GOA BOARD OF SECONDARY AND HIGHER SECONDARY EDUCATION ALTO BETIM–G0A.

ANNUAL REPORT 2018–2019  The Board of Secondary and Higher Secondary Education, Alto – Betim, Goa, was established on 15th August 1975 as per the provision of section 3 (1) of the Goa, Daman and Diu Secondary and Higher Secondary Education Board Act 1975.

 With the establishment of the Board, all the Institutions recognized and admitted to the privileges of the State Board of Secondary and Higher Secondary Education before the appointed day were deemed to be recognized for the privileges of the Goa, Daman & Diu Board of Secondary and Higher Secondary Education. With the establishment of this Board the long–felt need and aspirations of the people of Goa were fulfilled.

 "The aims of the Board shall be to provide Secondary and Higher Secondary Education and, for this purpose, grant recognition to the required number of such schools in the territory, to pay special attention to the improvement of the Secondary and Higher Secondary Education so that it meets the required needs and standards of Economic and Social Development; to provide adequate facilities for educational and professional advancement of socially and educationally backward communities; to take such steps and such measures as may lead to intellectual, academic, physical and cultural development of the youth".

 The Board conducts the S.S.C. and H.S.S.C. Examinations twice a year. The Government, the , Colleges, Secondary and Higher Secondary Schools, Training Colleges, Legislative Assembly, School Management and Teachers in Goa are given representation on the Board.

STRUCTURE OF THE BOARD

 The Chairman, The Secretary , the Joint Secretaries and the Assistant Secretaries are appointed by the Government and the rest of the Staff are employees of the Board.

AUTHORITIES OF THE BOARD

 The Board is the Principal authority for all financial estimates and budgetary appropriations and consists of the Chairman and Vice Chairman appointed by the Government, Ex–Officio members, elected members and Nominated members. The various other authorities of the Board are – The Executive Council, the Academic Council, the Examination Committee, the Recognition Committee, the Finance Committee, Editorial Board of Prabodhan, Staff Selection Committee, Board of Studies in various subjects and various other committees.

The external examiners for Science practical examination were appointed by the respective Heads of the Institutions from the list of approved teachers sent by the Board. In Pre-Vocational/CWSN subjects both internal and external examiners were appointed by this office.

 Meetings:

1) Meetings were held for conductors/Observers and members of Vigilance Committee regarding general instructions and guidelines for smooth conduct of Public Examination for HSSC & SSC. Power point presentation was made for them.

2) Interactive sessions for Heads of Institutions of SSC/HSSC were organised to equip them with rules and regulations to be followed pertaining to Board’s working.

 Centres for conduct of examination:

The HSSC Examination was conducted in 02 centres and 17 centres for June 2018 and March 2019 respectively.

The SSC Examination was conducted in 05 centres and 28 centres for June 2018 and April 2019 respectively.

The appointment orders for Theory examination were issued by this office to the teachers for Assessment work.

 Coding:

Coding work of answer papers was undertaken in this office from 07/06/2018 for HSSC and from 15/06/2018 for SSC for June 2018 examination respectively.

Coding work of answer papers was undertaken in this office from 28/02/2019 for HSSC and from 02/04/2019 for SSC for March/April 2019 examination respectively.

 Assessment Centres:

Assessment work for June Examination 2018 for HSSC and SSC was carried out in this Office.

HSSC March 2019 was carried out at 02 centres ( and Panaji) and for April 2019 was carried out at 02 centres (Margao and Mapusa).

Chief Moderators, Sr. Moderators, Associate Moderators, Moderators, Sr. Examiners, Associate Examiners and Examiners were appointed for evaluation work as norms of the Board. Camp Observers, Camp Officers cum custodians and Camp custodians were appointed for proper functioning of Assessment Camps

 Verification and Re-evaluation of Marks:

Verification work was carried out for June 2018 of HSSC/SSC and March/April 2019 as per the provisions of rules. (Annexure enclosed)

 Sports Merit Marks Scheme

Sports merit marks scheme was extended to the candidates for HSSC & SSC

 Concessions for CWSN:

Under the Scheme of subjects & concessions for specially abled students, several concessions along with choice of subjects was extended to the children with special needs (CWSN). They were facilitated, whenever required, by setting of objective type questions, overlooking directional mistakes, extra time, reader/writer, use of simple calculator, large print of question paper, option to choose nearest centre, condonation for Health & P.E subjects, Practicals etc. CWSN candidates were also covered under Pre-Vocational scheme candidates. 372 candidates got benefit at SSC Level and 52 candidates got benefit at HSSC Level under CWSN scheme for March/April HSSC/SSC Examination.

 Pre-Vocational Scheme for IX & X Std:

Regular students were extended benefit under Pre-Vocational Scheme .Students were allowed to choose one option from Pre-Vocational subjects in lieu of Maths or Science or Social Science if they are not able to cope with any of these subjects. Option in Home Science /Electrical/Agriculture category was extended to develop career in vocational stream.

 NSQF Scheme:

NSQF Scheme extended for level (1) (IX Std) to level VI (XII Std)

CERTIFICATE CELL

Process of Rectification in name of candidate or parents name or Date of Birth of the candidate and Issue of duplicates certificate

Case I :- Wrong entry of Name or Variation in spelling in Name or Surname/Date of Birth at the time of admission to the School at Primary level.

 Upon receiving request from the student, the Head of the Primary School seeks permission from the concerned Zonal office by producing relevant documents.

 Upon receiving permission, incorporates correct entries in the School General Register by endorsing countersignature and reference number of the letter with date.

 Head of Primary School also forwards a copy of permission letter of the Zonal office to the concerned High school where the candidate has taken admission or was studying earlier for further rectification in the documents of S.S.C by this Office.

Case II :- Wrong entry in School General Register at S.S.C. level

 Upon receiving request from the student for rectification, the Head of School verifies the Leaving Certificate issued by Primary School.

 Head of the Secondary School clarifies to the Board’s Office through forwarding letter that suitable corrections in the School General Register are made based on Leaving Certificate issued by Primary School.  Encloses a copy of attested page of School General Register showing page number and registration number of the candidate and other entries alongwith attested copy of Leaving certificate issued by the Prmary school for further processing by this Office.

Case III :- Parents Names are not entered in the School General Register  Upon receiving request from the student, the Head of the School writes a letter to the concerned Zonal Office with relevant documents seeking permission to incorporate Parents Names in the School General Register.

 Upon receiving permission, effects changes in the School General Register and endorses countersignature and reference number of the permission letter with date. Forwards the case to Board’s Office by enclosing attested copy of permission letter. Stating that as per permission letter changes are effected in the School General Register for further action by the Board.

Case IV:- Wrong information in the application form of SSC/HSSC Examination.  Upon observing any discrepancy in the Statements of Marks/Passing Certificate, the Head of the School forwards a letter to the Board indicating the correct entries as per School General Register.

 Encloses the copy of page of School General Register showing Page number, registration number of the candidate and other entries duly attested for further processing by this Office.

Case V :- Change in Name of Candidate/Date of Birth/Parent’s Name at Secondary School level.

 Upon receiving request for rectification from the student, the Head of the school writes a letter to the concerned Zonal Office with relevant documents seeking permission to change name of the Student/Parents/Date of Birth in the School General Register.

 When permission is obtained, effects changes in the School General Register and endorses countersignature, reference number of the permission letter with date.

 Forwards a letter to the Board’s Office stating that required changes are effected in the School General Register as per the Zonal Office permission letter.

 Encloses an attested copy of Zonal Office permission letter for further processing by this Office.

 Head of the Secondary School also forwards a copy of Zonal Office permission letter to the concerned Higher Secondary School, where the candidate has taken admission or was studying earlier for further rectification in the documents of H.S.S.C. level if candidate has continued studies further.

Case VI :- Rectification in Name of the Candidate/Date of Birth/ Parents Name at Higher Secondary School level.

 Upon receiving request from the candidate and copy of permission letter received from the Head of the School concerned, effects the changes on the School General Register.

 Principal forwards a letter to the Board’s Office stating that necessary changes are effected in the School General Register based on information received from concerned Headmaster/Headmistress of High School and states correct Name of candidate/Date of Birth/Parents name as per School General Register of Higher Secondary School.

 Encloses an attested copy of the Zonal office permission letter received from the Head of the High School for further processing by this Office.

The candidate desiring to obtain duplicate certificate/Marksheet he/she has to approach the concerned School/Higher secondary and the head of School/Higher secondary shall write to the Board for issue of duplicate marksheet/certificate.

The candidate desiring to obtain Trade Certificate, he/she has to approach the concerned Higher Secondary school and the Head of Higher Secondary should write to the Board for issue of Trade Certificate.

The candidate desiring to obtain the Migration certificate, he/she has to approach the Board’s office alongwith attested copy of Leaving certificate and Marksheet/certificate.

Status on construction of New building of Goa Board

The Frame structure of new building of the Board is complete up to First Floor. Masonry work of Lower Ground Floor is completed as informed by Project Manager.

The building work is held up since April, 2020 due to Pandemic situation.

The fund is partially released by GSIDC.
