There were twenty delegates present, with a total of 48 votes.

Correspondence from Hon. Grace McCarthy, Minister, Provincial Secretary and Government Services informing Association that the week of May 19, 1986 through to May 24, 1986, will be proclaimed "World Cup Soccer Week in B.C.".

Mrs. McCarthy, on behalf of the Government of British Columbia, congratulated the B.C. Soccer Association on your contribution to the development of players on the National Team. The correspondence was received. 5

2. ARTHUR SHAW, BCSA DIRECTOR

Correspondence from Mr. Shaw advising that he would not be seeking re-election to the Board.

Mr. Shaw has served the B.C. Soccer programme for the past 38 years, the past thirteen as a member of the Board of Directors.

Mr. Shaw extended his best wishes to the Board and the Staff and thanked them for their friendship and respect which he will cherish forever.

The correspondence was received.

Mr. Fryatt assured the meeting that a suitable memento will be presented to Jlr. Shaw on behalf of the membership of the B.C. Soccer Association in appreciation for services rendered.

CONSIDERATION FOR AMENDMENTS TO CONSTITUTION

Secretary reported that no Amendments had been filed for consideration.

ELECTIONS :

The elections were conducted by Mr. Fryatt.

Four persons to be elected for a two-year term.

GENERAL BUSINESS:

1. John Morris, president of the B.C. Soccer Referees gave a report on behalf of the B.C. Soccer Referees Association.

He recommended that the B.C. Soccer Association consider the appointment of representatives in the isolated areas of the province. - 6 -

Mr. Devantier's recommendation that the Directory be revised semi-annually was endorsed.

3. SENIOR AMATEUR CHAMPIONSHIP

Mr. Knights' spoke of his concern regarding the eligibilty of players participating in the Province Cup championship.

J. BEVERIDGE/McGARVA that the Rules and Regulations for the senior amateur championships be reviewed and the necessary changes be in effect for the 1987 competition.- Carried.

4. Mrs. Beveridge handed over a telegram with several hundred names upon it to Mr. Fryatt and asked him to present same to the Canada team captain prior to the opening game on June 1st, 1986 in Leon, Mexico, on behalf of the soccer community in the Maple Ridge and Fraser Valley region.

There being to further business the Chairman expressed his appreciation on behalf of the Board to the delegates and guests for attending the meeting.

Mr. Fryatt then introduced Labatt Breweries of B.C. representative Glenn Wakefield who was the host for the lunch to be served at the con elusion of the meeting. Mr. Fryatt asked Mr. Wakefield to express the apprection of the B.C. Soccer Association to Labatt's for their continued support of the B.C. Soccer Assoc­ iation senior amateur and adult education programmes.

BRITISH COLUMBIA SOCCER ASSOCIATION

CHAIRMAN'S REPORT

A number of significant events have taken place in the soccer world since our last annual general meeting. Canada's participation in the World Cup Finals in Mexico for the first time was a historical occasion. Canada surprised the skeptics who predicted the team would be "run out of the park". The team performed well and included the following eleven players who learned their soccer in British Columbia ... , , , , , , , , George Pakos, and David Norman. Coincidentally, when Canada entered the.World Cup for the first time in 1957, playing games against the USA and Mexico in the qualifying rounds leading to the World Cup Finals in Sweden in 1958, that team also included eleven players from British Columbia. They were Ken Pears, Dave Stothard, Roy "Buster" Cairns, Doug Greig, Pat Philley, Jack Steele, Gordon Ion, Brian Philley, Art Hughes, Gordon "Gogie" Stewart and Norman McLeod.

Canada's Pan American team were winners over Bermuda by identical 1-0 scores in home and away games played in April and will now take part in the Pan American Games scheduled for Indianapolis in August this year.

The Under 20 Canadian team won the CONCACAF Youth Tournament, held in Trinidad-Tobago last August, without a loss. Ten countries participated in the event. Canada played seven games in all, winning six and tying one with the USA, scoring 23 goals with only 2 against. Canada and the USA qualified for the FIFA Under 20 World Finals to be held in Chile in October this year. It is interesting to note that the Under 20 team played two exhibition games in April against Chile ... winning 2-1 in and tying 1-1 in Hamilton, . In July this year Canada will host the second FIFA Under 16 World Youth Tournament in Toronto; Montreal; St. John, New Brunswick; and St.John s, Newfoundland.

The Canadian Soccer Association held its annual general meeting in Winnipeg this year to mark the 75th anniversary of the founding of the organization. Winnipeg was an appropriate site for the meeting as the first inaugural meeting of the "Dominion of Canada Football Association was held in Winnipeg in July, 1912. This year's CSA AGM had a special meaning for me as it was in Winnipeg in 1953 that I attended my first CSA AGM as a delegate from British Columbia.

Congratulations to CSA President Dr. Fred Stambrook for the efficient and orderly manner in which he conducted the meeting. I am sure FIFA President Dr. Joao Havelange and his colleagues in attendance returned to their respective homes favourably impressed and,hopefully, with a better understanding and awareness of what Canadian soccer is all about 9

Congratulations to New Westminster Queens Park Rangers on winning the Province Cup by defeating Norvan ANAF //45 by score of 2-0 at in Burnaby on Sunday,May 10th. Congratulations also to Coquitlam Womens Soccer Club on their overtime Provincial Championship win of 4-2 over Victoria James Bay Athletic Club at Swangard Stadium also on May 10th. The two teams will go on to represent British Columbia in the national championship finals to be held in Winnipeg over the Thanksgiving week­ end in October. We wish them well and hope they are successful in their efforts to bring the national championships back to B.C.

The Vancouver 86ers soccer team of the newly formed professional is scheduled to play its first league game against Edmonton at Swangard Stadium on Sunday, June 7th, at 7:30 p.m. Many soccer people in British Columbia have looked forward to the return of professional soccer to the local sport scene. Many maintain that soccer's development program is incomplete unless we have professional soccer as an added incentive for our younger players. A Canadian league should provide a place for aspiring professional and national team players. Such a league should minimize problems concerning the availability of players for Canada's international commitments. I am pleased to report the Vancouver 86ers recognize BCSA and CSA constitutional requirements and fully aware of its responsibilities regarding other soccer organizations and other soccer activities in the Province. Now that professional soccer has returned in the form of the Vancouver 86ers, and if we are sincere in our belief that professional soccer is needed and will elevate our game in the eyes of the sports community, then it is encumbent on us to support them.

We gratefully acknowledge the financial assistance made available to us by the Provincial Government Physical Fitness and Amateur Sports Fund to help us with our task of promoting and developing soccer throughout the Province.

Our sincere thanks to Labatt's for their financial assistance and help in promoting the Men's and Women's Provincial Championships; for acting as hosts of our annual general meeting and for their assistance with a number of other soccer events throughout the year. Labatt's interest in soccer at the amateur as well as at the professional level, is well known and appreciated by the soccer community.

This annual general meeting marks the end of my tenure as president for the past twelve years. 1 would be remiss if X didn t express my appreciation for the assistance and cooperation I have received from my colleagues on the board; from members of affiliated leagues and associations; and from many other interested soccer people whom I have known over the years at both the provincial and national level. 10

It appears, at the time of writing this report, there will be a major turnover on the BCSA Board -'of Directors. My personal thanks to Vice-President Les Hibbert and to Directors Angus MacSween, Alex Turkington and Rob Brown who have indicated they will not be seeking reelection or continuing on the BCSA Board of Directors. Their support over the years is sincerely appreciated. I wish the new board members well and trust they will find their involvement as directors of the Sport Governing body for Soccer in the Province of British Columbia a rewarding and worthwhile experience.

In addition to the Board members mentioned above, my personal thanks to Directors Neil Ellett, Leeta Sokalski and Roy Nosella; to secretary Alex Kemp; to registrar Deryl Hughes; to treasurer Ivan Garrod; to development coordinator Alan Churchard and to program administrator Alan Errington, for their support and for their keen interest in the affairs of the B.C.Soccer Association and soccer generally.

Our thanks to the BCSA's Referees' Examining and Assessment Board under the chairmanship of Norman Colclough, assisted by Neil Ellett, George Speed, Eric Mason and Tom Kelly; and to the BCSA's Referees' Education Committee under the chairmanship of Dave Roach, assisted by Jack Tinnion, Tom Reakes and Fred Linz.

Congratulations to Dr. Tom Fried, long-time chairman of the CSA Medical Committee, on being the recipient of the Aubrey Sanford Meritorious Award, presented to him at the recent CSA annual general meeting in Winnipeg. The late Aubrey Sanford was a former president of the BCSA and CSA and a member of the B.C.Sports Hall of Fame.

Congratulations to Fred Jopson on his appointment as a life member of the Canadian Soccer Association in recognition of the many years he has served and devoted to youth soccer at the provincial and national levels.

BRITISH COLUMBIA SOCCER ASSOCIATION

SECRETARY'S REPORT

The 1986-1987 soccer year in British Columbia was again a very busy one for your Board of Directors, Officers and Staff.

There were seventeen regular board meetings held during the past year along with many committee sessions, and meetings involving the board, officers and the professional staff. The Association's sub-committee s met and filed their reports regularly.

Highlight of the past soccer year was Canada's participation in the F.I.F.A. World Cup Finals held in Mexico. The National team, with no less than twelve players form British Columbia on the roster, did us all proud.

Female involvement in soccer received special attention in 1986 from the Canadian Soccer Association. In late June there was a National Women s Select inter—provincial competition staged in Winnipeg. Following this competition a National Women's Team was selected to represent the country in an international two-game series with the United States. Three players from British Columbia were selected to the National Team which lost the first game of the series 2-0, and then came back with a 2—1 victory. B.C. s Gerri Donnelley scored both goals. and Cathy Ross were the other two young ladies from this province who were selected to the National Team.

The Women's National Team will compete in a four team tournament hosted by the U.S. Soccer Federation in July, 1987. B.C. Selects will compete in inter—provincial competition in June, again in Winnipeg. A national team selection/training camp will follow.

The C.S.A. senior amateur championships will be staged in Winnipeg over the Thanksgiving holiday weekend. New Westminster Queens Park Rangers and Coquitlam Women's Soccer Club will represent this Association in the Challenge Cup and Jubilee Shield competitions.

Staging of National and Provincial programmes for the senior amateur and youth age players put quite a financial burden on both, the C.S.A., B.C. Soccer Association and its affiliate, the B.C. Youth Soccer Association.

Player registration fees were increased by the C.S.A., and as a result, this Association has been forced to increase the cost of the forms to offset the cost to the national body. For the first time, in many years, the board were also forced to increase the cost of affiliation fees to this Association.

It should be noted that with the exception of financial assistance from the Government of B.C., and Labatts, the only other source of income the B.C. Soccer Association has is through the revenue derived from the player registration forms and affiliation fees.

As well as operating the senior amateur program in this province, the B.C. Soccer Association also makes a substantial financial contribution towards the operation of the B.C. Youth Soccer Association, and the many programmes conducted through the office of the Development coordinator and the Program Administrator for both 'senior' and 'youth' players, referees, coaches and trainers.

You will note in the financial statement that the B.C. Soccer Association suffered a large loss in the past years operation. One of the reasons for the loss was the lack of support from the affiliates for the Summer Soccer School program which was operated throughout the province by this Association.

You will note further in the book of reports that teams representing the B.C. Soccer Association and the B.C. Youth Soccer Association did well in national inter-provincial competition.

My personal thanks to the Board of Directors, my fellow officers, the pro­ fessional and support staff for their continued support, and also for their keen interest in the affairs of the B.C. Soccer Association and soccer generally,

I also gratefully acknowledge the cooperation received from the staff of the B.C. Youth Soccer Association and senior leagues in membership.

In closing I would be remiss in not thanking the retiring members of the board for the tremendous contribution that they have made to Soccer in British Columbia and Canada for many, many years.

I trust that their contribution will not be taken for granted and that these gentlemen will receive suitable recognition from the membership.

BRITISH COLUMBIA SOCCER ASSOCIATION

C.S.A. Annual General Meeting Report:

The 75th Annual communication of the Canadian Soccer Association was held in Winnipeg, Manitoba, on April 3-5, 1987.

Delegates representing the ten provinces and the Northwest Territory were in attendance.

The 75th anniversary meeting was also honored by the attendance of F.I.F.A. President, Dr. Havelange, along with other distinguished members of the governing body, C.O.N.C.A.C.A.F. and the United States Soccer Federation.

The was also represented by the Honourable Otto Jelenik, Minister of Sport.

The meeting convened on the Friday evening and adjourned at Noon on the Sunday afternoon.

The delegates and guests attended a banquet on the Saturday evening. The dinner was hosted by the Manitoba Soccer Association and the Government of Manitoba.

There was a total review of the C.S.A. Constitution and the revised edition is now in its final stages.

Discussion on future increases of player registration fees was ’tabled and will be further discussed at meetings later this year with the Provincial Associations.

The Canadian Soccer Association is a national association comprised of the Provincial Associations with each one asked to pay a per head fee; in other words, a system which is completely fair across the country whether we speak of Prince Edward Island or Ontario. A proposal developed by the Canadian Soccer Association on the "levy system" was, by the slimmest of margins, rejected by the membership at the Special General Meeting of the Association held in October.

These proposals will likely be presented to the membership at its next Special General Meeting and the President's Committee meetings later this year.

Victoria resident, Alex Hylan was re-elected to a two-year term on the Board of Directors.

PACIFIC COAST SOCCER LEAGUE (1960) SCHOLARSHIP TRUST FUND

The Association established a trust fund in the form of a term deposit to provide an annual scholarship of $300.

PACIFIC RIM SOCCER LEAGUE TERM DEPOSIT

Funds provided as a performance bond are deposited in the name of the Association with interest payable to the Pacific Rim Soccer League. The deposit is refundable $1,000 annually until the balance is reduced to $1,000 which will be retained as a permanent performance bond.

GREATER VANCOUVER WOMANS SOCCER ASSOCIATION SCHOLARSHIP FUND

The Association administers a scholarship trust fund on behalf of the Greater Vancouver Womans Soccer Association in the form of a term deposit. Annual scholarships are to be provided in the amount of the interest earned on the term deposit.

Development Co-ordinator's Report

Mr. Chairman, B.C.S.A.-B.C.Y.S.A. Directors, Ladies and Gentlemen:

It gives me great pleasure to present to you a synopsis of programs emanating from the Development Co-ordinator1s office.

OFFICIALS DEVELOPMENT PROGRAM

The development of quality officials is still a major area of responsibility confronting our sport.

Both the Education Comnittee and Assessment Board are stressing this aspect in referee qualifying clinics for youth and senior soccer and in the practical field monitoring of individuals who have either successfully completed clinics or who wish constructive criticism of their on-field performance.

The combined efforts of the Education Committee, Assessment Board and B.C. Soccer Referees Association has seen Marco Dorantes, F.I.F.A. and CONCACAF instructor, and highly respected Clive Thomas visit our Province.

The training and proving ground for Canadian officials is the Confederación Notre-Centroamerican y del Caribe de Fútbol - CONCACAF. Thirty- six officials attended the 1986 B .C.S.A./CONCACAF clinic. The proposed follow­ up to this clinic is to arrange for B.C. officials to participate in a program directed by the Mexican F.A. whereby our representatives will experience training and practical officiating in the CONCACAF environment of the Mexico Professional Soccer League. In return representatives of the Mexican F.A. will participate in B.C. programs. It is anticipated that this proposal will see British Columbia leading the way in what could be a regular exchange of officials between the twenty-eight member countries of CONCACAF. (The B.C.S.A. appreciates the support of the Best Ever '88 program in assisting the sponsorship of this project).

The Soccer Academy is proving to be a tremendous training ground for producing quality youth referees. Monitoring the development of attendees are Frank Ashdown and Jack Tinnion who use various tournaments to expose the up-and- coming official to the experiences required on the referee step ladder.

A number of referees also attended the International Soccer School Referees course in England, March 6th - 20th 1987.

Communication between referee groups and the Association continues to improve and to this end a meeting for representatives of the B.C.S.R.A., Assessment Board and Referees Education Committee was called to discuss - standardization; CSA/BCSA inter-face; monitoring methods for all youth and senior referees; the development of a technical committee to be responsible for the overall development of officials. A most productive evening. 27

PLAYER DEVELOPMENT PROGRAM

1. OBJECTIVES maximize the enjoyment and potential of all soccer players at all ages and skill levels. elevate the calibre of play in B.C. through exposure of players to the Player Development program. ensure all players have the opportunity to participate in the Player Development/Select team program. maximize opportunities for B.C. players to become members of National teams. achieve top ranking in National Select team competitions.

2. SCOPE OF TRAINING AND TALENT IDENTIFICATION PROGRAM a) Local club training and teams. b) District player development programs. c) Select leagues. d) Regional player development camp conducted by appointed regional/district coach and provincial team coach. e) Players from 'd1 invited to attend provincial team concentrations from which final squad will be selected. Exhibition games and sessions by guest coaches assist the provincial coach in this task. f) British Columbia has the benefit of two National Training Centres located at Simon Fraser University and the University of Victoria. The Centres give our players and coaches the opportunity to work with national team staff and be exposed to national training and selection criteria. (A development program for players under 14 years of age is also directed from the Centres). 28

3. COMPETITIONS - Pacific Coast International Tournament - U-16 and U-18 boys and girls. - National Provincial All-Stars - U-18 boys and girls; U-16 boys only. - Western Canada Games - Male and Female. - Best Ever '88 Olympic Development Program.

4. TEAM B.C. - SENIOR MEN (The Best Ever '88 Olympic Program). - The development process outlined under 'Scope of Training and Talent Identification', has greatly assisted in the development of this squad. - Exhibition games are arranged between the 2 National Training Centres. - Team B.C. has a regular exhibition schedule in effect during the summer months. The majority of the squad is involved in University play with SFU, UBC or UVic during September - November. - The squad also had the opportunity to experience international competition during a tour of the United Kingdom. - Squad presently preparing for Western Canada Games.

TEAM B.C. - SENIOR WOMEN - Presently preparing for Western Canada Games. - Finished 4th in 1986 National Championships.

5. NATIONAL RANK OF B.C. ALL-STARS - Under-16 (2nd) Under-18 (2nd) Senior Men (4th) - 10 Provinces compete in all divisions.

6. B.C. ATHLETES REPRESENTING CANADA IN INTERNATIONAL COMPETITION - World Cup (14) - Olympic Games (15) - Under-19 (6) - Under-16 (6) at present. (Preparing for World Cup 1987).

7. INTERNATIONAL RANK OF TEAM CANADA 1st in CONCACAF (Senior) - 1st in CONCACAF (U-19 Youth) 5th in 1984 Olympic Games - 23rd in 1986 World Cup (Out of 152 F.I.F.A. members) - 14th in World Youth Cup (Out of 152 F.I.F.A. members) 29

It is now heartening to see and hear that the Soccer Development Manual devised by the Canadian Soccer Association is being adopted by administrators throughout the Province as guidelines for soccer development in their districts and clubs. The logistics of mini-soccer for players under 10 years seems to be no longer in question, undoubtedly assisted by the fun and participation in evidence at the 1st Annual Safeway Mini-Soccer Festival arranged at B.C. Place.

BEST EVER '88

The B.C.S.A. Best Ever Program continues towards its objective of assisting B.C. players to be selected for the 1988 Canadian Olympic Team through talent identification, training and competitive experience.

The players are coached by Alan Errington and Keith Watts at the National Training Centre located at Simon Fraser University. Both gentlemen work closely with Brian Hughes, director of the National Training Centre, University of Victoria. (Mr. Hughes is also head coach of the National U-16 team that will represent Canada at the 1987 World U-16 Championships).

The Best Ever Program, financially assisted by the Provincial Government also contributes to the development of officials. International experience was gained by this squad during a tour of the United Kingdom. (See A. Errington report). The financial support allowed the B.C.S.A. to invite CONCACAF instructor Marco Dorantes to work with B.C. officials. (See Officials Development Program report).

We are also looking forward to the development of the Canadian Soccer League which will effectively augment the excellent senior and youth leagues that are available in British Columbia. The C.S.L. will be an additional outlet for B.C. players and officials who wish to further their career and participate at the highest possible level.

The B.C. Soccer Association is indebted to all staff and players for their full commitment to the program in terms of pride, time and energy, and congratulate them on their deportment both on or off the field.

COACHING DEVELOPMENT PROGRAM

This program offers a series of graduated courses through which soccer coaches may upgrade their instructional expertise. It is part of a national program which has been developed co-operatively by the Coaching Association of Canada, National Sport Associations and the provinces to meet an increasing need for more and better trained coaches. In British Columbia the program is being developed co-operatively by the Recreation and Sport Branch and provincial sports associations.

The program provides in one package three major ingredients of successful coaching - theoretical knowledge, technical expertise, and practical experience. When these are combined with the dedication and enthusiasm of our soccer coaches the results should be more enjoyment for more soccer players, with a consequent increase in participation; higher all-round levels of performance; and more satisfaction for coaches.

In British Columbia all coaches irrespective of experience, age, sex or level at which they coach, have available a program which offers formal training in the art of coaching. The B.C.S.A. Coaching Development Program offers both the novice coach and the veteran coach a valuable learning experience.

The B.C.S.A. enjoys the opportunity via these evenings to meet with coaches and players at both the senior and youth level to discuss tactics, teamwork, organization and development programs available. Coaching Tactics and Skills films prove very popular at these gatherings in addition to being essential on qualifying clinics.

BRITISH COLUMBIA ATHLETIC AWARD

1986 recipients of this award, provided by the Provincial Government were: D. Muirhead; N. Gilbert; G. Sigurdur; J. Gurniak; R. Collins; G. Titotto, J. Vairo.

The Award provides financial assistance to B.C. athletes who are striving for excellence. The athletes assisted by the program are expected to maintain their commitment to athletic training and competition and, wherever feasible, to continue their academic or working careers in B.C., and assist with the development programs of the sport governing body.

B.C. SUMMER GAMES

The 1987 Summer Games will be hosted by Delta, July 20th - 23rd. Our zone representatives deserve medals for the tremendous effort they put into successfully organizing the playdowns which result in one male team and one female team representing each zone at the Summer Games Final Competition.

The Summer Games are proving to be a vital contact vehicle for the Association in non-affiliated areas, and assisting in the awareness of development programs through the Association. A giant step forward has been taken in the Terrace area where Richard Hassett, and colleagues, have used the Summer Games to develop league organization and officials development. 32

INTERNATIONAL SOCCER SCHOOL

The 5th Annual 'soccer saturation experience' was again judged to be a tremendous success by the players and referees in attendance. The players experienced 4 wins and 2 losses in addition to the words of wisdom from F.A. staff coach John Bramley, and Irish F.A. Director of Coaching Alan Wade. Referees were tutored by F.A. Instructor Wilf Coffmann and assessed whilst officiating matches. Professional teams viewed included Arsenal, Chelsea, Sheffield Wednesday, Coventry City, Tottenham Hotspur, Watford.

B.C.S.A. SUMMER SOCCER ACADEMY

This program is also earning a permanent place in the Annual Program Calendar. The boys residential course has blossomed from its inaugural 1983 registration of thirty-six to a 1986 full-house of one-hundred-ten. The fifty- one referees and coaches also had the opportunity to upgrade their qualifications under the expert eyes of Clive Thomas, John Jarman, Barrie Clark and the effervescent . Lou Moro was always on hand to assist both participants and staff to complete the demanding but thoroughly enjoyable course content.

Soccer Academy 1987 will see the introduction of two new programs, namely a High Performance Coaches Week supported by the National Coaching Institute, and a residential course for girls.

The Association truly appreciates the assistance of Keith Liddiard, B.C.Y.S.A. Executive Director, in the Academy organization, and is fortunate to be able to make use of the excellent facilities at Shawnigan Lake Boys School.

The B.C.S.A. is now able to offer members a full menu of soccer school experiences ranging from daily clinics, residential and international programs.

COMMUNICATIONS

I would like to think that communication between the Association and affiliates is gradually improving but still have to be convinced that this is the case. All parties must continue to make a concentrated effort to effectively communicate with one another. The Whistle Magazine, B.C.S.A. Newsletter, 60 Minutes of Soccer, Labatts and Pepsi Nights, and the televising of Provincial Tournaments all meet with varying degrees of success in this area.

The people who have assisted in the successful organization and implementation of development programs this year are too numerous to mention. However, the passing of Charlie McCullagh and Midge Ashdown was a jolt to our B.C. Soccer family. Charlie was a person who gave his all to soccer and certainly kept me on my toes with his no-nonsense constructive comments on the game and various programs. Midge was always a permanent fixture on the soccer scene particularly at the Tournament of Champions. Her visits to the office were always fun. Both Charlie and Midge had a deep love for soccer and soccer people. We miss them both very much. - 33 -

Before starting my 1987 Annual Report I must take this opportunity to thank Alan Errington for his untiring efforts on behalf of soccer development and organization; Keith Liddiard for his determination to make the next event better than the last and remembering to have a laugh at all times; the B.C.S.A. and B.C.Y.S.A. Boards for all their questions; Mr. David Fryatt and Mr. Alex Turkington for the inexhaustible streams of advice and encouragement; to Marcey, Sally, Lynn and Sandra for bringing me back to earth when I float off in program development fantasy, and for keeping calm in every crisis.

It has been a hectic but exhilerating year. Soccer is certainly alive and well in Canada, and I am sincerely appreciative of the opportunity to be involved in the British Columbia soccer scene.

It gives me great pleasure to submit the following report for the Program of the British Columbia Soccer Association over the past year.

COACHING DEVELOPMENT

The participation on the coaching courses has risen in all LEVELS, 1 thru III which is very encouraging. The co—ordinators in the various Districts have once again done themselves proud by doing a first rate job in organizing the courses and making sure that everything runs smoothly before, during and after the course .

The Staff Coaches have done a super job and always conduct themselves in a very professional manner.

It is nice to see a lot of new instructors coming up through the program, and more people being used to conduct the courses in all areas of the Province.

REFEREE DEVELOPMENT

The quality of referees in B.C. is in my humble opinion the best in Canada. I have travelled to many Provinces over the years as well as many States and have to say that generally our Referees are far superior in their knowledge of the game and their interpretation of the Laws.

This, I am sure, is a result of the excellent programs put on by our Referee^ Instructors throughout the Province. We are very fortunate to have such dedic­ ated people with a great deal of practical experience to pass on knowledge to beginner referees. 35

SOCCER SAFETY COURSES

Only 1 course was conducted during the past year for Soccer Safety.

Lou Moro travelled to Quesnel to conduct the course which was well received by all 18 who attended.

The course we offer is exactly what it is called, "Soccer Safety" and is de­ signed to act as a basic knowledge of what and what not to do to prevent and treat soccer related injuries. I am sure that if more Districts offered these courses and encouraged their Coaches, Managers and Referees to attend, the players would be cared for better and the soccer field would be a safer place.

SOCCER SCHOOLS

The Soccer School Program offers different levels of schools for players of various skill level and intensity.

The "International Soccer School" offers the ultimate experience for players, giving them good coaching by highly qualified English F.A. Staff Coaches as well as good competitive games. This is capped by a tour of the world famous , as well as trips to top league games.

"Shawnigan Lake Soccer Academy" again, offers a very good experience for the more dedicated players, offering a one week live-in course which is staffed by World Class Coaches.

" World of Soccer" offers a live-in course in the Interior as well as one week of day schools in the Lower Mainland. A Goalkeeper School is also on the program for the aspiring young goalkeeper in the Province, and a "Fun School" is available for the younger players to attend.

"Credit Union Soccer Schools" which was fromerly "Loomis Soccer Schools" are conducting day schools (5 days a week for 3 hours per day) catering to be­ ginner players in and around the Lower Mainland as well as Vancouver Island (DUNCAN). They also have specialized Goalkeeper Schools and Team Schools for local teams to get a good pre-season start.

Both, Credit Union Soccer Schools and Tony Waiters World of Soccer, School of Excellence" have been approved by the B.C.S.A. and are recommended by the Association for your Districts to support.

It is encouraging to see a lot of the same players returning to the various schools year after year, and also progressing from the day schools to the live- in schools, obviously striving to attain more knowledge of the game they love playing. 36

NATIONAL TRAINING CENTRE (S.F.U.)

A lot of work has been accomplished at the N.T.C. over the past year. It has certainly been the busiest year I can remember.

The World Cup Team played in Mexico for their first ever World Cup with a lot of preparation being done here in Vancouver and many of the players feeling pleased about coming back home from their various clubs from all corners of the world.

The U.19 Youth Team has qualified for the World Youth Finals to be held in Chile in October. A dozen or so players from the Lower Mainland have been training regularly at the Centre in preparation for the CONCACAF Tournament held in Trinadad last August and are continuing their training toward the October finals.

The Youth U.17's are in the World Finals to be held in Canada in July and a good number of the players are from the N.T.C. A lot of work has been done during the past year to help prepare this team for their first World Cup.

A Youth Under 16 Team has been training for the past year to develop players for the next stage of International Competition, many fine prospects are surfacing and the future looks good for players in this corner of the country.

It is now in the planning to run programs for U.14, U.15, U.16, U.18, U.19 and Senior boys. U.16, U.18 and Senior Women.

Lights are being installed at the N.T.C. on the "all weather field" giving us access to more night time training. With all of the different age groups work­ ing in harmony it will help to get us a conveyor belt of National Team Players for the future. Not only will this develop players, but it will also give an opportunity for Coaches and Managers as well as Trainers to gain valuable ex­ perience working with elite players.

BEST EVER

During the past year the Best Ever Program has been working to develop B.C. players for the 1988 Olympics.

Intersquad games have been played with the Lower Mainland players taking on the Vancouver Island Team with some very entertaining games and some excellent per­ formances. Games have also been played against local senior opposition.

In August the Best Ever Team went on a tour of the U.K. with games arranged against professional clubs in England and a non-league club in Wales. 37

Program Administrators report - cont'd....

Derby County, Mansfield, Chesterfield and Bristol Rovers were the opposition in England and Bridgend were our opposition in Wales. The tour was a great learning experience for both the staff and the players.

Progression was evident in each game we played as we adjusted to the top level game played at a very fast pace. The results were not favourable as we lost the first three games, but the staff still felt confident that the end result was how much our players had learned during the games and the preparation for the games. The game in Wales against Bridgend we should have won but alas, another defeat of 2-1, but the players still held their heads high as this was our best performance to date. Our next game against Bristol Rovers saw us play as a different team to when we first arrived in Britain. We won 2-1 with some outstanding performances.

The staff of Keith Watts, Lou Moro and Alan Churchard did a very professional job in all of the preparation leading up to and indeed, the tour itself, I thank them very much.

SUMMARY

I would like to pass on my appreciation to the many people who have assisted me in the various programs, but they are too numerous to mention individually, once again, thank you from the bottom of my heart.

Special thanks to Alan Churchard for his support over the year and to Keith Liddiard for his help and experience. Thanks to the girls in the office, Marcey Cameron, Sally McDonald, Lynn Duncan and Sandra Harvey for putting up with me. , for giving me the benefit of his experience in all areas of the game. Dave Fryatt and the Board of Directors and all of the Instructors and Co-ordinators who have helped make all of the programs work.

Good Luck to the Vancouver 86ers and the new Canadian Soccer League. Good Luck to the Olympic Team in their progress to Korea 88 and the Youth Under 19 Team for their 2nd Youth World Cup in succession to be held in Chile in October. Best wishes to the Youth Under 16's Team who are participating in their first ever World Cup here in Canada, and to all of our B.C. All Star Teams (Boys and Girls) .

Soccer is booming in B.C. and I am proud to be a part of it.

BRITISH COLUMBIA SOCCER ASSOCIATION REFEREES ASSESSMENT AND EXAMINING BOARD

The 1986-87 year for the Assessment Board/ as in the past years, was a very busy one. With so much work to be done in the assessment program we found it necessary to re-organize some of the duties of the committee. One full board member was added (Eric Mason). The committee is now Neil Ellett - Vice-Chairman, Tom Kelly - Data Records, George Speed - Recording Secretary, Eric Mason - Liason Education Board. We feel that a positive step was taken with the inclusion of a liaison person from each area association. This way minor problems can be dealt with.

Thanks mainly to the hard work of George Speed, all referees are now on a computerized recording and reporting system.

The B.C. Summer Games were a great success. My thanks to all the referees and assessors that made the long trip to Cranbrook. Let us hope that the weather in Delta will be much better.

Our two F.I.F.A. referees, Bob Allen and John Meachin, in the past year have had international appointments. Also, our National referees, Dave Brummitt, Ivan Chabada, Gordon Rogers and Bob Sawtell, were given National appointments. Our congratulations to themn all for a job well done. Our special congratulations to Bob Allen who has now received his F.I.F.A. badge and is now a full F.I.F.A. referee.

There were three Class 1 referees that the board felt had fulfilled the requirements to be recommended to the C.S.A. Referees Committee as Nominated National referees: Rob Brown, Len Coombes, Terry Rowe.

Arrangements have been made for assessors to attend the Kelowna Tournament on May 15 - 18, 1987, and the Terrace & District Tournament in June.

All officials that were selected for the 1987 Summer Games in Delta have been notified, along with a full assessment panel that will be monitoring their performance on and off the field.

There are two assessors clincs planned: one September 25 - 27, 1987 in the Fraser Valley and one October 23 - 25, 1987 in the Vancouver area.

At this time I would like to thank Alan Churchard, B.C.S.A. Development Coordinator, John Meachin B.C.S.R.A. Secretary, Jack Tinnion - Education, and Len Bridgeman representing the Vancouver Island referees, who made many long trips from Victoria on their behalf. I appreciate your efforts on behalf of referees. - 41

My sincere thanks to the members of the Assessment Board: Neil Ellett, Tom Kelly, George Speed and our new member, Eric Mason. Eric comes with many years experience in refereeing, assessing and administration and I know he will be a valuable asset to the Assessment program in the future.
