Commodore’s Column (concludes): Opening Day of Boating “Let the Cruising Begin!” I am excited to spread the rumor that following the parade, there will be a casual gathering, between 3:30 and 5 pm, on the lawn at Port Hadlock Marina. All members are invited. Bring your own chairs, food and drink (brown bag lunch, or pick up some take-out), or at least stop by and say hi. We will be adhering to CDC guidelines with social distancing and masks.

The first cruise of 2021 is the “Shakedown” Barb & Mike Soskin Kingston / Port Ludlow Cruise, May 14 -- 17, Port Hadlock Marina Picnic Area led by Jim & Susie Gorski. Following this cruise is the Spring Bell Harbor Cruise, May 20 -- 24, led by Robert & Gail Chanpong. As of this writing, you may still be able to snag a slip if you’d like to go. Chris Moore played a critical role in advocating for designation of the Maritime Washington National Heritage Area and continues to guide the planning and implementation of the project. Alex Gradwohl has managed a number of initiatives, special projects, and events. She is currently leading planning and outreach efforts for the Maritime Washington National Heritage Area.

Charting a for the Maritime Washington National Heritage Area Officially designated by Congress in 2019, as a nationally significant cultural landscape, the Maritime Washington National Heritage Area (MW-NHA) encompasses 3,000 miles of Washington State’s saltwater shoreline, from Grays Harbor County to the Canadian border. Managed by the nonprofit Washington Trust for Historic Preservation, the MW-NHA works to build partnerships and Port Townsend Boat by ET Becker increase collaboration in order to support our coastal communities Gig Harbor by John Westrock in celebrating, maintaining, and sharing their water-based stories. Currently, we are working with coastal communities to chart a course for the MW-NHA. At this presentation, we'll introduce the heritage area, share efforts to date, and discuss opportunities for you to Orcas in the San Juans participate in the planning efforts. We will also share a new mapping tool that allows you to identify sites that are important to you along our saltwater shores, and explore pins added by others to help plan your next adventure.

Recreational Boaters Association of Washington (RBAW) Report for May 2021

WA State Legislature Considering Doubling the Watercraft Excise Tax RBAW is fighting for boaters as a Transportation budget contains a funding provision that would double the Watercraft Excise Tax which we, as recreational boaters, pay annually as part of our vessel registration fee on boats that are 16 feet or longer or equipped with a motor capacity of more than 10 horsepower. The tax is 0.5 percent of the boat’s fair market value. As an aside, on the Department of Revenue’s website, there is a depreciation schedule for helping to calculate what you may owe under present law. The Watercraft Excise Tax is considered a property tax on your vessel. RBAW’s president, Bob Wise, recently testified at a hearing voicing RBAW’s distress over this overreach of taxation: “We have verified with the Department of Revenue that boaters are the only remaining users who pay a percentage-based excise tax – to the tune of about $30 million a biennium -- that no one else pays to the state anymore – not vehicles, not airplanes, not helicopters, not motor homes. Doubling a 0.5 percent excise tax that nobody else pays – especially given the fact that boaters pay for most of the state’s Derelict Vessel Removal Program and much of the Aquatic Invasive Species Program with our vessel registration fees, which we voluntarily agreed to continue in the name of environmental stewardship, is not right….”

Some Proposed Key Components for the Biennial State Budget for Boating

Boating Safety - $4 million for the WA State Parks boating safety program is in both Senate and House budgets.

Derelict Vessel Removal – The Senate’s budget includes $3.5 million, while the House version provides $3 million to help catch up on the backlog.

Department of Ecology Study of Alternatives to Copper Bottom Paints

Both Operating Budgets include $377,000 for Ecology to complete this work with a stakeholder group that includes the Northwest Marine Trade Association. RBAW is watching this carefully.

Boating Safety Summit Held by WA State Department of Parks – Boating Division

Although twice now, the legislature has failed to go forward with two bills addressing additional safety rules for human powered vessels such as kayaks, SUP’s, paddleboards, row boats, etc., the chief boating law administrator for WA state, Rob Sendak, is holding a three hour Boating Safety Summit on April 21 to bring together the stakeholders to discuss what is needed to make these type of watercraft safer on WA state waterways. Commercial Whale Watchers Bill Update Although previously reported that State Senator Kevin Van De Wege’s SB 5330 was presumed “dead” for this session, it has been resurrected from committee with two amendments. It waives commercial whale watching license fees for 2021-22, and specifies that residency and business license requirements do not apply to Canadian individuals or corporations applying for and holding commercial whale watching licenses.

This is the Floor Amendment approved by the Senate. The Pacific Whale Watchers businesses helped with the amendment and they feel like it buys their industry valuable time and protects their Canadian members/businesses/corporations. A PTYC Historic Perspective By Former Member Anne Reeves

Reading the wonderful tribute to Carl Sidle, brought to mind so many fond recollections of my time in the Port Townsend Yacht Club.

PTYC had a clubhouse for many years. Before we joined PTYC, it was the “old men sailors club” and they had hotdogs and beer on meeting night. Ladies were only invited when food was needed as in picnics and parties. There was much ado, when those sailors from California, brought their wives to the meetings. We then rented space at Point Hudson, where the Chinese restaurant is. The yacht club was mostly sailors in the old days. I think it was in 1985, that the Port wanted it for an office or something and would not renew the lease.

Our current clubhouse was originally built as a restaurant with open air dining at one end. However, it was never approved; so, PTYC negotiated a lease in 1986 with the Port. We needed money for building expenses in constructing our Clubhouse. Life Memberships were sold to raise funds. There were not many takers. All the guys, who worked on the building, bought life memberships and we were able to sell a few to others. I think it was ten years dues in advance ($700) to buy the life membership. That’s where we got the money for the materials and how we became life 2000 Cruise to Port Ludlow members. When I was going through an old box of stuff from our PT house, the best thing I found was Bob’s book on building the yacht club building. He kept track of who worked each day and also a as to when permits were obtained and passed inspection. Bob was a contractor in Southern California and built schools and libraries, but no houses after the first one. He figured out the exact amount of materials we needed for the building and kept track of workers, etc. We were really lucky since we had plumbers, an electrician, boat builders and lots of talent. My own talent was bringing coffee and hot chocolate and cookies each morning for coffee break and taking pictures. I will have to look in my old photo albums. With the labor being free, that is how our current facility, that we still enjoy today, came to be. (Continues on next page) Volume 121, Issue 5 Baggywrinkle Page 11

Recreational Boaters Association of Washington Registering Vessel Update

If you have a U.S. Coast Guard (USCG) registered vessel, or are considering this option, there will be a change to the current process.

Historically, USCG documentation was $26 per year and boaters could select the number of years, from one to five. Beginning in 2022, the number of year option is gone and the new five-year documentation cost is fixed at $130.
