MCALVEY MERCHANT & ASSOCIATES CAPITOL NEWS UPDATE January 8, 2021 CAPITOL NEWS UPDATE WEEK OF JANUARY 4, 2021 Integrity, Individual Attention. Precision Strategy. Proven Results WHITMER ENCOURAGES SCHOOLS TO OFFER IN-PERSON INSTRUCTION Gov. Gretchen Whitmer announced today that she is encouraging schools to begin offering some in- person instruction by March 1, and that it is now safe for K-12 students to return to classrooms. The announcement comes after Whitmer’s other announcement on Wednesday that Michigan will have opportunities for more people to get the COVID-19 Vaccine, including residents who are over the age of 65, teachers, and front-line workers. Whitmer said she plans to include leaving the decision on reopening to local districts but requesting that districts provide some in-person instruction each week, along with maintaining safety protocols. Schools that do not offer in-person learning, however, will not be penalized. Some schools in Michigan have only offered online instruction since March 15, 2020. In addition, the governor halted in person instruction at high schools on Nov. 15, then lifted this requirement before the Christmas break. SENATE FISCAL AGENCY PROJECTING HEALTHIER BUDGET THAN PROJECTED A report released by the Senate Fiscal Agency on Wednesday shows that Michigan has about $1.4 billion more in its budget than projected in August. In addition, the August estimates represented a revision that was $2.3 billion more than the May estimates. Michigan ended 2020 with $2.5 billion balance in the general fund, and $1.2 billion in the School Aid Fund, which is $811 million better than the August estimates.

The Swamp Nominees Nearly 70% of Trump’s Picks for Top Administration Jobs Have Corporate Ties Lobbyists, Lawyers and Corporate Executives Thrive in Trump’s D.C. Swamp Despite Pledge to Clean up Washington, Analysis Finds “Our movement is about replacing a failed and corrupt political establishment with a new government controlled by you, the American people.” Donald J. Trump campaign ad, November 2016. “I am not beholden to any political or financial interest. I don’t care. I'm here to do a job. I'm doing a job for the American worker. I really don’t care. I'm not thinking about my business or anybody's business,” President Trump, March 31, 2017 By Alan Zibel, Research Director, Public Citizen’s Corporate Presidency Project, with research and writing from Public Citizen interns Nico Alliaga, George Kronlage and Micah Rosen. June 21, 2017 – With each passing day, Donald Trump’s promise to “drain the swamp” in Washington and root out special interests feels about as valid as a degree from Trump University. A Public Citizen analysis of 115 sub-Cabinet officials nominated or announced by the White House reveals extensive ties to corporate America. The analysis includes all of Trump’s nominees for sub-Cabinet roles such as deputy secretary and general counsel at federal agencies. It excludes ambassadors due to their lack of involvement in domestic policy. Only 15 of the sub-Cabinet nominees analyzed have been confirmed, according to the Partnership for Public Service.1 Of the White House’s nominees for these jobs, 80 people, or nearly 70 percent of sub-Cabinet officials, had a clear corporate connection, having worked in a corporate job, done corporate legal work or corporate consulting.

Supporters of US President Donald Trump breached the Capitol building in Washington, DC, on Wednesday to protest against the certification of the Electoral College vote, which would have cemented Joe Biden as the winner of the 2020 presidential election. Mike Sherwin, the acting US attorney in DC, revealed during a news conference Thursday that the investigation into the Capitol breach will likely continue through the end of 2021. According to reporters, Sherwin stated that the pro-Trump protesters "will be held accountable for what was done, both on the Capitol grounds and what happened within the Capitol." When asked whether the protesters would be charged with rioting or insurrection, Sherwin responded: "All of those charges are on the table," adding that prosecutors expect to file at least 15 federal criminal cases related to the Capitol breach. The US has charged 55 people with crimes link to the siege of the Capitol, including a man who was arrested with a semi-automatic rifle and 11 Molotov cocktails near the building, Bloomberg reported. Other cases include charges related to unlawful entry and assault. One of the rioters charged was Mark Leffingwell, who has been accused of attacking an officer at the scene.
