BUDGET SPEECH: 2019/2020 – DEPARTMENT OF SOCIAL DEVELOPMENT 2

It is indeed a great honour and privilege for me to stand before this august House to present the Budget Vote of the Department of Social Development for 2019/2020 financial year.

I am presenting this budget speech on the 18th of July, which is the birthday of the late stalwart of our freedom, Tata Nelson Rolihlalha Mandela. Today he would be turning 101 had he lived. We will forever be indebted to this icon and many others sung and unsung heroes and heroines of our struggle.

Their legacy continues to inspire us to serve the masses of our people who have bestowed their trust in the ruling Party, the African National Congress.

The people of North West Province and the rest of South Africans have demonstrated their trust during elections on the 8th May 2019. They have given us yet another chance to write the next chapter in the history of our country.

As we enter the next 25 years of democracy, we remain committed to deliver the services to the masses of our people. We will continue to build on the renewal of pledges with our people and partnerships necessary to build a better life for all.

It is these challenges that we must confront as a collective if we are to give meaning to our presence in this esteemed House.

Honourable Speaker and Members, we depend squarely upon the human endowment, the necessary skills and the acumen that is found in the employees of the Department to deliver punctilious services to our communities.

Honourable Premier Rre Job Mokgoro highlighted in the State of the Province Address that each ward is allocated a team of Social Services professionals which are comprised of eight hundred and eighteen (818) Social Workers, Social Auxiliary Workers, Community Development Practitioners and Social Work Supervisors and they have been placed across the districts as follows:  Bojanala - 238 Social Workers; Ngaka Modiri Molema - 239 Social Workers; Dr Kenneth Kaunda -154 Social Workers; Dr Ruth Segomotsi Mompati - 187 Social Workers.  Some of these social workers will be deployed to special schools across the province. Part of their responsibilities include:-

 Attending ward community meetings on a monthly basis to identify needs and coordinate interventions with ward stakeholders, conducting household and community profiling, conducting early intervention, prevention and awareness programmes on substance abuse, women and child abuse including other social ills that affect our communities.

We have in recent times experienced unprecedented service delivery and public protests which affected provision of services to the needy social services beneficiaries.

Significant strides were made to address the labour related challenges in the Department.

It is a great pleasure to report to this House that seven hundred and forty three 743 computers have been procured and distributed to qualifying officials including social workers and community development practitioners.

Additional 300 laptops will be delivered by the end of this month and will be distributed to Social Auxiliary Workers to enable them to deliver services in schools, wards, and all other areas where they operate.

In the previous financial year we have procure fifteen (15) vehicles, thirteen vehicles have been delivered and dispatched to service points. This year, we have spent R4 million to procure 22 vehicles to address transport challenges at the service points.

To further mitigate the transport challenge, we have approved One thousand one hundred and twelve (1 112) Scheme A vehicles and 360 vehicles in the category of Scheme B. This is a great relief to the service points in that officials whose vehicles fall within these categories are being reimbursed for the kilometres they have travelled on a monthly basis.

We have also registered remarkable progress in resolving Occupation Specific Dispensation (OSD) related challenges, wherein 131 officials have been paid what was due to them.

The code of conduct for the Public Service, informed by Section 195 of the constitution compels every employee to serve the public in an unbiased and impartial manner in order to create confidence in the Public Service. To this end, we have met with staff members from all the district offices and service points to instil the culture of serving the people of North West Province with dedication and passion.

We will tighten the performance management of managers through performance contracting and performance management, continuous engagement with organized labour to address issues of mutual interest and resolve staff grievances on time.

Acting Head of Department will do a root cause analysis and develop a responsive turnaround strategy to improve departmental performance and resolve all labour related challenges.

We want to assure the people of the North West that we will continue to provide social development services without interruptions. Our calculated efforts towards resolving unnecessary impasse in the workplace will go a long way in ensuring that stability is maintained.

Honourable Speaker, the Departmental performance has improved in the first quarter of 2018/19, from 27% to 58% in the 4th quarter 2018/19. Annually the department received 58%.

The performance in the first quarter of 2019/20 is standing at 73%, this shows significant improvement.

We will, as part of our intervention on office space challenge, open sub- offices and satellite offices in areas such as Ikageng, Mahikeng, Madikwe, Matlosana, Rustenburg, Moses Kotane and Maquassi Hills. Our plans are at an advanced stage to provide office accommodation for all employees across the province.

The department that I am honoured to lead in the 6th Administration, is mandated to stimulate development and ensure physical and emotional wellbeing amongst the citizens of North West Province. This is a department that provides services to all the masses of our people from the cradle to the grave.

Childcare and protection services

The Department is charged with the responsibility to ensure that children are protected in their homes, community and the society at large. Such mandate has been achieved by implementing Prevention and early intervention services and reaching out to 21 810 people.

We will further ensure that one thousand six hundred and seventy (1 670) children are placed in foster care whilst sustaining thirty one

thousand (31 000) children by reviewing their current court orders and payment of their grants through South African Social Security Agency.

The Department will also comply with the NAWONGO Court Judgement by increasing the financial assistance to Child and Youth Care Centres for children in Need of Care and Protection from R2 900 to R4 000 per capita per month over the MTEF Period.

Expanding access to Early Childhood Development (ECDs)

Honourable Speaker, I wish to relay the famous words of a Serbian professional and the world’s number one tennis player in men’s singles tennis, Novak Djokovic, who once said about children: (I quote):

“Building a solid foundation in the early years of a child's life will not only help him or her reach their full potential but will also result in better societies as a whole.” (Close quote).

Early childhood development is our apex priority among the measures to improve education and the long-term prospects of future generations.

The President pronounced that the responsibility of Early Childhood Development will be migrated from Department of Social Development to the Department of Basic Education. In order to give effect to this directive, the two departments are working together to manage the transition. The policy change will see an estimated number of children aged zero – three years totalling Fifty thousand three hundred and twenty three (50 323) who will remain in Social Development, and those aged 4 - 5 years

estimated to be around Twenty one thousand five hundred and sixty five (21 565) who will be relocated, with necessary resources.

I am pleased to report to this House that twenty four thousand two hundred and eighty four (24 284) children have been subsidised to access registered ECD programmes across the province. Our target for this year is to reach out to forty thousand (40 000) children.

The Department of Social Development has introduced the annual South African ECD Awards programme which aims to improve the quality of care, protection and development of children and raise awareness on the importance of Early Childhood Development.

This initiative is championed by the National Development Agency (NDA), in consultation with other sectors, including the South African Congress for Early Childhood Development and the Department of Education.

Job Creation and Youth Development

Honourable Speaker, our future as a nation depends squarely on how much we invest in our young people.

Since we implemented the National Youth Service programme in the North West Province, we have provided accredited training to more than 1 400 unemployed young people across the four districts.

We have equipped these young people so that they become future employers and be the change agents in the communities that they come from.

The youth that I am talking about, were recruited from most deprived wards in various local municipalities and have completed accredited training in civil construction, cabinet making and mixed farming.

Our target for this year is to provide accredited training to 300 unemployed young people across the four districts.

Youth development calls for partnership of many role players. In the reporting period the Education, Training and Development Practices-

SETA has provided 190 unemployed young people with hands-on training on Community Development.

Our plans are afoot to deal with youth unemployment. In the current financial year we will implement an intervention package which include placement of sixty three young people in our internship programme. We will engage relevant departments and state owned entities to provide support including work opportunities for these young people.

Furthermore, we will provide job opportunities to 78 young people through EPWP integrated grant. A further 100 young people will also access job opportunities in our Community Nutrition and Development Centres across the province.

An amount of R9m has been side aside to create work opportunities for 1000 unemployed people with emphasis on youth and women, who are providing their services on a voluntary basis within their respective communities.

While we are a developmental state that is fully committed to playing a pivotal role in eradicating joblessness, we depend on young people to play their role by grabbing every opportunity that comes their way, be it training that is being funded by the state, learnerships, internships, community projects or any formal employment in government.

Provision of sanitary towels to female learners

Honourable Speaker, the provision of sanitary towels to female learners in schools and TVET colleges would go a long way in restoring the dignity of these needy learners who without the necessary support, are at risk of absenting themselves from school.

I am pleased to report to this House that the department has provided sanitary towels to more than 5000 female learners across the four districts. We will intensify this drive and reach out to more needy female learners and students across the province.

Drug and substance abuse

Drug abuse has become one of the greatest battles in our life time. It continues to have unbearable effects in lives of many citizens of all ages.

We have waged a winnable war against drug abuse. In the reporting period we have provided rehabilitation services to 99 service users through the Conditional Grant.

Our target in the current financial year is to extend our reach to ninety three thousand five hundred (93 500) through our intensified substance abuse outreach programmes.

We have constructed two state-run In-patient treatment centres in JB Marks Local Municipality and Greater Taung Local Municipality. We are currently in the process of operationalizing these facilities so that our communities lead a drug-free life. We will commit necessary resources

to ensure that these centres become operational in the current financial year.

The strengthening of families is at the centre of our efforts as the department, to address social pathologies such as teenage pregnancy, substance and drug abuse, as well as violence against women and children.

We will also continue with psycho-social interventions for children as we implement our Isibindi programme to strengthen our child care and child protection programmes for vulnerable children.

I am proud to report to this august house that there has been a decrease in the number of children in conflict with the law referred to diversion programmes, from nine hundred and seventy-seven (977) in 2017/18 to five hundred and fifty (550) in 2018/19.

In keeping with the National Policy on Food and Nutrition Security, the Department has established twenty (20) Community Nutrition Development Centres to provide cooked nutritious meals to destitute families across the districts and will continue to sustain and support these centres in 2019/2020 financial year. In the year under review twenty seven thousand five hundred and two (27 502) beneficiaries benefitted from these centres against the target of 5 800 beneficiaries.

Support to Non Profit Organisations (NPO’s)

Honourable Speaker and Members, the bulk of social development services are rendered through funded NPOs.

We acknowledge that there have been some challenges with regard to transfer payments to Non Profit Organisations. The delays were caused by late responses from NPO’s. Some of the organisations did not comply with the funding requirements and their applications had to be returned more often than not for corrections.

The protracted labour unrests that were experienced in the department also contributed to the delays in processing of business plans.

I am pleased to report to this House, that an amount of thirty six million, four hundred and twenty eight thousand, five hundred and fifty seven and twenty seven cents (R36, 428 557.27) has been paid to Five hundred and fifty five (555) NPO’s from April to date. We will ensure that the remaining qualifying NPO’s will receive their payments by end of July.

The Department will provide capacity building to two thousand two hundred and eight two (2 282) NPOs on governance, financial management as well as resource mobilisation.

Furthermore, one thousand and twenty six (1 026) NPOs will be supported to ensure that they remain compliant with the provisions of the NPO Act such that, they remain legal entities to partner with any sector.

Honourable Speaker, On the 16 July this year, ‘Know Your NPO Status’ campaign was launched with the aim of encouraging Non-Profit Organisations (NPOs) to comply with the provisions of NPO Act, which require NPO’s to submit their annual reports, verify organizations compliance status, to update both organisational and office bearers details with the National NPOs database.

This campaign will be rolled out to service points including far flung villages across the province until March 2020. We call on all NPOs to use this opportunity to update their status.

Furthermore, we will convene the NPOs Religious Sector Summit for all faith based organizations registered with the NPO ACT. This is a nationwide drive to engage with the NPOs Religious Sector to raise awareness on their vulnerability to be used for money laundering and conduits for terrorism funding activities.

Services to older persons

Honourable Speaker, older persons have played a major role in shaping the lives of children by passing on values to them. Their presence in the family home, the neighbourhood and in all forms of social settings still teaches irreplaceable lessons to humanity to this very day and age.

To this end, we will continue to implement our transformation agenda by accelerating services to rural areas and to ensure that senior citizens remain in their communities for as long as possible.

15. PUO YA TEKANYETSO-KABO: 2019//2020 – LEFAPHA LA TLHABOLOLO YA LOAGO

Community based care services are available to older persons in 179 wards of the province reaching out to 8 249 older persons.

We are still committed to Presidential Outcome 2 on promotion of health through implementation of active ageing programme which is popularly known as Golden Games. Three thousand five hundred (3 500) elderly people will be taking part in these recreational games at all levels.

In the year under review One Thousand Eight Hundred and Twenty-two (1822) Senior citizens that were found to be in need of care and protection and are unable to live independently within their communities were provided with 24 hour care services in twenty eight (28) residential care facilities.

Honourable Speaker, I am happy to report to this House that Lonmin Mine has invested an amount of R5,6 million in renovating Sonop Old Age Home in Madibeng.

We applaud Lonmin Mine for this positive gesture and we call on to other private companies to lend a hand in improving the lives of our people.

Services to Persons with disabilities

Through our accessibility strategy we have reached out to Three thousand five hundred and ninety (3 590) persons with disabilities in all 18 Service Points and provided them with rehabilitation services.

The Department will enter into a memorandum of understanding, with the Departments of Education and Health to ensure provision of comprehensive services to persons with disabilities.

Honourable Speaker, before I present the budget allocation of the department per programme, let me indicate to this House that the President pronounced that human rights priority programmes will this year, be transferred to Offices of Premiers across the country.

It is for this reason, that I am presenting the budget of the department which exclude R14,7 million of Programme six which is being transferred to the Office of the Premier.
