The centre gives particular attention to Australia’s strategic neighbourhood of Southeast Asia and the Southwest Pacific. Participation in the centre’s activities is not limited to members of the university, but includes other interested professional, diplomatic and parliamentary groups. Research includes military, political, economic, scientific and technological aspects of strategic developments. Strategy, for the purpose of the centre, is defined in the broadest sense of embracing not only the control and application of military force, but also the peaceful settlement of disputes that could cause violence. This is the leading academic body in Australia specialising in these studies. Centre members give frequent lectures and seminars for other departments within the ANU and other universities and Australian service training institutions are heavily dependent upon SDSC assistance with the strategic studies sections of their courses. -

John Burton: undermined by dishonest history: Honest History lecture series, Manning Clark House, Canberra, Monday, 18 August 2014 Pamela Burton Dr John Burton headed the Department of External Affairs in 1947 at age 32, his minister being Herbert Vere Evatt (‘the Doc’). He and Evatt shared a joint vision for an Australian foreign policy independent of Britain and the United States. In his short public service career Burton had significant influence over Australia’s foreign policy. Ahead of his times, he held the view that Australia’s security in the Asia-Pacific region depended upon better understanding of and engagement with its neighbours. To achieve this, he advocated ‘open diplomacy’. Burton’s work and influence has been the subject of numerous scholarly works. Curiously, alongside the honest historians, there has been a concerted effort by some dishonest ideologues writing to discredit Burton and what he stood for. Sixty years on, malicious writers continue to skew the historic record by asserting that Burton betrayed his country. Why? And how can the record be corrected? I am a non-fiction writer. I would love to write fiction, but I’ve been told that it’s not my forte, because I can’t help letting truth get in the way of a good story. There are non-fiction writers, however, who won’t let the truth spoil a story. Take the example of a recent article in the magazine Quadrant, ‘The curious case of Dr John Burton’.1 A fictitious spy story if ever there was one, though it purported to be an historical account. -

Maybe I was looking for something different in the book did not find it enlightening at all first book I have read of Annabelle Crabb. Easy and enjoyable read - even for people who are not naturally liberal fans. Drawing on extensive interviews with Turnbull, Crabb delves into his university exploits — which included co-authoring a musical with Bob Ellis — and his remarkable relationship with Kerry Packer, the man for whom he was first a prized attack dog and then a mortal enemy. Bron rated it it was ok Dec 30, At times, the Turnbull life-story seems almost to have the silvery impermanence of cinema, and you suspect that somewhere behind it all is a haggard old-time Hollywood screenwriter, artfully inserting plot twists and complex little synchronicities for the benefit of the audience. Anyway, I I never really looked into the politics of my own country that much - America is just so much crazier and more sensational. This book, slightly longer than a quarterly essay, is worth an afternoon of your time. -

Chapter Two The Australian Performing Group and Its Legacy, 1968–2008 In 1970, a group of actors, writers and directors formed the Australian Performing Group (APG) in a disused pram factory building in inner- city Melbourne. Where the original site of theatrical activity in sixties Melbourne was the tiny La Mama Café,1 the formation of the APG signified an expanded vision of theatre that would produce large-scale, group-devised performance, new drama, political cabarets and reviews, outdoor agit-prop and small, experimental pieces. The Pram Factory was also a multi-purpose workshop space and venue for outside drama groups, concerts, rock bands and art and craft markets. Later, the APG evolved into a structure that commissioned new plays by emerging playwrights and performance practitioners from around the country. These aspects of the APG identify it as a local instance of both the “daring and extravagance” and internationalism of the vision prevalent in the sixties and a manifestation of the radical combination of theatrical innovation and left-wing politics. In keeping with leftist style, the APG produced manifestos, proposals and multiple position statements that were debated, passed or voted down in committees and general meetings (www.pramfactory.com). An “alternative”, anti- authoritarian and anti-hierarchical ethos was enshrined in processes of collective decision-making on creative and administrative matters and the sharing of responsibilities among members (Milne 2004: 132). The collective was subsidised throughout its life by the newly established Australia Council for the Arts that provided a small income for its members (Brisbane 2005: 131). This chapter situates the formation and activities of the APG within the period of the sixties and the wider historical and cultural sphere in which it evolved. -

Reforming Public Enterprises: Australia REFORMING PUBLIC ENTERPRISES -- CASE STUDIES AUSTRALIA by John Marsden, Marsden, Jacob and Associates Overview of Public Enterprise Prior to Reform 1. Government business enterprises (GBEs) were a dominant part of Australian life until the late 1980s. At that time, GBEs accounted for almost 10 per cent of gross domestic product, and 16 per cent of net capital stock and were the sole suppliers of electricity, water, gas and communication services for most Australians. In addition, all State and territory governments were involved in banking, finance and transport. While the Commonwealth owned and operated Australia Post, Telecom and two airlines, the majority of GBEs were then, and remain now, under State and territory government ownership and management. 2. Distinguishing features of State and territory GBEs were their limitation to within State boundaries, and specialisation within sectors. 3. GBE reform in Australia was essentially a private and individual matter for each government until 1990 when Prime Minister Hawke and New South Wales Premier Greiner combined to establish the Special Premier’s Conference (SPC) process. Prior to 1990, each government had adopted and pursued their own agenda of reform and there was little or no interchange or discussion between the various governments. The assembling of all Australian governments to address issues of micro-economic policy under the SPCs and the subsequent meetings of the Council of Australian Government (COAG) has co- ordinated, extended and documented GBE reform. However, observations of key events and drivers in the process of GBE reform prior to 1990 are necessarily personal and selective. Figure 1.1. -

1 Ben Chifley: the true believer John Hawkins2 Chifley was a ‘true believer’ in the Labor Party and in the role that government could play in stabilising the economy and keeping unemployment low. He was an active treasurer, initially working well with Prime Minister Curtin and then serving as both Prime Minister and Treasurer himself. He managed the war economy competently and achieved a smooth transition to a peacetime economy, although he allowed inflationary pressures to build up in the post-war years. Among his economic reforms were increased welfare payments, uniform income taxation and developing central banking powers (through direct controls rather than market mechanisms) for the Commonwealth Bank.
