(“ION”) licensee of television station WEPX-TV, Facility ID 81508, Greenville, North Carolina (the “Station”) hereby submits this Construction Permit Modification application seeking authority to relocate its transmitter from the currently authorized site to a site that will accommodate post-repack operations (FCC LMS File No. 0000034893). This application is necessary because ION does not have access to its current tower for post-repack operations. Following the Commission’s assignment of post-repack facilities to WEPX-TV, ION was unable to reach accommodation with the tower landlord that would permit the station to continue operating from its current site. This forced ION to identify a new site for the station’s post-repack operations. Before selecting the proposed tower location, ION performed a comprehensive analysis of available tower sites in the Greenville market. In the immediate vicinity of the current tower site, ION’s market analysis found no alternatives that would provide equivalent interference-free coverage as compared to the Station’s pre-auction or authorized post-auction facilities. However, ION was able to identify an alternative tower providing superior height and coverage performance to the southeast of the current authorized site. The new tower is located approximately 32 kilometers to the southeast of the current site. Accordingly, the Station’s proposed noise limited service contour (“NLSC”) will shift to the southeast, resulting in some areas of service gain and loss. Figure 1 shows the loss area and the stations predicted to serve the loss areas using the Commission’s standard prediction methodology.

Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Executive Summary NPSTC and public safety agencies who rely on the T-Band spectrum have provided clear documentation that relocation out of the public safety T-Band spectrum as required under Section 6103 of Public Law (P.L.) 112-96 would significantly disrupt mission critical public safety voice communications in key major urban areas. A significant number of industrial-business licensees interleaved in the T-Band spectrum would also suffer, even though they are not covered by Section 6103. The loss of auction revenue has been cited in discussions as a potential roadblock to adopting legislation to repeal Section 6103 of P.L. 112-96. However, the T-Band spectrum has been an essential element of the Federal Communications Commission’s 2016- 2017 Incentive Auction, and has already contributed significantly to the $19.8B in proceeds received by providing flexibility to the TV repacking process and reducing the number of TV stations that would otherwise have to be purchased outright. At the conclusion of repacking, the T-Band (470-512 MHz or TV channels 14-20) will support 453 full power and class A TV stations, 231 of which were relocated to the T-Band spectrum to accommodate TV repacking and the incentive auction process. In addition to disrupting public safety operations, failure to repeal Section 6103 of P.L. 112-96 would potentially undermine the TV repacking process and place these TV stations that are already moving at Congress’ and the Commission’s direction at risk.

Rights fees for the broadcast are made payable to the NCHSAA for the State Champion- ships and must be paid prior to the start of a broadcast. All media seeking to cover the championships must apply online for a single-event credential using the NCHSAA’s Credential Page. Requests are due by Wednesday, May 5, 2021 at noon. Even media with a year-long NCHSAA Credential should request a single-event pass for the Football Championships. The State Championships will be played, once again, at UNC’s Kenan Stadium and NC State’s Carter-Finley Stadium.   • (Now KFXA), the Former Fox Affiliate in Cedar Rapids
    The station became aware ofSecond Generation ofIowa and their effort to purchase KOCR (now KFXA), the former Fox affiliate in Cedar Rapids. Discussions were held about the possibility ofcombining the signal ofKOCR and KDUB in order to cover the entire Cedar Rapids-Waterloo-Dubuque market, and to provide the first Fox network programming in Dubuque, Dubuque County, and the rest ofthe Cedar Rapids-Waterloo-Dubuque market. Ari LMA agreement was negotiated. The combined operation began on August 13, 1995. The LMA assured the survival ofKFXB (formerly KDUB) and improved the quality of service to viewers in Dubuque and Dubuque County, as well as Grant County in Wisconsin, and Jo Daviees County in Illinois. Under the LMA agreement, Second Generation ofIowa replaced inadequate technical equipment at KFXB including the STL microwave, Dyplexer, and transmitter parts and equipment. The KFXB tower was reinforced and repaired. The KFXB news department was provided with new equipment such as a new news set, new field cameras and related equipment. The weather department was completely rebuilt and new state ofthe art Accu-Weather computer equipment was installed. The KFXB studio received new cameras and additional lighting equipment. New tape recording and playback equipment was installed in the control room. With Fox network programming, improved technical quality, and a better equipped and staffed news operation, KFXB was able to join our sister station KFXA in Cedar Rapids to become the Fox affiliate for the 86th LMA market, and become one ofthe fastest growing television stations in the United States. The LMA agreement not only insured that Dubuque's only television station would remain in business, but enables the station to better serve its viewers with quality children's educational programs that exceed the FCC required three hours per week, entertainment, and sports programming from the Fox network that not previously available to viewers, top quality first run and off-network syndicated programs, and improved news programs.
