    COMMUNIQUE OF THE HIGH LEVEL MEETING FOR MEMBERS OF PARLIAMENT OF THE ARIPO MEMBER & OBSERVER STATES HELD IN KAMPALA, UGANDA FROM 25TH TO 27TH MARCH 2015 The Members of Parliament of the ARIPO Member and Observer States meeting under the auspices of the High Level Meeting for Members Of Parliament of the ARIPO Member States jointly organized by the World Intellectual Property Organization and the Japan Patent Office in collaboration with the African Regional Intellectual Property Organization (ARIPO) and the Government of the Republic of Uganda, in Kampala, Uganda from March 25th to 27th 2015 deliberated on different topics related to the development of the Intellectual Property (IP) System in their respective countries and at ARIPO. Ten Member States of ARIPO, namely: Ghana, Kenya, Malawi, Mozambique, Sao Tome and Principe, Swaziland, The Gambia, Uganda, Zambia, Zimbabwe participated. Three ARIPO observer states also attended, namely: Burundi, Ethiopia and Mauritius. After due deliberations the Members of the Parliament of the ARIPO Member and Observer States agreed as follows: 1. ARIPO should continue to encourage all Member States to ratify and domesticate the relevant Treaties and Protocols, especially the Banjul Protocol on Marks, the Swakopmund Protocol on the Protection of Traditional Knowledge and Expression of Folklore. 2. All ARIPO Member States are urged to ratify or accede to the WIPO Marrakesh Treaty to Facilitate Access to Published Works by Persons who are Blind or Otherwise Print Disabled of June 2013and to the Beijing Treaty on Audio-visual Performances of June 2012 and ensure their domestication and implementation. 3. ARIPO should persuade the observer states and other African states to join the organization in order to boost and consolidate the regional IP system.

Acheampong (The University of Manchester) June 2021 ACCRA: CITY SCOPING STUDY 2 Accra is the capital city of Ghana, the national economic centre and the country’s main connection with the global economy.1 The city’s role within the electoral swing region of Greater Accra is vital in deciding who wins the presidential elections, making Accra an important political arena for national political elites. Accra faces complex challenges in key areas, including economic development, housing, energy, water and sanitation and transportation. The city’s vibrant sub-national-level politics is strongly connected to and shaped by national-level politics, acting both as opportunities for and barriers to addressing complex urban challenges. HISTORY Accra’s rise from a trading post to a major coastal urban centre was driven by booming maritime trade with Europeans from the 15th century and the subsequent establishment of castles and forts.2 In 1877 it became the headquarters of the British colonial administration and subsequently the capital of the British Crown Colony, Gold Coast, and then Ghana.3 Rural–urban migration intensified in the period immediately after the Second World War, and a number of migrant towns, squatter settlements and slums emerged. In 1958 the Accra masterplan, ‘Accra: A plan for the town’, was prepared to drive an ambitious modernisation and transformation agenda for the new independent Ghana.4 ACCRA AND GHANA’S URBAN SYSTEM As the capital city, Accra is the most important economic and political centre in Ghana. Officially, Accra today covers the approximately 139.7 km2 administrative area known as the Accra Metropolitan Area (AMA).5 The AMA is the most urbanised area within the Greater Accra Region, one of the 16 administrative regions in Ghana.

Each of them is described in its floristical characters and dynamism. ZUSAMMENFASSUNG Als Boscaglia wird ein Vegetationskomplex bezeichnet, der in Süd-Somalia auf fossilen Dünen vorkommt und aus 3 Assoziationen besteht: (a) das Gisekio-Tephrosietum, eine xerophile Weide­ gesellschaft mit Dominanz von paleotropischen Krautarten; (b) das Acacietwn tovtiii-bussei, ein stachliges Gebüsch mit mehreren Acacia-Arten und (c) das Justicio-Asystasietum mit eini­ gen Schattenpflanzen. Jede Gesellschaft wird in ihren floristischen Merkmalen und ihrer Dyna­ mik beschrieben. INTRODUCTION Mogadishu, the capital of Somalia, is surrounded by a system of sand dunes. This subdesertic landscape is covered by an open community with dominance of several thorny Acacia-species alternating with xerophilous pastures. This vegetation (locally called "boscaglia") is broadly widespread in Southern Soma­ lia and reaches up to the suburbia of the town. During the summer semester 1981, the first of us was appointed as professor of systematic botany at the Agriculture Faculty of the Somali National University, and an investigation of this vegetation was carried out1). The first botanical survey of Southern Somalia was published by ROBECCHI-BRI- CHETTI (1899), and a more detailed study by PAOLI (1916).

The country continued to face protracted conflict, insecurity, and ongoing humanitarian crises during the reporting period. The Federal Government of Somalia (FGS) controlled its capital city, Mogadishu, and Federal Member State (FMS) governments retained control over most local capitals across the country. The self-declared independent region of Somaliland and the Puntland FMS retained control of security and law enforcement in their respective regions. The FGS had limited influence outside Mogadishu. The al-Shabaab terrorist group continued to occupy and control rural areas and maintained operational freedom of movement in many other areas in south-central Somalia, which it used as a base to exploit the local population by collecting illegal taxes, conducting indiscriminate attacks against civilian and civilian infrastructure across the country, and perpetrating human trafficking. The FGS focused on capacity building and securing Mogadishu and government facilities from attacks by al-Shabaab. The sustained insurgency by al-Shabaab continued to be the main obstacle to the government’s ability to address human trafficking. The government continued to modestly improve capacity to address most crimes; however, it demonstrated minimal efforts in all regions on prosecution, protection, and prevention of trafficking during the reporting year. The FGS, Somaliland, and Puntland authorities sustained minimal efforts to combat trafficking during the reporting period. Due to the protracted campaign to degrade al-Shabaab and establish law and order in Somalia, law enforcement, prosecutorial personnel, and judicial offices remained understaffed, undertrained, and lacked capacity to effectively enforce anti-trafficking laws.
