As he has since 1981, Staten Island Chuck will forecast the weather: six more weeks of Winter, or an early Spring. We hope that you will join us as the first to witness Chuck’s prediction. It’s uncanny; his accuracy rate has been 80 percent – tops among all groundhogs. On Sunday, February 2 – traditionally Groundhog Day – Chuck at the Staten Island Zoo, New York City’s only genuine groundhog meteorologist, will be making his annual prediction at 7:30 AM at the Zoo. The fun will actually begin at 7:00 AM, when visitors and members of the press will be on hand. Then, at exactly 7:30 AM, Chuck will emerge from his house to let us all know whether spring is just around the corner. We certainly hope that you will join us for this year’s festivities. It’s only proper that New York City’s Mayor should be the first to know of Chuck’s prediction, and proclaim it to the city’s citizens. Please respond to Brian Morris, the Zoo’s Vice President of Marketing and Development, at 718-442-6868 by January 22, 2014. It promises to be another Groundhog Day you won’t soon forget!     THE OFFICE OF THE QUEENS BOROUGH PRESIDENT Strategic Policy Statement 2014 Melinda Katz Queens Borough President The Borough of Queens is home to more than 2.3 million residents, representing more than 120 countries and speaking more than 135 languages1. The seamless knit that ties these distinct cultures and transforms them into shared communities is what defines the character of Queens. The Borough’s diverse population continues to steadily grow. Foreign-born residents now represent 48% of the Borough’s population2. Traditional immigrant gateways like Sunnyside, Woodside, Jackson Heights, Elmhurst, Corona, and Flushing are now communities with the highest foreign-born population in the entire city3. Immigrant and Intercultural Services The immigrant population remains largely underserved. This is primarily due to linguistic and cultural barriers. Residents with limited English proficiency now represent 28% of the Borough4, indicating a need for a wide range of social service support and language access to City services. All services should be available in multiple languages, and outreach should be improved so that culturally sensitive programming can be made available. The Borough President is actively working with the Queens General Assembly, a working group organized by the Office of the Queens Borough President, to address many of these issues. Cultural Queens is amidst a cultural transformation. The Borough is home to some of the most iconic buildings and structures in the world, including the globally recognized Unisphere and New York State Pavilion. Areas like Astoria and Long Island City are establishing themselves as major cultural hubs. In early 2014, the New York City Council designated the area surrounding Kaufman Astoria Studios as the city’s first arts district through a City Council Proclamation The areas unique mix of adaptively reused residential, commercial, and manufacturing buildings serve as a catalyst for growth in culture and the arts.

    Cornell’s Naturalist Outreach Presents: Rodents: Nutty Adaptations for Survival By: Ashley Eisenhauer What is a rodent? Rodents are a very diverse, interesting group of animals. They can be found on every continent except for Antarctica. The largest rodent is the Capybara (left picture) from South America, and the smallest—about the size of a quarter—is the pygmy jerboa (right picture), indigenous to Africa. The feature all rodents share are continuously growing, gnawing teeth. This is what causes them to constantly chew on things, because they need to grind their teeth to keep them the proper size and sharpen them. Their other features, such as their vision, hearing, fur, feet, tails, sociality, and survival methods during the winter vary from species to species. Exploring the diversity of rodents is an effective way of demonstrating adaptations in animals. The rodents I will be talking about with students are the eastern gray squirrel, northern flying squirrel, woodchuck/groundhog, eastern chipmunk, and chinchilla. All of these are indigenous to New York, except the chinchilla which is from the Andes Mountains in South America. I will be bringing my pet chinchillas to my presentations to show how certain aspects of chinchillas are different from the rodents that live here in New York because of the climate difference. Some of these differences include larger ears for heat dissipation, thick fur for cold nights, and large herd sociality. Local critters that are often mistaken as rodents are rabbits, which are actually Lagomorphs. This is a common misconception because they also have continuously growing teeth and are constantly chewing on something.

No other figure speaks with the reach, range, or authority of the President. The President speaks to the entire population, about the full range of domestic and international issues we collectively confront, and on behalf of the country to the rest of the world. Speech is also a key tool of presidential governance: For at least a century, Presidents have used the bully pulpit to augment their existing constitutional and statutory authorities. But what sort of impact, if any, should presidential speech have in court, if that speech is plausibly related to the subject matter of a pending case? Curiously, neither judges nor scholars have grappled with that question in any sustained way, though citations to presidential speech appear with some frequency in judicial opinions. Some of the time, these citations are no more than passing references. Other times, presidential statements play a significant role in judicial assessments of the meaning, lawfulness, or constitutionality of either legislation or executive action. This Article is the first systematic examination of presidential speech in the courts. Drawing on a number of cases in both the Supreme Court and the lower federal courts, I first identify the primary modes of judicial reliance on presidential speech. I next ask what light the law of evidence, principles of deference, and internal executive branch dynamics can shed on judicial treatment of presidential speech.
