PC Vicky Taylor and PCSO Gaynor Duffy – for PACT meeting 2 members of the public (representatives from Collingham & Linton Parish Council and Parish Council) for the PACT meeting at 7pm

Wetherby Public Access Defibrillators Dave Jones, Community Defibrillation Officer, gave a presentation regarding the defibrillators that are available in the town and surrounding area. The main gap in the provision of defibrillator in the area was between Wetherby and Spofforth. Information was provided regarding the cost and Mr Jones was asked to provide a list of the locations of all defibrillators. He explained how the defibrillators worked and how they are maintained. Mr Jones also explained the roll of the Community First Responders who are trained volunteers who are sometimes asked to provide initial care/treatment prior to the Ambulance Service arriving. They are looking to recruit and train more Community First Responders and he hopes that they may be able to arrange a recruitment event on a Thursday. It was confirmed that the Council would do what they could to facilitate and Mr Jones confirmed he would be in touch with the Deputy Clerk with possible dates.

Police and Communities Together (PACT) Meeting a) Burglary and home security. Leaflets were made available outlining measure that can be taken to improve home security. • The importance of securing property, both doors and windows with good quality locks and bolts. • Ensuring that gardens equipment (that may be used to gain entry to property) is securely stored when not in use. • Making gardens visible to neighbours (keeping fencing below 6ft in height) • Keeping property well lit during the hours of darkness

b) Crime statistics for Wetherby The crime statistics for Wetherby town in July 2019 were received and noted. They showed a total of 17 crimes compared to 36 in July 2018 and 25 in June 2019.

c) Question & answer session with Police representative. • Anti-social behaviour was raised and PC Taylor confirmed that there had not been as much anti- social behaviour as in past years during the school summer holidays. This may have been partly because of the weather but partly due to the increased visible presence of the police • Evidence of drug taking being found was discussed. It was emphasised again that those finding such evidence should be encouraged to report it to the police via 101 or on-line through the web chat facility. This information is very helpful to the police as they can build up a picture of what is happening, where and allocate resources accordingly. • It was noted that the problems at Stables Lane appear to have reduced. • The possibility of the PACT meetings taking place at other venues was raised.

d) Format of future Wetherby Ward PACT meetings. PC Taylor confirmed that the timing and location of the Wetherby Ward PACT meetings was under review. The current thinking is that the meeting should move round the area to make it easier for residents to attend when it is held in their immediate area. It was also thought that the meeting should not be an “add-on” to a Town or Parish Council Meeting. The crime figures would be circulated to the Town and Parish Councils but there would be no police representative at every meeting. This change would mean that officers would have to attend only one meeting a month (the Ward PACT meeting), as opposed to several, meaning that more time could be spent on patrol.

148-19 Apologies. It was RESOLVED that apologies be received, and reasons for absence accepted from Councillors Bradley; Frame; Kanabar; Lamb and Wilkinson.

149-19 Minutes of the last meeting. It was RESOLVED that subject to an amendment at 134-19 “11th July 2019” to read “11th June 2019”, the minutes of the last Town Council meeting, held on 11th June 2019, be approved and signed by the Mayor as a true record.

150-19 Matters arising from the minutes. a) Litter Summit. Councillor Harrington provided feedback from the Litter Summit Meeting held on 25th July 2019. The meeting had been well attended with representatives from LCC Dog Warden Team; LCC Cleaner Neighbourhoods Team; LCC Service Manager, Facilities Management/Cleaning; Wetherby in Bloom and a local resident. It had been a very useful and positive meeting and all representatives had been tasked with various actions which hopefully would improve the situation. Some of these are long term measures but all agencies are working together to try and increase cleanliness in Wetherby. A follow- up meeting is planned for January 2020.

b) New information on matters arising not covered elsewhere on the agenda. Councillor Hawkins had been contacted by a business on Victoria Street who had lost access to parking permits. The female employees who had previously used the permits were concerned about walking to their cars during the winter months when it was dark. Councillor Harrington explained that businesses in this area should have only one parking permit to allow a customer to park their whilst visiting the business. The permit scheme had never been intended for employees. Because complaints had been received from residents who could not park near their homes because the business permits were being used, and not just when the employees were actually at work, the system had been tightened up. There are plenty car parks around Wetherby and they are all well-lit.

151-19 Financial Reports Town Council a) Payments It was RESOLVED that the list of 39 payments, totalling £30,005.35, as detailed in appendix 1 on page 2864, be approved.

Town Hall b) Payments It was RESOLVED that the list of 14 payments, totalling £8,066.77, as detailed in appendix 2 on page 2865, be approved.

152-19 Budgets Committee It was RESOLVED that the following report from the meeting of the Budgets Committee held on 9th July 2019 be received: • The meeting was attended by Councillors Harrington and Moss. • Members of the committee examined the supporting information and approved the payments to be made in accordance with the schedule dated between 13th June and 10th July 2019.

153-19 Planning Committee a) 15th July 2019 It was AGREED that the minutes of this meeting of the Planning Committee be received by Council. The minutes can be found as appendix 3 on page 2866.

b) 5th August 2019 It was AGREED that the draft minutes of this meeting of the Planning Committee be approved by Committee members and received by Council. The minutes can be found as appendix 4 on page 2868..

154-19 Markets Committee It was AGREED that the draft minutes of the Markets Committee held on 19th July 2019 be approved by Committee members and received by Council. The minutes can be found as appendix 5 on page 2870. • Councillor O’Byrne queried the funding for the proposed advertising of the Saturday Antiques Market. The Deputy Clerk explained the advertising costs would be paid from the increased income received since the Council took over the running of the Market in February of this year. • Councillor Hawkins asked for details of the Adverse Weather Policy. The Deputy Clerk briefly explained its purpose and content.

155-19 Welcome to Wetherby a) It was AGREED that the Notes of the group meeting held on 16th July 2019 be received by Council and can be found as appendix

b) The resignations of Cindy Bentley, Kazia Knight and Denise Podlewska from the group were noted. Councillor Harrington reported that the review that she and Councillor Lamb are undertaking is ongoing but they had received some positive feedback from organisations not currently represented on the Group. Councillor Harrington also reported that there were some ongoing issues regarding the Welcome to Wetherby Logo which she and Councillor Lamb were working to resolve. An offer to meet with interested parties has been declined.

c) It was RESOLVED that Councillor Hawkins be appointed Chair of the Welcome to Wetherby Group.

156-19 Planning and Development The adoption of the Site Allocations Plan by City Council was noted.

157-19 2018/19 Mayoral Charity The distribution of the Mayoral Charity funds as follows was approved: • £250 to Crossley Street Primary School PTA • £250 to Deighton Gates Primary School PTA • £250 to St James’ PTA • £250 to Friends of St Joseph’s

158-19 Issue Log No. 76 The following updates from Councillor Harrington were RECEIVED AND NOTED: a) HGV Ban / Signage – no further update.

b) Signage to direct coaches to drop-off point at Cluster of Nuts car park – no further update.

c) Parking at junction of Lane and York Road also junction of Deighton Rd and Northfield Approach – no further update.

d) Roundabout – junction of Deighton Road and Sandbeck Lane – discussions are on- going between and ALDI’s contractors.

e) West Yorkshire Low Emissions Strategy – several Councillors reported that whilst they could download the information they were unable to read it. Councillor Harrington confirmed that work was being done to resolve the problem.

Councillor Hawkins raised the signage outside Peter Jones on Market Place. The extensive banners regarding “Closing Down” has been there for well over 12 months. Concern had been expressed that when the pictures of the UCI Cycling Event in September were broadcast they would be dominated by these banners and the impression may be given that Wetherby was closing down. Councillor Harrington confirmed that this had been raised with her as Ward Councillor and she was liaising with LCC. It was AGREED that a letter be sent from Wetherby Town Council to the Manager of Peter Jones informing them of the concerns that had been raised and asking for the banners to be removed.

159-19 Correspondence The Deputy Clerk reported on items received, including: a) Tall Buildings design Guide that had been circulated to members.

3. Minutes of Last Meeting The minutes of the last meeting held on 27 February 2018 and received by Council on 13 March 2018 were received.

4. Market Toll Fee It was confirmed that the Market Toll Fee for 2019/20 should remain at the level set for 2018/19 in line with the Council Budget for 2019/20.

5. Adverse Weather Policy The Adverse Weather Policy prepared by the Deputy Clerk was considered and approved.

6. Proposed Amendments to Open Market Licence The report prepared following the meeting of the Traders’ Forum on 30 May was considered and discussed. Resolved: The following amendments be made to the Open Market Licence: • To allow for the packing up of stalls to commence at 3.00pm in summer and 2.30pm in winter with vans being allowed on to the market 30 minutes after these times • To allow for the first four absences in a leave year (April – March) to be classed as permitted absences provided the absence is notified to the Council office by 8.30am on the day of the absence. • To allow for loyalty points to be retained if a Licensee has a non-permitted absence but (a) notifies the Council office by 8.30am on the day of the absence and (b) pays the full toll fee for that week on their return to the market. • To approve the levy of a reduced rent when a stallholder contributes goods as a prize or redeems a voucher as part of a market promotion organised by the Council.

7. Financial Year End Report The Financial Year End Report for 2018/19 was received and noted.

8. Advertising The draft advertising campaign documents were considered and approved. The Posters will be used on noticeboards and social media and the banner will be placed at the Cluster of Nuts car park on a Thursday morning and removed in the afternoon, with kind permission of Leeds City Council. The Town Clerk confirmed she would obtain written consent from the stallholder who is pictured on one of the posters. The Town Clerk was congratulated on the posters.

9. Summer Promotion The details of the summer markets were considered.

Resolved: It was resolved that: • some of the 2019/20 budget for promotion of the market be used to produce flyers, posters and banners for the summer promotion; • the cost of materials provided by stallholders for the activities be funded by reducing their weekly toll the following week.

10. Rubbish The Town Clerk reported that complaints have been received about rubbish in the Market Place after the market. The Council does provide a trailer for cardboard and bins were provided for other refuse. Letters have been sent to the worst offenders. We are aware of the problem and are making efforts to reduce the amount of litter.

11. Application to Trade on Wetherby Thursday Market 11.1 Exclusion of press and public for Item 11.2 Resolved: It was resolved that in accordance with Section 1(2) of the public bodies (admission to meetings) Act 1960 as amended – because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted - the meeting be not open to the public during the session of item 11.2.

11.2 Consideration of Application to trade on Wetherby Thursday Market The Application to trade on Wetherby Thursday Market was considered. Resolved: It was resolved that the Application should be rejected.

12. Weekly Antiques Fair 12.1 The report prepared by the Town Clerk was considered.

12.2 Advertising Strategy and Expenditure Resolved: It was resolved that the following expenditure be incurred during the 2019/20 financial year: • Up to £600 on new signage for use on the Town Hall each Saturday; • Up to £850 on advertising in trade publications to attract new traders; • Up to £850 on advertising to promote the Fair to the public.

12.3 Application Form and Stallholder Guidance The Trader Application Form and the Guidance for Stallholders were considered and approved.

A final draft tourist information map, prepared for distribution by the Tourist Information Office in the library, was RECEIVED AND CONSIDERED. The general format of the leaflet was accepted and permission given for use of Welcome to Wetherby’s town map in the publication, provided the latest version is included.

b) Christmas Shopping Guide and window dressing competition – deferred to September meeting.

5. Welcome to Wetherby Merchandise a) Sales event on 6/7/19. It was NOTED that this had been a successful event, with £150 of takings made up as follows: • 15 Walking in Wetherby books. • 8 large photo bags. • 2 large ‘ABC’ bags. • 6 medium ‘ABC; bags.

b) Future sales events and routes. A date for a further sales event will be set at the next group meeting.

The Mayor’s suggestion of using a Welcome to Wetherby bag as a gift at the Civic Reception on 21st September was considered and welcomed. Once numbers are known Denise Podlewska will work up options for consideration.

6. Litter in Wetherby a) Feedback from Cleaner Neighbourhoods Team. Leeds City Council’s Cleaner Neighbourhoods Team has reported on visits and advice issued to licensed premises in Wetherby. The streets team are paying special attention in picking litter and cigarette ends that are around and near litter bins when they carry out their daily visits. The team will monitor the situation and make sure there is some improvement or more formal action will be considered on the pubs and smokers.

b) New bin in Wilderness Car Park. It was NOTED that a new bin has been installed in the car park. It was noted that the bin in Horsefair requires repair or replacement. The Ward Councillors have also asked for new receptacles on Freemans Way and Sandbeck. A litter summit is to be held in w/c 22nd July and bin issues around the town will be one of the issues considered.

7. Parking a) Sports Association / Leisure Centre. The managers of these facilities have requested that the ‘P’ symbols be removed from their parking area on the town map. It was agreed that this amendment be made so that public use of the facility is not encouraged. Victor Hawkins will make this amendment.

b) Overnight parking for motorhomes. The manager of the Sports Association has confirmed that the terms of the lease do not allow overnight parking in their car park.

The suggestion of overnight parking in one of Leeds City Council’s facilities will be considered by Ward Councillors at their meeting on 17th July, however preliminary feedback has been received from one Member indicating that they do not support the proposal.

8. Lighting Cindy Bentley reported on a suggestion to consider lighting key features of the town such as the anchor at the Cluster of Nuts car park, the rose sculpture at Bridgefoot and the memorial sculpture in the Garden of Rest. It was AGREED that this suggestion be passed to the Town Council’s Property Committee for consideration for inclusion on the 2020/21 action plan.

9. Toilets It was NOTED that there have been several recent instances of the public toilets not working properly and worse, someone being locked in them by the facility attendant. This issue will also be considered at the Ward Councillors’ meeting.

10. Social Media a) Interim arrangements / authorised users. It was NOTED that the Town Council has approved an extension to the interim arrangements whilst the review of Welcome to Wetherby is taking place and Kazia Knight has begun to post on the group’s social media accounts again.

b) Future Strategy Kazia Knight reported on her investigations in to how to use the group’s social media channels to promote the town including: • Using outside influencers to share Welcome to Wetherby posts, thereby helping to reach a wider audience. • It was AGREED that the group should run a ‘like and share’ competition to encourage sharing of posts. The cinema will be approached and asked to consider donating a prize. Kazia Knight will produce terms and conditions and provide the Clerk with a copy.

• Providing content for inclusion on the citi-wise app which is linked to the public wi-fi network endorsed by the Town Council. This could include the landmark montages. • Promoting trails (e.g. The Tourist Trail or Treasure Trails) which provide activities for visitors or residents to undertake. It was AGREED that copies of the Wetherby editions should be purchased for research purposes.

c) Landmark montages. Kazia Knight and Victor Hawkins agreed to meet and discuss how to ensure that the image quality in the montages are of the best possible quality.

11. VE Day Weekend 2020 It was AGREED that a joint meeting between Welcome to Wetherby and local Royal British Legion representatives should be arranged to discuss proposals for commemorating this event. This will be arranged after Yorkshire 2019.

12. Yorkshire 2019 – 21st September 2019 a) Publicity materials. Drafts of a second business briefing and a poster, banner and window dressing trail publicity materials were considered and APPROVED. The Clerk will now work to print and collate these items for distribution by team members as soon as possible.

b) Any other items for organisation of this event. • The Clerk reported on constraints in relation to putting on a ‘Ride the Route’ sportive event. It was AGREED not to proceed with this element of the celebrations, but to suggest to interested parties that they consider a cycling event using the Harland Way or similar area. • Cindy Bentley will contact Julie Smyth to determine progress with the decorated jersey project. Given the time constraints with school holidays it may not now be possible to progress this item.
