Stockill, , Cllr Mr S Willbourne, Cllr Mr R Carey, Mrs Cllr J Gray, E. Steele (Clerk) Cllr H Phillips Cllr D Jeffels (entered 7.50pm), 5 parishioners. PC Graham Bilton, PCSO Richard Newcombe Apologies for absence: None 1 The chairman opened the meeting and welcomed everyone. 2 Absence – As above 3 Minutes of the last meeting The minutes of the last meeting held on 21st March 2016, previously circulated were inaccurate. NYCC Locality Grant that Cllr David Jeffels recommended and was approved for Brompton Village Hall is for £500 towards the staging and £300 towards setting up a Village Website. The minutes have been amended and have been accepted as a true and accurate record and signed by the Chairman. 4.) Matters arising – None 5 Declarations of interest – Cllr J Gray 10(a) 6 Police report PC Graham Bilton and PCSO Richard Newcombe attended the meeting and gave a report. There will be staff cuts for preparing reports, PC Bilton and PCSO Newcombe will be producing the reports for the parishes. There has been six crimes in the Derwent Valley area. These included a burglary in West Ayton fuel stolen from a shed, theft of the cash tin at West Ayton Library, 3 violent crimes which included child neglect and assault, Anti – social behaviour and work vans been broken into, an arrest has been made for this and is not a local person. A car has been seized in Brompton by the police for no road tax. Mary Jones mentioned to the police about possible attempted theft of led from the church roof. 7 Report by Borough/County Councillor(s). Cllr Heather Phillips mentioned the changes to Scarborough Borough Council by reducing costs, reducing committees, grants reduced and resources amalgamated into one. £2million will be cut next year, the Borough Council are trying to improve facilities for example the new water park to draw in their own income. Cllr David Jeffels mentioned that more meetings have been held regarding devolution in an attempt to reach agreement on the creation of areas which could be put forward or devolution status by the Page 1 of 3 government. Officers of North Yorkshire County Council, York City Council and East Riding Council are currently developing a draft deal for devolution for the three local authority areas. 8 Open Forum . Dr Kay mentioned that why was Woodgate Way named Woodgate Way when originally it was called Woodgate. He has contacted North Yorkshire County Council and Scarborough Borough Council and neither authority has took responsibility of the signage. The clerk is to contact Scarborough Borough Council to see if the sign can be changed to Woodgate as originally stated on the ordnance survey Map. Paul Kyle mentioned the TV that has been fly tipped on the cross flats – Clerk to contact SBC. Mary Jones explained that there seems to be little support for the Queens 90 th Birthday village party so the village will celebrate in two ways, Village ventures to be held Wednesday 15 th June to have cake and Bunting etc and the Open gardens to be held 19 th June, gardens or decorated windows with a red white and blue theme. Mary Jones asked the parish council if she could plant a Horse Chesnut sapling it was agreed by the council that this would be the last one to be planted. Di Ford mentioned the dangerous state of the Mill path – Cllr D Jeffels to contact Highways. Cllr Evans mentioned that the Dolly walk has been completely cleared. Cllr Gray offered to rake up the bits of rubbish that hadn’t burnt away. 9 Highways matters a.) Urban Grass Cutting payment 2016/2017 is £522.27 for the year. The clerk confirmed that JJ Harrison has reduced the cost of £50 per cut due to the reduced area in grass cutting. b.) The clerk read out an email from Andrew Santon regarding the pot holes at West Brow do not meet their intervention levels and the footpath outside Vinecot has been looked at by the highway officer. 10 Planning matters a.) Ref: 16/00623/FL. Proposal: Erection of 1 no. agricultural barn, SiteAddress: Rye Topping Farm, Ings Lane, Brompton By Sawdon, Scarborough, North Yorkshire. Applicant Mr J Mudd. – No Objections b.) Ref: 15/02440/HS. Proposal: Replacement timber windows & door to front elevation. Site Address: 3 High Street, Brompton By Sawdon, Scarborough, YO13 9DA. Applicant: Mr M Howell- No Objections 11 Financial matters (1) The following accounts have been settled since the last meeting:- a.) E Steele Clerks salary and Expenses £212.70 b.) YLCA Membership Fee £192.00 c.) Sawdon Village Hall Fund Hire of Hall January £20.00 d.) SLCC Membership renewal £77.00 e) WKF98 Ltd Sluice Gate £1800.00 f.) Sawdon Village Hall Fund Hire of Hall March £20.00 g.) G.Mort Caretaker cut back rubbish near pond £90.00 (1a) The following accounts were presented for payment:- a.) E Steele Clerks salary and Expenses £206.22 b.) Brompton Village Hall fund Hire of Hall £10.00 c.) G.Mort Church Yard Grass Cutting £139.00 Page - 2 - of 3 d.) Came and Company Insurance £366.62 (2) Update on the Councils current financial position - The Clerk updated the Council on its current financial situation. It had a total of £23051.89p in the bank at the end of March 2016 and £6607.30p in the business saver account. a.) To agree Model agreement expenditure for Brompton Church. - Agreed 12 Brompton and Sawdon Village Halls Brompton Village Hall - AGM 11 th May – report and financial report to be given to Parish Council after this. NYCC grant has been received for the website and staging. Di Ford asked if a link could be made from the Village Hall website to the parish council website, this was agreed by the councillors. Sawdon Village Hall – The beetle drive was a great success and well attended. The AGM will be held shortly. The committee are planning a way forward with either replacement of refurbishment of the village hall as the committee are very conscious that villagers have the donated money for this. 13 Update on attendance at outside meetings - none 14 The Butts, Brompton – A working party meeting will be held at Butts Cottage Friday 13 th May 6pm to discuss planned work for the working day Saturday 14 th May. The sluice has been completed and seems to be working well. Ivy is continuing to be taken off trees, Mark Tyson has been unable to do the work on the ditches due to the wet weather. 15 Correspondence a.) Email Received- Sonya Daines, Scarborough Borough Council, Consultation b.) Email Received – Newsletter and minutes from Northern Villages Community & Police (CaP) Group c.) Email Received – NYMNP, Community grant offering grants up to £3500 to community groups for small scale projects. Applications forms can be downloaded from www.northyorkmoors.org.uk/grants . d.) Email Received – White Rose update 16 Parish Issues Clerk to contact Mr Glover to asses which seats need painting in the parish. The A170 road approaching East as you come in to Brompton near the 30 Mile per hour signs, is breaking up and sinking – clerk to contact highways. The council asked the clerk if she had a reply from SBC regarding the policy of plastic windows in a conservation area – Cllr D Jeffels to help follow this up. The drain is blocked at the Bottom of Hungate and needs the mud that has dried over the top digging out – Clerk to contact G.Mort. A councillor has been approached by a member of the public regarding the open space land on Cayley Lane and if it could be bought or rented for a seasonal development. The parish council all agreed that this should be referred back to Scarborough Borough Council and not the parish council. 17 Date, time and place of next meeting The next meeting would take place on Monday 16th May 2016 at Sawdon Village Hall for the annual and ordinary meeting commencing at 7.00pm.
