order. The judgment means that there would be no new deductions from the three forms of children’s grants between January and May‚ when new regulations from the minister disallowing deductions from children’s grants take effect. Deductions that were being made before the moratorium will continue until November‚ when funeral policy holders are required to make new payment arrangements independent of the children’s grants.

The stark difference -- Clinton speaking to hundreds in a high school gymnasium in Oxnard, Sanders inspiring thousands at the Los Angeles Coliseum -- highlights the challenges of a candidate who turns towards her head-to-head battle with Donald Trump with only tepid support from many Democrats. "I would say there's some Hillary fatigue out there," Jeremy Jackson, a 39- year-old teacher in Oxnard, told AFP, reflecting on the more than three decades in which Clinton has been in America's public eye. "Plus, people don't like a common-sense approach. They want extreme. 13 Tougher laws to deal with infrastructure vandals now in effect The Department of Justice and Constitutional Development says the implementation of the Criminal Matters Amendment Act of 2015 will come into effect as from Wednesday. The act was signed into law by President Jacob Zuma in December last year. The law provides for stricter measures relating to bail and sentencing in respect of essential infrastructure-related offences. In terms of the new act‚ only the courts will deal with bail applications for essential infrastructure-related crimes. It removes the discretion of police officials and prosecutors to grant bail to suspects charged with essential infrastructure-related offences. The act further provides for the possibility of up to 30 years imprisonment or a fine not exceeding R100-million in the case of a corporate body. It is envisaged that the act will boost investor confidence in the country. “The public sector and the private business cannot operate fully without communication capabilities if Telkom cables are stolen. This situation necessitates drastic legislative intervention‚” Justice Minister Michael Masutha said on Wednesday. He said that‚ as of October 2015‚ the South African economy lost to a tune of about R5.7-billion per year as result of theft and vandalism of the essential infrastructure. The announcement comes a few days after Telkom announced it was ramping up efforts to migrate customers to wireless and fibre technologies to tackle copper cable theft syndicates. Telkom said cable theft cost the company over R200-million in the 2015 financial year - R100 million in direct cable theft repair cost and an additional R107-million which was spent on security services.

14 Marcel van der Merwe latest to leave Bulls kraal The Bulls this week confirmed that the Springbok tighthead prop will be leaving the Pretoria side at the end of the current Super Rugby season to join French club Toulon. The burly 128kg‚ 1.88m prop‚ who has seven Bok caps since 2014 and five SA under-20 games under his belt from 2010‚ will add to the already existent South African influence at the club in southern France. Minister of Rural Developemnt and Land Reform Gugile Nkwinti last month said it would tabled in Parliament in June. Moller noted that Nkwinti‚ in his recent budget vote‚ “proposed that the size of land that any individual or entity may own should be limited”. The Agri SA leader said Nkwinti expanded on this at the weekend‚ saying “during a land handover ceremony in the Kruger National Park that a limit of between 1 000 and 12 000 hectares would be applicable and that government would purchase any land in excess of the set ceiling for redistribution”. “There has been talk of so-called land ceilings since the release of the Green Paper on Land Reform in 2011‚” said Moller. “Agri SA had from the outset firmly opposed such land ceilings and has repeatedly tabled well-motivated‚ economic‚ food security and constitutional arguments against the proposed legislation. “A working group was established by the minister in which Agri SA also participated‚ with independent experts being tasked to advise the working group. Most of these experts also warned against the introduction of land ceilings‚” added Moller. 16 Paris floods ease but alerts in France's north From a peak of 6.10 metres in the early hours of Saturday, the river began to subside, falling to 5.77 metres at 8am (0600 GMT), the environment ministry's Vigicrues flood watch website said. However, red alerts had been issued for the Seine- Maritime and Eure departments in the northern Normandy region but were lifted early Sunday and they passed on to the next level of orange. Alerts have also been issued in 15 other regions, including Ile-de-France, where Paris is located, Lorraine in the northeast as well as parts of the country's central areas. Meteo France has forecast showers on Sunday across much of the country. The authorities in Seine-Maritime said there had "been no significant damage so far". Traffic has been prohibited in some areas of Normandy and although the Seine had risen in the northern city of Rouen, it did not break its banks. "It's like this when there are strong tides," said a port official. Across Europe, at least 18 people have been killed in floods that trapped people in their homes, felled trees and power lines, cut off roads and rail lines and forced rescuers to navigate swamped streets in lifeboats. In Paris, the Louvre and Orsay museums, which sit on opposite banks of the Seine, were closed for a third day Sunday, after shutting their doors in a race to move art treasures out of basements to higher ground as a precautionary measure. 19 There's no place to hide in Sevens rugby Five teams have strong hopes of winning the gold medal, and five others could beat them in any match. It will be, in my admittedly biased opinion, the highlight of the Games because the sport is so "volatile", the result so uncertain, often until the very final act of the match. I remember being concerned that Sevens' Olympic inclusion might actually undermine it. I was fortunate enough to work with Paul Treu during the maturation phase of our Sevens strategy from 2008 to 2012, and Rio 2016 was a variable we considered both a threat and an opportunity. The appeal of an Olympic medal meant that superstars from the major rugby nations might have swept in for the week of the Olympics, soaked up the spotlight, and then left again, leaving behind a version of the sport that was, by the arithmetic of casual observers, "lessened" by their transient appearance in it. Were that to happen, it would undermine the efforts made by Sevens teams in the intervening four years - it would be analogous to pulling your luxury sports car out of the garage for a weekend once every four years, then locking it away and hoping your four-door family sedan turned heads the same way. The only way to prevent this, we knew back then, was for Sevens to evolve enough that it became so specialised that the addition of even the best players from XVs would do little to the performance of teams. Sevens had to be too distinct to allow "rugby-hopping" to occur. My strong impression is that this has, in fact, happened. Or is happening. Yes, certain teams, including South Africa, have strengthened their squads with the targeted addition of international players, but anyone who thought they could throw XVs superstars onto a field of Sevens players and dominate has been exposed. The Blitzboks under Neil Powell formulated a calendar that gave them access to certain players in certain "windows" so they could adapt to the speed and technical nuances of the game. But even this process has "failed" more than it succeeded, and of the 10 or so players who came into the Blitzbok training environment, one, perhaps two, will make the final cut. Quade Cooper couldn't make the switch for Australia, and Sonny Bill Williams has been patchy for New Zealand, who have also added the Ioane brothers, and Liam Messam, but still rely heavily on their historical Sevens specialists. I'm now confident that Sevens requires a set of skills specific enough that any team that suddenly picks players, however stellar their reputation in XVs rugby, would be worse off. The transition is so difficult because Sevens is not simply a version of rugby lacking forward packs. Decision-making at rucks is at a premium because so much more space has to be covered per player. Agility and lateral mobility are more forensically examined (something that has affected Williams in particular), as are basic skills like passing to both sides and one-on-one tackling. The lack of space in XVs allows players with limitations to "hide", whereas such inadequacies are exposed in Sevens. This doesn't even consider the physical demands of Sevens - the ratio of sprints and fast running to rest is completely different, and few XVs players can handle it without a period of some adaptation. None of this is to say that Sevens is the finished article - no doubt the best XVs internationals would make exceptional Sevens players, given sufficient cross-over time. But the specialisation of Sevens is an encouraging sign, and the respect and recognition given to the Sevens specialists is growing, rightly, in proportion to the technical and tactical evolution of the sport. That this coincides with the commercial growth of Sevens, the expansion of the Series to 10 tournaments, means that Rio will be a leap forward, and the only threat now, at least to a South African observer, is that the sport evolves so quickly it leaves us behind.

A group of 90 chief executives said in a statement that the news was encouraging. The group has‚ over the last six months‚ been working with the government to help SA avoid a downgrade. “We are thus energised by the ratings announcement to work even harder together to ensure inclusive growth‚” read the statement. Francois Botha‚ head of multimanagement at Novare‚ an International Investment management company‚ said SA needs to tighten its belt to avoid a downgrade later. Botha said SA should grow its economy in the next few months or a “downgrade‚ would be inevitable”. “To avoid a downgrade later in the year the government will have to demonstrate a commitment to decrease spending. The government desperately need their income to increase. In order to do this the government will have to focus on measures which will grow the country‚ reduce the unemployment rate and increase the tax base‚” he said. The Banking Association South Africa welcomed the announcement‚ saying it was a result of the credibility and strength of SA'S institutions. “We will still have a long way to go in order to prove that we are firmly on a sound financial footing and economic trajectory. However‚ under the leadership of Finance Minister Pravin Gordhan‚ there are positive signs that we are beginning to chip away at the implementation of budget consolidation and structure economic reforms to boost the economy‚” said Cas Coovadia‚ the association's managing director. AfriForum believes that forcing Afrikaans-medium schools to take English pupils means the schools will inevitably become English- only and that the right to be taught in Afrikaans will be extinguished. AfriForum fears this process will accelerate after a Constitutional Court judgment last month that gave the Gauteng education department the final say over school admissions, and the capacity of a school and whether it should accept more pupils. Kriel said English-speaking pupils are constantly pushed into Afrikaans schools by the department because of the lack of good schools in the province. AfriForum contended that English-speaking pupils were being funnelled into Afrikaans schools in a spirit of "vengeance", the intention being that Afrikaans-medium schools would eventually cease to exist. The Gauteng education department served the predominantly Afrikaans audience vetkoek and koeksisters during a tea break. Lesufi promised that Afrikaans schools would not cease to exist while he was MEC. Kriel said AfriForum's concern was founded on fact - the number of Afrikaans-medium schools in Gauteng is declining and Afrikaans universities are becoming English only. "We have heard reassurances before that Afrikaans educational institutions will continue to exist. But history shows that once an educational institution becomes a parallel medium, it is just one step before it turns English only. The vehicles include four Range Rover SUVs bought in 2013, worth over R900,000 each; two Discovery Land Rovers bought in 2014 and worth over R600,000 each; and two Audi Q7s and three Audi A6s, valued at R600,000-R800,000 bought in March. Gordhan announced his austerity budget, including guidelines to limit the value of vehicle purchases for political office bearers, on February 24. The parliamentary response indicates that the five Audis were purchased on March 30. Nhleko said the purchases were necessary "to provide comprehensive protection of VIP spouses". Earlier this month, Business Day reported that the presidential spousal unit's budget - from the 2009-2010 financial year (when Zuma came into power) to the 2016-2017 financial year - had been R88-million. S. envoys pressed China on Monday to cut excess steel production that is flooding global markets and to reach a diplomatic settlement to territorial disputes in the South China Sea as the two sides opened a high-level dialogue. The annual meeting of Cabinet-level foreign affairs, trade and other officials from both sides is meant to head off conflict. Officials acknowledged differences on an array of issues but repeatedly stressed their interest in amicable cooperation and pledged to work together to see the Paris agreement on curbing emissions of climate-changing gases ratified by the world’s governments. S. agenda includes pressing Beijing to move faster with plans to shrink a bloated steel industry that its trading partners complain is flooding their markets with unfairly cheap exports, hurting foreign producers and threatening jobs. 41 NGT directs Delhi 5-star hotel to submit details of water use New Delhi: The National Green Tribunal has directed a five-star hotel here to submit details of its water consumption after a plea alleged that the hotel was illegally extracting ground water and causing environmental degradation. A bench headed by Justice U D Salvi directed Hotel Jaypee Vasant to inform the tribunal about the supply of water it received through tankers between August, 2015 to January, 2016 and also submit all bills in this regard. "We direct the Respondent No 1 (Hotel Jaypee Vasant) to make a candid statement as to the supply of water through tankers between the period of August, 2015 to January, 2016 and place all such bills for the said period before us on the next date," the bench said while posting the matter for next hearing on July 15. During the hearing, Delhi Jal Board told the bench that the hotel has two sanctioned water lines and the average consumption for 26 days is 139 kilo litres that is 5.3 litres per day through one of the water lines. The consumption from the other water line is almost negligible, he said. The counsel appearing for the hotel informed the bench that the water requirements are met either by Delhi Jal Board or water tankers. The tribunal had last year issued notices to three five-star hotels, Central Ground Water Authority, Delhi Jal Board, New Delhi Municipal Council, Central Pollution Control Board. The directions came while hearing a plea filed by Delhi resident Shailesh Singh seeking directions to immediately stop withdrawal of ground water without permission. Singh had alleged that these five-star hotels were using "several lakh litres" of ground water and the sources of water are not visible in their premises. The plea had alleged that according to Delhi Pollution Control Committee, one of the hotels was extracting 2,22,600 litres of water from supply and is having two bore-wells to extract ground water. Earlier, the tribunal had imposed a fine of Rs 7.5 lakh on one of the hotels after it found "unsatisfactory" rain water harvesting systems in their premises.

Navy banned drinking and restricted off-base activity Monday for its personnel in Japan after a sailor was arrested on suspicion of drunken driving on the island of Okinawa in the latest incident where suspected criminal activity has sparked public anger. Crimes by U. S. military personnel, especially on Okinawa where the public is fighting to get rid of U. S. bases, are often pointed to as reasons why the U. S. soldiers should go. In the latest incident, Petty Officer 2nd Class Aimee Mejia, 21, assigned to Kadena base in Okinawa, was arrested Sunday after driving the wrong way on a freeway and smashing head-on into two vehicles, said police spokesman Takashi Shirado. Mejia was not hurt, but two people in the other cars were slightly injured, he said. Under Monday's order, U. S. Navy personnel will not be allowed to drink at all, off or on base, and cannot freely leave the base grounds, except for commuting from an off-base home to work, or for necessary errands such as picking up children or groceries. The order will remain until training is carried out and the military feels comfortable everyone understands "responsible behavior," a Navy statement said. "These measures are not taken lightly," said Rear Adm. Matthew Carter. "For decades, we have enjoyed a strong relationship with the people of Japan. It is imperative that each sailor understand how our actions affect that relationship, and the U. S.-Japan alliance as a whole. " Okinawa Gov. Punjab Chief Minister Parkash Singh Badal had appealed to all sections to exercise restraint and observe the anniversary peacefully. The appeal came due to apprehension of clashes between Sikh hardliners and moderates. In the last three-four years, pro-Khalistan slogans have been raised by hardliners during the anniversary function. Clashes also took place in the last two years. The Punjab Police detained several radical Sikh leaders ahead of the anniversary as a preventive measure. Sikh organisation Dal Khalsa has called for an "Amritsar Bandh" on Monday. Several people, including security personnel, were killed in 'Operation Bluestar', the Army's action on Amritsar's Golden Temple complex in June 1984 to flush out armed extremists led by separatist Sikh leader Jarnail Singh Bhindranwale.

47 Bubbles of inspiration A three-year undertaking by photographer Pashminu Mansukhani has culminated in a series of surreal images that can only be described as a myriad of colours. With a passion for capturing the minute details of nature and insects, the next step in the field of macro photography came naturally to the Navi Mumbai-based resident. He recounts, “I wanted to create a set of photos of an object that is not seen by the human eye but is something that we encounter on a regular basis.” Thus, he began clicking photos of iridescent soapy bubbles. Armed with a 20 megapixel Canon 6D camera, a 100mm macro lens, multiple strobe lights and an array of soapy solutions, Mansukhani worked on the project in a sealed dark room. “On a daily basis, people come across soap bubbles while washing their hands, but they fail to see them in the light of what they actually are”, he says, explaining what he hoped to portray by choosing something as simple as the bubble. Pashminu Mansukhani; (above) the exhibits The multitude of colours, contrasts and shapes, seen in the photographs, is the result of numerous experiments with soap-based concoctions. “I worked with several solutions using ratios of glycerin, a variety of detergents, soaps, shampoos and water samples at varied temperatures. It is the combination of these factors that resulted in different colours and longevity of the bubbles,” explains Mansukhani. After capturing thousands of photos over the years, the final exhibit will display 30 meticulously selected images, each with its own array of colours, shapes and patterns. While he proclaims that the exhibit is more of a promotional activity, the artist goes on to add that he would be happy to sell his work to anyone truly interested in it. 50 Skintillating! 100-year-old is Mumbai's oldest skin donor A 100-year-old woman from Powai, has become the oldest skin donor from the city, after her family decided to donate it after her death. She passed away just a month after her 100th birthday. She had a peaceful death, without any suffering. To show our gratitude to God, we decided to donate her skin to help needy people,” said Mahesh Shah (72), her son. Lalitaben, from Saurashtra, Gujarat, resided with her son in Powai. She passed away on May 27, and he decided to donate her skin when a relative informed him about this donation. They contacted Airoli Skin Bank, the biggest skin bank in Mumbai. Last year, the oldest skin donor was recorded at the only other skin bank in the city, Sion Skin Bank, when a 92-year-old woman’s skin was donated. “Every year, hundreds of people die due to burns. Through this small initiative, we can save lives of other people. We hear a lot about organ transplant, but there is a lot less awareness about skin donations,” said Mahesh. People feel that aged people can't donate skin after death as it gets wrinkles and becomes lax with age. “People need to learn from this donation. The skin of a 100-year-old woman can be used for skin grafting. The kin of younger people should also think of skin donations in case of death. Skin donation, irrespective of the donor’s age, can save so many lives,” said Dr Sunil Keswani, director of the Airoli Skin Bank. Skin can only be taken after the death of a person. Skin is removed from the back, legs and hands that generally have plain texture without any undulation that doesn't lead to any deformation in the body. “Unlike other organ transplantation, skin transplantation is not permanent. When we transplant skin on a patient, it helps in better healing of the burns as it controls the spread of infection but later, when the wounds heal, new skin is created and the transplanted skin peels off,” said Dr Meena Kumar, former head of surgery department who was also responsible of skin bank at the Sion hospital. Skin donation As per European guidelines, the maximum age limit for skin donation should be 70-years of age but in Mumbai due to less donors, the skin banks get donations of all age groups. “The number of skin donors is far less in comparison to the need of the patients. So, to meet the demand, we don't refuse any donation even if the donors are above 80-years-old when we get calls. But it also depends on the quality of the skin of the donor. If the skin becomes very lax or there is less body mass then retrieving skin becomes very tough,” said Dr Manoj Kumar Ahire, the head of the skin bank at Sion Hospital.

Borivli RPF’s Senior Inspector RS Salaria said, “The incident took place around 1.30 am. A woman was knocked down by a Borivli local train. Her body was found lying near Poisar nullah bridge and the bodies of a male and a female baby aged around 9 months were also found lying there. Some distance away, a boy of around three years was found badly injured. The GRP took them to the Shatabdi hospital where doctors declared the woman and her twins dead before arrival. 52 ISIS kills dozens of own men in hunt for spies BAGHDAD, Iraq — In March, a senior commander with the Islamic State of Iraq and Syria (ISIS) group was driving through northern Syria on orders to lead militants in the fighting there when a drone blasted his vehicle to oblivion. The killing of Abu Hayjaa al- Tunsi, a Tunisian jihadi, sparked a panicked hunt within the group’s ranks for spies who could have tipped off the U. S-led coalition about his closely guarded movements. By the time it was over, the group would kill 38 of its own members on suspicion of acting as informants. Others have disappeared into prisons and still more have fled, fearing they could be next as the jihadi group turns on itself in the hunt for moles, according to Syrian opposition activists, Kurdish militia commanders, several Iraqi intelligence officials and an informant for the Iraqi government who worked within ISIS ranks. The fear of informants has fueled paranoia among the militants’ ranks. A mobile phone or internet connection can raise suspicions. As a warning to others, ISIS has displayed the bodies of some suspected spies in public — or used particularly gruesome methods, including reportedly dropping some into a vat of acid. ISIS “commanders don’t dare come from Iraq to Syria because they are being liquidated” by airstrikes, said Bebars al-Talawy, an opposition activist in Syria who monitors the jihadi group. Over the past months, American officials have said that the U. S. has killed a string of top commanders from the group, including its “minister of war” Omar al-Shishani, feared Iraqi militant Shaker Wuhayeb, also known as Abu Wahib, as well as a top finance official known by several names, including Haji Iman, Abu Alaa al-Afari or Abu Ali Al-Anbari. In the northern Iraqi city of Mosul, the biggest city held by ISIS across its “caliphate” stretching across Syria and Iraq, a succession of militants who held the post of “wali,” or governor, in the province have died in airstrikes. As a result, those appointed to governor posts have asked not to be identified and they limit their movements, the Iraqi informant told The Associated Press. Iraqi intelligence officials allowed the AP to speak by phone with the informant, who spoke on condition of anonymity, fearing for his life. The purge comes at a time when ISIS has lost ground in both Syria and Iraq. An Iraqi government offensive recaptured the western city of Ramadi from ISIS earlier this year, and another mission is underway to retake the nearby city of Fallujah. Rami Abdurrahman, who heads the Britain-based Syrian Observatory for Human Rights, said some ISIS fighters began feeding information to the coalition about targets and movements of the group’s officials because they needed money after the extremist group sharply reduced salaries in the wake of coalition and Russian airstrikes on ISIS-held oil facilities earlier this year. The damage and the loss of important ISIS-held supply routes into Turkey have reportedly hurt the group’s financing. “They have executed dozens of fighters on charges of giving information to the coalition or putting (GPS) chips in order for the aircraft to strike at a specific area,” said Abdurrahman, referring to ISIS in Syria. The militants have responded with methods of their own for rooting out spies, said the informant. For example, they have fed false information to a suspect member about the movements of ISIS leader Abu Bakr al- Baghdadi, and if an airstrike follows on the alleged location, they know the suspect is a spy, he said. They stop fighters in the street and inspect their mobile phones, sometimes making the fighter call any unusual numbers in front of them to see who they are. After the killing of al-Anbari, seven or eight ISIS officials in Mosul were taken into custody and have since disappeared, their fates unknown, said the informant. “Daesh is now concentrating on how to find informers because they have lost commanders that are hard to replace,” said a senior Iraqi intelligence official in Baghdad, using the Arabic acronym for the Islamic State group. “Now any ISIS commander has the right to kill a person whom they suspect is an informer for the coalition.” Another Iraqi intelligence official said at least 10 ISIS fighters and security officials in Mosul were killed by the group in April on suspicion of giving information to the coalition because of various strikes in the city. Mosul also saw one of the most brutal killings of suspected informants last month, when about a dozen fighters and civilians were drowned in a vat filled with acid, one senior Iraqi intelligence official said. In the western province of Anbar, the Iraqi militant Wuhayeb was killed in a May 6 airstrike in the town of Rutba. Wuhayeb was a militant veteran, serving first in al-Qaida in Iraq before it became the Islamic State group. He first came to prominence in 2013, when a video showed him and his fighters stopping a group of Syrian truck drivers crossing Anbar. Wuhayeb asks each if he is Sunni or Shiite, and when they say Sunni, he quizzes them on how many times one bows during prayer. When they get it wrong, three of them admit to being Alawites, a Shiite offshoot sect, and Wuhayeb and his men lay the three drivers in the dirt and shoot them to death. After Wuhayeb’s killing, ISIS killed several dozen of its own members in Anbar, including some mid-level officials, on suspicion of informing on his location, and other members fled to Turkey, the two intelligence officials said. They spoke on condition of anonymity because they were not authorized to talk to the press. Some of the suspects were shot dead in front of other ISIS fighters as a lesson, the Iraqi officials said. After the Tunisian militant Abu Hayjaa was killed on the road outside Raqqa on March 30, ISIS leadership in Iraq sent Iraqi and Chechen security officials to investigate, according to Abdurrahman and al-Talawy, the Syria- based activist. Suspects were rounded up, taken to military bases around Raqqa, and the purge ensued. Within days, 21 ISIS fighters were killed, including a senior commander from North Africa, Abdurrahman said. Dozens more were taken back to Iraq for further questioning. Of those, 17 were killed and 32 were expelled from the group but allowed to live, Abdurrahman and al-Talawy said, both citing their contacts in the militant group. Among those brought to Iraq was the group’s top security official for its Badiya “province,” covering a part of central and eastern Syria. His fate remains unknown. Non-ISIS members are also often caught up in the hunt for spies. In the Tabqa, near Raqqa, ISIS fighters brought a civilian, Abdul-Hadi Issa, into the main square before dozens of onlookers and announced he was accused of spying. A masked militant then stabbed him in the heart and, with the knife still stuck in the man’s chest, the fighter shot him in the head with a pistol. Issa’s body was hanged in the square with a large piece of paper on his chest proclaiming the crime and the punishment. ISIS circulated photos of the killing on social media. According to al-Talawy, several other ISIS members were killed in the town of Sukhna near the central Syrian city of Palmyra on charges of giving information to the coalition about ISIS bases in the area as well as trying to locate places where al-Baghdadi might be. Sherfan Darwish, of the U. S.-backed Syria Democratic Forces, which has been spearheading the fight against ISIS in Syria, said there is panic in ISIS-held areas where the extremists have killed people simply for having telecommunications devices in their homes. “There is chaos. Some members and commanders are trying to flee,” Darwish said. The U. S. -led coalition has sought to use its successes in targeting ISIS leaders to intimidate others. In late May, warplanes dropped leaflets over ISIS-held parts of Syria with the pictures of two senior militants killed previously in airstrikes. “What do these Daesh commanders have in common?” the leaflet read. “They were killed at the hands of the coalition.” The jihadis have responded with their own propaganda. “America, do you think that victory comes by killing a commander or more?” ISIS spokesman Abu Mohammed al-Adnani said in a May 21 audio message. “We will not be deterred by your campaigns and you will not be victorious.”

57 Officials: Rain a factor in fatal Montgomery County wreck A 22-year-old woman was killed in a car crash on FM 1485 in New Caney early Saturday morning. Amy Durant was reportedly driving her Ford F150 pickup truck westbound on FM 1485 around 4 a.m. in the rain when she started to drift off the road to the right, according to a report from the Texas Department of Public Safety. She then overcorrected to the left and began to spin before hitting an oncoming vehicle. Joshua Martinez, 36, was driving eastbound in a Chevrolet Silverado pickup and pulling a trailer when Durant's right passenger side struck the front of his truck, the report said. Durant's truck came to rest in a ditch filled with water. Durant died at the scene and Martinez was brought to Conroe Regional Hospital in stable condition.

59 Man held in missing Suffolk pensioners murder probe A man remains in custody after being arrested on suspicion of murdering a 75-year-old man. The 61-year-old suspect, from Leicester, was detained on Sunday after a body, believed to be that of Peter Stuart, was found in woodland in Weybread, Suffolk, on Friday evening. Officers are still searching for his Mr Stuart's wife Sylvia, 69, who has not been seen since May 28. The couple were reported missing at around 7.15am on Friday after checks with friends, neighbours and hospitals failed to locate them. Police launched a search after their car was found still at their home in Mill Lane. Police are receiving assistance from a number of wider regions, including forces in Essex and Cambridge. About 20 officers spent Sunday searching the woodland near where the couple lived. Meanwhile, Suffolk and Norfolk major investigation team is carrying out extensive background inquiries in an effort to find Mrs Stuart. A post-mortem examination was conducted on the man's body and authorities are awaiting the results. Detective Chief Superintendent Simon Parkes said; "Our focus remains on locating Sylvia as a matter of priority, while gathering evidence in the murder inquiry. We would continue to ask anyone who may have information that can assist to come forward immediately. 63 ‘Different’ Jerusalem Day promotes tolerance, not nationalism JERUSALEM — A tent for bereaved families, a symbolic Iranian embassy, a lecture by an Orthodox Jewish journalist in a downtown pub — this is Jerusalem , and this is Jerusalem Day. Well, not the traditional Jerusalem Day. Events like these are what organizers are billing as “A Different Day for Jerusalem ,” a grass-roots initiative promoting tolerance and providing a counterpoint to the day’s typically nationalistic overtones. Jerusalem Day is a national holiday in Israel , celebrating the victory over Arab armies in the 1967 Six-Day War and the subsequent reunification of Jerusalem under Israeli control. On Sunday, over 30,000 marchers — mostly Israeli teenagers from Zionist youth movements and religious schools — sang and danced their way through the streets of the capital city waving Israeli flags. But not everyone here views the day as one that celebrates unity, or one that inspires patriotic solidarity. “The first time I left my house and realized what was going on in the streets, I was shocked and horrified,” said Michal Shilor , who is spearheading the alternative events. Throughout the year, Ms. Shilor works for the Jerusalem Intercultural Center helping activists and grass-roots organizations on projects that promote tolerance. 70 WHO says it is still evaluating Zika risk tied to Olympics The World Health Organization is evaluating the risks of holding this August’s Olympic Games in Brazil as regularly scheduled, amid widespread fears of spreading the Zika virus beyond the hot zone in South America. Director-General Margaret Chan said experts will meet shortly to discuss the situation and report their findings. “Given the current level of international concern, I have decided to ask members of the Zika Emergency Committee to examine the risks of holding the Olympic Summer Games as currently scheduled,” she said in a letter to Sen. Jeanne Shaheen, New Hampshire Democrat. Mrs. Shaheen released the letter early Friday. “The Olympic Games draw athletes and spectators from every corner of the globe and it’s important that we understand the global health implications,” the senator said. Zika is a mosquito-borne illness that can cause birth defects in infants born to infected mothers. It’s also been linked to Guillain-Barre Syndrome, which can cause paralysis. The virus is mainly spreading in Brazil and other Latin American countries. More than 150 health experts recently called on Olympic officials to postpone or move games, because athletes and other travelers to Rio de Janeiro could get infected and bring the virus home with them. The WHO rejected such calls only days ago, arguing attempts to cancel or move the games would not significantly alter the international spread of Zika. Dr. Chan’s letter suggested that WHO’s review is ongoing. She has dispatched senior epidemiologists to Brazil four times, most recently in early May, to assess the situation. Patrick Leahy is highlighting a federal program that provides grant money so local law enforcement officers can get bulletproof vests. Leahy says he joined with Sen. Ben Nighthorse Campbell - a Colorado Republican - to propose the program in the late 1990s. That was when after Carl Drega of Columbia, New Hampshire, in 1997 shot to death two New Hampshire state troopers, a judge and a newspaper editor in Colebrook and injured three other law enforcement officers. 76 Rescuing Warsaw's overgrown Jewish graves Nature has taken over some of Poland's Jewish cemeteries. But a group of volunteers is trying to ensure those buried in them aren't forgotten. Alicja Mroczkowska, one of the organisers, hands out gardening gloves. We've a choice of rakes and shears for implements. Alicja says the less energetic ones among us can do the railings. She decants black rustproof paint into small pots. Our little band of a dozen volunteers heads off into Warsaw's main Jewish cemetery, past the statue of Janusz Korczak - the orphanage director who died at Treblinka after he refused to be parted from the children in his care. Okopowa Cemetery lies behind a high red-brick wall, right in the centre of the Polish capital. But it is a million miles in space and time from the city's slick glass towers and ticking pedestrian crossings. Birds dart between tall acacias and maple trees. Nature has got the upper hand on once-imposing 19th Century sepulchres. In some places, sandstone headstones look like they're drowning in waves of pale green creepers. Time, here, is measured by the speed at which ivy grows. The cemetery is vast. So far, enough of it has been cleared for 82,000 names to be entered into a database. But up to 200,000 bodies may have been buried here in the past couple of centuries. One of the volunteers, Karol Sawicki, hacks and rips at weeds that have plaited themselves over a concrete tomb. ''Look at this!'' he says eventually, revealing a marble plaque. ''1942. Sasza Glazman. He died in the ghetto, 32. My age, roughly. I wonder what his story was. We'll never know.'' There are 1,400 Jewish burial places in Poland. Under restitution laws, these are gradually being returned to the Jewish community. But according to the country's Chief Rabbi Michael Schudrich, there are only 40,000 Jews living in Poland today. There is no money to maintain the graveyards. Hence our little army of plucky volunteers with packed lunches, a wheelie bin and a wheelbarrow. A white sweat line is edging its way higher and higher up Karol's black cap. We stop for a break. I ask him if he's Jewish. ''I have no idea,'' he says. "I have my suspicions, like thousands of Poles. My granddad was an orphan. He had three birth certificates with three dates from different villages in Ukraine.'' Karol is a manager for a children's retail clothing chain. I ask if he takes part in the cemetery clean-ups because of a faint Jewish voice inside himself? ''Maybe. Probably,'' he says. These are matters that, until recently, were not easily discussed in Poland. The post-war Communist years didn't mark an end to anti-Semitism. The present nationalist government applies so-called "memory politics". It's a policy that frames Poland's history around two things - the heroism of Catholics who saved Jews and the wartime deaths of three million non- Jewish Poles. Monika Siwczyk is painting the crumbling art nouveau railings ringing a grand grave on the principal pathway. ''I love Jewish culture,'' says the 43- year-old professional translator. ''It's missing from Poland today.'' Monika, who is blonde and blue-eyed, has been researching her family's history. She points at her tanned forearm. ''Look at my olive skin. I have found a picture of the sisters of my great, great grandfather. We think they were Jewish. I look so much like them.'' A tram bell rings in the distance. It's a sound I might have heard a hundred years ago, when a third of Warsaw's population was Jewish. A group of tourists walk by. They're speaking Hebrew - young Israelis on a school trip. ''I've chatted to some of them,'' says Karol. ''They are visiting Poland to learn about the Holocaust. It's part of their curriculum.'' Karol would like to see the state of Israel contribute to the survival of Okopowa. ''We can only do so much. Even a ruin needs maintaining. But Israel won't help. Israel wants people to go and live there. It considers Poland to be a closed book - history, finished,'' he says. The volunteers at central Warsaw's Jewish cemetery are fighting a losing battle against the creeping of time and of ivy. But Karol and Monika aren't discouraged. It's their history, too. 80 Tale of Trump and partner in Azerbaijan real estate project WASHINGTON (AP) - Six months before he entered the presidential race, Donald Trump announced a new real estate project in Baku, Azerbaijan. His partner was the son of a government minister suspected by U. S. diplomats of laundering money for Iran’s military and described as “notoriously corrupt.” Eighteen months later, and only weeks after daughter Ivanka Trump released a publicity video of the nearly finished project, references to the Baku project have disappeared from Trump’s website. Trump’s general counsel, Alan Garten, told The Associated Press that it was on hold for economic reasons. Trump often talks of hiring the best people and surrounding himself with people he can trust. In practice, however, he and his executives have at times appeared to overlook details about the background of people he has chosen as business partners, such as whether they had dubious associations, had been convicted of crimes, faced extradition or inflated their resumes. The Trump camp’s screening skills are important as the presumptive Republican presidential nominee turns to selecting a running mate. They would only become more crucial if he won the White House. Then, Trump would have to name more than 3,600 political appointees to senior government positions, including critical jobs overseeing national security and the economy. In the Azerbaijani case, Garten said the Trump Organization had performed meticulous due diligence on the company’s partners, but hadn’t researched the allegations against the Baku partner’s father because he wasn’t a party to the deal. “I’ve never heard that before,” Garten said, when first asked about allegations of Iranian money laundering by the partner’s father, which appeared in U. S. diplomatic cables widely available since they were leaked in 2010. Garten subsequently said he was confident the minister alleged to be laundering Iranian funds, Ziya Mammadov, had no involvement in his son’s holding company, even though some of the son’s major businesses regularly partnered with the transportation ministry and were founded while the son was in college overseas. Ziya Mammadov did not respond to a telephone message the AP left with his ministry in Baku or to emails to the Azerbaijan Embassy in Washington. Garten told the AP that Trump’s company uses a third-party investigative firm, which he did not identify, that specializes in background intelligence gathering and searches global watch lists, warrant lists and sanctions lists maintained by the United Nations, Interpol and others. Trump has described his background research as presidential in quality. Asked in a 2013 deposition why he had not performed formal records of due diligence on a business partner - a man Trump later deemed “a dud” - Trump said he considered word-of-mouth inquiries to be adequate. “We heard good things about him from a couple of different people,” he said of his partner in the deposition. “That’s true with the president of the United States. You get references and sometimes it’s good and sometimes it’s not so good.” Trump’s lawyer, Garten, who was in the room at the time of Trump’s statement, told the AP that it was unreasonable to expect Trump to know the full range of the company’s diligence efforts. Any American contemplating a business venture in Azerbaijan faces a risk: “endemic public corruption,” as the State Department puts it. Much of that money flows from the oil and gas industries, but the State Department also considers the country to be a waypoint for terrorist financiers, Iranian sanctions-busters and Afghan drug lords. The environment is a risky one for any business venture seeking to avoid violating U. S. penalties imposed against Iran or anti-bribery laws under the U. S. Foreign Corrupt Practices Act. 83 How I convinced the world you can be raped by your date Katie Koestner was 18 when she went on a date with a fellow college student - and was forced to have sex. In 1990 the idea that you could be raped on a date was not widely understood, but Koestner went public with her story and - as she explains here - the concept of "date rape" took root for the first time. Some readers may find her account disturbing. I grew up in Atlanta, Georgia. I had a younger sister, a full-time mom, and my dad was an FBI agent. I swam every day, played piano and loved books. I guess I had a fairly sheltered upbringing but I grew up loving life. At 18 I went off to college to study chemical engineering and Japanese. I chose the College of William & Mary in Virginia, which oozed history. I decided to live on campus in a women-only residence hall. I threw myself into campus life, joining a band and a church youth group. In the first week I met a guy. I thought he was amazing-looking, and luckily he had the talent to match. I wasn't naive but I was a romantic at heart. I thought you were lucky if you met the right prince. He asked me out for dinner. It was pretty rare to eat off campus so I was really excited to go. We went to a fancy restaurant with candles and live music. The waiters spoke French, my date ordered in French, and I couldn't believe my good fortune. I felt I'd met the best guy in the whole campus. After dinner I didn't want to go back to his room. I thought maybe his room- mate might be there, or alcohol - I didn't want to drink. But I never thought there was anything weird about having some guy come to your room, just to hang out. There was no, "OK the door to your room has opened and you've turned on the green light for everything the guy might want. " On my ceiling I had the constellations of the night sky. I said, "Let's dance under the stars. " It was romantic and silly. I was 18 years old. Then I remember he was trying to undo the buttons on the back of my dress. They were fancy and tricky and I was thinking, "Oh no he could break my dress. " I didn't think about my own safety because I was out with a great guy. I was just thinking I have to get him to stop doing that, so I pushed him away gently. He stopped and moved to the other side of room. I glanced into the mirror and saw him taking off his clothes and thought. "Oh no. " And then, "Oh wow," because he was so handsome. I basically had a feminist epiphany all in one minute. I went from, "That's too fast for a good girl," to "Do I have to be a good girl? " to "What is a good girl, and why is it not the same as a good guy? " But my final verdict was, "I need to get him to stop taking off his clothes," so I grabbed my stuffed animals and threw them at him, laughing. Suddenly he pushed me down on to the pink carpet on the floor. Then there was a different kind of panic. He must have weighed 185lbs (84kg). I'm much lighter at 105lbs (48kg). He held my arms over my head with just one of his and was trying to get my dress off. I was afraid I wouldn't be able to get out from underneath him, and still I never thought about being raped. In 1990, rape was still stranger rape. It was not about people you liked or you were dating. People said you could be raped by someone off the street, they said, "Park where it's well lit, don't walk alone. " I knew all those things. My dad gave me pepper spray when I went to college. I didn't wear it around my neck on a date, though. I think no-one ever told this guy, "No". I think he had a ginormous ego, and had always had what he wanted in life. What was even worse was that he was so adroit at getting what he wanted. He almost didn't hear me. I tried to be nice. I wasn't trying to kick him where it counted, or throw him out of my room. I just didn't want him to go so fast. I tried to get him off me unsuccessfully, trying not to hurt his feelings. I kept saying "No," and "Please get off. " And he kept saying, "Calm down, everything's going to be fine," and that was the moment when I lost my virginity against my will. To have that special moment which I was saving for my wedding night squashed into a pink carpet on a cement floor in my room was jarring to my whole self, my whole soul. The moment he left I didn't move. I felt paralysed. The next day I went to the health centre. They sent me home with a bottle of sleeping pills. I went to the dean's office and he said, "You could ruin his life and you seem emotionally distraught, so you should go home and think carefully about this. " Then the guy started sending notes and leaving voicemails saying, "Don't try to avoid me, I'll find you and speak to you, you cannot escape me, I am in love with you. " I finally broke down and told my parents. I said, "Dad, I was raped. " He said, "I'll drive down and get him," then asked where it happened. I think he envisaged a parking lot and I said, "It happened in my room. " Dad said, "How did he get in, did he bust your locks? " And I said, "No, he's another student, and I invited him to hang out with me. " My dad said matter-of-factly, "It would not have happened if you had not let him in your room, Katie," and then hung up the phone. So I was on my own. My friends and his friends arranged a meeting with my attacker to talk it through. Our friends were hoping that if we could patch things up, we could all be buddies again. I met him in his building, in the lounge. I said: "Did you hear me say 'No'? " He said: "I heard your father is angry that you're not a virgin any more. I'll call him and tell him I'm a nice guy, and you're in excellent hands. " And I said that wasn't the problem. Then he said, "You were a little stiff the first time round, and we need some more practice and then you'll enjoy yourself a lot better. " Then he said - and I remember this bit particularly - "It's always tough for the virgins. " And that last comment was the one that snapped me. At the end of that meeting, I had two choices. If I left the building and turned left, it would lead me back to my residence hall. If I turned right, it would take me to the police station. I felt my heart pounding. I was so afraid of what right versus left meant. Left was to be a good girl that everyone likes, not defy my parents, forget it all. Instead, I went right. I told myself, "You must at least try to help save the next 19 girls that go out with him, who will feel exactly how you feel now. " It was incredibly embarrassing at the campus police station. There were all sorts of questions about sex and what I was wearing. I felt like a jerk for having him over to my room and when I admitted I let him pay for dinner, I felt that was one more thing I had done wrong. They questioned him and our friends. They noted bruising and tearing and the fact I was no longer a virgin. I hadn't screamed but I had bitten a hole in my cheek. In the end the District Attorney decided that we only had a 15% chance of winning the case as back then "forcible rape" meant I would have had to fight him off. The last option open to me was to use the university disciplinary system. There was a handbook of policies that all students agreed to on enrolment. In 1990 it just said, "You're not allowed to sexually assault someone. " So they held the first ever sexual misconduct hearing at this, the second oldest college in the country. The hearing took seven hours and finished at 2am. My accused brought two legal aides with him. My attacker admitted I told him "No" more than a dozen times. He said, "Eventually she stopped saying 'No' and I knew I'd changed her mind. " The next day the dean called me to his office and told me I should feel safe. They'd found him responsible and he wasn't going to be allowed in my residence hall for the remainder of the semester. But he said, "You two make such a nice couple and he really likes you, so maybe you could get back together. " I was so furious I thought I'd write a letter to all the parents of the students at my college telling them what happened, saying, "If you care about your children, you need to protest. " I had no money for postage so I sent the letter to the local newspaper. I convinced them to use my full name, as I felt people needed to know I was real. Then the Associated Press picked it up and it caught on like wildfire. I had calls from dozens of newspapers and talk shows. I hadn't intended for this to happen but they convince you to speak to them by saying, "We have his side of the story, don't you want to defend yourself? " So being a white, upper-middle-class, Christian, straight-A student, I had the right resume at that moment in history for the discussion which went: "Can a woman be attracted to a man, he buys dinner and they go home, does she still have the right to say 'No?'" Time magazine even put me on their front cover the week that Rajiv Gandhi died. Meanwhile I trained as a rape counsellor. I found there was one location on campus where lots of rapes were reported, so I set up a one-woman protest and handed out flyers saying, "Do you want to go in, when three women were raped here last weekend? " No-one wanted to hear it, though. When news spread that HBO were making a film about my experience, 2,000 students signed a petition saying I lied. It was getting more and more difficult to walk around campus. It was especially shocking coming from women. People would say, "You're devaluing my degree, people will only know our college for rape. " And I'd say, "Rape happens everywhere, it's the whole system that's flawed. " On talk shows I was always asked why I didn't try to fight him off, why I couldn't do something better. It was never, "Why did he presume that he could have sex with you? " I was accused of doing a disservice to women, making us appear weak. The presumption was men who committed rape could never be well- educated, affluent or talented at sports. While I was still in college, I started going to high schools and telling young people about what happened to me to try to save them from going through what I had. Then I just felt like I couldn't stop and I've kept going these past 25 years. You should see their tears. They hug you, they write notes, they tell their secrets and that is all worth it. Every time I make myself tell my story, there are 10, 20, 30 more stories that are told. I tell young people that they are the generation that can change the conversation. It must be, "I am never too important to ask for someone else's consent," and, "I must always expect respect from everyone I am with," so expect respect and ask for consent. In my case people called it "date rape" because I'd gone out to dinner. People stuck a descriptor in front of "rape", like there's "date rape" and "real rape". That shocked me - that somehow if you got dinner out of it, then it wasn't a bad rape. "At least you had a nice meal. " I'm not going to say which is worse, being grabbed by a stranger off the road and you're lucky if you live, or being out with someone you think you can trust, who has all the makings of your Prince Charming and having them disrespect you completely. If I had been raped on a street, then I'd have been afraid of strangers, but if you're raped by someone you know, then you're afraid of everyone. For me the attack was just wrong. I didn't rate it, define it or judge it. I just thought that was wrong. No-one should ever go through what I did. The rout would help set the tone for the next presidential election in 2018, underscoring deep discontent over graft scandals and a sluggish economy, and throwing the contest open to contenders from both the left and right. Early results from gubernatorial races in 12 of Mexico's 31 states showed Pena Nieto's ruling Institutional Revolutionary Party, or PRI, heading for defeat in seven of them, a result far worse than most polls had forecast. Projected losses included two oil-rich strongholds in the Gulf of Mexico, Veracruz and neighboring Tamaulipas, both of which have been plagued by gang violence for years, as well as Quintana Roo, home to Mexico's top tourist destination Cancun. Nope, this bourbon is from Chagrin Falls — Ohio. It is a common misperception that bourbon “by law” can only be made in Kentucky. As this bottle shows, bourbon can be made anywhere in America. Federal regulations declare: “the word ‘bourbon’ shall not be used to describe any whisky or whisky-based distilled spirits not produced in the United States.” These same regulations require bourbon to be made from a recipe that uses not less than 51% corn as fermentables, and that the whiskey be aged in barrels made from new oak. That is all. Kentucky, for certain, has a good claim as the birthplace of bourbon. Grass Widow has a corn sweetness, but also is fruity and a bit herbal tasting. Missouri’s Pinkney’s Bend Distillery offers bourbons aged in stout beer and port wine barrels. Five other states also hold Democratic primaries on Tuesday, including New Jersey. In all, 694 delegates are up for grabs. Even if Mrs Clinton loses in California, she may still secure her party's nomination and take on the presumptive Republican nominee, Donald Trump. Cee Carsten, a former deputy, faces two counts of tampering with a government document, for knowingly and intentionally including false information on a Harris County Sheriff's offense report, the department said, in a news release Friday. Carsten is accused of lying about traveling to the scenes of at least two domestic disturbances, said Jeff McShan, spokesman for the Harris County District Attorney's Office. In the deputy's official reports, he wrote that he saw and heard things at scenes, but investigators believe he just compiled information over the phone. He was indicted on two counts of tampering with a government document for intentionally submitting false information, which is generally a class A misdemeanor, punishable by a year in jail and a $4,000 fine. It was unclear Friday if aggravating factors would increase the punishment range. Carsten was terminated in September of 2015. According to state law enforcement commission records, he has worked for Harris County since 2006. David Cuevas, president of the Harris County Deputies' Organization, said Carsten was a member of the organization but declined to discuss about the specifics of the charges against him. "We're going to let due process take its course," Cuevas said. "He still has a trial to go through and we're not going to comment. 96 Boat explodes near Galveston Causeway Coast Guard officials said two men jumped into the water and swam to safety on Friday after their boat caught fire and exploded near the Galveston Causeway. At about 5:30 p.m., workers at the railroad bridge spotted a 25-foot pleasure craft on fire and called in the sighting to officials. The Coast Guard sent a 45-foot response boat to offer assistance, officials said. The Coast Guard boat crew set up a 100-yard safety zone around the burning boat when they arrived at the scene and learned the two men on board had jumped to safety. They later told Coast Guard officials that an engine exploded soon after their boat left the dock at Payco Marina in Galveston. The explosion sent one of the men into the water while the other tried to douse the flames. He wasn't successful, however. Coast Guard officials said he grabbed a life jacket and jumped into the water, swimming back to land with the other boater. "In this case the boaters were extremely lucky to not have been injured by the fire," said Lt. Cdr. Jonathan Andrechik, the operations chief at Coast Guard Sector Houston-Galveston. "We encourage everyone to make sure their boats are ready to be out on the water and have readily available safety gear. "

97 India's 'Pocket Hercules' dies at 104 Manohar Aich, the bodybuilder who became the first Indian to take the Mr. Universe title in 1952 and won the nickname 'Pocket Hercules' for his tiny stature, has died aged 104. Aich, who stood just 1.5 metres (four feet, 11 inches) tall, started lifting weights in 1942 when he was working as a gym instructor in the Royal Indian Air Force. That job ended when he slapped a British officer who had made an offensive remark about Indians, earning him a brief jail term -- a punishment he later described as a "blessing in disguise". "The jailor had been very kind and allowed me to train. In fact, he encouraged it," Aich told the Indian Express newspaper in an interview to mark his 100th birthday. He emerged from prison as India won its independence in 1947 and decided to settle in the eastern city of Kolkata, where he turned to selling coconuts for a living. But his interest in bodybuilding continued and in 1951 he travelled to Britain to take part in the Mr. Universe competition. When he missed out on the title he decided to stay on in Britain and have another go, taking a job with British Rail. In 1952 he became the first Indian ever to win. Aich died at his home in Kolkata on Sunday, his son told AFP by phone. "Our father used to say discipline comes from within. He always maintained a strict regimen -– sit-ups, push-ups," said Manoj Aich. "His simple diet of milk, fruits and vegetables along with rice, lentils and fish kept him healthy. 99 Anxiety disorders 'need more research', says global study Anxiety should be given more attention in mental health research because it is more common than we think, says a global review of the disorder. Scientists from the University of Cambridge said women, young people under 35 and those with health problems were particularly affected. They estimate that four out of every 100 people are affected by anxiety. But the review said more research was needed to find out which other communities were at greatest risk. Published in the journal Brain and Behavior, the global review of 48 studies found that more than 60 million people were affected by anxiety disorders every year in the EU. North America is thought to be worst affected, with eight in 100 people having anxiety, and East Asia least affected (three in 100). Although the proportion of people suffering with this mental health problem stayed fairly constant between 1990 and 2010, the authors said it was a problem which was rarely researched, unlike depression. Review author Olivia Remes, from the department of public health and primary care at the University of Cambridge, said anxiety disorders could make life extremely difficult. "There has been a lot of focus on depression - which is important - but anxiety is equally important and debilitating; it can lead to the development of other diseases and psychiatric disorders, increase the risk for suicide and is associated with high costs to society. " She added: "It is important for our health services to understand how common they are and which groups of people are at greatest risk. " It's feelings of worry, fear and unease which persist for a long time and become overwhelming, affecting everyday life. Physical sensations such as raised blood pressure, feeling nauseous and disrupted sleeping are common At this point, it becomes a mental health problem and a diagnosis of a specific anxiety disorder can be given. Globally, women were found to be twice as likely to experience anxiety as men. For example, 32% of people with multiple sclerosis have an anxiety disorder and 15 to 23% of cancer patients are affected. The review noted that data on anxiety was particularly lacking in some populations, such as indigenous cultures, and some communities, like drug users, sex workers and lesbian, gay and bisexual people. Pregnant women were also found to be particularly prone to obsessive compulsive disorder (OCD) - a form of anxiety disorder - before and immediately after the birth of their baby. Stephen Buckley, head of information at mental health charity Mind, said anxiety was one of the most common mental health problems in the UK. "Many people wait too long before seeing their GP, discounting social anxiety as just day-to-day stress. 100 Moviegoer busted for bootlegging Indian film by anti-piracy team more than 8,000 miles away A college student was caught bootlegging a motion picture from India inside of a Chicago-area cinema Wednesday after an anti-piracy team on the other side of the world learned the moviegoer was streaming the film live on Facebook. BlueSky Cinemas , an international distribution company, said in a press release Thursday that a Valparaiso University student was arrested while recording and streaming “A Aa,” a romantic comedy from India that premiered in the United States this week. In a press release, the distributor claimed an anti-piracy team more than 8,000 miles away in Hyderabad, India learned about the unauthorized recording as it was unfolding inside the Muvico Rosemont cinema, and notified theater management who in turn called the cops. The student “was caught red-handed with content” and promptly arrested, BlueSky Cinemas said in a statement . Contrary to the distribution company’s claim, however, an incident report obtained by The Washington Times reveals the moviegoer wasn’t arrested, but was actually allowed to stay and watch the rest of the film. According to the incident report by local police, the distributor did in fact notify the theater Wednesday evening after learning that the film was being streamed live on Facebook. “When our manager entered the theater, he saw the individual recording and asked him to stop recording immediately or leave the theater. He complied with this and deleted any images he contained on the phone for the movie, [and] we allowed the individual to stay for the remainder of the phone,” an unnamed cinema employee told Rosemont Public Safety Police. Rood Chanduy of BlueSky Cinemas told the theater that the moviegoer had been streaming the film online for over 30 minutes by the time management was aware, but it was not clear if the distributor would pursue the matter further, the employee said in the incident report. “I am not willing to prosecute,” the theater employee said. A theater manager referred The Washington Times to corporate headquarters when reached Friday, but subsequent requests for comment were not immediately successful.
