BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, approves the permission for the attendance of Althea Gibson Early Childhood Academy Staff and Students to host the Annual Grandparent’s Day at Gibson Academy on April 17, 2014 at a cost not to exceed $619 (funds allocated from Title I funds).

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the attendance of Althea Gibson Early Childhood Academy staff and students to the AGA PTO sponsored Traveling Farm sponsored by Quiver Farm Projects, Inc. on June 5, 2014 at no cost to the District.

e. Young Audiences Assembly Program – Jump with Jill – (Sturdivant)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves a presentation of Jump with Jill (hosted by Young Audiences) for Wahlstrom students at Wahlstrom Early Childhood Academy on June 3, 2014 at a cost of $1,665 to the District.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Cicely Tyson Middle High School to coordinate a symposium on Healthy Lifestyles for parents and students on Saturday, May 3, 2014 at a cost to the District of $10,000. Funds from the School Improvement Grant will be used.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves two (2) Math Teachers and two (2) English Language Arts teachers to work with Princeton Review Representatives in administering SAT and Early Edge Testing on March 22 and May 17 at a cost to the District not to exceed $1,200 (SIG Funding).

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves a collaboration between the East Orange Department of Recreation and Cultural Affairs and Cicely Tyson Elementary School to host A Night At the Museum on April 10, 2014 from 5 pm – 8 pm. There will be no cost to the District.

l. Links Art Show – Healthy Habits – (Moss - Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves a project implemented by administration, the Links, Inc. and the PTO to display and host an evening of student created art in the Black Box Theater for the purpose of celebrating our talented students, and selected finalists to entered into the final round of competition. The event will be held on March 12, 2014 from 5:30 – 7:00 pm. There will be cost to the District.

m. NJEA Priority School Implementation Team Guest Speaker – (Coleman)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Mr. Lonnie Allgood, of Dreams for Kids, to conduct a presentation for the students and parents of Patrick F. Healy Middle School on Thursday, March 17, 2014. This event is sponsored by the NJEA Priority Implementation Team and therefore is at no cost to the District.

n. Intramural Volleyball at Truth Middle School – (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the introduction of intramural volleyball program two days per week at Truth Middle School from 2:45 – 4:30 pm with the Varsity Volleyball coach from East Orange Campus High School, Mr. Eric Ansah from March 24, 2014 until June 6, 2014. The East Orange Recreation department will assist with co-sponsoring this program.

o. East Orange Collaborating Childcare Agencies Fair to be held at Jersey Explorer’s Children Museum – (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the East Orange Collaborating Childcare Agencies’ Fair to be held at the Jersey Explorer’s Children Museum, 192 Dodd Street, East Orange, NJ on Saturday, April 26, 2014 from 10 am until 1 pm, for use of the facility and services at a cost that will not exceed $600.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the Early Childhood Department’s “We Share Because We Care March” on April 10, 2014 (Rain date, April 11th) from 10 am to 11 am. The participants will be the district’s three and four year old preschool children, the preschool teaching staff, the Early Childhood staff, and the parents. There is no cost to the District.

r. Student Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the implementation of the East Orange School District Internship Program for the 2013-2014 school year at no cost to the District.

s. Memorandum of Understanding with East Orange Chamber of Commerce for the Student Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves a memorandum of understanding between the East Orange Chamber of Commerce and the East Orange School District for the purpose of facilitating local business connections for the East Orange School District Student Internship at no cost to the District.

t. Journey of Hope Care of Caregivers Workshops – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the attendance for Educational Support Staff (COCs, SC, SSW, SAC,ABS) to attend the Journey of Hope Care for Caregivers Workshops provided by Cooperative Counseling Services, LLC to be held on March 19, 2014 & April 16, 2014 at the East Orange Board of Education at no cost to the District.

u. Anti-Bullying Prevention Series for Athletes, Coaches and Parents – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Anti-Bullying presentations to district ABS, athletes, parents, and coaches by Randy Nathan, President of Project Next Gen on May 21 & 22, 2014 at a cost not to exceed $2,500.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the submission of and the acceptance upon subsequent approval of the New Jersey School Improvement Grant (SIG/COHORT 3). The project period is 7/1/14 – 8/31/14.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Dion Parson, as an Artist in Residence to provide specialized instruction for Tyson instrumental students working on the score “The Color Purple” in eight visits between March 12, 2014 and April 14, 2014. Cost to the District is $1,200.

Students recommended for this program are those students who are unsuccessful in the traditional comprehensive high school setting.

Just Mentoring Program to mentor twenty students at East Orange Campus High School for two Saturdays per month during the month of March, April, May and June 2014 at no cost to the District.

WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the School Business Administrator/Board Secretary to make payments between board meetings for all claims that have been duly audited; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists totaling $2,595,611.27 (Attachment 3-a)

b. List of Bills

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize the payment of bills; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, March 11, 2014 board meeting in the amount of $3,910,784.59 (Attachment 3-b)

c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and

WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-c)

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does approve the transfers and to authorize submission of transfer to State. (Attachment 3-d)

e. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.83 for the month of March 2014;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-e)

f. Recommendation for Award Contract to the Essex Regional Educational Services Commission for Transportation Services – School Year 2014-2015

WHEREAS, the Board of Education of the City of East Orange seeks to continue to employ the services of the Transportation Division, Essex Regional Educational Services Commission to transport students to their assigned facilities; and

WHEREAS, the East Orange Board of Education is committed to transport its students by safe and cost efficient method; and

WHEREAS, the Transportation Division of Essex Regional Educational Services Commission lists established routes to schools East Orange students are assigned to; and

WHEREAS, the Transportation Division of the State Department of Education expects school districts to provide safe and economical student transportation services;

WHEREAS, funds will be made available from account number: 14.11.000.270.517.000.028.023.9708;

NOW, THEREFORE, BE IT RESOLVED, that said contract will be contingent upon the Transportation Division of Essex Regional Educational Services Commission to supply transportation to classified, vocational students assigned to out-of-district schools and other educational and non-educational transportation during the 2014-2015 school year.

BE IT FURTHER RESOLVED, that said contract will be contingent upon the Transportation Division of Essex Regional Educational Services Commission complying with the East Orange Board of Education’s requirements regarding minority staffing, contracts, and set aside programs;

BE IT FINALLY RESOLVED, that the Transportation Division of Essex Regional Educational Services Commission shall include a representative of the East Orange Board of Education on its Board of Directors pursuant to the terms and conditions of N.J.S.A. 18A:6-51 et. seq. (Attachment 3-f)

g. Acceptance of Donation of Books or Schools Awards to Althea Gibson Academy

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves accepting the donation of a “The Books for Schools Awards,” from Target Stores in the amount of $500.00 for books for the school library for use by the students at Gibson School. No cost to the district. (Attachment 3-g)

h. Coastal Learning Center

BE IT RESOLVED: the East Orange Board of Education upon the recommendation of the Superintendent of Schools approves for the 2014-2015 school year Costal Learning Center- Monmouth, Inc. does not have to charge the families for the meals provided and does not have to apply for reimbursement from the Child Nutrition Program.

i. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-i)

WHEREAS, Hunterdon County Educational Services Committee advertises for bids for various goods and services on an annual basis on behalf of the Pricing Cooperative, reviews the bids and makes recommendations for contract awards to the LEA; and

WHEREAS, upon recommendation by Hunterdon County Educational Services Commission adopts a resolution awarding the contracts to the various vendors; and

BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, and pursuant to N.J.A.C. 6A:23-2.12(c)4, certify that, after a review of the Secretary’s Reports, and the A-149 Treasurer’s Reports, and upon consultation with appropriate district officials, to the best of the Board of Education’s knowledge, no major account or fund has been over expended in violation of N.J.A.C.6A:23-2.12(b) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.
