ORDER

Case of the Petitioner:-

The e-mail complaint of the petitioner points out about the severe drop in voltage level in the distribution area of the licensee at Kirachi, which comes under the jurisdiction of Vengad Section (Kannur District). The petitioner states that the voltage in the said area measures to 180V, even during morning and though they complained many times in local section office; but in vain. The petitioner requests the Forum to do the needful.

Version by the Respondent:-

At present, the Consumer No.1166789002993 is supplied from a Single phase 2 wire line from 160 KVA vengad Theru transformer, under the fag end of 11KV vengad feeder from 110 KV Substation Koothuparamba.

On receiving complaints regarding low voltage problem in Kirachi area on 15-12-2017 from the public over telephone the licensee changed the feeding of the said area to nearest 100 KVA Nambiar Peedika transformer. As no considerable improvement in voltage was noticed, it was changed to Vengad Theru transformer back. Thereafter the licensee balanced the load of the 160 KVA Vengad Theru Transformer as far as possible. Additional earthing was also provided in Kirachi area in LT pole in order to reduce neutral current.

The licensee reports that the 160 KVA Vengad Theru and 100 KVA Nambiar Peedika transformers are 60% loaded. Considering the load on

the above OH line a proposal for conversion of the above single phase 2 wire line to 3 phase 4 wire lines has been submitted for the year 2019- 20 under PMSU in connection with the above .

It is contended that the voltage problem arises only during summer season. At present, the distribution of power in the area is carried out from the tail end of 11KV feeders. Another proposal for the construction of 33 KV substations at Vengad, 5KM away from this area has been submitted by the licensee in order to alleviate the present voltage crisis of vengad area.

It is submitted that a written complaint describing the existing voltage problem in Kirachi area was received by the licensee on 31-03- 2018. The voltage measured in this area is 205 V during day time and 195 V during the peak time. It submitted that the licensee has already geared up measures for balancing the load on vengad transformer.

Discussion, analysis and findings:-

Hearing of the case was convened on 24/4/2018. The petitioner was not present in the hearing. But the petitioner as per his e-mail dated 25/04/2018 submitted that the he is satisfied with the follow up action taken by the licensee and the voltage shortage problems in the area for the past weeks are seemed to be rectified and he is satisfied with KSEB service. Therefore, the petitioner prays the Forum to close the complaint, based on the above reply.

The Licensee, in their version, stated that they are fully aware of the voltage issue in the area and they have already submitted a proposal for conversion of single phase 2 wire line to three phase 4 wire lines under PMSU for 2019-20 and another proposal for constructing 33 KV Substation at Vengad as a remedy for maintaining the supply within the specified voltage level.

Based on the replies submitted by both the petitioner and the licensee, the Forum decided to close the case.

DECISION:-

The petition is declared as closed.
