It assessed the asymmetries in terms of development, resource availability, energy needs, and other factors vital to the gradual coordination of policies, plans and activities aimed at joining efforts to promote the independent development of the Latin American and Caribbean bloc. This article emphasizes two comprehensive projects launched by the Permanent Secretariat in the ‘70s, which were probably ahead of their time and failed to materialize under the existing conditions.
