Special Preparedness Investigating Subcommittee Series 25.2 cu. ft.

The records in this series reflect Thurmond's service on the Special Preparedness Investigating Subcommittee (SPIS; September, 1961 - October, 1962) and the first four years (1963 - 1966) of his service on the Preparedness Investigating Subcommittee, one of the standing subcommittees of the Senate Armed Services Committee. The SPIS was formed to investigate “civil-military relations in the areas of civilian censorship of public speeches by military personnel, military participation in public ‘ seminars,’ and troop indoctrination.” 1 This series contains a great deal of information on conservative viewpoints on these and other cold war issues.

The overall arrangement of the series is divided into two parts. The first part, consisting of the General and Personalities subseries, contains background material and material related to the work of SPIS. It is also the location of most of the material that was added to existing files or interfiled during the first four years of Thurmond’s tenure on the SPIS. The second part, which includes the Censorship, Speeches, Internal Education and Motivation Programs, and Seminars subseries, reflects the arrangement SPIS’s final report (see General subseries, in folder entitled “Memoranda,” for the outline of this report).

The bulk of the records are from the period 1960 - 1962. Material dated before 1960 is historical background material gathered in the course of the investigation; that dated after 1962 usually was filed during the course of Thurmond's service on the Subcommittee.

The General subseries (9.45 cu. ft.; 1928, 1931, 1935, 1937-1939, 1942, 1945, 1950 -1966) contains correspondence, speeches, clippings, memoranda evaluations, publications and other material arranged alphabetically by subject, although some folders still carry alphanumeric file designations from an earlier filing system.

Material in this series is concerned with the work of SPIS, as well as organizations (such as the John Birch Society and the Council on Foreign Relations), countries (such as Chile and Haiti) and programs (such as the Alliance for Progress). There are several folders dealing with various forms of propaganda. There is also material on the Preparedness Investigating Subcommittee's investigations of the Cuban Missile Crisis and the Nike-Zeus missile system.

Of particular interest is the material that relates directly to SPIS's investigation. There are copies of correspondence to members of the Subcommittee from military officers, State and Defense Department officials, and interested persons. Most are to Thurmond, Senator John C. Stennis (chairman of SPIS) and James T. Kendall (chief counsel to SPIS). One of the more frequent correspondents is Cyrus Vance, who was at that time the chief counsel for the Department of Defense. This “official” subcommittee material also includes statements by Thurmond and Stennis; investigative reports and lead files from SPIS's investigator, Gunter E. Hartel and Thurmond's investigator, Benjamin J. Kaplan; and witness summaries. Under "Foreign Policy" there is a 39 page set of questions for Under-secretary of State George W. Ball and an 87 page

The Personalities subseries (1.575 cu. ft.; 1944 - 1965) consists of material about and by individuals who were either witnesses at the subcommittee's hearings or were considered of importance by Thurmond during the investigation. This material includes statements, transcripts, clippings, biographical sketches, investigative reports, and correspondence. There is also material on individuals who were of interest to Thurmond while he was serving on the SPIS, either for their political views or because of subcommittee business. Originally, the files were arranged by alphanumeric file designations, but at some point this arrangement was abandoned and the files were arranged alphabetically by name, with a miscellaneous file at the end of the subseries. Individuals documented in this subseries include Senator J. William Fulbright, General Hugh B. Hester, Major William Mayer (who wrote several articles on the “brainwashing” of U.S. prisoners of war during the Korean War), and Walter W. Rostow. There is a great deal of information on General Edwin A. Walker and his “Pro-Blue” program, as well as columns by Edith Kermit Roosevelt and an article entitled “The Ultra Right and the Military--Industrial Complex” by . As with the General subseries, much of the material in this subseries relates to those in the second part below.

The first subseries of this second part, Censorship (1.35 cu. ft.) is divided into two sub-subseries, Excerpts from Speeches and General. Each is arranged by a numeric file designation (e.g., 1-1, 1-2, 1-2-1, 1-3, etc.), with miscellaneous material filed at the end of each sub-subseries alphabetically by folder title. Excerpts from Speeches (1960 - 1962) contains material from both the Defense and State Departments concerning the censorship of speeches by military officers, such as what items were deleted, for what reasons, and in some cases, by whom. This sub- subseries also contains books of speech excerpts showing deletions and editing by the censors (and sometimes their comments as well) and tables that indicate the title of a speech given by a witness before SPIS, its clearance and delivery dates, original wording of affected excerpt, the change made, the type of change, the agency responsible, and the reason for the change. The General sub-subseries (1951 - 1962) contains information on speech review policies, articles and clippings concerning censorship from both civilian and military journals and newspapers, reports, interviews with armed services speech reviewers, and other material. It also contains “statements by VIP’s” such as Edward M. Almond, Robert A. Lovett, Dwight D. Eisenhower and Arthur W. Radford, and speeches by Admiral Arleigh Burke.

The Speeches subseries (3.6 cu. ft.; 1960 - 1961, n.d.), although filed separately from Censorship, is very closely tied to it, since it contains speeches given during the period under investigation by SPIS. This subseries is arranged chronologically and consists of copies of speeches given by military officers and Defense Department officials at dedications, seminars, symposia, ship launchings, etc. to various groups, such as the National Rifle Association, the American Legion, and the American Red Cross. These officials and officers include Wilbur M. Brucker, Admiral Burke, John B. Connally, General George H. Decker, General Curtis LeMay, Quartermaster General Andrew T. McNamara, Courtland D. Perkins, Elvis J. Stahr, Lieutenant General Arthur G. Trudeau, General Thomas D. White and Eugene M. Zuckert.

Information on armed forces training, especially as it relates to moral leader-ship, communism and the communist threat, propaganda, subversion, guerilla warfare and counterinsurgency, may be found in the Internal Education and Motivation Programs subseries (7.425 cu. ft.). This subseries is divided into the following sub-subseries: Air Force, Army, Films, General and Navy. Each sub-subseries is arranged by an alphanumeric file designator (1-A, 1-1, 1-1-A, 1-1- 1, etc.). The Air Force sub-subseries has material preceding this file sequence, arranged in alphabetical order by folder title. The material in this subseries includes official correspondence (some from Cyrus Vance) and constituent mail; reports; service publications (mostly from the Navy); polls and questionnaires; memoranda; speeches; manuals; clippings; and lesson plans.

The Air Force sub-subseries (1951 - 1952) material is primarily concerned with training, especially for intelligence officers. Most of the material on guerilla warfare and counterinsurgency may be found in the Army sub-subseries (1928; 1949 - 1964). This sub- subseries also contains information on the “Fort Belvoir incident,” which pointed out the lack of knowledge by Army instructors of Communism and Communist infiltration. The Films sub- subseries (1947; 1958 -1964) contains transcripts and commentaries, film indexes, and reviews of films and filmstrips used by the armed services in their training programs. It also includes an extensive report on the filmstrip “Communism on the Map,” which consists of commentary from the filmstrip, with documentation for the statements made therein and a detailed analysis of the criticism of the filmstrip by Dr. Giovanni Costigan, a professor at the University of Washington. Also of interest is material on the controversy surrounding the military's refusal to use the film Operation Abolition , and on the film used instead, The Challenge of Ideas .

The General sub-subseries (1950 - 1964) contains a wide variety of material, most of which relates to the other sub-subseries in this subseries. There is an overall analysis of the internal education and motivation programs in the armed forces, including lists of key personnel interviewed and their resumes, in a file titled “Investigations.” Information on the Marine Corps’ training programs is here, as well as more material on Operation Abolition. A great deal of informa-tion on the Navy's leadership training program, including curricula and training materials, may be found in the Navy sub-subseries (1957 - 1962). There is also material on Navy participation in civilian cold war seminars, which includes information on the nature and extent of such participation, materials, speeches, copies of correspondence and reports on the seminars by naval personnel.

Arranged by the same type of alphanumeric file designation system used above, the Seminars subseries (1.8 cu. ft.) is divided into two parts, General and Regional Seminars. The General sub-subseries (1959 - 1963) includes copies of correspondence concerning seminars to the SPIS staff, news reports and information on various national seminars. The Regional Seminars sub- subseries (1957 -1963) contains brochures, flyers, clippings, correspondence, reports, proceedings, press releases, programs, bibliographies / reading lists and other material relating to specific seminars held across the . Of particular interest is the Congress of American Industry seminar material, which includes speeches by Admiral Burke and Lieutenant General Trudeau, and the prepared text of remarks made by President John F. Kennedy at the seminar and the deviations he made from that text.
