A meeting was held on April 6, 2010 to discuss the planned Kinder Morgan Energy Partners (KMEP) Round 3 Hazardous Liquid IMP inspection. The IMP inspection will be conducted in June and July 2010 with the following tentative dates and locations:
• Week of June 14 – Houston, TX • Week of June 28 – Orange, CA • Week of July 12 – Alpharetta, GA1 • Week of July 26 – Iowa City, IA
During the pre-inspection meeting, KMEP provided an electronic file copy of their IM Plan and other related supporting documentation. Hard copies of the plan will be available during the inspection. The following states will be given the opportunity to attend the IMP inspection: AZ, CA, LA, MN, TX, and VA. KMEP owns and operates the following pipeline companies:

Some pipeline issues discussed in the meeting included:
• The trend of releases (both volume and number) has been trending significantly downward over the past few years. There were zero releases along the right-of-way in 2009. However, the LS-20 line in Sacramento experienced a recent release from a valve. This release is still under evaluation. • The April 4, 2010 Southern CA / Northern Mexico earthquake resulted in minor damage to 5 tanks. Damage was primarily to the floating roofs. One tank has minor seepage. • The Cochin pipeline was purchased in 2007. Prior to then, KMEP was a partner in the pipeline but did not operate it. The pipeline transfers propane at approximately 600 psig. This line is operating under a Central Region CAO due to stress corrosion cracking (SCC) in a pipe bend. This pipeline has an extensive number of SCC colonies that are of concern. • The CO2 lines rely of external corrosion direct assessment (ECDA) for assessment of portions of the pipeline.
