Landmarks Preservation Commission November 17, 2009 Designation List No.423 LP-2346 147 EIGHTH AVENUE HOUSE, Manhattan Built c. 1828, architect unknown Landmark Site: Borough of Manhattan Tax Map Block 741, Lot 32 On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the 147 Eighth Avenue House and the proposed designation of the related Landmark Site (Item No. 5). The hearing was duly advertised according to provisions of law. Three witnesses spoke in favor of designation, including representatives of the Historic Districts Council, the Society for the Architecture of the City, and Community Board 4. Summary No. 147 Eighth Avenue is one of a pair of highly intact 3 1/2 story Federal style houses constructed 1827 to 1828. It is a rare survivor from the earliest period of development in the area that is now part of Chelsea. No. 147 Eighth Avenue has continuously housed both residential tenants and businesses, reflecting the evolving commercial character of Eighth Avenue. The building was constructed 1828 for Stephen Weeks, who owned the property for a short time. He continued to conduct business at this location, well into the 1840s. Over the course of the centuries, the original storefront configuration of the ground floor has had several alterations; however, this row house, like its neighbor at 145 Eighth Avenue, is intact above its storefront and exhibits the attributes of the Federal style houses of the era. This row house has a steeply pitched roof, with double dormer windows. The building shares a party wall and central chimney with its neighbor, and a façade clad in Flemish bond brickwork. -

CHINATOWN After September 11th FOREWORD Nearly seven months after September 11th, New Yorkers of all backgrounds continue to feel the pains of the unfortunate loss of life while we work hard to heal our wounds and rebuild our city. The impact of September 11th has certainly been pervasive beyond words, as has been the outpouring of heroism and philanthropy demonstrated by so many ordinary people, uniformed as well as civilian, during these trying times. All of us at the Asian American Federation pay our respects to those who have lost or given their lives, offer our best wishes to those families who have endured the tragedy, and salute the fine spirit of New York. The lingering aftermath of September 11th is deeply felt in neighborhoods close to Ground Zero, including Chinatown. During the first three months after September 11th, stories abounded about the desperation of many low-wage workers who became unemployed and the resolution of many small business owners who worried about their firms’ prospects. -

On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the 143 Allen Street House and the proposed designation of the related Landmark Site (Item No. 6). The hearing had been duly advertised in accordance with the provisions of the law. Four people spoke in favor of designation, including a shareholder in the property and representatives of the Historic Districts Council and the Society for the Architecture of the City. Summary The Federal style row house at 143 Allen Street was constructed c. 1830-31 as a speculative investment by George Sutton, a ship captain and counting house merchant. Originally part of a group of six similar residences, it is located in the heart of what is now known as Manhattan’s Lower East Side on land that was once part of the vast country estate of James De Lancey. The area developed rapidly following the turn of the 19th century and by the 1830s had become a bustling neighborhood composed in large part of brick and brick- fronted Federal style row houses. George Sutton had established himself in the early 19th century as a captain sailing the coastal trade route between New York City and Charleston, South Carolina. He eventually became ship master in the New- York and Charleston Packet Line, and later an agent and merchant working in a counting house on the East River waterfront. -

力 度 ANNUAL REPORT 2016 DYNAMISM Vision To be the Model Service and Leadership Development Organization. Mission Founded in 1965, the Chinese-American Planning Council, Inc. (CPC) is one of the largest nonprofit providers of educational, social, and community services for Asian Americans in the United States. Today, CPC serves over 8,000 people a day through over 50 programs and 30+ locations citywide - administering community services, early childhood and school-age child care services, youth services, workforce development, and senior services. In addition, CPC’s affiliates and associated entities provide housing and home attendant services. CPC’s mission is to serve the Chinese American, immigrant and low-income communities in New York City by providing services, skills, and resources towards economic self-sufficiency. DYNAMISM The principle of dynamism is at the heart of CPC’s past year, signifying a year of vigorous activity and progress in reaching our growing community of in-need New Yorkers with transformative programs and continuing our legacy of service. Over fifty years ago, CPC’s founders provided resources to first generation immigrants in Manhattan’s Chinatown who needed help learning English, navigating the job market, and taking care of their children while they worked to integrate into the American mainstream. Today, while many of these underlying needs remain the same, the range of challenges facing our constituents has evolved. Asian populations across NYC are growing dramatically, with Chinese groups growing 38%. Our low-income and immigrant families come from increasingly diverse Jenny Low geographic and socioeconomic backgrounds and speak many different Board Chair languages. -

Landmarks Preservation Commission June 26, 2012, Designation List 457 LP-2518 BOWERY BANK OF NEW YORK BUILDING, 124 Bowery (aka 124-126 Bowery, 230 Grand Street), Manhattan Built: 1900-02; architect(s): York & Sawyer Landmark Site: Borough of Manhattan Tax Map Block 470, Lot 64 On May 15, 2012, the Landmarks Preservation Commission held a hearing on the proposed designation as a Landmark of the Bowery Bank of New York Building and the proposed designation of the Landmark Site (Item No. 2). The hearing had been duly advertised in accordance with provisions of law. Four people testified in favor of designation, including representatives of City Councilmember Margaret Chin, the Bowery Alliance of Neighbors, the Historic Districts Council, and the Metropolitan Chapter of the Victorian Society in American. The Commission has also received a letter from the owner in opposition to designation. Summary Completed in 1902, the Bowery Bank of New York is the earliest surviving building by the architectural firm of York & Sawyer in New York City. Located at the northwest corner of the Bowery and Grand Street, it is flanked on both sides by the former Bowery Savings Bank, a designated Landmark that was constructed during the years when both York and Sawyer were employed by the building’s architect, McKim Mead & White. While the neighboring facades are distinguished by massive pediments and Corinthian columns that suggest an ancient Roman temple, the straightforward monumentality of the Bowery Bank expressed its function as a modern place of work. The New York Daily Tribune praised the building when it opened, saying it “ranks with the best of our modern New York banks.” Edward P. -
