Further Electoral Review of Stafford Borough Council Submission by Councillor Robert Stephens and Neil Thomas Introduction This is an independent submission by Councillor Robert Stephens (who represents the Milford ward on Stafford Borough Council) and Neil Thomas, a Doxey parish councillor and political journalist who has previously made submissions to the LGBCE and its predecessor concerning the last two reviews of Staffordshire County Council’s electoral arrangements. Councillor Stephens made a representation to the Commission at the preliminary stage on council size. Mr Thomas did not. Neither of us supported a reduction in the size of the council but since the Commission is minded to do so we are making what we regard as a constructive submission. Council size For reasons we explain in more detail below, we believe it is more practical to reduce the number of councillors to 44 than to 40 as proposed by Stafford Borough Council. The main reason for this lies in the difficulty inherent in dividing Stafford town into meaningful wards represented by 19 councillors – the number required if the total number is to be only 40. We contend coherent boundaries are more easily achieved if Stafford town were to be represented by 21 councillors. Inevitably, the need to achieve a good degree of electoral equality requires that Stone town should be represented by six councillors and the countryside surrounding both towns by 17 – one more each than is proposed by the borough council. The average number of electors per councillor with 44 members would be 2,315. Our submission would reduce the number of councillors by more than 25%, compared with the 32% advocated by the Conservative and Labour parties in their submissions. -

In fact it was quite exciting walking in my local Country Park where one minute I was walking on bare ground and the next knee, or even waist deep in snow. In fact I saw two six foot drifts and all this within the city limits of Stoke on Trent. Once again it shows that you do not have to go far away to have a good walk. Personally I think we are very lucky in our county as we have almost everything from high moors to gentle lowlands, forests to fields and miles of canals. Something for everybody. However it does not mean that we should be complacent about our walking. In Stoke on Trent there are many different walking clubs and sadly, few, appreciate the problems in keeping our rights of way open and accessible. As last year, this edition is a reflection of the work done behind the scenes both by our Area and Group volunteers. Without them, many of our walks would simply become unwalkable. Full Circle. Wincle Circular Walk An enjoyable 4 mile circular walk from the village of Wincle. The Shell Brook valley is particularly beautiful and very remote. Deer can be heard rutting in this valley in autumn when the trees turn magnificent shades of gold and rusty brown. In the depths of the valley the Shell Brook itself cuts deeply down into the Millstone grit. The Gritstone Trail crosses this valley but this walk joins the Gritstone Trail well above the little brook and away from the valley floor. The feeder canal once supplied water to Rudyard Lake but now appears very over grown and seems not to be used for this purpose any more. It now makes a great wildlife haven with attractive wildflowers along the embankments. The River Dane (image above) originates high on the moors near Axe Edge and flows through Wincle and Danebridge, and down onto the Cheshire Plain below the prominent hill called Bosley Cloud. Once used by industry for powering mills in Congleton and nearby Gradbach, today it provides water for the Wincle Trout fisheries. Directions 1. Park considerately and safely in Wincle village. Walk uphill away from the river, passing the Ship Inn on the right of the road. Shortly after the pub take the footpath on the left across the field. -

Environment Policies 7.2. Environment Policies Rationale In summary, Woodford comprises ribbon development along a network of roads and lanes though countryside, which falls within the Shropshire, Cheshire and Staffordshire Plain National Character Area, which is described as a pastoral area of rolling agricultural plain. (29) This structure and setting, are an integral part of Woodford’s character, which is treasured by residents and visitors. Development is largely low density with significant gaps in the housing line along roads and lanes, with the result that there are far reaching views from public lanes, footpaths and private residencies across farmland and to the Pennine hills. The area is low lying and poorly drained, resulting in numerous permanent and seasonal ponds, ditches and streams, which an intrinsic part of the character of the landscape and important wildlife habitats. The countryside is characterised by numerous mature native trees, particularly oaks, and a network of native hedgerows. As well as the aesthetic value, the vegetation in the countryside and gardens in Woodford helps to offset the damaging effects of humans in our environment by absorbing carbon dioxide and pollutants. In addition, the vegetation provides important habitats for wildlife, thereby supporting biodiversity in the largely invisible ecological network that we are part of. The policies in the Environment section aim to protect and enhance these important features of Woodford. In more detail, Woodford is a settlement with a long history, rural nature and landscapes which are treasured by residents. Woodford lies within the Shropshire, Cheshire and Staffordshire Plain National Character, which is described as a pastoral area of rolling agricultural plain. -
