During his term of office as general secretary of the National Union of Rail, Maritime and Transport Workers (RMT) during 2002-2014 until his early death at the age of 52, Bob Crow became one of the most widely known British union leaders of his generation. His stress on the virtues of militant resistance towards employers and government contributed to RMT members on the railways and London Underground organising (on a proportionate basis) probably more ballots for industrial action, securing more successful ‘yes’ votes, and taking strike action more often than any other union. In the process, Crow became the bête noire of the tabloid media, with the Evening Standard claiming he was ‘The Most Hated Man in London’.

    ANNUAL REPORT 1 AUGUST 2013 TO 31 JULY 2014 3 Director’s introduction In 2013-14 we witnessed a tremendous upsurge in the movement towards evidence-based reform in education. The IEE is a standard bearer in this movement. IEE research teams are engaged in studies that aim to assess and improve learning in schools, including literacy, maths, technology, and whole-school reform. We obtained new funding for evaluations to improve children’s achievement and well-being through parental engagement and parenting programmes, science education and technology, dialogic teaching interventions, and research in developing countries. You can read more about these exciting new projects in this report. We are proud of the influence we are making in the world of education policy and research. We are actively developing relationships with schools through the rolling out of our York Informed Practice Initiative (better known as YIPI), which helps schools identify and put in place interventions to improve their students’ attainment. YIPI uses our new Evidence 4 Impact website, which we designed to help schools in their search for proven programmes. The secondment of Jonathan Sharples, our Manager of Partnerships, to the Education Endowment Foundation in London, spreads our impact even further. At the IEE we aim to share knowledge of what works and why. We continue to increase the number and scope of practical tools to help connect educators with the approaches that research shows are effective. Our e-newsletter Best Evidence in Brief continues to put readers in touch with recent original research. Best Evidence in Brief now has more than 14,000 recipients As the IEE continues to grow in size and influence, it is worldwide.

In terms of attendees, this years’ conference was the largest yet with a record breaking 12,000+ supporters making their way down to Brighton to witness the excitement and democratic change happening in the party over a snapshot of a few days. The sheer size of the event along with the atmosphere and engagement of all visitors is a further assertion of the inspiring movement that is happening within our Party and a great reflection of our mounting membership which now stands at close to 600,000 – making our party the largest political party in Europe. Our booming membership and colossal conference stand as an unmissable reminder of the undying importance of the parties’ core – the grassroots from which we are built upon. This years’ conference also boasts an incredible engagement of delegates in our Policy Forum, Party Rules and Conference Arrangements that transcends those that preceded. 185 Contemporary Motions were submitted, 13 Constitutional Amendments proposed, 9 Composite Motions suggested, 24 Emergency Motions applied for, over 10 points of order raised, more than 20 calls for Reference Back and Tuesdays’ CAC report was almost declined. There was a visible and remarkable notion of delegates holding the NPF, CAC and NEC to account and a remarkable level of scrutiny, still accompanied by comradery and respect.

An estimated 30,000 excess deaths can be linked to cuts in NHS spending and the social care crisis in 2015 alone. The number of food parcels given to impoverished Britons has grown from tens of thousands in 2010 to over a million. Children are suffering from real-terms spending cuts in up to 88% of schools. The public sector pay cap has meant that millions of workers are struggling to make ends meet. 1 Alongside the mounting human costs, austerity has hurt our economy. The UK has experienced its weakest recovery on record and suffers from poor levels of investment, leading to low productivity and falling wages. This government has missed every one of its own debt reduction targets because austerity simply doesn’t work. The case for cuts has been grounded in ideology and untruths. We’ve been told public debt is the outcome of overspending on public services rather than bailing out the banks.

    Trade Unionist and Socialist Coalition, 17 Colebert House, Colebert Avenue, London, E1 4JP A letter to trade union national executive committee members Dear comrade, I am writing to invite you to consider joining the national steering committee of the recently relaunched Trade Unionist and Socialist Coalition (TUSC). As you may recall TUSC was set-up in 2010, co-founded amongst others by the late Bob Crow, with trade unionists at its core (a brief history is available at http://www.tusc.org.uk/txt/429.pdf). Our founding aim was to help in the process of re-establishing a political voice for the working class given, at that point, the transformation of the Labour Party into Tony Blair’s New Labour and its role in implementing the austerity unleashed by the 2007-08 financial crash. As our name says we are a coalition and all of the component elements of TUSC have played their part alongside other campaigners in the struggles of the last decade against attacks on jobs, services and conditions – in the workplace, in our communities, and in the trade unions. But we have also been prepared to stand in elections where necessary, believing that to leave politicians who are carrying out cuts unchallenged at the ballot box, is to voluntarily give up a weapon that could be used in the anti-austerity struggle. This is particularly so in local government, in which councillors are the direct employers and providers of local services. In this situation to positively decide not to have an anti-austerity candidate standing when cuts are being made would be to give an effective vote of confidence to the local authority’s policies.

Our works and services are based on the Transport Asset Management Plan that defines our strategy and levels of service in accordance with the Council’s Corporate Strategy and Local Transport Plan. The works we undertake are split into two types: Revenue and Capital. Generally revenue funding is used for the day-to-day operational repair of assets to keep the network safe and capital funding is used for the replacement of highway assets when they reach the end of their useful life as follows: Revenue Programme - operations and maintenance of the asset: Activities undertaken to ensure the efficient operation and serviceability of the asset, typically referred to as routine maintenance.
