Foreword

At present, economic globalization and regional integration have deepened and international financial crisis has prompted major adjustment of world economic structure and patterns. The Pearl River Delta (hereafter referred to as “the Delta”) is currently in the critical period of industrial restructuring and upgrading and the transformation of the economic development mode. Further progress of the economy faces practical problems, such as concentration of industries at the low end of the value chain, low efficiency of resource factor distribution, and weak overall competitiveness, but also enjoys favorable conditions such as significantly increased endogenous power, drastically enhanced indigenous development capabilities, and historical opportunities such as the acceleration of the upgrade of the consumption structure, continual progress of international industrial and technological transfer, and a new round of global technological and industrial revolution. To speed up the integration of Pearl River Delta industrial distribution is not only the actual requirement and inevitable choice for the Pearl River Delta to harness [its] complementary advantages, create synergies, pioneer transformation, create new advantages, and better participate in international competition and cooperation. It is also a strategic measure for the Pearl river Delta to play the role of demonstrating and spurring the force for development of the province and to speed up the strategic adjustment of the economy of Guangdong province, especially the strategic adjustment of industrial, transformation of development mode, and holding the aspiration to become the vanguard for the execution of the Scientific Outlook on Development.

In accordance with the State Council approved Pearl River Delta Reform and Development Planning Outline (2008-2020) (hereafter referred to as “Planning Outline”), within the coming time period, the Pearl River Delta industrial development is positioned to sustain a high-end development strategy, establish indigenous innovation highlands, build several advanced manufacturing industrial bases that rank top in the world in scale and level, nurture a batch of world-class enterprises and brands with international competitiveness, develop a modern service system supporting ’s international financial center, and construct staggered development in international freight, logistics, trade, exhibition, tourism, and innovation centers with Hong Kong and . The Planning Outline requires that at present and for the expected future period, the Pearl River Delta shall facilitate the integration between informatization and industrialization, prioritize development of the modern services industry, accelerate the progress of the advanced manufacturing industry, vigorously support hi-tech industries, rectify and upgrade advantageous traditional industries, proactively promote modern agriculture, construct main industrial clusters driven by modern service industry and advanced manufacturing industry, and pioneer the founding of a modern industrial system featuring advanced industrial structure, centralized industrial development, and high-end oriented industrial competitiveness.

The Provincial Committee and Provincial Government Decision on Accelerating the Construction of the Modern Industrial System (Yue Fa [2008] No. 7) explicitly proposes the concept of building the “Pearl River Delta modern industrial core zone”, which requires that cities in the Pearl River Delta abide by strategic requirements of regional economic integration to coordinate industrial development planning, positioning, and priorities within the region, launch multi-positional development, and draw upon complementary advantages to build the Pearl River Delta into a modern industrial demonstration area with strong core competitiveness, centralized high-end industries, and coordinated development of three industries that drive the progress of the whole province and influence South .

In line with the Planning Outline and the strategic deployment of the Provincial Committee and Provincial Government, and proceeding from the strategic patterns of Guangdong’s economic and social development, the Office of People’s Government of Guangdong Province hereby formulates and promulgates the Pearl River Delta Industrial Layout Integration Plan (2009-2020) (hereafter referred to as the “Plan”). The Plan mainly covers nine cities, including , , , , , , , , and , spreads to areas surrounding Pearl River Delta, incorporates contents associated with close cooperation with Hong Kong and Macau, and is effective until 2020. The Plan is mainly formulated based on the Planning Outline; the Decision on the Implementation of the Outline of Pearl River Delta Reform and Development Plan (2008-2020) (Yue Fu [2009] No. 10) and the Decision on Accelerating the Construction of the Modern Industrial System issued by the Communist Party of China Guangdong Provincial Committee and People’s Government of Guangdong Province; and the Guiding Opinions on Accelerating Pearl River Delta Economic Integration (Yue Fu Ban [2009] No. 38) issued by the Office of People’s Government of Guangdong Province.

I. Pearl River Delta Industrial Development Environment and Status Quo

(1) International environment The international financial crisis precipitated western countries to emphasize more a balanced economic growth mode, which heightened the difficulties for export-oriented countries to stabilize exports. Western advanced countries have begun to reflect on the excessively “virtual” development and there is a development trend of “re-industrialization” and returning to the development of the real economy. Energy, climate, and the environment are gradually becoming the new targets of international political and economic competition, and Western developed countries have successively introduced pioneering strategic arrangements to surmount the international financial crisis by vigorously developing energy-saving, environmentally friendly, and clean energy technologies, which ushers in a new wave of developing green energy science and technology and low-carbon economy after taking the lead to propel the information technology revolution and develop the knowledge- based economy. International countries have begun to redesign their economic activities around the world concerning R&D, investment, trade, production, services, financing and talent, and thus international industrial and technological transfers experienced new changes. The pace of industrial integration and the development of knowledge-based services industries and a service-oriented manufacturing industries has continued to gather momentum, and the international industrial structure is undergoing profound changes.

These changes will inevitably produce great influences on the role of the Pearl River Delta in international competition and the global industrial distribution of labor. To climb higher in the global industrial value chain, the Pearl River Delta needs to conform to the development trend of the times, change the old growth model of relying on the competition for resources and environment, enhance indigenous innovation, speed up economic restructuring, optimize regional industrial distribution, transform the mode of economic development, elevate economic innovativeness and competitiveness, and realize coordinated and sustainable development in an all-round way.

(2) Domestic environment Over the past 30 years of reform and opening, China’s overall economy and regional economy have experienced tremendous changes, which have formed multidimensional and multilayered patterns of opening to the outside world. In recent years, particularly since the outbreak of the international financial crisis, in order to drive the rapid and steady progress of economy, China has attached more attention on improving economic growth quality and benefits; facilitating the transformation of the economic growth mode and economic restructuring; promoting reform and opening up and indigenous innovation; enhancing the vitality and momentum of economic growth; and expanding domestic demand and gearing up the transformation of economic growth driven by foreign demands to that driven by coordinated foreign and domestic demands.

At the same time, China has placed regional economic development to an unprecedentedly important place and approved a series of regional development strategic plans in succession. From the Yangtze River Delta, Pearl River Delta, and Bohai Rim to the Beibu Gulf economic zone, western straits economic zone, and Yellow River Delta, China is gradually forming a new regional economic layout and opening up new prospects for which numerous regions contend. Not to forge ahead is to slip behind, and to advance slower than others is also to be left behind. The Pearl River Delta needs to further innovate in its development mode, strive to be the vanguard of the Scientific Outlook on Development, gather the regional endogenous power by virtue of the accelerating industrial transformation, and upgrade and industrial distribution integration to provide a powerful and persistent force for economic development.

(3) Status quo of industrial distribution and key problems In the past 30 years, by adhering to reform and opening up, the Pearl River Delta has rapidly achieved economic surges predominated by industrialization and has become one of the important manufacturing bases of the world. In recent years, the Pearl River Delta has channeled more efforts to the strategic adjustment of economic structure, which is gradually changing the prolonged industrial structure characterized by low added value and labor-intensive manufacturing trade. The development of hi-tech industries and advanced manufacturing industries is clearly on the rise, and the advancement of the modern services industry and agriculture is speeding up. Three industries (primary industry, secondary industry, and tertiary industry) have achieved new progress in coordinated development. Industrial clusters [have] gradually expanded, industrial chains [have] extended and industrial supporting systems [have] become optimal. The industrial cluster development model based on characteristic industries has become a major driving force for the economic development of Pearl River Delta and even Guangdong Province.

At present, the manufacturing industry of Pearl River Delta presents a “two corridors and several bases” development pattern, which gives rise to an electronic information industry corridor at the eastern Pearl River estuary, an advanced traditional industry corridor at the western Pearl River estuary, and various characteristic industrial bases covering equipment, automobile, petrochemicals, and shipbuilding. Outputs of manufacturing industry in Guangzhou, Shenzhen, Foshan, and Dongguan account for 80% of the total output of the Pearl River Delta. The services industry is a trend with Guangzhou and Shenzhen as the core and several cities developing in clusters, with the output of the two core cities amounting to 60% of that of the Pearl River Delta. Modern agriculture is generally in imbalanced distribution and the agricultural output of Guangzhou, Zhaoqing, Foshan, Jiangmen, and Huizhou make up over 85% of the total of the Pearl River Delta. The correlation between the three industries, between businesses, and between enterprises [has] become increasingly close and the division of labor system has been formed. Competition-cooperation relationships among cities have been gradually formed, which preliminarily form the Guangzhou-Foshan-Zhaoqing, Shenzhen-Dongguan-Huizhou, and Zhuhai-Zhongshan- Jingmen economic circles.

However, due to the lack of a coordinated plan, the structural contradictions of the Pearl River Delta industries [have] become more prominent. First, the economic growth pattern where everyone competes for themselves has not changed substantially, the economic pattern characterized by administrative zone division is not yet broken, contending for resources and projects still abounds, the efficiency of the distribution of factors is not high, and resource waste remains relatively grievous. Second, industrial distribution is relatively scattered and the economic clustering effect is not obvious; the modern services industry relatively lags behind, industrial synergy is weak, and overall competitiveness is not high. Third, industries are concentrated at the low end of value chain, displaying highly similar structures and severe homogenous competition. Fourth, indigenous innovation support and leading development forces remain weak, technological and market reliance on the outside still remains too high. Fifth, pollution is relatively acute, there are obvious environmental constraints, and there are challenges to sustainable development. In general, the Pearl River Delta still confronts the arduous task of transforming from an economy typical of administrative division to a regional economy based on industrial labor division and cooperation.

II. Overall Concepts and Objectives

Advance the industrial distribution integration of the Pearl River Delta; enhance market-oriented functions based on compliance with industrial development rules; break administrative system barriers and mechanisms; integrate resources for intensive development to constitute new patterns of industrial growth featuring prominent characteristics, multi-positioned development, labor division and collaboration, complementary and mutual assistance, spatial agglomeration, and optimized distribution; achieve maximal efficiency of resource allocation; and enhance the overall competitiveness of the Pearl River Delta.

(1) Guiding concepts Under the guidance of the Scientific Outlook on Development, stick to coordinated planning, market- oriented, government-driven, and high-end development; guide increments and optimize inventory; promote the gathering of resources to advantageous regions and key industries; have the modern services industry, Strategic Emerging Industries, and high technology industries as the guide; have the modern manufacturing industry, superior traditional industries, and modern agriculture as the basis; form spatial agglomeration, industrial clusters, functional integration, high coordination, and reasonable and effective integrated industrial spatial layout; aim to build the Pearl River Delta into one of the world’s core competitive large metropolitan circles, to become a powerful engine driving national economic growth, and to become a leader spurring the economic development of eastern, western, and and the pan-Pearl River Delta.

(2) Basic principles Principles of development driven by priority regions. Strive to let individual city or regions propel the overall development of Guangdong province, clarify the positioning of the industrial development of core cities and the three economic circles, highlight the development of core cities and regional major industries, form an industrial development pattern featuring prominent cores, strong support, and wide radiation, and accelerate the development of the regional industry.

Principle of integrated development. Insist on the integration and open sharing of resources; strengthen industrial horizontal dislocation integration and the longitudinal division of labor and collaboration; accelerate the integration between the manufacturing industry and service industry, between informatization and industrialization, and between agriculture and non-agricultural industry; promote the coordinated progress of industrial integration between the Pearl River Delta and Hong Kong and Macau, rand realize the coordination of regional industries and markedly enhanced competitiveness.

Principle of overall planning and all-round consideration. Adhere to bureau and departmental interests to overall interests, short-term interests to long-term interests; coordinate the relationships between city to city, inventory and increments, supply and demand, the Pearl River Delta with east, west, and north Guangdong, and industrial development and environmental protection; promote the overall coordinated and sustainable development of regional industries.

Principle of institutional innovation. Insist on institutional innovation, break the existing patterns of interests, establish interest coordination and safeguard mechanisms, eliminate administrative and market barriers, build a unified, open, competitive, orderly and dynamic market environment, and provide institutional guarantees for the integration of industrial distribution.

(3) Primary goals ----Agglomeration of advantageous industries: Achieve agglomeration of advantageous industries beyond administrative division, significantly enhance indigenous innovation capabilities, and nurture a batch of international enterprises with strong international competitiveness and clusters of advantageous industries. By 2012, the contribution of service industry accounts for 53% of GDP, and hi-tech manufacturing industry accounts for 27%; by 2015, they reach over 55% and 28%, respectively; by 2020, they reach over 60% and 30%, respectively, and Strategic Emerging Industries will become the major leading industries of the Pearl River Delta and even Guangdong province.

----Reasonable industrial labor division: Form a system typical of professional labor division and industrial cooperation that is based on the industrial chain, remarkably enhance upstream and downstream supporting capabilities centered on large enterprises and projects, and distinctly increase economic operation quality and benefits.

----Coordinated regional distribution: Form an industrial spatial pattern between cities and economic circles with general industrial fusion, multi-position correlation, complementary and mutual assistance, fair competition, and symbiosis, and notably strengthen the coordination of regional industrial development.

----Efficient resource allocation: Fully bring into play the fundamental role of the market in guiding resources; realize unhindered flow of essential resources, and markedly improve allocation efficiency. By 2012, industrial overall labor productivity [is to] reach RMB 550 thousand yuan/person and GDP per land for construction reaches RMB 475 million yuan/square km. By 2015, industrial overall labor productivity [is to] reach RMB 650 thousand yuan/person and GDP per land for construction [is to] reach RMB 560 million yuan/square km. By 2020, industrial overall labor productivity [is to] reach RMB 1 million yuan/person and RMB 660 million yuan/square km.

----Significantly higher competiveness: Notably strengthen industrial indigenous development capacity, markedly raise [the Pearl River Delta’s] positioning in the international industrial labor division system, stablish new industrial competitive advantages buttressed by indigenous innovation, and realize the transformation from “participating in global labor division” to “integrating global resources.”

----Optimize ecological environment: Notably reduce energy consumption, effectively rein in pollution discharges, andmarkedly improve the ecological environment. By 2012, the energy consumption per RMB 10 thousand yuan worth of GDP is reduced to 0.63 tons of standard coal, reduced to less than 0.6 tons of standard coal by 2015, and to below 0.57 tons of standard coal by 2020. The sustainable development capabilities of regional industries are improved notably. See Attached List 1 for details.

III. Priorities of Industrial Development

Persistently follow a high-end development strategy, give priorities to the development of a modern services industry that is predominated by manufacturing service industry, speed up the development of advanced manufacturing industries, vigorously develop Strategic Emerging Industries and hi-tech industries, modify and improve advantageous traditional industries, proactively advance 30 major industries in five fields including modern agriculture, and construct a “530” industrial system of distribution integration in the Pearl River Delta. See Attached List 2 for details.

(1) Modern services industry Oriented toward knowledge-based and high-end development, fully implement the Hong Kong- Guangdong Cooperation Framework Agreement; strengthen cooperation and bringing in [of investment]; guide the modern services industry to agglomerate to central cities; vigorously develop financial services, information services, professional services, education services, exhibition services, circulation services, outsourcing services, tourism services, and cultural and creative industries; accelerate the development of the headquarters economy; promote business model innovation; and build the Pearl River Delta into an international shipping, logistics, information, trade, exhibition, tourism, and innovation center to become an international high-end services industrial base with strong competitiveness.

1. Financial services. Accelerate the construction of a modern financial market system; actively develop and utilize the multi-level capital market; explore the faster construction of offshore financial markets; and promote the building of financial factor markets including cultural property transactions, future commodity trade, carbon emissions trading. Establish a diversified, relatively sound financial organization system; build provincial financial holding companies; continue to deepen reforms of rural credit cooperatives; energetically develop village banks, small loan companies, financing and leasing companies, auto financial companies, corporate financial companies, consumption financial companies, professional insurance companies, and other local financial institutions (organizations); and promote the development of all types of equity (industrial) investment and venture capital funds. Vigorously develop the modern financial supporting service industry and financial information service industry. Actively carry out financial business innovation, explore comprehensive operations of financial enterprises, broaden direct financing channels for enterprises, deepen the reform of the foreign exchange management system, actively launch scientific and technological financial innovation, and energetically develop private banking and consumption finance businesses. Deepen financial cooperation between Guangdong, Hong Kong and Macau; promote exchanges and communication between the and Hong Kong Exchange; explore Hong Kong-Guangdong cooperation in commodity futures trades; steadily innovate RMB businesses in Guangdong, Hong Kong, and Macau; continuously lower the threshold for Hong Kong and Macau-funded financial institutions to enter Guangdong; and explore promoting the mutual recognition of qualifications of financial practitioners and strengthening of personnel exchanges.

2. Information services. Optimize and enhance the information transmission service industry; focus on the development of critical technologies of next-generation wireless mobile communication, broadband wireless access, short-range wireless connectivity, and the Internet of Things; promote the integration of basic communication networks, application networks, and radio frequency sensing networks; pioneer the development of next-generation Internet; promote digital content service development such as film and television entertainment and interactive multimedia; construct basic databases, data service centers, and network data centers; develop information value-added services; press ahead the fusion of telecommunication networks, Internet and TV Networks; accelerate the development of e- commerce and mobile commerce; expand software networked services, develop “cloud computing” services, build self-automated IT systems and emerging information network systems, and lead the economic development of the new next-generation network.

3. Professional services. Highlight the development of the science and technology service industry, focus on cultivating energy saving and environmental protection, science and technology consultation, technological trade, intellectual property, scientific and technological incubation, scientific and technological venture investments, and other technology services. Accelerate the development of a professional service industry targeted at corporate and individual management, laws, accounting, auditing, taxation, assessment, consultation, advertising, intellectual property, employment and labor, public relations, and brokerage and agents. Support a number of human resource service institutions that are based in local areas, spread to the whole nation, and have international competitiveness to promote the reasonable flow and efficient allocation of human resources.

4. Education services. Focus on promoting the construction of a modern vocational education system, vigorously develop vocational and technical education (including technician education), open a number of high-quality vocational schools and technical schools that enroll students from the whole province, strive to build a hub zone of vocational and technical education of the whole province and important vocational education bases in the South, actively carry out skills training and certification and foster high-quality application-oriented skilled talents and highly skilled talents. Vigorously promote cooperation between Guangdong, Hong Kong and Macau in education services and promote development of the education service industry of the Pearl River Delta in line with international standards.

5. Exhibition services. With internalization as the direction, emphasize the development of several large-scale exhibitions with international influences, and create international exhibition brands. Orient toward specialization and rely on competitive industries to encourage the development of a number of professional exhibitions with regional influences. Prioritize the support of professional exhibition brands such as electronics, communication equipment, household appliances, ceramics, building materials, jewelry, furniture, clothing, home textiles, and flowers. Guided by the promotion of investment trade and relying on local characteristic industrial clusters, actively develop a batch of local exhibitions and nurture regional brands. Vigorously grow professional services industries that provide specialized services and professional supporting services.

6. Circulation services. Actively promote professional and social logistics services; vigorously develop third-party logistics; build a batch of modern logistics parks and logistics hubs; develop all types of logistics and distribution centers; focus on the development of international procurement, international transit, international distribution, and international delivery businesses. Promote market organization, modes of operation, and management innovation; accelerate the development of a batch of large moderate and advanced professional wholesale markets based on industrial clusters; encourage and standardize bulk- commodity online trading; and accelerate the formation of “Guangdong price” of bulk commodities. Energetically develop chain operations; promote large-scale, networked and brand development of circulation enterprises; press ahead on business models and business innovation; build a batch of internationally competitive large circulation enterprise groups; actively promote a circulation service industry that promotes employment and improves people's livelihood; vigorously improve the circulation service level of small towns; and improve the circulation network of communities and rural areas.

7. Outsourcing services. Enhance the execution capabilities and qualities of enterprises and establish a service outsourcing system based on information technologies and network. actively develop IT outsourcing (ITO) businesses such as software development, software testing, application management, equipment hosting, technical training, and information security and business process outsourcing (BPO) businesses such as research and design, financial settlement, financial processing, international purchase, customer service, and call center and human resources management; concentrate on the development of high value- added outsourcing services; vigorously develop offshore service outsourcing markets, and build offshore outsourcing trade centers.

8. Tourism services. Construct comprehensive national tourism reform demonstration areas, build regional tourism public information platform, integrate regional tourism resources, improve regional tourism reception service facilities, promote the integration of the tourism services of Guangdong, Hong Kong and Macau, and focus on the development of urban tourism and commercial convention and exhibition tourism to build the Pearl River Delta into a destination for urban tourism and commercial recreation with international importance as well as an important international tourist hub. Vigorously encourage the development of modern industrial tourism, eco-agriculture tourism, and healthcare tourism.

9. Cultural and creative industry. Advance cultural and creative industries, vigorously cultivate a group of creative industry clusters, and construct national cultural and creative industrial bases in the Pearl River Delta. Focus on the development of industrial design, fashion design, architecture and planning design, animation and game development, journalism and publishing creation, radio, film and television and video production, advertising and consulting planning, literature, art creation, and performance. Deepen cooperation between Guangdong, Hong Kong, and Macau in the cultural and creative industries and jointly build the “Asian Creative Center” brand, with the Shenzhen International Cultural Industries Fair and the Hong Kong and Macau cultural and creative exhibition and animation fair (Dongguan) as its promotion platforms.

(2) Advanced manufacturing industry Consolidate and grow advanced manufacturing industries that have the focus of equipment manufacturing, major petrochemicals, and fine steel, and focus on the development of transport and marine equipment, communication equipment, electrical equipment, general and special equipment, petrochemicals, iron and steel and other industries to build the Pearl River Delta into a world-class major set and technical equipment manufacturing industry base.

10. Transport and marine equipment manufacturing Guided by low emissions and the creation of independent brands, develop a whole vehicle and parts industry. Make breakthroughs in key technologies such as energy-saving, car engines, transmissions, and automotive electronic control and integration; foster internationally competitive large enterprise groups; and accelerate R&D and industrialization of independent brand cars. Actively develop shipbuilding and high-power and medium-low speed diesel engines, marine engineering equipment, and port logistics and machinery manufacturing industries; extend the industrial chain; develop supporting industries such as large castings and forgings, and support the development of yacht manufacturing and parts industries. Develop the rail transportation equipment manufacturing industry by introducing large-scale enterprises and fostering local enterprises.

11. Communication equipment manufacturing Guided by the concept of intelligence and integration, focus on the next generation of broadband wireless mobile communication devices, global satellite navigation devices, Big Dipper system, intelligent switching systems, communication core network systems, integrated access systems, and intelligent terminals; strengthen the central position of the national communication equipment manufacturing industry; build an international communication industrial base with global core competitiveness; and emphasize constructing next-generation broadband wireless mobile communication industrial bases and digital trunking communication industrial bases.

12. Electric equipment manufacturing Guided by the concept of increasing whole sets and increasing intelligence, develop nuclear power, wind power, and photovoltaic power generation, power transmission and distribution equipment manufacturing, [which] include: Various types of 110kv and above power transmission and distribution switchgear and cables, automotive motors, control step motors, rare earth permanent magnet motors, brushless direct current micro motors and intelligent motors, power electronics and transducers, one-million-kilowatt nuclear power and supporting equipment with indigenous intellectual property rights, nuclear island main equipment, wind turbines in complete sets of wind power equipment, MW and above variable pitches, variable wind turbine units, and direct-drive permanent magnet wind turbine units.

13. General and specialized equipment manufacturing Guided by machine tools and directed by digitization and automation, mainly develop CNC machine tools and systems, forging and forming equipment, laser processing equipment, farm machinery, currency self-service equipment, and building and lifting equipment and medical equipment; and develop and upgrade a batch of special manufacturing equipment based on the advantages of traditional industries. For CNC machine tools and systems, give priorities to high-end CNC machine tools, CNC systems, and functional parts in line with world technological standards. For heavy equipment, attach special focus to petrochemical special equipment, large construction equipment, and casting and forging equipment. For electronic machinery, give prominence to precision packaging, assembly, test and chip devices manufacturing equipment, and key equipment for integrated circuit packaging and testing. For agricultural machinery, give priorities to the development of semi-feeding rice and wheat combined harvesters, intelligent sugarcane combined harvesters, high- speed transplanters, and so on. In particular, enhance the capacity of manufacturing molds and precision mechanical components, focus on the development of large-scale molds associated with automobile industry, pneumatic, hydraulic, and electric precision components and key components to improve the overall equipment manufacturing level.

14. Petrochemicals Aiming for park-based large-scale and intensive production and relying on the oil refining and ethylene refining integration leading project, vigorously develop middle and downstream petrochemical industries such as fine chemical industry and extend the industrial chain. Focus on the development of ethylene, propylene, butadiene, aromatics and other basic organic raw materials and intermediates; synthetic resin, synthetic rubber, and new synthetic materials; polycarbonate (PC), nylon (PA), polyacetal (POM) and other engineering plastics; electronic chemicals, new chemical materials, additives, additives, adhesives and high-end special coatings and other fine chemical products, as well as radial tires and automobile manufacturing special rubber products. Actively explore and exploit offshore oil and gas resources. Build a world-class advanced super-large petrochemical industry base.

15. Iron and Steel Guided by the development of high-quality products, extend the industrial chain and focus on the development of stainless steel, automotive sheets, color plates, chrome plates, special steel pipes, and other steel post-processing. Increase R&D, design, and application efforts to promote the joint development of the steel industry with downstream industries such as equipment manufacturing, shipbuilding, petrochemicals, automotives, household appliances, and metal products. (3) Strategic Emerging Industries and hi-tech industries Adhere to scientific and technological guidance, enhance the capabilities of indigenous innovation, seize the commanding heights of international industrial development, focus on the development of electronic information, new energy, new materials, biomedicine, marine, aviation, and other Strategic Emerging Industries and high-tech industries. Focus on building a number of internationally competitive large multinational groups, foster a number of strategic emerging industry clusters with distinct leading forces, and build an important high-tech industrial agglomeration area in the - Pacific area and the world.

16. Electronic information Guided by creating indigenous brands and mastering indigenous control technologies, strive to break bottlenecks restraining flat panel display technology and tackle key technologies in areas such as OLED active matrix organic light-emitting diode devices, organic materials, display parts and accessories, and drive circuits to develop middle and large-size OLED panels and LED backlight control modules. Centered on the construction of advanced LCD panel projects, make efforts to promote the development of upstream and downstream supporting industries such as raw materials, driving circuits, glass substrates, color filters, and special equipment. Strengthen the R&D of key technologies of integrated circuits, and enhance the capabilities of designing and manufacturing self- control integrated circuit special chips to gradually form the complete integrated circuit industry chain spanning from design, manufacturing, and packaging to testing. Develop high-performance computers and peripherals, and pay more attention to cultivate indigenous brand computer products. Accelerate the development of new electronic components and facilitate the upgrading of electronic information products. Enhance innovation capacity and develop the satellite navigation industry. Give priorities to basic software, information security software, and industrial application software and embedded software to make the software industry bigger and stronger. Energetically develop digital home and other industries and mobilize the driving force of network upgrades and content innovation to accelerate the development of the audiovisual industry digital restructuring and 3C convergence products.

17. New energy Promote the research, development, and manufacturing of new energy vehicles with electric vehicles as the focus; encourage the manufacturing of electric vehicle new energy equipment and auxiliary equipment; focus on the development of pure electric vehicles, dual-mode electric vehicles, and automotive power batteries; and place efforts into tackling the core technologies of electric vehicle motors, electronic controls, and batteries. Develop commercial solar photovoltaic power grid- connected stations and small household power stations. Vigorously develop material, equipment, solar photovoltaic battery manufacturing, solar power station auxiliary equipment, and key parts such as photovoltaic inverters and controllers; energetically develop energy-efficient building materials, photovoltaic building components, and roof photovoltaic power systems. Develop LED and OLED new lighting technologies and focus on the development of LED production equipment, high and middle-end packaged products and chips, epitaxial wafers, and LED lighting applications. Vigorously develop environmental protection technologies and equipment, promote saving energy and reducing consumption, the recycling economy, clean production, and comprehensive resource utilization technologies. Accelerate the development of nuclear energy, wind energy, and other clean energies. Promote the development and industrialization of non-crop bio-fuel technologies.

18. New materials Accelerate the R&D of new electronic materials, special functional materials, environmentally- friendly materials, and high-performance structural materials; focus on the development of OLED materials, electronic paper materials, semiconductor lighting chips, packaging and heat dissipation materials, semiconductor photovoltaic materials, optical communication materials, information storage materials, fine chemical and polymer materials, functional polymer materials, high- performance metal materials, amorphous alloy materials, high-performance ceramic materials, new building materials, rare earth new materials, nanomaterials, carbon fiber materials, advanced battery materials, and energy conversion and storage materials.

19. Biomedicine Strengthen the R&D of key technologies and important products such as stem cells, genetic modification, and bioinformatics; vigorously develop biomedical and biological breeding industries. Give priorities to the development of medical equipment and diagnostic reagent industries associated with high-tech genetic diagnosis, medical imaging diagnosis, and radiation therapy; energetically develop magnetic resonance imaging (MRI), positron emission tomography (PET), tumor radiotherapy devices, and other large diagnostic medical equipment based on nuclear technology; study and develop genetic engineering peptides dominated by therapeutic recombinant cytokines and other genetic drugs; develop innovative drugs, cephalosporins, and new formulations of important drugs; and develop marine bio-pharmaceuticals and extract and develop new drugs against viruses, cancers, aging, cardiovascular diseases, and other diseases. Vigorously promote the modernization of traditional Chinese medicine, improve and enhance the level of R&D and production processes of traditional Chinese medicine, accelerate the development of new drugs and secondary development of famous and high-quality varieties, create high-quality traditional Chinese medicine brands and “Da Guang Yao” [Great Guangdong Drug] brands. Relying on large traditional Chinese medicine enterprises, accelerate the construction of traditional Chinese medicine industrial based and guide the cluster development of the industry to improve the overall level of the traditional Chinese medicine industry.

20. Marine industry Adhere to the development direction of the high-tech marine industry, and focus on the development of comprehensive use of marine organisms and marine resources. Enhance the R&D of marine microbial resources, strengthen the breeding and cultivation of medical marine plants and animals, and actively develop agricultural marine biological products, industrial marine biological products, and marine health care products. Promote desalination and the direct use of seawater by building large-scale seawater desalination and direct-use industrialization demonstration projects. Strengthen the development of marine chemical products and the research of deep and fine processing technologies, and propel product comprehensive utilization and technological innovation to broaden the area of applications. Actively cultivate marine environmental protection, marine new energy, and other marine emerging industries.

21. Aviation industry Guided by the development of aviation manufacturing industries of public jets, amphibious machines, light turboprop aircraft and large and medium-sized ground-effect craft. Connect the manufacturing industries for extension [purposes] and aviation services as support. Mainly develop aircraft assembly, aircraft subassembly, aircraft parts production, engine assembly and parts production, aircraft accessory production, airborne equipment manufacturing, aerospace material manufacturing, aviation maintenance, aviation services, aviation logistics, and other projects. Strengthen the R&D of aviation key technologies, promote the industrialization of small satellite applications, facilitate the development of remote sensing and measurement industry, and actively introduce unmanned aerial vehicle [UAV] projects.

(4) Advantageous traditional industries Continue to build brands to drive development and improve quality to win markets. Focus on the development of household appliances, home textiles, food and beverages, building materials, metal products, paper, and other industries; strengthen technological transformation; accelerate the popularization and application of information technology and advanced applicable technologies to create a batch of well-known leading enterprises; and improve the technological contents, added value, and international competitiveness of products.

22. Household appliances Guided by the concept of digitalization, intelligence, and environmental friendliness, integrate domestic and foreign intelligence and technical resources, enhance indigenous innovation capabilities, make breakthroughs in core technologies and key generic technologies, strengthen industrial design, explore the international market in a diversified way, foster world-class brands, and promote the transformation of the industry from following development to leading development. Mainly develop intelligent networks and 3C integrated household appliances, intelligent and energy-saving and environmentally friendly air conditioners, refrigerators, washing machines, microwave ovens, water heaters, and new small appliances to create global design centers, manufacturing centers, and marketing centers of household appliances.

23. Textile and furniture Guided by increasing high end [textiles], increasing brand building, and internationalization, develop high-end fabrics, new functional fibers, industrial textile products, and household textile products that have high technologies and high added value; enhance product design and marketing; encourage brand building; develop individualistic, fashionable, artistic, and functional apparel and products. Develop green furniture, high-end fashion furniture, office furniture, special-purpose furniture, and versatile and high value-added new home products, home textile accessories, artistic ornaments, etc.

24. Food and beverage Guided by quality and standards, mainly develop specialty food, functional health products, alcohol, tea drinks, functional drinks, bottled water, sports drinks, convenience food, special food additives, and food ingredients; actively develop organic foods, green foods, non-public hazard foods, and local specialty foods; promote the modernization of traditional food processes; and press ahead the internationalization of Lingnan dietary brands.

25. Construction materials Guided by high quality, high efficiency, and low consumption, focus on the development of R&D, design, marketing, and other high-end sectors; and promote industrial restructuring and upgrading. Vigorously develop high-end architectural ceramics, smart water-saving sanitary ceramics, daily porcelain and ceramics, art porcelain and ceramics, special porcelain and ceramics, new paints, high- quality float glasses, smart glasses, information industrial glasses, automotive glasses, and other similar products, a variety of new functional materials, and decoration materials, and promote an international building material R&D base and brand gathering center.

26. Metal products Guided by high added-value, vigorously develop deep processing production technology; actively use new technologies, new processes, new materials and new equipment; and achieve product innovation and process innovation. Focus on the development of large industrial aluminum materials, high performance metal materials, and aluminum composite materials for the use of rail transport, force- bearing aluminum frames, and other high value-added products, high-precision copper strip materials, copper alloy, aluminum and magnesium alloy, and new household hardware products; and strengthen the core status of metal products centers.

27. Papermaking Guided by resource conservation and good environment [practices], strengthen technological innovation, promote energy saving and emissions reduction, focus on the development of moderate and high-grade cultural paper, cardboards, high-grade household paper, packaging paper, newsprint paper, and LWC paper, and develop high-tech and high-added-value special paper.

(5) Modern agriculture In accordance with the requirements of high yield, high quality, high efficiency, ecological friendliness and safety: Optimize the industrial structure, give priorities to the development of vegetables and high-quality rice, livestock, poultry, fisheries, floriculture, and sightseeing and recreational agriculture; and establish am urban and export-oriented modern agriculture industrial system with Lingnan characteristics.

28. Vegetable and high-quality rice industry Strengthen the breeding and promotion of high-quality vegetable varieties, focus on the development of pollution-free green products, and popularize standardized pollution-free cultivation techniques. Press ahead the building of rice production capacities and the progress of the crop industry in line with the concept of industrial production, implement high-quality rice industry projects, and actively develop the modern food industry from grain production to deep processing.

29. Livestock, poultry, and aquatic industry Promote standardized cultivation techniques, and focus on the development of modern livestock industry including lean pigs, high-quality cows, and high-quality poultry. Introduce and cultivate high-quality aquaculture species, optimize the structure of cultivation species, improve overall efficiency, and actively promote the application of new cultivation technologies to improve the level of seawater and freshwater aquaculture. Propel standardized and large-scale construction of production bases and enforce product deep processing.

30. Floriculture and sightseeing recreational agriculture Apply modern production techniques to optimize product structure, focus on the development and promotion of gardening and green plants and rare varieties of flowers, and grow high-grade woody cut flowers, fresh cut flowers and potted flowers. Promote the combination agriculture and tourism with characteristics, and vigorously develop experiential leisure agriculture and suburban sightseeing agriculture.

IV. Industrial Spatial Layout

(1) Overall spatial layout The Pearl River Delta industrial layout is mapped out in accordance with the concept of “guiding increments and optimizing inventory” by fostering the emerging industries, improving and upgrading existing industries, and integrating advantageous industries to create a knowledge-intensive industrial belt at the east bank of the Pearl River estuary, a technology-intensive industrial belt at the west bank of the Pearl River estuary, an eco-friendly heavy industry zone at the coastal Pearl River Delta, and an “A”-shaped overall industrial spatial layout. See Attached Figure 1.

Knowledge-intensive industrial belt at eastern bank: Eastern and central Guangzhou-Dongguan- Shenzhen and other east coastal areas that mainly develop finance, logistics, exhibition, information services, professional services, cultural and creative industry, other modern services, and Strategic Emerging Industries and high-tech industries such as electronic information, new energy, new materials, and bio-medicine, to form the service-oriented and high-end knowledge-intensive industrial belt.

Technology-intensive industrial belt at the west bank: Northern and southern Guangzhou-Foshan- Zhongshan-Zhuhai and other west coastal areas that focus on development of automobiles, rail transportation, ship and marine engineering equipment,; nuclear power, wind power, photovoltaic power and transmission equipment; general and specialized machinery; aviation equipment and other equipment manufacturing industry, and advantageous traditional industries such as household appliances, metal products, textiles and building materials, and modern services such as outsourcing services, educational services, and logistics to form an indigenous and integrated technology-intensive industrial belt. Zhaoqing serves as the hinterland of west bank and its focus is on extending the coastal industrial chain and becoming an important supporting industrial base.

Eco-friendly heavy industry zone at the coastal Pearl River Delta: Huizhou-Shenzhen-Zhuhai- Jiangmen and other coastal areas of the Pearl River Delta focus on the development of advanced manufacturing industries such as petrochemicals, fine steel, marine engineering equipment, marine bio-pharmaceuticals, oil and gas exploration and exploitation, and modern services industries such as commercial recreation, cultural creativity, and education and training to form a large-scale and intensive port-vicinity industrial belt. Modern agriculture [is to be] developed at the appropriate time.

Strengthen the mutual complementing and reasonable layout [development] of the Guangzhou- Foshan-Zhaoqing, Shenzhen-Dongguan-Huizhou, and Zhuhai-Zhongshan-Jiangmen economic circles. The Guangzhou-Foshan-Zhaoqing economic circle has Guangzhou as , and focuses on the development of the modern servicse industry and advanced manufacturing industries, with equipment manufacturing industry as the core. The Shenzhen-Dongguan-Huizhou economic circle has Shenzhen as the center and concentrates on the development of the modern services industry and advanced manufacturing industries with Strategic Emerging Industries as the core. The Zhuhai-Zhongshan- Jiangmen economic circle has Zhuhai as the center and gives priorities to the development of the advanced manufacturing industry with major complete sets of equipment as the core, develops Strategic Emerging Industries based on advantageous distribution, and develops supporting modern service industries. Modern agriculture is appropriately distributed in the three economic circles for development. See Attached Figure 2.

Central cities play central roles in resource integration, industrial agglomeration, and functional upgrade. Guangzhou, relying on the advantage as a national economic center, as a comprehensive gateway city and a regional cultural and educational center, [is to] make efforts to create an international industrial service center; Shenzhen, based on the advantage as a special economic zone, a national economic center city, and a national innovative city, [is to] strive to create an international industrial innovation center; Zhuhai, relying on the advantage as a special economic zone and a scientific development demonstration city, [is to] build an international major equipment manufacturing center; Foshan and Dongguan, relying on the advantages of manufacturing industries, [is to] to strive to create an international industrial manufacturing center; Huizhou, relying on the strengths of petrochemistry, [is to] strive to build a world-class petrochemical industry base; Zhongshan and Jiangmen, based on the advantages of special industries, [is to] focus on building a national advanced manufacturing base; Zhaoqing, relying on regional advantages and land resources advantages, [is to] channel more efforts to construct an agglomeration area of traditional industrial transformation and upgrade and major equipment manufacturing supporting base. See Attached Figure 3.

(2) Distribution of key industries

1. Distribution of modern service industries Strengthen cooperation with Hong Kong, Macau, Taiwan, and other countries and areas; give full play to the effects of the gathering and spreading of key elements of Guangzhou and Shenzhen central cities; with the vehicles being the new Guangzhou Knowledge City, Nansha, Shenzhen , and Hetao district, Zhuhai new district, actively build a modern service industry agglomeration area and functional area that radiates outward to form an overall layout of modern service industry development with Guangzhou and Shenzhen as the core, multi-bases as support, and the whole province as the influenced area.

(a) Financial services. Take the Guangzhou and Shenzhen regional financial centers as the main body, and Foshan, Dongguan and Zhuhai as the nodes to integrate financial resources, and focus on building of the Pearl River Delta financial reform and innovation comprehensive experimental zone, and form forming the overall spatial layout typical of “Two Centers and Three Nodes.”

Guangzhou [is to] vigorously develop the financial headquarters economy, guide the cluster development of financial institutions, and focus on building the Zhujiang New Town financial business district, Guangzhou financial innovation service area, and other financial core functional areas. Shenzhen [is to] focus on building a multi-level capital market, actively plan and construct the Nanshan-Shenzhen Bay Financial Business District, improve important financial functional areas such as Caiwuwei, Futian, Nanshan financial center, and the Pinghu financial industrial base; at the same time, accelerate in-depth docking with Hong Kong financial sector, construct Shenzhen-Hong Kong financial innovation service area at Qianhai and Hetao, establish and comprehensive capital market reforms and innovation pilots. Foshan, relying on Guangdong financial high-tech service area, [is to] energetically develop the financial supporting services industry and build modern financial supporting service bases that radiates to the Asia Pacific area. Dongguan [is to] build and improve the modern financial service system, accelerate the agglomeration development of banking, securities, insurance and other financial institutions, strengthen services to SMEs, and build pioneering reform areas of provincial and local financial institutions. Zhuhai [is to] take full geopolitical advantages of its adjacency to Hong Kong and Macau to build a cross-border financial market in Hengqin new district, build an international financial research institution jointly with Hong Kong and Macau, build an important financial cooperation intelligent platform, and construct Hengqin financial innovation pioneering areas. Zhaoqing [is to] accelerate docking with Guangzhou and Foshan and build a modern financial industrial expansion zone. Zhongshan [is to] capitalize on the opportunity of urban and rural financial service integration comprehensive reform to accelerate the establishment of urban and rural financial integrated service systems.

(b) Information services. With Guangzhou and Shenzhen as the lead, [we shall] pioneer to build full-coverage “wireless cities,” construct an information service platform based on “fusion of three networks” and an international information service system, focus on creating a southern logistics information exchange center and an International Electronic Commerce Center, to build the Pearl River Delta into an information services and network economy agglomeration area carrying great weight in Asia-Pacific region and the world. As the key, Guangzhou and Shenzhen [are to] vigorously develop information transmission, content services, and technological service industries; expand e-commerce, mobile e-commerce, and Internet economy information platforms; focus on the development of digital content service bases featuring digital entertainment, and IT consulting and management service base. Rely on logistics hubs and industrial advantages to accelerate the construction of the “Internet of Things” and RFID technology services industrial base; actively explore the development of cloud computing and other emerging information service models, and construct information service platform. Foshan, relying on the advantages of the information service industry, [is to] focus on building logistics information exchange platforms that can support industrial development, as well as interactive multimedia content service information platforms such as digital home services, digital audio and video, digital multimedia and mobile TV. Dongguan, based on the Dongguan modern information service industrial park, [is to] accelerate the construction of digital content, network new media, and software information service bases. Zhuhai [is to] focus on building digital entertainment, IT consulting and information management service platforms. Zhaoqing [is to] channel more efforts to promote construction of technical innovation platforms including design of supercomputer centers, databases and skill training. Huizhou [is to] energetically build technology innovation platform and information service platform of science and technology parks. Zhongshan [is to] accelerate the construction of Guangdong (Zhongshan) software and digital home industrial incubation bases, information-based incubation centers of service industries, and industrial e-commerce platforms of specific industrial clusters.

(c) Professional services. With Guangzhou and Shenzhen as the core, rely on various scientific and technological parks and industrial clusters to vigorously build national leading scientific and technological service centers and intermediary service systems to form a “two-core and multi-point” overall layout.

Guangzhou, with the vehicles of the Sino-Singapore Guangzhou Knowledge City, Science City, International Biological Island, Tianhe Software Park, University City, Nansha IT Park, [is to] focus on creating scientific and technological service innovation areas integrating education, training, R&D, and industrialization and vigorously develop intermediary service agencies engaged in technological assessment, patent services, property transactions and achievement transformation. Shenzhen, relying on the university city, national key laboratories, and industrial alliances, [is to] create a national high-tech industry innovation center; build production-education-research professional technological platforms and public technological platforms for cooperation of universities, research institutes and enterprises; construct professional technological platforms and information sharing platforms serving new energy, new materials, bio-pharmaceuticals, electronic information, equipment manufacturing and other industries; and energetically develop various kinds of intermediary service agencies. Foshan, oriented toward service industry innovation, [is to] focus on the construction of industrial innovation public service platforms and intermediary service systems about flat panel displays, home appliances, building and sanitary ceramics. Dongguan [is to] strive to build public scientific and technological information service platforms and intermediary service systems on electronic information, textiles and garment, furniture, food and beverages, and other industries. Huizhou [is to] focus on promoting the construction of industry-related innovation centers such as national engineering technological development centers and key laboratories, regional innovation systems and intermediary service institutions. Zhuhai [is to] strengthen cooperation with Hong Kong and Macau and build international public scientific and technological information service platforms and intermediary service systems. Zhongshan, with equipment manufacturing industry and special industrial clusters the focus, [is to] exert itself to construct public scientific and technological innovation service platforms and intermediary service systems about equipment manufacturing industry, lighting, household appliances, bathroom hardware, textiles and clothing. Jiangmen [is to] focus on the building of industry-related engineering R&D centers, key laboratories, and public information service platforms. Zhaoqing [is to] accelerate the construction of regional science and technology service systems that integrate with Guangzhou and Foshan.

(d) Education services. Guangdong province [is to] focus on building a batch of leading education and training centers, actively advance cooperation with Hong Kong and Macau, press ahead education services in the Pearl River Delta in line with international standards, and develop international vocational education and training bases to form an overall pattern typical of leading development of Guangzhou, Shenzhen and Zhuhai and coordinated development of Foshan, Dongguan and Zhaoqing. Guangzhou and Shenzhen [are to] rely on university city, vocational education bases, “Virtual University Park,” and network education and training to construct high-level personnel education and training bases. Zhuhai [is to] strive to reinforce education service cooperation with Macau University in the Hengqin new district, promote positive interactive development between education services and high-tech industries, and build high-level personnel education and training bases. Foshan, mainly relying on a batch of comprehensive and professional universities and research institutions, [is to] build them into education and training bases that provide skilled personnel for high-tech industries and emerging industries. Zhaoqing, relying on provincial vocational and technical education bases, [is to] build vocational and technical education bases as well as skilled personnel education and training bases that are important in the whole province. Dongguan [is to], based on the Songshan Lake University Park and surrounding institutions, build skilled personnel education and training bases for advanced manufacturing. Zhongshan [is to] harness the advantages of production-education-research demonstration city of the provincial Ministry of Education to vigorously develop vocational education and to foster diversified and multi-level practical skilled talents surrounding special industrial clusters.

(e) Exhibition services. Channel efforts to build a Pearl River Delta international exhibition industrial belt with Guangzhou and Shenzhen as the core, and Zhuhai, Foshan, Dongguan, Huizhou, Zhongshan and Jiangmen at the same time to give rise to a “two-core, multi-point and one-belt” general layout. Guangzhou [is to] give full play to the brand effect of the Canton Fair, create brand-building of the Central China Expo, constantly improve the exhibition function of the core area and the Baiyun International Conference Center facilities, make full use of Liuhua exhibition plaza, and make efforts to build world-class exhibition brands and gathering places for famous exhibition businesses. Shenzhen, driven by the Hi-tech Exhibition and International Cultural Industries Fair and supported by convention centers and the South China City International Convention and Exhibition Center, [is to] construct a major global high-tech product exhibition center. Dongguan and Huizhou [are to] integrate resources of electronic information exhibitions of the two cities to build an international electronic information technology and industrial product fair base. Foshan [is to] mainly rely on special industries to develop professional exhibitions and build an international fair center of international household appliances, furniture, building materials, ceramics, and bathroom accessories. Zhuhai [is to] strive to build an International Aviation and Aerospace Exhibition base and proactively cultivate printing consumables and yacht exhibition brands. Zhongshan [is to] focus on building fair bases of lighting, lighting decorations, gaming and entertainment, leisure clothing, mahogany and antique furniture, and flowers and seedlings. Jiangmen [is to] focus on building motorcycle fair bases.

(f) Circulation services. Supported by large international airports, seaports and highways, railways integrated hubs, build a world-class modern logistics center, with Guangzhou, Shenzhen and Foshan at the core and other cities as nodes, which radiate to the whole nation, therefore forming an overall layout typical of “two cores and multiple points.”

Guangzhou, [is to] vigorously promote construction of a batch of hub modern logistic parks such as Baiyun Airport and Guangzhou port; improve supporting infrastructure of modern logistics; build a multi-level distribution network; build a multimodal transport hub in southern China, and construct international procurement centers and distributing areas of important commodities that lead the province, radiate South China and influence Southeast Asia. Shenzhen [is to] accelerate the construction of major projects such as the Shenzhen airport bonded logistics center, Qianhaiwan Bonded Port, Yantian Port modern logistics center, Shenzhen International Agricultural Product Logistics Park; and relying on high-tech, automotive and other advantageous industries and port logistics, build international logistics centers based on the Pearl River Delta, facing the country and connecting overseas, industrial and agricultural product distribution center. Foshan [is to] rely on special industrial and logistics parks to build a modern logistics network system, create a regional manufacturing logistics center; actively develop household appliances, ceramics, furniture, textiles and other professional wholesale markets and metal materials, plastics, machinery and equipment, auto parts and other production material wholesale markets. Dongguan [is to] focus on the development of port logistics, bonded logistics, urban distribution and rail logistics; set up the Port Bonded Logistics Center; construct Pearl River Delta manufacturing material and finished goods warehousing and transit centers, subsistence logistical supply and reserve bases. Zhuhai to seize the opportunity of development and construction of the Hengqin new district and the Gaolan port to speed up building of port-vicinity logistics parks, grow bonded logistics and international logistics industrial agglomeration zones. Huizhou [is to] accelerate the construction of ports and airport large professional logistics parks, build modern logistics bases mainly for petrochemical, electronic, digital, and agricultural products. Jiangmen [is to] emphasize port warehousing and transportation logistics serving port-vicinity industries and export-oriented economy service. Zhaoqing [is to] attach emphasis on the Xijiang port logistics base and build a regional business and trade logistics center that radiates to Guangdong northwest and southwest China. Zhongshan [is to] concentrate on the construction of port logistics, metal cutting, processing and distribution, medical logistics and urban distribution centers, accelerate development of bonded logistics bases to build itself into a national logistic model city, as well as a wholesale and retail market relying on characteristic industries with international influence.

(g) Outsourcing services. With Guangzhou, Shenzhen, Zhuhai and other state-level software and service outsourcing industrial parks as the layout, build Pearl River Delta modern outsourcing services industry clusters with a high degree of industrial concentration, close correlation, and distinctive features through specialized division of labor.

Buttressed by the Sino-Singapore Guangzhou Knowledge City, economic and technological development zone, Nansha Development Zone, Tianhe Software Park, Huanghuagang Technology Park, and other service outsourcing demonstration zones, Guangzhou [is to] place more efforts to develop information technology outsourcing and business process outsourcing bases, as well as expand the offshore service outsourcing market. Relying on national software parks, Shenzhen [is to] enhance cooperation with Hong Kong, vigorously develop information technology outsourcing bases, mainly including software and integrated circuit design, and business process outsourcing bases, mainly including financial services and logistics management; proactively develop animation design, modern traditional Chinese medicine R&D, and other high-end service outsourcing industrial clusters to construct itself into a national service outsourcing demonstration city. Zhuhai [is to], relying on the national Southern Software Park, nurture outsourcing service brands to build itself into a national service outsourcing demonstration city. Foshan [is to] actively build a national software and information service outsourcing industry base to develop itself into a national service outsourcing demonstration city.

(h) Tourism services. Construct a cooperation mechanism for the integration of tourisms of the three large economic circles at the Pearl River Delta to jointly build regional tourism brands by mobilizing resource advantages. Strengthen cooperation and coordination with Hong Kong and Macau, enhance tourism project docking, construct international cruise home ports and ports of call in Guangzhou, Shenzhen and Zhuhai, vigorously develop high-end cruise tourism, and build internationally renowned tourism areas jointly with Hong Kong and Macau that have influence in Asia-Pacific region.

Guangzhou and Shenzhen [are to] take the lead to build themselves into global advanced and domestic first-class tourism central cities; establish large-scale modern tourist hubs; focus on the development of modern urban style, business, festival, sport, theme park and modern industry, eco-agricultural, health care, entertainment and leisure products; build a new batch of scenic attractions with Guangzhou and Shenzhen town district as priorities; and proactively facilitate the transformation of sightseeing tourism products to resort tourism products. Zhuhai [is to] focus on nurturing a beautiful urban environment, make efforts to build island, spa and golf tourism industrial bases; and accelerate development and construction of Hengqin new district to exploit new tourism attractions. Foshan [is to] focus on developing urban fashion and leisure industries, and actively build Lingnan cultural tourism bases. Zhaoqing, with the city proper as the center, [is to] focus on development of health, forest, sport, culture, and other new tourism industry bases to build itself into an international leisure and tourism capital with domestic and impacts. Huizhou [is to] give prominence to ecological leisure and tourism, accelerate construction of “two bays”, “two lakes”, and “two mountains”; vigorously develop coastal tourism; create high-end leisure travel brands; and construct famous coastal tourist destinations affecting the whole country and facing the world and first-rate coastal leisure bases in Guangdong, Hong Kong, and Macau. Relying on watchtowers, spas, and beaches, Jiangmen [is to] fully unleash the brand effect of the world cultural heritage of watchtower and village, Shangchuan Island, and Xiachuan Island, leisure tourism resorts to build itself into an international cultural tourism city. Zhongshan [is to] use the advantages of celebrity culture by promoting the construction of 5A-level scenic areas such as Sun Yat- sen’s former residence and the South District Zhan Garden to strive to develop itself into “China’s most outstanding tourism city.”

(i) Cultural and creative services. Build the Pearl River Delta industrial design circle with Guangzhou, Shenzhen and Foshan as the center and drive the development of Dongguan, Zhuhai and Zhongshan; build the Pearl River Delta animation and game entertainment industry cluster with Guangzhou and Zhongshan as leaders; and accelerate the construction of Guangzhou and Shenzhen national-level cultural and creative industry bases to form a general layout of “one circle and two bases.” Deepen cooperation with Guangdong, Hong Kong and Macau to jointly build the “Asian Creative Center” brand with Qianhai of Shenzhen and Hengqin new district of Zhuhai as the vehicles.

With Sino-Singapore Guangzhou Knowledge City, Science City and national industrial design (demonstration) base as carriers, Guangzhou [is to] accelerate high-end agglomeration of elements of cultural and creative industries, further expand industrial space, and build the core areas of the Guangdong cultural and creative industrial ring. Shenzhen [is to] continue to deepen brand development as the “capital of design”, strengthen cooperation with Hong Kong in cultural and creative industry, accelerate construction of the international cultural and creative industry center together with Hong Kong, and focus on the construction of the Shenzhen-Hong Kong “Creative Circle.” Foshan [is to] accelerate industrial transition to a high-end model, and focus on the construction of Guangdong Industrial Design City, state industrial design and creative industrial (Shunde) base, Foshan Creative Industry Park, Shiwan ceramic culture park, and other major industrial bases. Dongguan [is to] build the creative industry central park and the Songshan Lake International Cultural and Creative Industry Park and Humen fashion and creative base. Zhongshan [is to] focus on building the cultural industry base and a national industrial design experiment base.

2. Distribution of advanced manufacturing industries Relying on large-scale production and manufacturing centers, industrial bases, and industrial clusters to extend the industrial chain, [we shall] improve industrial division and perfect supporting industries to form an integrated layout of tri-axial joint development of the Pearl River estuary east and west bank and coastal industrial development.

(a) Transport and marine equipment manufacturing. The automobile industry [is to] focus on building a basic spatial layout of “two cores and one circle” and create the South China international automobile manufacturing base. Form a supporting development pattern by relying on Guangzhou and Shenzhen’s sedan vehicle production and core technology R&D, supplemented by bus, truck, and special vehicle production in Guangzhou, Foshan, and Dongguan that takes complete vehicle production in Guangzhou and Shenzhen as the core and radiates to an auto parts supply circle including Foshan, Zhuhai, Zhongshan, Huizhou, Dongguan, Zhaoqing, Jiangmen, and and in east and northwest Guangdong. Seize the opportunity of building the Pearl River Delta inter-city rapid rail transport network to develop rail transport vehicle assembly, maintenance, and the ancillary equipment manufacturing industry with Guangzhou as the center and Jiangmen as support. Construct a rail transportation manufacturing industry cluster that serves south China and radiates to the whole of China. Comprehensively enhance the motorcycle industry with Jiangmen as the core, strengthen the cluster development of motorcycle and parts industries, and support Jiangmen to build a “Chinese motorcycle industry demonstration base.” Accelerate the construction of the Pearl River estuary’s 10 million-ton ship repair and marine engineering equipment industry belt with Guangzhou, Zhongshan, Zhuhai, and Jiangmen as main bodies that have different and complementary advantages. Guangzhou [is to] accelerate the construction of large shipbuilding base with the CSSC Longxue shipbuilding base as the leader, key ancillary equipment such as three international mainstream ships and high-tech ships as well as high-power medium-low-speed diesel engines, and link the development of assembly, supporting equipment, and maintenance. Zhongshan [is to] build a port vicinity shipbuilding base mainly engaged in producing product oil tankers, chemical ships, and other high-tech ships as well as marine engineering large forgings and castings. Zhuhai [is to] construct a world-class marine engineering equipment base dedicated to manufacturing marine engineering equipment and yachts with modern technologies. Jiangmen [is to] focus on the development of small and medium ships, special ships, moderate and high-end yachts, and ship repair and demolition industries, and construct a small and medium-sized ship and supporting industry base in Guangdong.

(b) Communication equipment manufacturing. With Shenzhen as the leader and Guangzhou, Huizhou, Dongguan, and Foshan as support, construct a global communication equipment manufacturing and innovation base with strong core competitiveness. Build a basic communication equipment industrial belt concerning intelligent switching systems, communication core network systems, integrated access systems, and communication navigation systems covering Shenzhen, Dongguan, Guangzhou, and Foshan, which sets Shenzhen as the core and leading enterprises as support. Construct a new-generation communication terminal equipment industrial base to drive and radiate to east and northwest Guangdong with Huizhou, Shenzhen, Guangzhou, and Dongguan as the center. Forge a professional wireless communications industrial belt covering digital intercom and digital trunked dispatch systems in Huizhou and Dongguan, with Shenzhen and Guangzhou as the center.

(c) Electric equipment manufacturing. Improve the industrial chain, strengthen industrial linkages, and build an electrical equipment industrial cluster with Guangzhou and Foshan as the core, radiating to and driving the whole province. Build a nuclear power equipment manufacturing industry cluster with Guangzhou Nansha and Jiangmen Taishan nuclear power nuclear island equipment manufacturing as leaders, and other regions in the Pearl River Delta as supporters. Zhongshan wind power equipment manufacturing [is to] lead the Pearl River estuary west bank wind power industrial belt. Guangzhou, Foshan and Zhaoqing [are to be] the cores of major complete sets of HV and EHV power transmission equipment. Extend the downstream sectors of power generation equipment, drive the cluster development of Zhongshan fractional horsepower motors, medium and low voltage power transmission equipment, Shenzhen and Zhuhai’s power system automation equipment and micro-motors and special motors, Dongguan optical fibers and cables, Jiangmen middle and low voltage power transmission equipment, electrical control, wires, and cables. Further advance the progress of relevant equipment manufacturing in , Qingyuan, and other places in east and northwest Guangdong; promote the formation of labor division and cooperation patterns of regional power equipment manufacturing industry that has a complete industrial chain, distinctive features, and complementary advantages.

(d) General and specialized equipment manufacturing. Construct a general and special equipment industrial belt with Guangzhou, Foshan, Shenzhen and Dongguan as the main nodes. Give prominence to building a south China CNC system R&D center and form a regional layout of the development of the CNC system and machine tool industry with Guangzhou as the core to radiate to Foshan, Shenzhen, and Dongguan. Guide the formation of a forging and molding equipment industrial chain that centers on Guangzhou and radiates to Zhongshan. Form a laser and laser processing equipment industrial integration pattern that revolves around Shenzhen and Guangzhou in a mutual complementation and promotion relationship with Dongguan; build and improve the farm machinery and equipment manufacturing industry chain with Guangzhou as the center; rely on key enterprises; concentrate on Guangzhou whole-staircase production and three-dimensional parking equipment manufacturing; advance the manufacturing of high-speed elevators in Zhongshan and Nanhai of Foshan and promote the formation of building and lifting equipment manufacturing industry cluster. Build the currency specialized equipment and related machinery manufacturing industrial cluster with Guangzhou as the center; construct the precision packaging, assembly, and testing equipment industrial cluster based in Shenzhen and Dongguan and electronic special equipment of chip component production equipment industrial cluster with Zhaoqing as the center; guide the formation of industrial clusters of machinery special for producing construction materials and machinery special for construction engineering with Foshan as the leader; develop the oil drilling special equipment manufacturing industry with Shenzhen and Jiangmen as focuses; grow the textile machinery industrial cluster with Foshan as the core; build the printing and packaging machinery, pneumatic components, and vacuum equipment industry cluster with Guangzhou, Zhaoqing, and Zhongshan as focuses; develop the food and beverage processing machinery industry cluster with Guangzhou and Zhongshan as the core; construct the plastic processing machinery and large and precision mold design and manufacturing industrial cluster with Guangzhou, Foshan, Shenzhen and Dongguan as focuses. Accelerate the construction of high-end medical equipment production base, forming a medical equipment industry cluster surrounded around Shenzhen and radiating to Foshan, Zhuhai, and east and northwest Guangdong.

(e) Petrochemicals. Strengthen the spatial agglomeration of the petrochemical industry, extend and improve the downstream industry chain, map out the development pattern with integrated refinery in Huizhou as the leading force that presses ahead the differential development of fine chemical industry at both banks of Pearl River estuary. Huizhou [is to] focus on construction of world-class comprehensive chemical area with a high concentration of petrochemical deep processing and fine chemical enterprises in Daya Bay and extend the industrial chain to Dongguan. Guangzhou [is to] focus on the development of deep processing of organic chemical raw materials, functional new materials, bio-chemicals and other high- tech fine chemical industries. Zhuhai [is to] enlarge and consolidate the PTA (purified terephthalic acid) industry, focus on the development of new environmentally friendly special chemicals and new materials, accelerate the construction of port-vicinity chemical base, and extend the industrial chain to Jiangmen. Shenzhen [is to] focus on the development of high- performance electronic chemicals, bio-chemicals and polymer new materials, and building the internationally competitive fine and special chemical base. Foshan, relying on the advantages of the development of coatings, modified starches, and plastic additives, [is to] construct new coating and additive development bases. Zhongshan [is to] vigorously develop adhesives, automotive coatings, household hygiene products, and other competitive industries, and construct the domestic leading special chemical production base. Dongguan, based on the Lisha Island fine chemical base, [is to] focus on the establishment of petrochemical deep- processing industrial cluster predominated by new areas of fine chemicals, new chemical materials and basic organic chemicals. Jiangmen [is to] focus on the development of special chemical additive products for paper, plastics, printing, and dyeing and other industries.

(f) Iron and Steel. Seize the opportunity of BaoSteel’s restructuring of Shaoguan Steel and GISE to construct high-end plate manufacturing bases mainly for steels used for automobiles, household appliances, and shipbuilding; and together with the 10 million-ton steel modern base, form new patterns of the steel industry featuring complementary advantages and multi-position development.

3. Strategic Emerging Industries and hi-tech industries layout With the Shenzhen and Guangzhou high-tech industrial clusters as the core, and national and provincial high-tech zones and numerous national high-tech industry clusters as the carrier, construct a strategic emerging industry and high-tech industry highland which carries large weight in China and even the world to form rapidly the “Two Cores and One Zone” overall layout, composed of Shenzhen and Guangzhou as core cities and the Foshan-Guangzhou-Dongguan-Huizhou-Shenzhen high-tech industry intensive zone.

(a) Electronic information. Enhance indigenous innovation capacities, strengthen industrial agglomeration and radiation functions, and enhance the development of the electronic information industry of the east bank of the Pearl River Estuary. Accelerate the construction of a national information industry base in the Pearl River Delta, and build global computer manufacturing, home audio-visual equipment manufacturing, electronic component manufacturing, automotive electronics manufacturing, entertainment toy electronics manufacturing bases, as well as the Guangzhou, Shenzhen and Zhuhai integrated circuit design industrialization bases and national software industrial park. Accelerate the formation and improvement of the Pearl River Delta flat panel display industry chain to build a world- class flat panel display industry base. Led by Guangzhou, Shenzhen, and Foshan as the advanced flat panel display project leaders [for] color TV sets, flat panel display modules, flat panel display key components and parts, flat panel display special manufacturing and test equipment as focus areas, make efforts to improve the supporting facilities of upstream and downstream industries in the Pearl River Delta to form the regional layout that drives the whole province and has reasonable layout.

Strive to make breakthroughs in key technologies in areas such as high-performance services and industrialization, 3C integrated product development, and industrialization and integrated circuits and national major technology projects. Shenzhen [is to] mainly assume R&D and manufacturing, characterized by indigenous innovation, and focus on building an innovative R&D base. Dongguan [is to] continuously improve its industrial manufacturing capacity, as well as build a high-performance computer and peripheral network device, integrated circuit, and new component industry bases. Huizhou [is to] focus on cultivating a number of competitive local multinational companies and international brands and shift from OEM to ODM. Guangzhou [is to] accelerate the formation of the electronic information industry agglomeration highland predominated by Guangzhou Science City, Guangzhou Development Zone, and Nansha Development Zone. Zhaoqing [is to] accelerate an agglomeration of factors of new electronic components and of the optoelectronics industry and expand, and reinforce the new electronic component base and the “Guangdong provincial optoelectronic industry base.” Zhuhai [is to] put forth more efforts to build printed circuit board industry bases.

Have Shenzhen, Foshan and Dongguan as major roles in promoting industrial agglomeration, accelerating the construction of the large-size OLED base of indigenous R&D to form a complete OLED industrial chain. Rely on the Guangdong OLED Industrial Technology Research Institute to build a production-education-research technical cooperation platform to enhance R&D capabilities. Highlight CSG of Shenzhen and color display of Dongguan to strengthen OLED material R&D. Emphasize Hongwei of Dongguan and 3i Systems Corporation of Zhaoqing to vigorously develop OLED equipment manufacturing, bringing the OLED industry of Guangdong province to the top of the nation, and striving to become an important OLED panel of R&D and a manufacturing base in the world.

(b) New energy. Accelerate the construction of electric vehicle production bases with Guangzhou and Shenzhen as focuses; speed up the construction of the national solar photovoltaic high- tech industry base with Shenzhen, Dongguan, Huizhou, Foshan, and Zhongshan as focuses; support Shenzhen to first build itself into a national new energy industry base and a pioneer in low-carbon economy, support Jiangmen to carry out a low-carbon economy pilot, support Zhaoqing to construct a low-carbon economy experimental zone to accelerate the construction of a low-carbon economy province; promote the development of green energy industries in Guangzhou, Shenzhen, Foshan, and Dongguan, and build a world-class new energy and environmental protection and energy saving industry base.

---New energy vehicles. Relying on the Shenzhen BYD, Guangzhou Automobile Group Corporation, Dongfeng Nissan Passenger Vehicle Company, Shenzhen Wuzhoulong Motor Co., Ltd., Zhuhai Yintong New Energy Co., Ltd., and Zhuhai Granton new energy vehicle base, give full play to the Guangdong electric vehicle production-education-research innovation alliance and Guangdong new energy vehicle industry development alliance; actively carry out R&D and production of electric complete vehicles; energetically develop car battery production bases and test centers in Foshan, Huizhou, and Dongguan as well as the Zhongshan motor control system and nickel-hydrogen batteries and other supporting industries to form an electric vehicle industry cluster and chain in the Pearl River Delta region. Actively launch electric vehicle pilots in Shenzhen and Guangzhou to develop Guangdong into a national important base of electric vehicle R&D, production, application, and export base.

---Solar PV. With Shenzhen as the focus and Dongguan, Foshan, Zhuhai as the support, form a gradient layout. Concerning R&D and production, focus on building the solar photovoltaic industry base in Shenzhen and the thin-film solar industry base in Foshan , as well as the industrial base of Shunde National photovoltaic system engineering research center. Concerning application, mainly construct the Shunde photovoltaic application industry base. Support large projects such as the Shenzhen DuPont thin film solar power industrial base, Shenzhen Topray Solar Industrial Park project, Dongguan Hongwei amorphous silicon thin-film solar cell production equipment project, Guangdong Power Group solar photovoltaic grid-connected power plant project, and advance the progress of enterprises with indigenous brands and technologies as well as supporting enterprises to bring the solar photovoltaic industry development in the Pearl River Delta to a national leading level.

Accelerate the LED industry to map out the industrial layout with Guangzhou-Shenzhen as the main axis, and Shenzhen, Dongguan, and Huizhou, and Guanzhou, Foshan, Zhongshan, Jianmen together with the integrated international-level development of the LED new light industry. Extend the industrial chain to the Pearl River Delta and the province. Further strengthen the Shenzhen Guangming new district LED new light industrial base, Guangzhou Nansha IT Park Crystal Electronics chip production base, Huizhou Cree LED chip production base, Foshan Osram R&D base, Guangdong new light industrial production base, Dongguan LED industrial base, green light (semiconductor) lighting industrial base in Jiangmen high-tech development zone, and Zhongshan new light high-tech application base to form the Pearl River Delta LED new light industry belt integrating the upstream and downstream. Shenzhen, Dongguan and Huizhou, Guangzhou and Foshan [are to] focus on high-end R&D and manufacturing and Jiangmen and Zhongshan [are to] emphasize manufacturing, application, and sales to promote the horizontal integration and longitudinal extension of the LED industry chain, and form a LED industry chain with a reasonable layout and complete supporting equipment and building the domestic first-class LED industry cluster with strong international competitiveness.

(c) New materials. Guangzhou [is to] to focus on accelerating the construction of the new material special industry base of National Torch Plan, the national new material high-tech industry base, the national largest modified plastics production base and the carbon fiber production and application base and form the national important new material industry base. Shenzhen [is to] rely on related industrial bases and key enterprises to accelerate the construction of optoelectronic information materials, nano-materials, new energy-saving building materials, and new special functional materials bases. Foshan [is to] focus on building an advanced metallic material and special functional material base; Dongguan on building an electronic substrate R&D and production base; Zhaoqing on building high-purity rare earth metal, electronic information, metal and special functional material bases; Zhongshan on building new electronic materials, special functional coating, and environment- friendly material bases; Jiangmen on the construction of textile and chemical fiber, rare earth luminescent and magnetic materials, high-performance structural material bases, forming the Pearl River Delta new material industrial layout with a reasonable labor division.

(d) Biomedicine. With Guangzhou and Shenzhen national biological industrial base, a major national biomedicine and modern traditional Chinese medicine innovative industrial base [is to be] built, supported by the Zhongshan national health technology industrial base, South China modern traditional Chinese medicine city, pharmaceutical and the healthcare industrial park in the Foshan high-tech industrial development zone, Zhuhai biomedical science and technology industrial park, and Zhaoqing Star Lake science and technology industrial park. Guangzhou [is to] accelerate the building of the international bio-island and South China Center for Innovative Pharmaceuticals, Guangzhou Pharmaceuticals, Baiyun Mountain, and a number of leading and mobilizing on the driving force of Guangzhou Pharmaceutical, Baiyun Shan Pharmaceutical Factory and other listing companies, promote development of bio- medicine and modern medicine industries and create a national traditional Chinese medicine modern science and technology industrial base. Shenzhen [is to] rely on the biomedical industry park, as well as the biopharmaceutical company accelerator and a number of other public service platforms, to build a world-renowned national bio-industry base.

(e) Marine industry. With the priorities on Guangzhou, Shenzhen, Zhuhai and Huizhou, and relying on carriers such as the South China marine science and technology innovation base, Guangdong marine and aquatic high-tech park, and Shenzhen national-level seawater comprehensive utilization industrial base, [we shall] support innovation and development as well as major industrial production projects in areas of marine environmental protection and new energy. Supported by the marine biotechnology industry demonstration base, bio-island and the national engineering research center for South China Sea marine biotechnology, Guangzhou [is to] accelerate the development of marine bio-pharmaceutical and health care product industry, and build the national important marine biotechnology and industrial production base. Shenzhen [is to] focus on promoting seawater desalination and direct use, construct large-scale seawater desalination and direct use industrialization demonstration projects and membrane desalination technology and equipment production base, and actively cultivate marine chemical, marine environmental protection, marine new energy, and other emerging industry bases.

(f) Aviation industry. Rely on the Zhuhai Aviation Industrial Park and the general aviation aircraft industrial base to create an aviation manufacturing industry chain integrating development of aircraft manufacturing, engines and airborne to support and form the South China aviation industrial agglomeration area for development of service industries such as exhibition, maintenance, training, and support services. Guangzhou and Shenzhen [are to] take advantage of the airport industry and advantageous industry parks and concurrently develop industries such as aviation parts processing, airborne electronics, aerospace materials, and aerospace equipment manufacturing to form the “triangle” space aviation industry layout with Zhuhai as the leader and Guangzhou and Shenzhen as support.

4. Distribution of advantageous traditional industries Adhere to market-oriented concepts, highlight optimization and upgrading and high-end gathering, and guide rational distribution of industries to accelerate the formation of the overall spatial pattern typical of “one core and multi-poles and radiation to the whole province.” Capitalize on the outstanding advantages of Foshan in a number of traditional industries, and advance Foshan into the core area of development in traditional industries that radiates outward; support other cities in the Pearl River Delta to form industrial clusters in special and advantageous traditional industries or important links of the industry chain and become multiple poles of development. Vigorously promote the processing and manufacturing of advantageous traditional industries in the Pearl River Delta to be transferred in an orderly way to the east and northwest of Guangdong and promote coordinated regional development.

(a) Household appliances. Focus on building the spatial layout featuring “One Belt and One Base.” Rely on backbone enterprises to build the Pearl River west bank household appliances industrial belt by Foshan Shunde and Nanhai large and small-sized appliances, Zhuhai air conditioners, Zhongshan air conditioners and small appliances; create a global manufacturing center, design center, and marketing center; drive export-oriented household appliances production bases at the east bank of the Pearl River predominated by Shenzhen, Dongguan and Huizhou, as well as the economic household appliances industry clustering development at western Guangdong. Promote specialized labor division and extension of the industrial chain, and guide household appliances manufacturing to gradually spread and shift to the eastern and northwestern Guangdong from the Pearl River Delta.

(b) Textile and furniture. With the headquarters economy in Guangzhou and Shenzhen’s fashion design ideas, and middle and high-end fashion clothing and brand apparel manufacturing [is to] take the lead and advance the textile and garment industry in other regions, form a positive development pattern of prominent advantages, distinctive features, multi-position development, division of labor, and interaction between upstream and downstream. Guangzhou [is to] focus on building the Pearl River Delta garment trade, exhibition and information release centers, and energetically develop the headquarters economy. Shenzhen [is to] build the R&D, design, production, and marketing centers. Foshan [is to] focus on building and improving the knitwear industrial system and vigorously develop high-grade fabrics, home fabrics, and the textile fabric industry to develop itself into the upstream supporting supply center for textiles and clothing. Dongguan [is to] to develop itself into an international textile and garment information center, production center and trade center. Zhongshan [is to] focus on building a nationally influential cluster base for casual wear, underwear, denim garment processing, and manufacturing. Huizhou [is to] focus on creating a silk cotton production base. Jiangmen [is to] focus on creating a special fiber production base.

With Foshan, Dongguan and Shenzhen furniture manufacturing bases as highlights and Zhongshan and Jiangmen office furniture, mahogany furniture and antique furniture industries as support, accelerate the development of the furniture headquarters economy and promote the industry to extend to the high-end of the value chain, building the Pearl River Delta into an internationally influential furniture R&D base and global procurement center.

(c) Food and beverage. With Guangzhou, Dongguan, Shenzhen, Foshan and Zhaoqing as the key, construct a beverage production agglomeration belt, and with Guangzhou, Foshan, Dongguan, Jiangmen and Huizhou as the key, construct a food processing and manufacturing agglomeration belt. Build a batch of food and beverage industrial clusters and distribution areas as the center, and a building materials industry cluster mainly with Guangdong herbal tea, beer, beverages, health functional food, additives, spices, and meat.

(d) Construction materials. Construct a new building material industrial cluster centered on Foshan and Shenzhen and radiating domestically and overseas. Focus on building a world- class modern ceramics industry base in Foshan, and strengthen the function of the headquarters economy to radiate and move forward the development of the ceramics industries in Zhaoqing, Qingyuan, , and Jiangmen. Form the Pearl River Delta glass and glass deep-processing product cluster centered around Shenzhen glass technology R&D and radiating to the development of glass deep processing in Guangzhou, Dongguan, Foshan, Zhongshan, and Jiangmen, which features division of labor, cooperation, and intimate linkages between upstream and downstream of the industrial chain. Develop a tubular pile building material and wood floor industry cluster with Zhongshan as the center.

(e) Metal products. Form clusters with Foshan, Jiangmen, Zhongshan and Zhaoqing at the west bank of the Pearl River estuary concentrating on aluminum, stainless steel products, small hardware and container manufacturing, and Shenzhen and Dongguan at the West Bank of the Pearl River estuary concentrating on container manufacturing, metal molds, and hardware products. Construct the national metal material processing and product industry base at the west bank of the Pearl River estuary and build it into the national important R&D, manufacturing, and trade and exhibition center for non-ferrous metal materials and products, and drive the progress of hardware and stainless steel industrial clusters in in east Guangdong, in west Guangdong, in north Guangdong as well as other places.

(f) Papermaking. Promote industrial agglomeration and technology upgrade to form a paper product agglomeration area based in Guangzhou, Shenzhen, Dongguan, Zhongshan, Jiangmen and Zhaoqing; form a paper packaging agglomeration area based in Dongguan, Zhuhai, Zhongshan and Foshan, newsprint, and cultural paper agglomeration area based in Guangzhou and Jiangmen, as well as a household paper agglomeration area based in Jiangmen, Dongguan and Zhongsha. Give priority to the construction of the Dongguan high- end packaging board production base and paper product export production base, Jiangmen Yinzhouhu high-end paper and paperboard production base, and Zhaoqing paper product production base.

5. Layout of modern agriculture With emphasis on Zhaoqing, Jiangmen and Huizhou, accelerate the development of the agricultural product production, processing, supply and green product distribution center and eco-sightseeing tourism agriculture center that faces the Pearl River Delta and Hong Kong and Macau, thus forming the “one-ring and multi-point” overall layout. Construct an emerging urban modern agriculture base led by Guangzhou, Shenzhen, Foshan, Zhuhai and Zhongshan; a flower and plant sightseeing base led by Huadu of Guangzhou and Shunde of Foshan; a livestock good breeding engineering base led by Shenzhen National Agricultural Science and Technology Park; a lean pig production base led by Jiangmen, Guangzhou, Huizhou, Foshan and Zhaoqing; and an aquaculture base led by Guangzhou, Foshan, Zhaoqing, Huizhou, Zhuhai and Jiangmen. Integrate the logistics, technology, and information resources of Hong Kong, Macau, and Taiwan to create a modern agricultural demonstration zone with cooperation across straits and among the mainland, Hong Kong, Macau, and Taiwan.

(a) Vegetable and high-quality rice industry. Focus on building a 10 thousand-mu high-quality fruit and vegetable demonstration base in Zhaoqing that supplies to Hong Kong, Guangzhou a good vegetable variety selection and breeding base, Foshan high-quality vegetable production base, Jiangmen (Heshan) modern agro-ecological park. Form a modern agriculture demonstration area and high-quality vegetable planting base to form a high-quality vegetable industrial belt centered around Guangzhou, Foshan and Zhaoqing. Build a high-quality rice production base that focuses on Boluo, Huidong and Longmen in Huizhou, Guangzhou Zengcheng, Zhaoqing Deqing and Huaiji and Jiangmen Taishan.

(b) Livestock, poultry and fishery industry. Build the Pearl River Delta advantageous livestock industrial zone based on the Shenzhen National Agricultural Science and Technology Park, Jiangmen and Zhaoqing national standardized pig breeding base and Kaiping Magang goose breeding production base. Strengthen the construction of large-scale farms, develop a pig breeding industry with the focus on Foshan, Jiangmen and Zhaoqing, and advance the cow cultivation industry with Guangzhou, Shenzhen, Zhuhai and Zhaoqing as the focus to build an advantageous livestock industry base. Rely on special aquatic seedling bases in Guangzhou, a quality fish breeding base in Foshan Shunde and Nanhai, Zhongshan crisp flesh grass carp breeding base, Zhaoqing tilapia industrial park and Luo family shrimp industrial park to construct an urban fishing industry belt with comprehensive development of Guangzhou, Foshan and Zhaoqing. Accelerate the construction of advantageous seawater fingerling production bases and turtle breeding bases in Shenzhen, Dongguan and Huizhou, and bulk advantageous fish and ornamental fish cultivation bases in Zhuhai, Zhongshan, and Jiangmen.

(c) Floriculture and sightseeing recreational agriculture. Based on the Guangzhou national-level flower standardized demonstration zone, the Foshan cross-strait agricultural (Orchid) cooperative experimental zone, Shunde and the Nanhai flower and seedling production base, the Zhongshan flower and seedling standardized demonstration base and the Longmen- Taiwan farmer flower base, build a competitive and unique modern horticulture industrial belt. V. Safeguard Measures

Strengthen coordination and policy guidance to build a unified and open infrastructure and essential factor market; with the technological intelligence support system and industrial cooperation platform, guide industrial development to shift from a competition mode to a competition-cooperation mode; promote economic development to transit from an administrative division economy to a regional economy model.

(1) Enhance coordination and policy guidance Under the framework of the provincial leading group for implementation of the Planning Outline, form and implement a special working team for execution of the Plan, headed by the deputy provincial governor in charge and comprising deputy mayors in charge of the nine cities in the Pearl River Delta and who are responsible comrades from relevant provincial departments. Its office is set up in the provincial economic and information technology committee, and the principal comrade responsible of the committee serves as office director. The special working team is dedicated to solving major problems such as an overall development strategy for the Pearl River Delta, investment in new and major industrial projects, and layout of important industrial bases and economic interests involved. All cities at the Pearl River Delta shall better address the linkage to the local and city overall plan, land use overall plan, and the relevant industrial development plan during the implementation of the Plan.

In light of their functions, relevant provincial departments shall practically strengthen guidance on the integration of the Pearl River Delta industrial layout. Relevant provincial departments shall pay close attention to the formulation of the Pearl River Delta industrial restructuring guiding catalog; explore the establishment of a differential industrial access mechanism; develop and implement trans-regional tax sharing and economic indicator statistical approach that relevant local governments may share outputs and interest incomes in line with certain percentages for the horizontal economic integration, investment or industrial transfer and other economic activities that cross administrative regions; explore the establishment of emission right trading system and the establishment of ecological compensation mechanism where regions that sacrifice developmental interests for environmental protection to be given financial compensation; scientifically assess the impact of major projects and layout of significant industrial bases on the industrial restructuring, energy conservation and pollution reduction targets and timely and reasonably adjust allocation of energy saving and emission reduction targets of all cities; promote the establishment of funds guiding development of key industries and confer active supports on industries and projects in compliance with the direction of this Plan; use the existing special funds to support priority and targeted key areas according to the industrial layout of this Plan as well as guide industrial agglomeration; support major industrial projects and important industrial bases to carry out equity trading of unlisted stock companies, intellectual property transactions, intangible asset pledge and other financing activities; coordinate to solve the land use plans of large-scale provincial major projects with good market prospects and benefits as well as industrial projects with investments over RMB one billion yuan.

(2) Establish a uniform and open infrastructure and factor market Strengthen Pearl River Delta transportation infrastructure planning and construction, promote traffic management integration, and facilitate the integrated development of transportation in Guangdong, Hong Kong, and Macau to build a modern integrated transport system that adapts to the Pearl River Delta economic integration and the “one hour life circle.” Strengthen the information infrastructure to enhance the exchange capacity of the Internet between the cities, achieve the “same-city effect” of mutual information sharing and exchange, and promote the free flow of people, logistics, and information at the Pearl River Delta to provide basic support for industrial integration.

Encourage all types of financial institutions to expand their service network based on central cities and to carry out remote lending businesses. Integrate and develop the property right trading market, accelerate the legal construction of property transactions and vigorously advance information exchange and resource sharing. Guide and support enterprises to undertake mergers and acquisitions that will cross industry, cross region and cross ownership to integrate resources and promote production factors to agglomerate at advantageous enterprises and geographical regions. Facilitate network interconnection and information and resource sharing among various types of human resource public service systems at the Pearl River Delta and stipulate unified approaches to network management of human resources services, and promote the integrated development of human resource service institutions. Propel the Pearl River Delta to firstly realize regional coordination and unhindered relationship transfer and continuation of health insurance and pension insurance. Relax household registration restrictions at the Pearl River Delta and support qualified local farmers to move into and live in the urban.

(3) Form a co-sharing scientific and technological and intelligence support system Vigorously promote the production, education and research cooperation of provincial departments and institutes and support the scientific and technological cooperation and joint technical researches among the province and cities and among enterprises. Strengthen science and technology parks, technological achievement incubators, and pilot bases. Accelerate the construction of industrial design, inspection and testing, digital information and other platforms of industrial clusters and specialized towns as well as energetically develop institutions of science and technology intelligence, intellectual property, technological assessment, achievement transformation and other public services. Support enterprises and universities, research institutions to jointly set up production-education- research innovation alliances, accelerate the construction of key laboratories, enterprise technological centers, engineering technological centers, national inspection and test platforms and other carriers, promote innovation elements to concentrate at enterprises and create a number of open and sharing major technological innovation platforms and incubators.

Implement projects to enhance the level of higher education, optimize the layout of higher education, and vigorously foster high-level talents. Actively introduce much-needed innovation research teams and scientific and technological leading scientists and encourage cooperation with foreign institutions to establish overseas talent workstations to achieve normalized introduction of overseas talents. Establish a complete chain from secondary vocational and technical education, higher vocational and technical education to technical undergraduate education and technology-based professional master education to improve the modern vocational and technical education system; promote the vocational and technical colleges and technical schools to cooperate with businesses to establish intensive vocational education and technician education training bases and vigorously cultivate skilled talents. innovate talent incentive mechanisms to accelerate the building of human resource professional competence development and evaluation system, and collaborate with the Ministry of Human Resources and Social Security to build the first national vocational competence development and evaluation demonstration base; establish and improve the talent reward system oriented toward government incentive and predominated by incentives of employers and social forces; explore the human capital property incentive method, simplify formalities for flow of talent, and promote the reasonable and efficient allocation of talents.

(4) Build a multidimensional and multilayered industrial cooperation platform Build a “Pearl River Delta Industrial Park Alliance” to promote sharing of public technology, inspection and testing, and logistics and information platforms in each park, strengthen exchanges of creative talents, information and other resources and accelerate the formation of resource sharing mechanism. study and discuss major issues in the integration of industrial distribution, give full play to the role of industry associations, chambers of commerce, and experts and scholars and other social forces in governance; encourage cities in the Pearl River Delta to jointly build industrial parks, science parks, and logistics parks based on industrial chain and specialization. Honor the responsibilities of the Pearl River Delta in building a provincial industrial transfer park in cooperation with the east, west and north Guangdong, vigorously promote labor-intensive industries at the Pearl River Delta to move to the east, west and north Guangdong, gear up forces to draw in investment and funds, promote industrial cooperation between the Pearl River Delta and the east, west and north Guangdong, and build the industrial transfer park into the supporting base of industries at Pearl River Delta. Conscientiously implement the Hong Kong-Guangdong Cooperation Framework Agreement and better harness the policies and measures endowed by CEPA to first develop and experiment with the service industry of the Guangdong province and to guide the technological and industrial resources of Hong Kong, Macau and Taiwan to dock with those of the Pearl River Delta and promote industrial cooperation of the Pearl River Delta with Hong Kong, Macau, and Taiwan. Taking pan- Pearl River Delta Fair trade and economic cooperation fair and the Central China Expo as important platforms, strengthen industrial cooperation with the pan-Pearl River Delta region and explore new channels and new mechanisms to deepen industrial cooperation with the Pan-Pearl River Delta region. Increase forces to draw in businesses and funds from Fortune 500 companies and propel the transfer of supporting industries. Improve an outward investment and service system, encourage qualified enterprises to establish overseas production bases, R&D centers, and marketing centers and to actively participate in the international division of labor.

(5) Strengthen organization and implementation All city in governments at the Pearl River Delta shall grasp firmly and organize formulation of local industrial development plans or specific programs for implementation of this Plan, particularly the major projects and major industrial base construction execution plans; and break down various work and tasks, clarify responsibilities and pay close attention to execution. Provincial Economic and Information Technology Commissions shall strengthen follow-up tracking, inspection, evaluation, and supervision of the implementation of this Plan and timely propose relevant policies and advice. Relevant departments shall actively explore the establishment of measurable, reportable, and verifiable Pearl River Delta industrial layout integrated monitoring system indicators to ensure an effective implementation plan.
