About Human Resources The mission of the human resources department (HR) is to provide our customers – management, 1,000+ employees and retirees, applicants and the general public – with efficient, effective and courteous human resources services within legal, professional and ethical parameters.

The department coordinates and administers the recruitment, screening, selection, and onboarding of new employees, consistent with federal and state laws and local civil service ordinance. It manages the classification, promotion, transfer, evaluation, rate of pay and special pays of employees consistent with union contract provisions, civil service rules and city goals and objectives.

HR administers compensation and benefit plans for employees consistent with contract provisions and applicable laws, including leave benefits, tuition reimbursement, deferred compensation, and special pays. This includes 72 different health plans that provide health, dental, vision, life and supplemental insurance for all employees and retirees including monthly billings, liaison duties with providers, and processing of employee/retiree status changes, including Medicare A, B & D (dependents and beneficiaries, etc.). The office maintains applicant, employee and retiree records.

HR assists in negotiating, interpreting and administering nine (9) union contracts, personal service contracts, resolving grievances and participating in Act 312 and grievance arbitration.

HR provides counseling and assistance to department heads and employees relevant to personnel issues and coordinates/facilitates training to meet department and city needs.

The department reports and/or monitors workers’ compensation and unemployment compensation claims with third party administrators; ensures compliance with the Affordable Care Act, MIOSHA, accident/injury policies and procedures, and collective bargaining agreements; performs liaison duties with workers’ compensation clinics for employee injuries, new hire physicals and DOT drug testing program and requirements.

HR develops, distributes and monitors city policies such as sexual harassment, EEO, ADA, Family and Medical Leave Act, workplace violence, employee assistance, drug free workplace, nepotism, etc.

The human resources department staffs the Civil Service Board and Fire Civil Service Commission. It also provides representation to employee teams, safety committees and the city- sponsored health & wellness center.

About this Position: A Human Resources Specialist performs various administrative and personnel duties for the Human Resources Director. Subject to the direction of the Human Resources Director, the Human Resources Specialist is required to exercise considerable independent judgment, initiative, discretion and confidentiality based upon on a knowledge of professional personnel and administrative experience and training.

A Human Resources Specialist may be called upon to do any or all of the following (These examples do not include all of the tasks which the employee may be expected to perform):  Assist in the supervision and operation of a comprehensive professional personnel system, including the recruitment, examination, classification, compensation, evaluation and promotion of employees.  Research and prepare exhibits for negotiations and arbitration.  Review labor agreement language and make recommendations.  Assist in the administration of employee benefits, safety and training.  Prepare complex payroll calculations, such as final and special payouts  Research and recommend modifications to optimize the delivery of personnel services to employees.  Assist in the monitoring of third party administrators and contractors for workers compensation, unemployment compensation, insurance and employee counseling  Confer with department heads and employees relative to personnel needs and problems.  Promote positive employee relations and morale.  Participate in employee committees and teams as needed.  Represent the Human Resources Director as assigned.  Perform other duties as assigned.

Qualifications for Position A Human Resources Specialist, upon application, shall have the following experience and training:  Considerable experience in human resources and public administration or a closely related field, and a four year degree from an officially accredited and recognized institution.  Must be able to pass a background check in order to be granted access to the Michigan criminal history background search system.  Ability to establish and maintain effective working relationships with City officials, employees and the general public.  Ability to communicate effectively both orally and in writing.  Demonstrated ability to maintain discretion and confidentiality.  Ability to effectively research and analyze complex administrative and personnel problems and recommend solutions.  Ability to perform complex calculations with the help of (but not limited to) Microsoft Excel.  Considerable knowledge of public and personnel administration and employee relations.  Considerable knowledge of federal, state and local laws affecting personnel and municipal operations.  Considerable technical ability in learning and utilizing a vast array of on and offline systems.
