However, the operation of “Business Track” and “Residence Track” with all the countries/regions covered under the framework will be suspended. The new entry of foreign nationals into Japan under these two tracks will not be permitted and the relaxation of restrictions on movement during the period of 14-day quarantine through “Business Track” will no longer be permitted for Japanese nationals and foreign nationals with the status of residence until the state of emergency declaration is lifted. Note 1: The quarantine measures mentioned above will be implemented at 0:00 am (JST) on January 14, 2021. Note 2: Holders of valid visas already issued under “Business Track” or “Residence Track” are in principle permitted to enter Japan until 0:00 am (JST) on January 21, 2021, except for those who have stayed in the United Kingdom or the Republic of South Africa within 14 days prior to the entry into Japan.

Due to the prevalent spread of the Delta variant of COVID-19, the Centers for Disease Control and Prevention (CDC) released guidance which indicated individuals in areas with a substantial or high transmission rate of COVID-19 should wear face coverings whenever they are indoors in public places. Madison and Dane County have a high transmission rate of COVID-19. While Dane County has a high vaccination rate, evidence has emerged from the CDC and locally that fully vaccinated people who do become infected with the Delta variant can be infectious and can spread the virus to others. The rate of cases in Dane County has risen rapidly since the Delta variant became dominant; on July 19, our 7-day average number of cases was 19, and on August 12, the 7-day average increased by 382% to 91.6. Vaccines are still highly effective in preventing severe outcomes from COVID, even with the Delta variant, and are also still effective, but less so, in preventing infection. Considering the high transmissibility of the Delta variant, masking, distancing, and ventilation remain key prevention tools. In order to prevent more severe outcomes and to protect those who are unable to be vaccinated, such as children under the age of 12, and those for whom vaccination may be less effective, such as people who are immunocompromised, face coverings will be required in most indoor situations in Dane County.

    Research Note: Equity Market Volatility on August 24, 2015 Staff of the Office of Analytics and Research Division of Trading and Markets1 December 2015 On Monday, August 24, 2015, the U.S. equity markets and equity-related futures markets experienced unusual price volatility, particularly during the period surrounding the 9:30 a.m. E.T.2 start of regular trading hours for the equity markets. • Prior to 9:30, the most actively traded equity product – the SPDR S&P 500 ETF Trust (“SPY”) – declined to more than 5% below its closing price on the previous trading day (Friday, August 21, 2015). The most actively traded equity-related futures contract – the E-Mini S&P 500 (“E-Mini”) – declined to its limit down price of 5% below the previous trading day’s closing price and was paused for trading from 9:25 to 9:30. • At 9:30, SPY opened for regular trading hours at 5.2% below its previous day’s close and then further declined to a daily low of 7.8% by 9:35. By 9:40, SPY recovered past its opening price and eventually closed down 4.2%. SPY’s decline from previous day close to August 24 open was the second largest in the last decade, while SPY’s decline from previous day close to August 24 daily low was the 10th largest in the last decade. • From 9:30 to 9:45, more than 20% of S&P 500 companies and more than 40% of NASDAQ-100 companies reached daily lows that were 10% or more below their previous day’s closing price.
