Peachtree City Recreation Department Co-Ed Volleyball - Rules and Regulations Spring 2019 (New/Revised Rules are Highlighted)

It is the intention of the Peachtree City Recreation Department to provide a recreation program for the benefit and enjoyment of all involved, with safety emphasized. Therefore, to protect the interest of all, we reserve the right to deny participation to any team or team member that violates code conduct and excessive forfeits.

SECTION I. ACCEPTANCE

 Participation in Peachtree City Recreation Department Adult Volleyball League carries with it full acceptance of any and all rules and regulations governing this program.

SECTION II. ELIGIBILITY

 Each person participating in the Adult Volleyball Program shall be properly registered with their team. No player will be allowed to participate in a league match until he or she is properly registered with his/her team. Teams are allowed to sign a maximum of 15 players.

 All players must be on their team’s roster in order to be eligible to participate in league matches. Team rosters will be compiled by individual players registering in ‘Active’ with their teams.

 Players must be at least 16 years of age to participate in the Adult Volleyball Program. Players age 16-17 must have permission of a parent or guardian, in the form of their signature on the roster/waiver form. Identification may be required at the time of the game if a player's age is questioned. If that person cannot provide identification, he or she will not be allowed to play in that game.

 Teams may not add to their roster after the third match of the season. After the roster deadline, players can only be added as replacements for other players who are removed from the active roster for reasons such as illness or relocation. The team captain will have to provide proof to the league coordinator of the circumstances causing the need for a replacement, and the league coordinator will have to approve any after-the-deadline roster changes.

 A player cannot be on two team’s rosters in the same league during the same season, even if the teams are in different divisions.

 The ‘borrowing players’ rule from previous seasons has been eliminated. Teams may not ‘borrow’ players from other teams under any circumstances. Any team found using a player who is not legally registered with their team will forfeit the match in which that player participated.

 Player Eligibility Protests: In cases where a player’s eligibility is in doubt, the protesting team's captain must report to the referee and opposing captain to contest the eligibility of the player in question. This protest must occur before the referee has left the court at the conclusion of the match. The protesting team’s captain will inform the referees that they are playing under protest because they feel that the opponent is using an ineligible player. Play will be immediately suspended and the Fieldhouse Supervisor will be summoned to the referees with the protest. The protesting captain will then point the player or players whom they feel are participating illegally. A team captain may protest no more than three players per game. The player(s) in question will then be asked to provide proof of their identification with a picture I.D. All players are required to bring a picture I.D. to every game. The Fieldhouse Supervisor shall look at the picture ID and the team’s roster to determine the player(s’) eligibility. If the player(s) cannot provide identification or fail to cooperate with the Fieldhouse Supervisor, they will be assumed to not be on that team’s roster will not be allowed to participate in that game. After the Field Supervisor has completed his review he will inform the referee as to the player(s’) eligibility. The referee shall then convey the findings to both team captains and the scorekeeper. Should the player(s) be found ineligible, the violating team will immediately forfeit the game. If the player(s) are found to be eligible, play will resume. All player eligibility protests will be handled in this manner and will be decided before the game is allowed to proceed. In addition, the fieldhouse supervisor, referees or other recreation department staff members who are present at games are allowed to protest the eligibility of any player he or she sees fit to challenge. Such a protest shall be handled in the same manner as for a captain-initiated protest. . SECTION III. EQUIPMENT

 The net height in the league is 8 feet. Standard height for co-ed league play.

 The Peachtree City Recreation Department will purchase and provide game balls only.

 Appropriate court shoes are to be worn by all players.

SECTION IV. GAME REGULATIONS

 Play will be governed by the current United States Volleyball Association rules except where they are in contradiction to the following rules.

 A regular-season match will consist of three games to 25 (rally score), first to 25 wins. All games shall be played and scores will be recorded to determine league standings. 

 The League standings will be determined by each team’s win-loss record. Number of forfeits will determine tiebreakers first. Head to head will be the next tiebreaker. Total points in head to head competition will be the last tiebreaker.

 Game times shall be on Monday or Wednesday at 7:00, 8:00 and 9:00 p.m. depending upon the number of the teams. No team is guaranteed to play only on one specific night the whole complete season. Teams will generally play once a week during the season, and during the tournament teams may play on both Mondays and Wednesdays. There will be no grace period for any of the games - teams must be ready to play at the time the game is scheduled.

 When a team is not ready or does not have four players to take the court at game time a forfeit will be declared. The score of a forfeit will be recorded as 25-0. At ten (10) minutes past scheduled game time game 2 will begin. If four legal players are still not available to play for a team, games 2 and 3 will be forfeits. A forfeit will be declared if neither team can field a legitimate team.

 The team is the only person authorized to talk with the referee.

 Teams forfeiting three matches can be declared ineligible for any remaining games. The league coordinator has the discretion to allow the team to continue or to allow the team to complete their schedule. If teams ‘forfeits out’ of league play, all of their games (both prior to and after their suspension) shall be declared as forfeit losses.

 A coin toss will be used before the first to determine who serves or which side and before the third game for serve. After each game teams will change playing areas.

 Each team may take one thirty second time out per game. Requesting an extra timeout will result in the opposing team receiving a point and the serve.

SECTION V. GAME RULES

 Any first ball may be played with multiple contacts as long as it is one attempt. Attacking a served ball, while above net, is prohibited. (USVA rules)

 Our league complies with USVA rules regarding contact with the net, which reads as follows: o 11.3.1 Contact with the net by a player between the antennae, during the action of playing the ball, is a fault. The action of playing the ball includes (among others) take-off, (or at- tempt) and landing.

o 11.3.2 Players may touch the post, ropes, or any other object outside the antennae, including the net itself, provided that it does not interfere with play.

o 11.3.3 When the ball is driven into the net, causing it to touch an opponent, no fault is committed.  Blood Rule: Any player who is bleeding must exit the game until bleeding is stopped

 A ball is considered dead when it strikes the basketball apparatus, curtain or bleachers. A ball is still playable if it strikes any part of the ceiling and remains on the side of the team that last played it.

SECTION VI. ‘REGULAR’ CO-ED RULES

 Teams can play with as many as 6 players and cannot play with fewer than 4

 There can be no more than 3 males on the court at any time.

 A female player must hit the ball if a ball is struck more than once on a side.

 Co-ed teams must position the men and women in alternating rotation. When substituting, men can substitute for men and women can substitute for women entering the game in the middle back position.

 When only one male player is in the front line at service, one male back line player may be forward of the attack line for the purpose of blocking.

SECTION VII. CONDUCT

 Players will be ejected from the game for rowdy behavior, profane language, or any display of unsportsmanlike conduct. Also, ejected players will not be allowed to play in the next league game his/her teams plays. Any player ejected from a game a second time will be suspended from play for the remainder of the season. Any player threatening bodily harm to anyone will be barred from the league play for a period of time to be specified by the PTC Recreation Department.

 FOOD and DRINKS are prohibited in the playing area and spitting is not allowed.

 The referee will report in writing any disciplinary actions taken by that referee to the League Supervisor.

 The league coordinator reserves the right to bar any player from the league when conduct warrants it.

SECTION VIII. PROTESTS

 The league coordinator will act upon all protests.

 A manager has the right to protest a referee’s interpretation or application of the rules provided that the protest is made immediately and before play is continued. Judgment calls cannot be protested. The protesting manager shall report to the Kedron Supervisor in writing within two working days and post a protest fee of $25.00. If the protest is upheld, the fee will be returned. Upon receipt of a written protest and the fee, the Kedron Supervisor will determine the validity of the protest. If the protest is valid, the League Supervisor will make a ruling or set up a protest committee to make a ruling. Both teams involved in the protest may be represented to present their side of the protest.

 On the question of an ineligible player, the procedure for filing a protest shall be a written statement, which will include the name of the player in question, the name of the team, a $25.00 fee and the grounds for the protest. In the event a player is proven ineligible according to the rules and regulations, the player in question shall be suspended from league play.

 Judgment calls made by a referee cannot be protested.

 All protests must be turned into the Recreation Department within two working days and must contain the date and the time of the protested game, the teams involved in the protest, the players involved, the location, the names of the official, the rule and section of the official rules under which the protest is made and essential facts. Section IX. TOURNAMENTS

 All tournament matches are best-of-three (like usual,) except the championship matches, which are best-of-five. Games are played to 25 points, but teams must win by (at least) 2 points (“no cap.”). In the championship matches, the first four games are to 25, win-by-two no cap, and if it goes to a 5th and deciding game, that game will be played to 15, also win-by-two no cap. T-shirts will be given to the winner of each division tournament.
