Briggs, G Smith, C. Towneley and K Whittle, plus PSCO M Hill. 1. Code of conduct (Declaration of Interest) None. 2. Apologies for absence Coun M Heys. 3. Police report Please see attached. Councillors gave details of concerns of a transit van acting suspiciously by the old Co op buildings, roaming dogs and electric scooters on the road. A resident had contacted the clerk over concerns of vehicles speeding through Watchgate up to the Long Causeway and has asked for community concern signs to be put up. The clerk to contact LCC and Coun. Towneley is to raise with the new crime and police commissioner. 4.. Questions from residents None 5. Minutes of the last meeting and matters arising These were accepted, with the correction of Sunnyhurst Avenue not Sunnyhurst Woods in 6 (a). 5 (a) New sign at Mereclough Memorial Garden Coun. Towneley to contact a local sign maker for a quote. 6. Allotments Discussions were held over the future of allotments which are not been cared for on a regular basis. This is due to the fact that there are seven people on the waiting list. A final decision will be made at the July meeting, ready for the renewals in August. 6 (a) Councillors’ reports Coun Briggs raised concern over a low gate through from Towneley Park into Park Road after a resident injured their head. -

The number and distribution of salmonid redds throughout salmonid catchments provides invaluable information on the range and extent of spawning by both salmon and sea trout. A project was initiated by the Fisheries Science and Management Team of Central Area, NW Region in liason with the Flood Defence function. The main objective of this project was to assess redd count data for Central Area and attempt to quantify these data in order to produce a grading system that would highlight key salmonid spawning areas. By showing which were the main areas for salmon and sea trout spawning, better informed decisions could be made on whether or not in-stream Flood Defence works should be given the go-ahead. The main salmonid catchments in Central Area were broken into individual reaches, approximately 1 km in length. The number of redds in these individual reaches were then calculated and a density per lkm value was obtained for each reach. A grading system was devised which involved looking at the range of density per km values and dividing this by five to produce 5 classes, A - E. -

PORTRAIT OF A BOWBEARER William Bowland Richard Eastwood, the butcher’s son who became Bowbearer of the Forest of Bowland There have been Bowbearers of the Forest of Bowland since the twelfth century. Perhaps the most notorious of these being Nicholas Tempest who was hanged, drawn and quartered at Tyburn in 1537 for his part in the ill-fated Pilgrimage of Grace, the Catholic revolt against Henry VIII. Thomas Lister Parker (b. 1797) was among the more colourful. His lavish re- modelling of Browsholme Hall led to ruin and bankruptcy while he exploited local history, through his patronage of Thomas Dunham Whitaker, to inflate the glories of his ancestral line. To Lister Parker, we owe the myth of the hereditary Bowbearer – a right he claimed proudly and disingenuously right up to the time of his death in 1858 (his cousin having legally assumed the Bowbearership in 1820 at the time he purchased the Browsholme estate). 1 However, for much of its long history, the Bowbearership – an ancient ceremonial office bestowed upon an official who accompanied the Lord of Bowland hunting and literally bore his bow – has been a quiet affair, held by the heads of worthy local families and sometimes their sons: the Rawlinsons, the Listers, the Fenwicks. On two occasions only in nine hundred years do we see the office retained within families and across generations for any period of time: by the de Boltons in the twelfth, thirteenth and fourteenth centuries; and by the Parkers in the three centuries after the Restoration. Early Bowbearers appear to have been foresters in fee , holders of their own feudal lands within the Forest. -
