TO: Georgia Department of Community Affairs, 2018 International Plumbing Code Task Force DATE: December 10, 2018 RE: Georgia State Minimum Standard Plumbing Code on Plumbing Fixture Water Efficiency Dear Department of Community Affairs, As a steadfast advocate for sustainable building practices and responsible resource use, Southface recognizes the importance of advancing water efficiency standards in Georgia. We write to express our strong support of the proposed amendment to the 2018 International Plumbing Code (IPC) submitted by the Metropolitan North Georgia Water Planning District (MNGWPD) on October 30, 2018. Given currently available technologies, MNGWPD’s recommendations are reasonable advancements in water efficiency standards, and it is our understanding that the resulting water, energy, and financial savings will be significant. The proposed further-reduced flow rates for showerheads, (private) lavatory faucets, and kitchen faucets will save consumers money and continue to conserve our state’s limited water resources. As Georgia’s population continues to grow, conserving water will be of increasing importance to our economy and quality of life. In addition, saving water is vitally important to Georgia’s efforts to conserve energy. Energy generated by power plants across the state is used to clean, treat, and distribute water to our homes and businesses. Electricity and gas are used to heat water in our homes and businesses for everyday use. As described in Attachment C of the Code Amendment Form submitted by MNGWPD there will be significant financial savings to home and business owners as a result of the reduced energy and water use achieved.

    CHAPTER II WAR BETWEEN THE STATES BY W. L. PHILLIPS A HISTORY of Jefferson County would hardly be complete without giving some data as to the part played by the county in that momentous struggle, the War Between the States, but strange to say no one has ever given us any local information as to Jefferson's part in that most ferocious war of all history, and its stirring scenes are now so far back in the past that it is almost impossible to get firsthand information regarding it. Even those who have reached the days allotted by the Psalmist, three score and ten, were then too young to recall now what transpired in the sixties. More than half a century shields those awful days from the glare of real truth, and softens the memories that brood over them. But never in the history of all time will the world know or see again such a terrific struggle as that of the sixties. Georgia, as a State, stood most prominent in the stirring debates and public utterances of the years just preceding this great con- flict, because some of the most prominent and able men of that day were largely Georgians.     Carroll County, Georgia Comprehensive Plan Update 2018 II. Natural and Historic Resources A. Introduction The natural and historical resources of a community represent powerful and finite assets to the community’s quality of life. Long-term economic and cultural stability is dependent on wisely using and conserving these resources so that they may be enjoyed by future generations of residents and visitors. Properly preserved and promoted, these resources can provide economic opportunities that are unique to Carroll County. Once these resources are altered or exhausted, they are permanently changed, often in ways that reduce their usefulness for the future. This Chapter describes the community’s physical and historic assets, identifies key issues, and establishes policy regarding the natural setting, environmental assets and historic resources of Carroll County. B. Location Carroll County’s geographic location within the Atlanta Metropolitan area provides opportunities for metropolitan services, while retaining the cherished “small community” atmosphere. The County is situated along the western border of Georgia adjacent to Alabama proximately 40 miles west of Atlanta (Exhibit 2-1). Interstate 20 crosses the northeastern portion of the County connecting the major metropolitan areas of Atlanta and Birmingham, Alabama. Carroll County includes all or part of 8 municipalities: Bowdon, Bremen, Carrollton (County seat), Mt. Zion, Roopville, Temple, Villa Rica, and Whitesburg. The county also includes Fairfield Plantation, a large, but unincorporated residential development along the eastern boundary of the County.     Walking in the Footsteps of the Indians - Locating and Documenting Indian Cultural Heritage Sites Chapter 1 Anthropologists estimate that before any Europeans came to North American there were between 3 and 5 million indigenous peoples scattered across what is today the continental US. Although often referred to as savages or uneducated peoples, the Native Americans were in fact very knowledgeable. They lived in harmony with the earth. They had an established transportation system that provided communications, commerce, and travel for 1,000’s of miles in any direction. Today, many of our main highways and railroads are built on top of these old paths. Using old maps, surveyor notes, personal journals, government records, and “boots on the ground” hikes to research these old trails is a fascinating way to spend time. One can learn not only about the physical route of the trail but also about life as it was lived along it. Searching for and Documenting Indian Marker Trees In 2003, the Mountain Stewards began doing research on Indian Marker Trees; but, it was not until 2007 that a full scale effort was undertaken to document these “Living Artifacts.” The Mountain Stewards first discovered these oddly shaped trees while mapping hiking trails in the Southern Appalachian Mountains of Dawson and Pickens County, GA. At that time, our knowledge about this part of Indian culture was sadly lacking. Because these trees were in an area previously occupied by Cherokees, we thought that they were related only to the Cherokees. Elaine Jordan’s book, Indian Trail Trees, published in 1997, taught us that these trees were found in other parts of the country as well.
