Major General Indicators The Republic of Tajikistan is situated in southeastern Central Asia, bordering on the People’s Republic of China, the Islamic State of Afghanistan, Kyrgyzstan and Uzbekistan. The country declared its independence on 9 September 1991 and approved the Constitution of the Republic of Tajikistan in November 1994. According to the Constitution, Tajikistan is governed through a presidential system of power. The president of Tajikistan simultaneously acts as chairman of the government and appoints the prime minister as well as other members of government, who are consequently approved by Parliament. E. S. Rakhmonov is currently serving as president, after winning the national elections in both 1994 and 1999. Tajikistan consists of the Gorno-Badakhshan Autonomous Region (GBAR), the regions of Leninabad (recently renamed Sogdian) and Khatlon, the capital city of Dushanbe and thirteen districts (raions) directly subordinate to the central government. The largest political parties include the People’s Democratic Party of Tajikistan, the Communist Party of Tajikistan, the Islamic Party for the Rebirth of Tajikistan, the Socialist Party of Tajikistan and the Party of Justice (Adolatkhoh). Tajikistan is a mountainous country, with over half of its land area situated three thousand meters above sea level. Ethnic groups include Tajiks, Uzbeks, Russians and Kyrgyz. Legal and Constitutional Basis 2.1 Brief History of Local Government Reform The Law on Local Self-government and Local Finance, passed on 23 February 1991 by the Supreme Soviet of the Tajik Soviet Socialist Republic, initiated the establishment of local self-government and the revision of the administrative-territorial structure according to principles of decentralization. The resulting organization of local government was thus based on Soviet legal traditions. Upon the declaration of independence and the adoption of the Constitution of the Republic of Tajikistan, it became necessary to institute a new legal framework. Accordingly, in December 1994, Parliament 605 DEVELOPING NEW RULES IN THE OLD ENVIRONMENT adopted the Constitutional Law on Local Public Administration and the Law on Self-government in Towns and Villages. Further changes and amendments were passed by national referendum and added to the Constitution in September 1999. Article 6 of the Constitution stipulates the functions of local government institutions and establishes norms for the division of power at the local government level. Major local council powers include approving local budgets and reviewing budget execution reports, determining the direction of social and economic development within the territory, setting local taxes and fees and managing communal property. The heads of the regional, city or district state administration (khukumat) simultaneously wield executive authority and act as local council chairmen. These heads are appointed and dismissed by the president and presented to their respective councils for approval. The current system of governance emerged only after a period of turmoil in Tajikistan’s recent political history. Immediately following independence, the country was drawn into civil war by the various factions vying for power. A major source of conflict was the disparity between the poorly developed regions in the south and those in the north, which had continued under the Soviet era. The invasion of neighboring Afghanistan in 1979 by the Soviet Army exacerbated the situation further, giving the opposing forces access to a vast supply of arms, often unregistered. Civil war continued in southern Tajikistan from 1992 until 1994, when the Tajik government and the United Tajik Opposition agreed upon a cease-fire. Negotiations, which took place under the auspices of the United Nations, were difficult and prolonged, stretching over a three-year period. Russia and Iran, among others, participated as guarantor countries. The General Agreement on Restoration of Peace and National Consent in Tajikistan was finally signed on 27 July 1997 in Moscow by the President of Tajikistan, E. S. Rakhmonov, and the leader of the United Tajik Opposition, S. A. Nuri. An annex to the agreement contained the Provision on a Commission for National Reconciliation to address the political, legal, military and civil issues arising from the conflict and to develop solutions. This commission guided the reintegration of opposition military units into the national army, the return of refugees to their homes and the incorporation of opposition representatives into the government of Tajikistan. In addition, the commission also drafted constitutional amendments, based on which the president later submitted a draft law to Parliament. These amendments were subsequently passed by a national referendum held on 27 September 1999. According to the Constitution, the Republic of Tajikistan possesses a bicameral Parliament, composed of a lower house, the Majlisi Namoyandagon (Assembly of Representatives), which acts on a permanent and professional basis, and an upper house, the Majlisi Milli

HISTORICAL BACKGROUND Early History: Iranian peoples such as the Soghdians and the Bactrians are the ethnic forbears of the modern Tajiks. They have inhabited parts of Central Asia for at least 2,500 years, assimilating with Turkic and Mongol groups. Between the sixth and fourth centuries B.C., present-day Tajikistan was part of the Persian Achaemenian Empire, which was conquered by Alexander the Great in the fourth century B.C. After that conquest, Tajikistan was part of the Greco-Bactrian Kingdom, a successor state to Alexander’s empire.

    EUROPEAN COMMISSION HUMANITARIAN AID OFFICE (ECHO) Emergency Humanitarian Aid Decision 23 02 01 Title: Humanitarian aid in favour of the population of Tajikistan affected by floods and landslides Location of operation: TAJIKISTAN Amount of Decision: Euro 350,000 Decision reference number: ECHO/TJK/BUD/2004/02000 Explanatory Memorandum 1 - Rationale, needs and target population. 1.1. - Rationale: On 13 and 14 July, torrential rains accompanied by heavy winds and landslides resulted in flooding in the Varzob district of Tajikistan, causing first of all, substantial damage to infrastructure. The major Dushanbe-Anzob-Istarafshan road was severely affected at several points and key bridges were destroyed or damaged. Although flooding is a normal phenomenon in Tajikistan at this time of year, the water levels this year have been much higher than in previous years. In addition to the damage to infrastructure, the floods have caused severe problems for the water supply to the capital, Dushanbe. The Varzob river which provides up to 60% of the city’s water supply, was highly polluted by landslides. Dushanbe’s water system, which is in terrible condition following years of neglect, is unable to cope. On 14 July, tap water was deemed unfit for human consumption and recommendations were made not to touch the contaminated water. Water supplies were rapidly shut down, with consequently over half of the 600,000 population in the capital having no access to water at all. Despite the warnings there is a serious risk that many people will become infected with disease through collecting and using unsafe water. From 15 July water has been provided by authorities from 44 water trucks.

    Paradise Lost: Tajik Representations of Afghan Badakhshan ABSTRACT In 2003 a Tajik film crew was permitted to cross the tightly controlled border into Afghan Badakhshan in order to film scenes for a commemorative documentary Sacred Traditions in Sacred Places. Although official state policies and international non- governmental organizations’ discourses concerning the Tajik-Afghan border have increasingly stressed freer movement and greater connectivity between the two sides, this strongly contrasts with the lived experience of Tajik Badakhshanis. The film crew was struck by the great disparity in the daily lives and lifeways of Ismaili Muslims on either side of this border, but also the depth of their shared past and present. This paper explores at times contradictory narratives of nostalgia and longing recounted by the film crew through the documentary film itself and in interviews with the film crew during film production and screening. I claim that emotions like nostalgia and longing are an affective response and resource serving to help Tajik Badakhshanis understand and manage daily life in a highly regulated border zone. INTRODUCTION In a darkened editing room in Dom Kino (‘film house’) in Dushanbe, Tajikistan, we watch footage of sweeping vistas of northern Afghanistan, close-ups of rushing mountain streams, and landscapes dotted with shepherds herding flocks across high pasture. The film’s research coordinator is seated next to me, and every few moments she sighs. She is struggling to decide which of these images will end up on the cutting room floor. “I was in paradise at that time,” she says, “I was in paradise at that moment….” In far southeastern Tajikistan the border with Afghanistan is the Panj River, in some places wide and rushing and in other places shallow and calm enough for a person to wade across.

It analyses four urban areas—Berlin, Beirut, Belfast, Jerusalem—either of which has experienced or still experiences extreme divisions related to nationality, ethnicity, religion, and/or culture. Each case study is investigated in terms of planning approaches before division and after reunifi- cation (if applicable). The relation between division and planning is reciprocal: planning effects, and is effected by urban division. Therefore, it is generally assumed that traditional planning approaches are insufficient and that the recognized engagement meth- ods of planners in the planning process are ineffective to overcome the problems posed by divided cities. Theoretically, a variety of urban scholars have proposed different perspectives on this challenge. In analysing the role of planning in di- vided cities, both the role of planners, and planning interventions are evaluated within the light of related literature. The case studies indicate that even though different planning approaches have different consequences on the ground, there is a universal trend in harmony with the rest of the world in reshaping these cities.
