B. Regional Weather Situation

Based on the report of Mayor Marlon Sales, Burgos Mayor Cresente Garcia, Engr. Camilo Eda of and Engr. Conrado de Vera of , there had been no significant emergency incident monitored after the landfall of TS “Pepeng” over the northern tip of Tuesday night. From 8:00 to 10:00 PM, strong winds with moderate rainfall had been observed. The said municipalities were reported to have implemented pre-emptive evacuation in the high risk barangays.

II. EFFECTS

Region I  As of 07 October, all of Ilocos Norte have power supply restored; partial power restoration in City and the municipalities of San Nicolas, Bacarra, and Pasuquin  Power outage in Luna and Sto. Tomas, La Union and in some areas in Ilocos Norte due to damaged cable wires and fallen trees  Power interruption since October 03, 2009 in Sta. Catalina, Sto. Domingo, , San Juan, and in Ilocos Sur  Ilocos Sur municipalities of Santa, Magsingal, San Juan, Cabugao, Sinait, and are still without power; partial restoration in 16 other municipalities

Region II  Telecommunications through various service providers (PLDT, Smart, Globe) in Cagayan Province is intermittent  Power outage in Tuguegarao and northern portion of Cagayan Province

PAGASA  The San Roque Flood Forecasting and Warning System (FFWS) Dam Office announced dam water release for flood control with the opening of gate scheduled at 12 midnight 6 October 2009. Information on the scheduled dam water release was forwarded to OCDRCs 1 and 3 for dissemination to Pangasinan and Tarlac PDCCs.

Region I  Ilocos Sur – 57 barangays flooded: Magsingal (3), (1), San Juan (3), (4), (1), (1), and Sinait (44)  Pangasinan – flooding in four barangays in Tayug, one in San Manuel, two in Rosales; and, several parts of City

Region III  OCDRC III is coordinating with the Management of Angat and Pantabangan Dams on the possible release of water  PDCC Nueva Ecija is continuously monitoring the situation for any eventuality (i.e. flooding) in case of release of huge volume of water from the Pantabangan Dam  As of 04:40 PM today, 06 October, 125 barangays are still flooded (1 to 3 ft depth of water) in Pampanga, Tarlac, Zambales and Nueva Ecija in Region III

CAR  Apayao and Chico Rivers swollen  Flooding in lower Apayao Municipalities such as Flora, Luna, Pudtol and Sta. Marcel.

4 I. Emergency Incidents

Landslides (9) Baguio City; La Trinidad Benguet; Catanduanes; Apayao, Benguet. Kalinga, Mt. Province and Ifugao and along the highway in Brgy. Banaoang, Santa, Ilocos Sur - one lane passable

Dike in Brgy. Sta. Maria East, San Nicolas Pangasinan is in danger of totally eroding due to huge volumes of water flowing in the Calabasian River, which might result to massive flooding that would reach as far as Tayug. At-risk communities have been evacuated (3 families/14 persons in 3 barangays)

Water level along Bued River in the Municipality of Sison, Pangasinan had been reported to reach above normal level. Mayor Kimi Cojuangco fears possible flooding, not only in Sison but also in adjacent municipalities.

J. Health Concerns  There has been a reported increase in the number of cases of diarrhea in Brgy Ammacian, Pinukpuk, Kalinga

III. Humanitarian Response

A. National  NDCC continuously disseminated weather and flood advisories and gale warning to concerned regional offices through SMS and facsimile for further dissemination to their respective local disaster coordinating councils  NDCC issued NDCC Memorandum No. 19 dated 30 September 2009 to Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during Calamities  DSWD activated and mobilized the DSWD-Central and Field Offices’ Quick Response and Social Welfare and Disaster (QR/SWAD) Teams in all affected DSWD FOs to closely monitor displacement of families in coordination with LDCCs at all levels; released PhP11.5 Million additional standby funds to DSWD-FOs for the purchase of emergency relief supplies for the affected families; and prepositioned PhP86 million stand by funds and stockpile of relief commodities

B. Preparedness & Response

International Organization for Migration (IOM) and European Commission’s Humanitarian Aid Department (ECHO)

5 • IOM upon the request of the ECHO will conduct an assessment mission to augment existing initiatives of the Inter Agency Standing Committee (IASC) partners, including the OCHA to gather sufficient information on the effects of TY “Pepeng” in northern in Isabela and Cagayan in Region II; Apayao in the CAR; and Ilocos Norte in Region I

NCR ••• Marikina City Mayor Fernando ordered the evacuation of residents living along low lying areas and the riverbanks for their safety in case volume of water rise along the Marikina River ••• Malabon City Mayor Oreta deployed 6x6 truck with Philippine Army personnel and rescue team on standby/alert ••• Caloocan City Mayor Echiveri set up a tactical operation-center of 24/7 hours and conducted comprehensive risk assessment of residential structures ••• In Pasay, DSWD has established a National Resource Operations Center as drop off point of relief goods ••• The PNP Capital Regional Command, AFP on alert and ready for dispatch to conduct rescue, evacuation and maintain peace and order

Region I ••• 50 th IB, Navy, PNP RMG, PCG, NTC R1 and NFNL on standby for emergency response ••• Released 200 sacks of rice to each PDCC and Cong. Ablan (1 st Dist., Ilocos Norte) ••• DSWD R1 delivered 1,000 family food packs and 525 packs of used clothing to PSWDO Ilocos Norte ••• DPWH conducting clearing operations in Brgy Banaoang, Santa, Ilocos Sur ••• PCG rescue team stationed at Curimao, Ilocos Norte was deployed to Brgys. Dammay and Oribi, Santa, Ilocos Sur ••• DPWH and PDCC Ilocos Sur are now conducting clearing operations in Brgy Banaoang, Santa in Ilocos Sur, and Bagui, Pagudpud, Laoag City, , , San Nicolas and in Ilocos Norte  505 th Search and Rescue Squadron, PAF, PN, PA and PNP conducting rescue operations in Pagudpud, Bacarra and Badoc, Ilocos Norte  Issued Memorandum to lower DCCs to effect disaster prevention measures  DSWD R1 has a ready stockpile of 2,208 family food packs and instructed the SWAD teams to coordinate with the PDCC to monitor the situation of respective areas while the QUART Team and National Service volunteers are ready to render duty anytime  The National Telecommunication R1 team is on standby. Accredited radio groups have been instructed to provide information relative to said weather disturbance  MDCC Bolinao, Pangasinan submitted initial action report and contingency checklist for TY Pepeng  Pre-emptive evacuation is being undertaken by the PDCC Advanced Command Post in Eastern Pangasinan in close coordination with the MDCCs in critical areas of San Nicolas, Tayug and Rosales to avert danger to lives

Region II UNDAC Team and RDCC Rapid Needs Assessment: ••• Conducted rapid needs assessment in Region II through aerial survey, RDCC meeting, OSOCC briefing to RDCC agencies, to map the extent of possible displaced population and affected families; assessed the condition and define the immediate needs, assess the extent of possible damages on health and

6 educational facilities and impact on provision of basic services including water, telephone and electric utilities and existing logistics infrastructure (by land, sea and air) including receipt, storage and distribution

••• Based on the aerial survey of the worst hit areas in Cagayan Province including Tuguegarao, Alcala, Camalaniugan, Aparri, Abulug, Ballesteros, Buguey, Gonzaga, Sta. Teresita, others, the assessment indicated that the northern parts of the Province are the most devastated areas, though there seems to be very little damage in infrastructure. The most noticeable damage are in the flooded rice and corn fields, particularly in the areas of Amulung, Alcala, Lasam, Aparri, Ballesteros, Camalaniugan and Buguey

••• Isabela Prov’l Government Impact Overview: The PDCC implemented the NDCC pre-emptive evacuation directive before the expected day of landfall of TY “Pepeng” evacuating 1,588 families from areas assessed as highly vulnerable areas/risk prone areas housing them temporarily in 27 evacuation centers. All evacuees returned to their homes the day after the typhoon and no casualties were reported. There was minimal damage on housing and infrastructure. The agriculture sector suffered the most damage with estimated production losses of PhP.7 M in corn, PhP46 M in palay (rice) ad PhP 1.8 in fisheries, affecting 8,409 farming families. The province is the top producer of corn in the country and second producer of rice. Identified needs in Isabela Province: a more in-depth assessment on the impact on agriculture and livelihood for the 60% farming population as well as potential short-term impact on food security in the province.

••• The municipality of Ilagan is also one of the worst hit municipalities in Isabela and the top corn producing municipality in the country. Key findings on the on assessment for Ilagan, Isabela: - Food: All evacuees have been given relief packs by the municipal government; there is no significant need for additional food assistance - Shelter: 21 houses were destroyed and 83 partially damaged.

- Education: All schools are ready for classes - Early recovery: Farming families need to have an alternative of recovering from production losses incurred as most of these are subsistence farmer (relying entirely on their twice/year harvest to support their annual needs with loaned seed money from different sources - Local Government Priorities for Ilagan, Isabela: Alternative recovery mechanisms for farmer families and a more in-depth assessment of coping mechanisms for affected farmers

Region III  7th ID, PA assisted in the repacking/distribution of relief goods in Meycauayan, Sta. Maria and Plaridel, all in Bulacan and provided transportation assistance from Balanga, Bataan to San Fernando, Guagua, Sasmuan, Lubao, and Sto Tomas, all in Pampanga and from Brgy. Tala, Orani to Abucay, Bataan  Cabanatuan Emergency Search and Rescue (CESAR) Team activated its disaster operation center in Cabanatuan City and conducted ocular survey on the flood-prone barangays

Region V  PDCC Albay has started decampment of evacuees effective 03 October, subject to the discretion of the Local Chief Executives and Brgy. Chairmen particularly on the basis of localized flooding

7  Provided food incentive (5 kg per day) to 15,265 households through LGUs for their cooperation in the pre-emptive evacuation  Distribution of relief goods to evacuees by PDCCs/PSWDs is ongoing  Closely coordinating with DPWH 5 and DA5 re: Update of the damages to infrastructure and agriculture respectively

CAR  PNP, AFP and DCC member-agencies’ pre-positioned/mobilized/deployed emergency resources  OCD CAR and OCD R2 extended relief assistance and rice (1,150 sacks) amounting to PhP1.06M  Concerned PDCCs are still conducting damage and needs assessment and relief operations to affected communities  The scheduled delivery of additional relief goods to Apayao Province by the DSWD CAR was postponed yesterday due to road condition and weather condition  DSWD provided 1,500 family packs to affected PDCCs  CRDCC-OCD coordinated with AFP for the availability of M35 trucks to haul relief goods  PNP-PRO-COR is assisting local DCCs in the conduct of relief operations and damage assessment; and in the dissemination of weather updates to provinces through the PNPs’ field offices  DPWH mobilized emergency engineering crew for clearing operations and conducted damage assessment  AFP provided vehicles to haul relief goods and assisted DCCs in the distribution of relief goods to the evacuees/displaced families  The 401st facilitated the rescue efforts of trapped construction workers at Manabo River  PMA assisted DSWD in hauling 1,500 family packs from Baguio City to Luna, Apayao  DOH-CAR augmented medicines and medical supplies to the LGUs; Regional and PHT Teams conducted rapid assessment in Baguio City and in some parts of Benguet; provided BP Compact Food and cadaver bags to the rescuers of Ampucao, Itogon and provided masks and alcohol to relief goods sorters; continuously monitoring and reporting to the Regional and Provincial Health Teams  NFA facilitated the release of rice stocks to local DCCs  DENR-MGB conducted assessment in areas with landslide/flooding incidents
