Discrepancy Analysis of 2016 Health Budget Proposed Budget Versus Approved Budget DISCREPANCY ANALYSIS OF 2016 HEALTH BUDGET PROPOSED BUDGET VERSUS APPROVED BUDGET This analysis is produced by Mr. Wale Micaiah of StatiSense with the support of Partnership for Advocacy in Child and Family Health project anchored by the development Research and Projects Centre. ABOUT PACFaH PROJECT IN NIGERIA The Partnership for Advocacy in Child and Family Health Project (PACFaH) Nigeria is a pilot project supported by the Gates foundation as an innovative initiative to learn about the potential for engaging Nigerian civil society organizations in Nigeria. The project is implemented by 8 Nigerian civil society groups working together to encourage government to plan for and increase funding to the 4 most important sectors in child and family health in Nigeria. The 4 areas are: 1. Routine Immunization 2. Family Planning 3. Ending childhood killer diseases through Amoxicillin as first line treatment for Pneumonia and ORS - Zinc as treatment for childhood diarrheal diseases 4. Nutrition Budget analysis and budget tracking is a key component of the work of the PACFaH NGOs. Data from budget analysis and tracking is expected to be used by the NGOs as the evidence base for claims, arguments and demands during advocacy visits. Advocacy visits are expected to take place at national and state levels. The Minister of Health, Professor Isaac Folorunso Adewole shocked members of the Senate Committee on Health when he informed the committee that the original budget of his ministry had been largely distorted. He claimed that strange figures were smuggled into the budget. Following the disclaimer, the Minister re-presented the new proposal which he claimed reflected the programmes of the health sector for the year 2016. By the end of the budget defense exercise, a budget of N257.38bn was cut down to N250.06bn. The Capital Expenditures bit of the budget is the most affected with this reduction and automatically implied that some of the capital projects would not be carried out. This analysis compares the proposed 2016 health budget with the approved budget to identify the following – health projects that were . Deleted; . Added; and . whose proposed values were changed on approval. Personnel budget got increased by N56 million . Overhead got reduced by N355.6 million . Together, Recurrent expenditures got reduced by N299.6 million . Capital expenditures got reduced by N7 billion. N7bn is about 20% of the Capital Expenditure of the Proposed Budget. The implication is that most well intended Health project would not be implemented! Aim: The study was conducted to assess the perception of pregnant women to prenatal sonography and to investigate the factors affecting maternal satisfaction to prenatal sonography in some tertiary institutions in south‑eastern Nigeria. Materials and Methods: The study was a cross‑sectional study that involved 150 patients. It was conducted by administering semi‑structured questionnaires. The questionnaire contained a total of 17 questions consisting of 16 close‑ended questions and 1 open‑ended question. The respondents were pregnant women who presented for obstetric sonography in Federal Teaching Hospitals and Federal Medical Centers in south‑eastern Nigeria. The data were analyzed descriptively using frequency tables and percentages. Results: There was a high indication of clinical use of obstetric ultrasound such as the health and well‑being of the foetus (35.3%), foetal age determination, and the expected date of delivery (24.7%). Most respondents (84.6%) perceived prenatal sonography as being necessary, and 66.7% of the patients considered the result of obstetric sonography to be reliable. Majority of the respondents (88.7%) considered the services rendered during their sonographic scan to be satisfactory.

These environmental issues are negatively affecting the health of the inhabitants. This review overview the historical trend of healthcare delivery system in Nigeria, with particular reference to Lagos State. Literature review and key Informant Interview were employed to generate information for discussions in mainly descriptive approach.
