The Representative of the United States of America to the United Nations presents his compliments to the Secretary-General of the United Nations and has the honor to refer to the latter's note of March 18, 1969 to which was attached a petition from the Mariana Islands District

Legislature concer ning the desire of the people of the

Marianas for reunification with Guam. In accordance with rule 86, paragraph 4, of the rules of procedure in the Trusteeship Council, the United States Government as Administering Authority has the honor to make the following comments on the Mariana Islands District

Legislature's petition.

This petition, requesting the United Nations to effect the i.Imnediate reunification of the Northern Mariana Islands with the United States Territory of Guam, expresses a sentiment which has been noted and commented upon by the Trusteeship Council's last two Visiting Missions. The 1967 Missi on expressed the view of the Council in stating that union with Guam"cannot be contemplated so lon g as Micronesia remains a Trust Territory."

The Mission did acknowledge, however, that this sentiment will have to be considered by those concerned when the time comes for the Territory to determine its future status.

The United States has always regarded the Territory as an administrative entity . We do not necessarily rule out any particular choice which might be offered to the people of the

Territory at the time of self-determination, but such decisions will depend heavily on the desires of the Micronesian people.

At the present the Micronesian Status Commission, which includes a member from the Mariana Islands District, seems to be thinking in terms of the Territory maintaining its unity. Perhaps oth er views will appear during the discussions which Secretary of the

Interior Hickel has proposed between the Micronesian leadership and representatives of the United States Government. NATIONS U IES

WHEREAS,the Mariana Islands, consisting of Rota, Aguigan, Tinian, Saipan, Farallon de Medinilla, , Sariguan, , , Pagan, Agrihan, Asuncion, Maug, and Farallon de Pajarcs, are administratively considered part of the Trust Territory of the Pacific Islands by the admini stering authority, but without the consent of the inhabitants thereof; and WHEREAS,we believe that the Mariana Islands are within the framework of the Trust Territory due to a historical accident that occurred in the language

11 11 of the Treaty of Paris, which should have read Guam and the Mariana Islar.ds , as the indigenous inhabitants of Guam, Rota, Tinian, Saipan, and the inhabited islands' north of Saipan are all one race , known as Charorros, and having common language, religion, culture, customs, and traditions; and WHEREAS,prior to the signing of the Treaty of Paris ending the Spanish ­ American War, Guam, Rota, Tinian, Saipan, and the islands north of Saipan had a common history and heritage; and WHEREAS,the separation of Guam from the rest of the Mariana Islands has always been considered to have been the result of an oversight by the United States in that it was not realized at the time that common ties existed among the people in the Marianas chain; and WHEREAS,as a result of this separation, free movement of the inhabitants of the islands was curtailed which has and still causes great sorrow and inconvenience, especially to close family members who suddenly found themselves separated; and

WHEREAS,the aspiration for re - unification of the Northern Mariana Islands with Guam is not intended to reflect directly or indir ectly , or under any circumstances should it be regarded as to imply raci al discrimination towards inhabitants of the other islands in the Trust Territ ory, but unlike the other islands, the indi genous inhabitants of the Mariana I slands are of one descent and ar e entire l y similar in cul ture , language, cust oms, religion, and in f ut ure aspirations; NOW, THEREFORE, BE IT RESOLVEDby the 2nd . WHEREAS,the separation of Guam.from the rest of the Mariana Islands has

always been consiQered to have been the resul t of an over sight by the United

St.ates in that it was not realized at the time that common ties existed among

the people in the Marianas chain; and

WHEREAS,as a result of this separation, free movement of the inhabitants

of the islands was curtailed which has and still causes great sorrow and incon­

venience, especiaJ:ly to close f amil y members who suadenly found themsel ves

,, separated; and

l'lHEREAS,the aspiration for re-unification of the Northern Mariana. Islands

with Guam is not intended to reflect directly or indirectly, or under a.cy

I' circumtances should it be regarded as to imply racial. discrimination towards • ., '

inhabitants of the other islands in the Trust Territory, but unlike the other islands, the indigenous inhabitants of the Mariana Islands are of one descent

and are entirely similar in culture, language, customs, religion, and in future aspirations; NOW,THEREFORE, BE IT RESOLVEDby the 2nd. Mariana Islands District Legislature that the United Nations be and hereby is respectfully memorialized and requested to effect the immediate re-unification of the Northern Mariana Islands with the Territory of Guam; and BE IT FURrHERRESOLVED that the President certify to and the Legislative Secretary attest the adoption hereof and thereafter transmit copies of the same to the President of the United Nations Trusteeship Council, the President !ll of the United States of America, Chairmen of the Interior Committees of both
